Abstract

The government in Indonesia follows a presidential system that provides high executive stability. Elections are used to directly elect the nation's leaders and administration, ensuring consistency in national policy. However, political coalitions between the executive and legislative branches often lead to conflict especially when the two branches come from conflicting political parties. This can bring down the order of government. In contrast, the parliamentary model tends to prioritize harmony because the executive is elected from among the parliament and the two parties are always in line. However, Indonesia has devised a number of mechanisms that can minimize the shortcomings of the presidential model. The government coalition system and the checks and balances mechanism have effectively balanced the relationship between the branches of state. Constitutional provisions and regulations that are responsive to political dynamics also allow the presidential system to continue to adapt to various changes. Thanks to these efforts, the stability of governance in Indonesia has been maintained despite the challenges faced. In general, despite the fundamental differences between presidential and parliamentary systems, Indonesia has been able to effectively implement the presidential system through various adjustments in accordance with its socio-political context.

Abstract

Sustainable development has become a critical global agenda in the 21st century, requiring concerted efforts across sectors to balance economic progress, environmental sustainability and social welfare. In this context, taxes present a very useful but often underutilized policy tool. The study in this research utilizes a literature review. The results indicate that to maximize the function of taxes in sustainable development, comprehensive tax reforms are needed that include: simplifying the tax system, increasing tax progressivity, strengthening tax administration, and better integration of tax policy with environmental and social policies. In addition, closer international cooperation on taxation, especially to address cross-border issues such as tax avoidance by multinational companies, is also urgently needed.

Increasing the capacity of state administrative apparatus through training and education is an important eflort to strengthen the performance of government and public services. Well- designed training can improve the knowledge, skills, and professionalism of the apparatus, so that they are able to carry out their duties more eflectively and efficiently. However, the implementation of training and education programmes is often faced with various challenges, such as budget constraints, inflexible time, and gaps between training materials and field needs. To overcome these problems, a strategy is needed that involves regular training needs analysis, the use of e-learning technology, and programme evaluation through participant feedback. With good management and responsiveness to existing challenges, this capacity building programme is expected to produce competent administrative officers who are ready to face better public service tasks.
