Abstract

This study explores stakeholder participation in waste management communication in Bandung City, which frequently faces waste emergencies. Despite the government's implementation of various waste management programs, the issue remains unresolved. Effective waste management requires active collaboration among all stakeholders, including government agencies, non-governmental organizations, media, and community leaders. Using a constructivist paradigm with a qualitative case study approach, this research examines the roles of government entities (Bandung City Environment Agency, PD. Kebersihan, and Bapelitbang), non-governmental actors (Forum Bandung Juara Bebas Sampah/BJBS, including environmental activists, academics, and business representatives), as well as media and community leaders. Informants were purposively selected based on their involvement in waste management efforts. Findings reveal that collaboration occurs between the government, legislators, and grassroots environmental activist groups, such as BJBS, which directly engages in waste management initiatives. However, from a pentahelix collaboration perspective, effective communication requires greater involvement of mass media, both conventional and digital. Currently, waste management communication relies mainly on social media accounts with limited reach, such as Humas Bandung, Dinas Lingkungan Hidup Kota Bandung, and Forum BJBS. This limited engagement hinders public awareness and participation. To achieve a sustainable solution, public involvement and awareness must be strengthened, ensuring that waste management is a shared responsibility rather than solely the government's duty.

Abstract

Background: Historical newspapers serve as crucial primary sources, preserving a Indonesian nation's collective memory. However, their fragile material composition presents persistent preservation challenges for memory institutions, creating a need to assess the gap between collection conditions and existing safeguards. Purpose: This study aimed to systematically map the extent of physical deterioration in historical newspaper collections and assess the effectiveness of preservation measures implemented by the National Library of Indonesia (Perpusnas RI). Methods: The research used a quantitative descriptive design combined with the Analytical Hierarchy Process (AHP). A proportional sample of 400 bundles was drawn from a total of 25,814 bundles, representing four major historical periods of Indonesia. Results: Findings indicated that a majority of the collections exhibited moderate to severe damage, including high acidity (95%), foxing (90%), and fungal stains (65%). Crucially, only 5.25% of bundles had undergone physical conservation and 36.25% had been digitized, identifying torn paper and missing sections as the most critical categories requiring immediate intervention. Conclusion: The study concludes that systematic digitization serves as a sustainable preservation surrogate. There is an urgent need to address the significant preservation gap to ensure the long-term survival of Indonesia's documentary heritage. Implications: The findings imply a necessity for strengthening institutional policies, technical protocols, and human resource capacity. Theoretically, it establishes an evidence-based framework for newspaper preservation, while practically, it advocates for prioritizing AHP-based decision-making in conservation resource allocation.

Abstract

As one of the largest industries in the world, tourism has become a rapidly growing phenomenon, yet this industry is very vulnerable to its surrounding issues, including the current Covid-19 pandemics. The travel restriction imposition has made Central Java government reconsider about its initial tourism development strategies as they need to minimise the spread of the virus while trying to accelerate the tourism sector. To implement this adjusted tourism strategies, based on policy analysis taken by the Central Java Provincial Government and its applications in the field, a tourism program named “Njagani Plesiran” was launched. This jargon “Njagani Plesiran” was derived from local Javanese language which literally means maintaining tourism activities. This study uses a literature study method in analysing the tourism policies. To ensure the effectiveness and efficiency of the implementation of the Njagani Plesiran, the Great Chinese Temple Sam Poo Kong promotes the programes through various media channels. The expected impact of this tourism program implementation is that while local mobility within the country is still allowed yet regulated, allowing tourism businesses to remain open, the spread of Covid-19 in tourist destinations can be controlled and eventually prevented. Abstract

Background: Corporate Social Responsibility (CSR), has often been viewed along the lines of technocratic compliance in the case of Bula, East Seram, an area of historical neglect and layered cultural diversity region. Technocratic Compliance sees CSR as little more than a box-ticking exercise, whereby the opportunity for real social community empowerment is lost. Purpose: The objective of this study is to propose an alternative pathway for CSR, which would involve the reframing of a socially bottomed phenomenon, ethnically and culturally integrated, from a prescriptive imposition  to an ethical, cross communicative practice of co-creation. Methods: The research poses a qualitative case study design. Data were integrated from the exercise of participant observation, document reviews, and semi-structured interviews with 15 informants, including representatives of the corporation, community leaders, and civil servants. This methodology enables the capturing of CSR phenomena from several perspectives. Results: Findings point to the generalized gap existing corporately centralized systems and community demands to be engaged in processes of collaboration and partnership. Interventions implemented in the absence of cultural dialogue are, at best, likely to interact with bureaucratic functions and survive as indifference. In contrast, initiatives designed and implemented in partnership demonstrated prevalence to social support and sustainable change. Conclusion: The study states that the legitimacy of CSR is not a function of positive legal prescription, but rather an outcome of meaningful, sustained dialogues across cultures. Implications: This research improves the understanding of CSR as a type of “social diplomacy.” It suggests that companies should treat philanthropic acts as more than a transaction, creating and sustaining culturally adaptive communications that respect local knowledge and promote a more just and more balanced industry-society relationship.

Abstract

Background: The rapid advancement of digital technologies has transformed how cultural heritage is preserved, accessed, and disseminated. While digitalization offers new opportunities to revitalize traditional arts and engage younger generations, it raises concerns related to cultural authenticity, technical capacity, and ethical governance.Purpose: This study examines (1) how digital technologies contribute to the preservation and revitalization of traditional arts, (2) the key challenges faced by artists and cultural practitioners in adapting to digital environments, and (3) the collaborative strategies required to ensure culturally grounded and sustainable digitalization. Methods: A qualitative approach was employed using semi-structured interviews with five informants, including traditional artists, academics, and cultural practitioners involved in heritage-related activities in Indonesia. Data were analyzed thematically to identify recurring patterns related to digital preservation practices, challenges, and forms of collaboration. Results: Findings show that digitalization strengthens preservation by expanding accessibility, protecting fragile archives, and creating immersive experiences through technologies such as virtual reality and digital platforms. However, informants highlight significant constraints, including digital literacy gaps, inadequate infrastructure, financial barriers, and intellectual property risks. They emphasize that authentic cultural values must remain central in digital transformation. Effective digitalization requires multi-stakeholder collaboration—linking artists, communities, academics, government, and technology actors to ensure accuracy, cultural integrity, and sustainable implementation. Conclusions: Digital technologies hold meaningful potential for revitalizing traditional arts when applied ethically and collaboratively. Sustainable digital preservation requires culturally sensitive approaches, institutional support, and coordinated multi-stakeholder engagement. Future research should involve broader participant groups and comparative cultural contexts to deepen understanding of long-term digital preservation strategies.
