Abstract

Indonesian Navy ships (KAL) is one element of the Integrated Fleet Weapon System (SSAT), which plays an important role in carrying out tasks in the defense field. So, we need an optimal KAL readiness to support the passage of the operation to be carried out successfully and smoothly. One of the ways used to prepare KAL is to carry out routine maintenance through the docking process. However, in practice there are accidents suffered by workers.This research was conducted using the HIRARC method. HIRARC is a method of hazard identification, risk assessment and risk control measures that are used for this method is considered moreappropriate and more accurately where the dangers that arise in the process described docking of any work activity. In this method also provides appropriate control measures for each hazard. Based on the results of the HIRARC analysis, each suction work activity of docking based Risk Ranking will be sorted according to the level of Risk Matrix and will be discussed further against high risks and implemented controls. Then the resulting draft recommendation to minimize workplace accidents in the docking process is by way of elimination, Administration Control and Use of PPE (Personal Protective Equipment).Keywords: HIRARC method, Docking process, KAL.

Abstract

ABSTRACT Lapetal is an organization within the Indonesian Navy that is tasked with carrying out Navy recruitment. With the increasing number of duties and responsibilities of Lapetal and seeing the current condition of Lapetal, it is necessary to make efforts to develop Lapetal in the future. The purpose of this research is to identify the factors that influence in determining the Lapetal development strategy, determine the alternative strategy for Lapetal development, and produce a roadmap of the selected alternative strategies for Lapetal development. This study uses an integrated SWOT analysis and Interpretative Structural Modeling. SWOT analysis is used to formulate and provide alternatives in Lapetal development strategies. ISM is used to determine the priority order of the selected strategy which is then applied in making the roadmap. Based on the results of the SWOT matrix analysis, the SO Strategy consists of 6 (six) strategic steps, the ST Strategy consists of 5 (five) strategic steps, the WO Strategy consists of 8 (eight) strategic steps and the WT strategy consists of 4 (four) strategic steps. Based on weighting using the EFAS and IFAS matrices, the chosen strategy is the WO Strategy, so that the WO strategy becomes the first alternative. Based on the results of the classification of elements in the WO strategy, there are 4 (four) levels of hierarchical structure. In this hierarchical structure, it can be seen that the (WO5) and (WO6) sub-strategies are at level IV. Then the sub strategies (WO3) and (WO4) are at level III. At level II it consists of 3 (three) sub strategies, namely (WO1), (WO2), and (WO7). At level I, it is the sub strategy (WO8). The output of the SWOT and ISM analysis process in determining the Lapetal development strategy is a map or roadmap implemented in a strategic plan which is divided into five-year programs. Abstract

Republic of Indonesia Ship (KRI) Dewaruci is a Naval Academy Cadets' (AAL) training ship that is old. Thiscondition is very susceptible to various threats of accidents while carrying out voyages around the world to cruisethe AAL Kartika Jala Krida Kadet. The government has planned to replace KRI Dewaruci with a new trainingship. This study aims to determine the selection of new prospective makers training ship by the Analytic NetworkProcess (ANP) method. This ANP method is used because the existing data have a relationship among thecriteria and the relationship between criteria and sub-criteria. In alternative selection, there are two main criteria,namely operational requirements criteria with four sub-criteria: security, geographical conditions, skills training,transfer of technology and technical requirement criteria with five sub-criteria: machinery, navigation, trainingequipment, platform, masts, and sails. The results of this study are the alternative priorities for new training shipreplacing the best KRI Dewaruci and also the priority of the main/critical sub-criteria. The biggest alternativescore value is a training ship made by Piere Shipyard made in Spain with a score of 0.50259.Keywords: Analytic Network Process (ANP), Super Decisions, Training ship, Criteria and Sub-criteria

Abstract

Dalam rangka mencapai tujuan nasional bukanlah perkara yang mudah. Ancaman, hambatan, gangguan, dan tantangan akan senantiasa mengiringi. Sehingga diperlukan suatu kemampuan untuk menghadapi faktor penghalang tersebut. Hal inilah yang dikenal dengan ketahanan nasional. Di era globalisasi seperti saat ini teknologi informasi (TI) merupakan salah satu faktor yang mempengaruhi ketahanan nasional. Penggunaan teknologi informasi seperti pisau dibelah dua, satu sisi berdampak positif dan satu sisi berdampak negatif. Dampak positif TI akan meningkatakan ketahanan nasional, sebaliknya dampak negatif akan menurunkan ketahanan nasional. Pada penelitian ini akan dibahas dampak TI terhadap ketahanan nasional dengan Kabupaten Bangkalan sebagai lokasi penelitian. Dalam penilaian ketahanan, variabel pokok yang digunakan adalah Indeks Pembangunan Manusia (IPM), partisipasi politik masyarakat (PPM), toleransi dan kerukunan masyarakat (TKM), dan keamanan. Metode yang digunakan dalam penelitian ini adalah Decision Making Trial Evaluation and Laboratory (DEMATEL) untuk mendapatkan hubungan keterkaitan antar variabel, dalam bentuk grup dispatcher dan grup receiver, dan pendekatan sistem dinamik untuk menganalisa dampak TI terhadap ketahanan nasional di wilayah Kabupaten Bangkalan dengan menerapkan dua skenario kebijakan antara lain; skenario menurunkan prosentase pengakses pornografi (skenario 1) dan skenario peningkatan prosentase pengguna sosial media (skenario 2). Hasil simulasi menunjukkan bahwa skenario 2 memiliki dampak yang paling baik terhadap variabel output dari sistem pada penelitian ini. Nilai ketahanan wilayah Kabupaten Bangkalan bernilai 0,77 pada periode akhir simulasi. Sedangkan skenario 1 mengakibatkan nilai ketahanan wilayah Kabupaten Bangkalan 0,76.

Abstract

The industrial revolution 4.0 requires that one must be able to work with increasingly sophisticated technological developments. The industrial revolution 4.0 emphasizes digital economic patterns, artificial intelligence, big data, robotic or known as the disruptive innovation phenomenon. The problem discussed in this study is how to determine the strategy for developing STTAL. The purpose of this study was to determine the best strategy for developing STTAL using the SWOT analysis method. The results of the study show that the development of STTAL to produce Human Resources that mastered the technology faced the era of industrial revolution 4.0. Namely: a). Increase the quantity and quality of laboratory facilities that are complete in stages according to the priority scale adjusting the available budget by means of regulation, cooperation, coordination and socialization to relevant stakeholders, b). Publication of lecturer and student research in national and international journals is one way to improve the ability and expertise to produce technological products of marine and maritime technology, c). Establish a curriculum for each Study Program based on IQF and lead to the science and technology fields of maritime and maritime technology, d). Establishing the ideal STTAL Organization will be able to support the operational education and development of new Cyber Study Programs. Abstract

School of Communication (Sekom) is a place for educational institutions of the Indonesian Navy'sNational Army which has the duty to educate and prepare human resources in the field of communication.In providing Morse gesture learning material, the instructors still use the media in the form of a Morseknock tool manually, the news is received and recorded by other students with a sheet of paper or abook. There are ideas or ideas from the author to combine the Morse signal method using computermedia in its implementation. The design of this study was carried out to provide an overview of thesystem to be created. The flow of news delivery is news that is processed in the server and then sentusing the computer as a server automatically so that it will come out in the form of morse audio after theprocess begins and then is received by students using a computer as a client and the results of studentanswers will be automatically saved into the server, after saving the teacher can retrieve the resultsdirectly typing students who automatically have a value that is managed in the server. The assessmentsystem is automatically processed in the server by means of a comparison between the news sent by theteacher with the results typed by students.Keywords: Morse, Server and client.

Abstract

Handling information security management is an absolute thing to do for organizations that have information systems to support the organization's operations. Information systems consisting of assets both software and hardware that manage data and information that are spread over networks and the internet, make it vulnerable to threats. Therefore investment and costs are needed to secure it. Costs incurred for this need are not small, but investment expenditures and information security costs carried out need serious handling to be more effective and on target. The System Dynamics Model is used to evaluate alternative strategies to demonstrate the effectiveness of investment and the cost of managing information security through simulation of policy changes. System Dynamics are methods for describing models and systems analysis that are dynamic and complex, consisting of variables that influence each other in the form of causal relationships and feedback between variables that are either reinforcing or giving balance. Simulation using a dynamic system model in this study illustrates that the management of risk assessment followed by vulnerability reduction efforts has a very large impact on the management of information security. By making a difference in the value of security tools investment, this provides an alternative choice in information security risk management investments to achieve the effectiveness of the overall costs incurred in managing information security

Abstract

Exhaust gas from ships is a source of air pollution, which has a very detrimental impact on the environment and living things. Global warming, storms, drought, floods, melting of the north and south polar ice which causes sea levels to rise then causing tidal flooding, forest fires, and disruption of human health, are the impacts and dangers of air pollution. Exhaust gas emissions from KRI operations contribute to air pollution. Based on these conditions, the authors feel it is important to conduct research to determine the level of exhaust emissions so that they can be used as a reference for the Indonesian Navy's policy in supporting the Indonesian government's efforts to prevent air pollution. The research was conducted using a combination of quantitative and qualitative methods. The numerical analysis approach by calculating the value of KRI exhaust emissions is carried out then the results of the calculations are analyzed using a descriptive qualitative analysis approach. From the research results, it was found that 87.5% of KRI had exceeded the allowable exhaust gas emission limit, while only 12.5% ​​were still within the tolerance limit. Abstract

Assessment of the performance and achievement of each unit of the company is very important to be carried out every certain period to provide a trigger for each unit in maintaining or improving the performance and achievements to be achieved. As for the better, the level of performance and achievement achieved by each unit will provide benefits to the company. Although currently there are sophisticated technologies that greatly impact various company activities and can improve the efficiency, performance, and achievement of human resources, it is an important factor in an organization. Human resources are very important to be given direction and guidance from human resource management to produce optimal performance. The optimal form of performance in human resources is influenced by the work discipline that exists in each employee/worker and the success of career development activities carried out by the existing human resource management at the company. Abstract

The Financial Office of Koarmada II (Disku Koarmada II) has the ability to support the KRI oprasional or unit that is the demand of the Navy. To support the implementation of these tasks, the Koarmada II Financial Office needs to be equipped with special equipment to support the implementation of tasks in storing money and valuable state assets. IoT safe security system. That will monitor the security conditions in a storage is certainly very necessary for financial holders to be able to monitor the security conditions in the safe even remotely. Currently, The Financial Office of Koarmada II does not have a security system in the safe, in this study the author tried to design a security system with the Internet of things system, from the results of research on the entire system that works smoothly and the process of sending reports on accessing the safe to the mobile phone is very good. With this system, it is expected that financial holders can monitor through the application on the mobile phone if anyone accesses the safe, so as to prevent before the breach of the safe, even know if there are people who try to access the safe. From the existence of this security system will be able to complete the main tasks effectively and efficiently and able to minimize material losses.
