Abstract

This study employs a normative juridical approach to explore the intertwining of administrative actions and criminal accountability within the governance framework. By scrutinizing legal norms, the research assesses the objective position of criminal elements in administrative actions, revealing a tendency to prioritize formal aspects over legal validity. The findings highlight the conflation of criminal law with administrative proceedings, resulting in disparate consequences. Consequently, policymakers may shy away from necessary actions or seek alternative routes to avoid potential risks. This study underscores the imperative to delineate clear boundaries between administrative duties and criminal liabilities to foster more effective governance practices and mitigate unwarranted legal risks. Highlights : The study emphasizes the necessity of delineating clear boundaries between administrative actions and criminal liabilities. Prioritizing formal aspects over legal validity in administrative actions can lead to disparate consequences within governance frameworks. Policymakers may resort to alternative routes or hesitate to take necessary actions due to the conflation of criminal law with administrative proceedings. Abstract

This study aims to describe the position of the Indonesian Council of Ulama (MUI) in the Indonesian constitutional law system and to describe the MUI’s position in Abū  Ḥasan al-Māwardī’s  thought. The method in this study uses normative legal research or doctrinal law with a philosophical, historical and conceptual approach. If viewed from a state institutional perspective, the MUI is in the realm of the political infrastructure area. Political Infrastructure itself is a group of institutions that exist in society. The MUI fatwa is not a type of statutory regulation that has binding legal force Based on Article 1 point 2, Article 7 paragraph (1) and Article 8 paragraph (1) of Law 12/2011, the MUI fatwa is not statutory regulation, because it is not made by an authorized body or institution and does not have general binding power. However, the MUI fatwas are a source of material law. To become a positive law, the MUI fatwa must be positivized by the state through statutory regulations. The theory of state objectives developed by Al-Mawardi has two basic concepts, namely (1) formalization of Shariah activities, (2) regulation of social, economic, political, legal and military activities.

Abstract

Perairan Teluk Ekas telah memiliki konsentrasi nutrien yang di atas ambang batas. Nutrien berasal dari pakan ikan rucah yang diberikann oleh pembudidaya ikan sistem Karamba jaring Apung. Nutrien yang berlebihan di perairan akan memicu pertumbuhan besar-besaran plankton atau yang dikenal dengan blooming. Blooming plankton akan berdampak buruk pada biota yang dibudidayakan serta untuk semua organisme yang mendiami perairan tersebut. Plankton yang tumbuh dapat dikendalikan dengan memberikan organisme yang dapat memanfaatkan keberadaannya sebagai pakan. Bandeng banyak digunakan sebagai pemanen /pemanfaatan plankton baik di perairan tawar maupun laut. Bandeng merupakan ikan euryhalin atau memiliki rentang salinitas yang luas. Selain itu ikan bandeng merupakan ikan ekonomis penting. Namun sebelum mengintroduksi ikan bandeng di KJA Batu Nampar perlu dilakukan analisa kesesuaian beberapa parameter lingkungan dan yang tidak kalah pentingnya adalah jenis plankton yang bisa dimanfaatkan oleh bandeng. Oleh karena itu tujuan penelitian ini adalah mengiventaris/mendata jenis plankton di perairan Batu Nampar serta melihat kesesuaian jenis plankton yang ada dengan yang menjadi pakan ikan alami Bandeng. Metode yang digunakan dalam penelitian ini adalah metode survey. Pengamatan lebih dititikberatkan pada pendataan jenis plankton. Pengambilan contoh air dan pengamatan terhadap parameter-parameter kualitas air lainnya dilakukan pada tiap bulan selama 3 kali. Jenis plankton yang teriventarisir pada saat penelitian adalah: Synedra ulna, Fragilaria, Hemiaulus sinensis, Skeletonema costatum, Triceratium taves, Coscinodiscus granii, Pseudo nitzschia, Dytilum sol, Cerataulina smithii, Clamydocapsa sp, Navicula elegans, Aulacodiscus gracilis, Cydotella sp., Globorotolia pumilio, Ceratium sp.,larva crustacean, Pontellina plumata. Plankton yang terdapat lebih banyak dari Bacillariophyceae yang merupakan jenis pakan dari ikan bandeng sehingga perairan KJA Batu Nampar berpotensi digunakan untuk budidaya Bandeng

Abstract

Macroalgae that exist in Indonesia and have the potential to be cultivated apart from the Glacilaria sp. and Eucheuma sp. is a type of seaweed Caulerpa sp. The aim of this research was to determine the effect of different planting distances and depths on the growth and antioxidants of Caulerpa sp. which is cultivated using the longline method. The research was carried out in the waters of Rompo Village, Langgudu District, Bima Regency, West Nusa Tenggara. The research method was a factorial Completely Randomized Design (CRD) with two factors. The first factor is the planting distance consisting of 3 treatments. The second factor is depth consisting of 2 treatments. The combination of distance and depth in this study is; A: plant distance 20 cm - 50 cm depth, B: plant distance 30 cm - 50 cm depth, C: plant distance 40 cm - 50 cm depth, D: plant distance 20 cm - 100 cm depth, E: plant distance 30 cm - depth 100 cm and F: planting distance 40 cm - depth 100 cm. The results showed that different planting distances had a significant influence at the 5% level on the growth of Caulerpa sp. and there is no interaction between the JT factor (Planting Distance) and the KD Factor (Depth) on the absolute growth rate of Caulerpa sp. Absolute growth rate of Caulerpa sp. The best treatment was obtained from a planting distance of 30 cm with a depth of 50 cm, namely 111 ± 27 grams with a specific growth rate of 2,477 ± 412b %/day. The highest antioxidant content was obtained at a planting distance of 40 cm with a depth of 50 cm, amounting to 45.57%. The conclusion of this research is that the interaction between the planting distance factor and the depth factor has no effect on the absolute growth and specific growth of Caulerpa sp. Different depths have a significant influence on the antioxidant content of Caulerpa sp.

Abstract

Caulerpa racemosa sea grape is one type of seaweed that has bright prospects to be produced and developed, because it has the advantage of being able to produce secondary metabolites and advantages in the pharmaceutical field such as antioxidant activity, anti-coagulant, anti-mutagenic, anti-bacterial, anti-cancer and anti-cancer activity and tumor. However, the quality of production and the content of active ingredients in plants are influenced by the age of harvest, so that there is no decrease in quality and the content of active ingredients is maintained, efforts are needed to be able to inhibit the damage. The purpose of this study was to determine at what harvest age sea grape can produce high production quality and antioxidant activity. The method used in this study is an experimental method with a completely randomized design (CRD). There were 5 treatments, P1 sea grapewas harvested at 20 days old, P2 sea grapewas harvested at 25 days old, P3 sea grapewas harvested at 30 days old, P4 sea grapewas harvested at 35 days old and P5 sea grapewas harvested at 40 days. 3 repetitions. The results showed that the harvest age of Caulerpa racemossa sea grape which were different and cultivated using rigid quadrant nets planting media had a significant effect on absolute growth, but had no significant effect on specific growth rate and had no significant effect on antioxidant levels, to obtain antioxidant levels, absolute weight growth and the optimal specific growth rate in the cultivation of Caulerpa racemossa sea grape, 30-40 days of harvest were used.

Abstract

Lobster is one of the marine biota that has high economic value, as well as being one of the biota that can be developed through the cultivation process. The waters of Ekas Bay have the potential of marine resources that can be used as a place for lobster cultivation. This study aims to determine water quality with physical, chemical and biological parameters for lobster cultivation on the former coast of East Lombok Regency. The research was carried out in April 2022, located in the waters of Ekas Bay and the Lombok Marine Aquaculture Fisheries Laboratory Laboratory, West Sekotong, West Lombok Regency. Observations of the research were carried out in situ to observe water quality, as well as taking samples using a random sampling method of 8 points and then observing the content of nitrate, nitrite and plankton in the laboratory. The data that has been obtained is then analyzed descriptively by comparing the data with quality standards and ideal conditions for the development of sea crayfish aquaculture. The results showed that the water quality in Ekas Bay was generally in an ideal condition to be used as a lobster culture based on the appropriate quality standards of water quality for lobster cultivation. The water areas that are very suitable to be used as a place for lobster cultivation based on quality standards of water quality are the KJA 1, KJA 2, KJA 3 and Seagrass areas. The plankton species found consisted of Amphisolenia sp., Coscinadiscus sp., Nitzchia sp., Moina sp., Planktoniella sp., Oithona sp., Synedra sp. and Navicula sp.

Abstract

Ikan gurame (Osphronemus gouramy) merupakan salah satu jenis ikan air tawar yang memiliki nilai ekonomis tinggi dan banyak digemari oleh masyarakat luas. Permasalahan yang di hadapi dalam penetasan telur ikan gurame yaitu daya tetas telur yang masih rendah dan tingkat kelulushidupan yang masih rendah. Pada fase ini kondisinya masih rentan terhadap perubahan lingkungan. Suhu adalah hal yang perlu diperhatikan dalam penetasan telur ikan gurame, oleh karena itu perlu dilakukan manipulasi suhu dalam wadah agar suhu lebih konstan. Tujuan dari penelitian ini adalah untuk mengetahui pengaruh suhu terhadap penetasan telur dan pertumbuhan larva ikan gurame (O. gouramy). Bahan uji yang digunakan adalah telur ikan gurame (O. gouramy) dengan total telur yang digunakan sebanyak 900 butir. Penelitian ini menggunakan metode eksperimental dengan Rancangan Acak Lengkap 5 perlakuan 3 ulangan. Perlakuan dalam penelitian ini: perlakuan suhu P1 (28oC), P2 (29oC), P3 (30oC), P4 (31oC) dan P5 (32)oC. Data yang diamati meliputi survival rate, hatching rate, lama penetasan, panjang mutlak, dan spesifik growt rate. Hasil penelitian menunjukan bahwa perbedaan suhu berpengaruh nyata terhadap lama penetasan telur, panjang mutlak,kelulushidupan dan spesifik growt rate., sedangkan tidak berpengaruh nyata terhadap daya tetas telur ikan gurame (O. gouramy). Perlakuan E 32oC adalah perlakuan yang terbaik yang menghasilkan penetasan 22 jam, daya tetas telur 96,67% kelulushidupan 91,35%, pertumbuhan panjang mutlak 1,47 cm dan SGR 4,42%.

Abstract

West Nusa Tenggara has a lot of marine and fishery potential, one of which is Waworada Bay, the development of Seaweed is increasing, and it is the latest breakthrough and helps the economy of coastal communities in West Nusa Tenggara. The purpose of this study was to determine the effect of planting depth on the growth of Eucheuma cottonii seaweed and to determine the growth potential with different depths on the growth of Eucheuma cottonii seaweed. The depths used in this study were a depth of 20 cm, 30 cm, 40 cm, 50, cm and 60 cm with the long line method and further tested for carrageenan content at the Base Laboratory of the Aquaculture Study Program, University of Mataram. This study used a completely randomized design (CRD) consisting of 5 treatments and 3 replications to obtain 15 experimental units. P1: Depth 20 cm, P2: Depth 30 cm, P3: Depth 40 cm, P4: Depth 50 cm, P5: Depth 60 cm. The results showed that different planting distances between 20 cm, 30 cm, 40 cm had no significant effect on the growth of Eucheuma cottonii seaweed, while at a depth of 50 cm and 60 cm it had an effect so that seaweed growth was inhibited and at a depth of 20 cm, 30 cm and 40 cm. cm has the potential for faster growth, in contrast to the depth of 50 cm and 60 cm the type of seaweed Eucheuma cottonii has a slower growth so that it shows a significant effect at each depth.

Abstract

Ornamental fish is a fish that is much favored by the public because it has a beautiful color. The demand for ornamental fish is increasing every year both in the domestic and international markets, based on data from the KKP in 2018 the export value of hyacinth reached USD 32.23 million and in 2020 Indonesia targets to produce 1.8 billion ornamental fish. One of the ornamental fish that is much favored by the public is Betta fish (Betta sp). From an economic point of view, male betta fish cultivation is less profitable because of its poor body color and morphology. Male betta fish are more popular than female fish, because they have advantages in terms of color and morphology. Based on the results of the study, it was found that the highest male sex presentation of betta fish was in treatment P4 with a total of 91.11% followed by treatment P5 with a total of 73.33% treatment P3 78.89% to treatment P2 58.89% male and followed by male sex presentation the lowest was found in treatment P1 with a total of 35.56%.

Abstract

Fish farming is one of the activities to meet the food needs of the fisheries sector, one ofwhich is freshwater fish cultivation which gets very high economic value so that freshwaterpomfret fish from year to year increases. Although this fish is rarely consumed, freshwaterpomfret fish is a product that is quite in demand. The recirculation system is an applicationoption to control the quality of water that passes through a filter. This study aims to analyzethe growth of freshwater pomfret fish (Collosoma macropomum) in a recirculation system with a horizontal filter. This research was carried out for 50 days, at the Fish Production andReproduction Laboratory, University of Mataram using an experimental method using a Complete Design (RAL) consisting of 4 treatments and 3 replicates where there were 12 experimental units. The test parameters include growth rate (absolute length, specific length, absolute weight and specific weight), feed conversion ratio (FCR), survival (SR) and water quality. The data was analyzed using Analysis of Variance (ANOVA) and continued with the Duncan test. The results showed that the test parameters included growth rate (absolute length, specific length, absolute weight and specific weight), feed conversion ratio (FCR), survival (SR) and the best water quality were found in P3 with a growth rate (absolute length of 7 cm, specific length of 0.033 %/day, absolute weight of 24.5 grams and specific weight of 0.053%/day), feed conversion ratio (FCR) of 1.1,  survival (SR) of 90% and water quality (temperature of 29-30 °C, Dissolved Oxygen (DO) of 3-6 mg/L and pH of 7-8).
