Abstract

Empowerment of coastal communities as one solution to increase the welfare of society at this time has not been well established. About 32.4% of coastal communities in Indonesia are still in the poverty line as a result of the management of coastal areas are less precise. This study aims to analyze the implementation of coastal communities empowerment policy in the Villages of Tanjung Mas as well as identify the factor are supporting and inhibiting implementation than to formulate efforts that we need to create for the effectively implementation of coastal communities empowerment policy. The results showed that the implementation of Perda Semarang No. 23 in 2011 about the management of coastal area has not yet reached the goal of empowerment according. This occurs because the existence of NGOS as implementing community empowerment actors not yet seen, community empowerment for individuals not yet implemented, the Government of Semarang City have not compiled technical guidelines at the discretion of coastal communities empowerment, and the distribution of beneficiaries of policies have not been evenly distributed. Based on the shortage of necessary efforts increased participation of NGOS, draw up technical guidelines for coastal community empowerment as a priority, doing mapping of potential inhabitants, and encouraging the public to participate in environmental conservation.

Abstract

Rembang is an area located on the north coast of Central Java. The potential of coastal and marine areas in Rembang considerable, but so far there is damage to the environment and utilization is not optimal. Based on this background problem that arises is How pengeolaan policy impact coastal and marine areas in Rembang? How to constraints in the policy management of coastal areas and the sea in Rembang. The purpose of this study was to evaluate the impact of the policy management of coastal and marine areas in Rembang. In addition to knowing the constraints in the policy management of coastal and marine areas in Rembang. Based on the research that the policy management of coastal and marine areas in Rembang having an impact on people's lives, but not optimal and equitable perceived by the public. Not optimal goal and the impact felt by the target group due to some constraints in the implementation of policies such as kuragnya coordination and collaboration among relevant agencies, lack of understanding of personnel, lack of dissemination of relevant SKPD or of society such as the low level of education of coastal communities, the lack of awareness and the community's participation. Under these conditions, the authors provide suggestions for the government to undertake intensive socialization, improved understanding of the content of the policy apparatus, increasing the level of education of coastal communities. Then for the community to increase participation and to change the mindset that tends to badly in the costal management and marine.

Abstract

The government’s commitment to alleviate poverty today is highly important. However, the commitment must be followed by an effective policy. The Policy of Home Construction for Poor Family in the form of home renovation activity is the realization of the government’s commitment of North Halmahera Regency to alleviate poverty. The problems was that the activity did not reduce poverty and some houses were improper to reside. The aim of the research was to evaluate the success of the poicy of home construction for poor people considering the indicators of William Dunn evaluation, effectiveness, sufficiency, alignment, responsiveness, and accuracy. The research used qualitative approach with the technique of purposeive to determine key informant. The evaluation results show that the policy was not successful as indicated by the presence of poverty, improper house to reside, no empowerment to the target families, and the program was not the need of the people. Abstract

Making regulation is the primary function of the modern state. Current praxis shows how there is positive and negative cooperation among policy participant in the process of local legislation. Many Indonesian scholars give attention to the politics of law and citizens participation in understanding this process. However, they do not give detail analysis on cooperation among policy participant during the legislation process. Drawing on qualitative methods, this article applies the Advocacy Coalition Framework (ACF) to understand the process of local legislation in South Sumatra Province. This article selects The Provincial Regulation of South Sumatera No. 8 of 2016 on the Forest Fires Mitigation as a case study due to the nature of forest fires as the public problem that obtains attention from various actors. Several key informants representing the executive and the legislative at the local level is selected using the purposive technique as a source of primary data. The secondary data is collected from the official publication of the policy participant, newspaper, and social media. Using interactive models and NVIVO software to code and analyse research data, this article finds that the secondary policy belief (SPB) among policy participant could be similar partially or wholly. This similarity is the foundation of policy participant to make an advocacy coalition. This article identifies two advocacy coalition in legislation process of The Provincial Regulation of South Sumatera No. 8 of 2016 on the Forest Fires Mitigation: ‘the local wisdom’ coalition vs. ‘the no burning policy' coalition. This article discusses the findings and propose a new agenda for further research on local legislation process

Abstract

This article aims to describe the implementation of public service innovations at the Bengkulu City Population and Civil Registry Office. The problem is focused on implementing public service innovations using the SLAWE program, and knowing the supporting factors and inhibiting factors for the SLAWE program at the Bengkulu City Population and Civil Registry Office. To approach this problem, theoretical references from the results of studies and research at the Harvard JFK School of Government are used, namely the three elements of success in applying the digitalist concept to the government sector. The data were collected through observation, interview and documentation techniques. Data analysis techniques used are data collection, data reduction, data presentation and drawing conclusions. This research uses descriptive qualitative method. This study concludes that the elements of successful e-government with indicators 1) support, 2) capacity, 3) value, have been carried out well and in accordance with existing regulations. Both are seen from the dissemination of information to the public, human resources according to the field and the benefits of the program. So for inhibiting factors only encountered such as network disturbances and blackouts.

Abstract

Pandemi Corona Virus Disease membawa dampak signifikan terhadap semua aspek kehidupan, hingga terhadap pelayanan publik. Sehigga mengakibatkan pemerintah harus mengeluarkan berbagai kebijakan, antara lain dengan membatasi hubungan sosial, menghimbau untuk bekerja di rumah bagi sebagian besar Aparatur Sipil Negara. Artikel ini fokus pada implementasi kebijakan social distancing dengan penerapan work from home dalam pelayanan publik di Disdukcapil, dengan mengacu kepada himbauan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi melalui Surat Edaran nomor 19 Tahun 2020 tentang Penyesuaian Sistem Kerja Aparatur Sipil Negara dalam Upaya Pencegahan Covid-19 di Lingkungan Instansi Pemerintah, yang kemudian ditindaklanjuti dengan terbitnya Surat Edaran Bupati Kotawaringin Barat tentang Penyesuaian Sistem Jam Kerja Aparatur Sipil Negara dalam Upaya Pencegahan Penyebaran COVID-19 di Lingkungan Pemerintah Kabupaten Kotawaringin Barat yang dikeluarkan pada 24 Maret 2020. Artikel menggunakan metodologi studi kepustakaan. Hasilnya menunjukkan bahwa berlakunya work from home bagi Aparatur Sipil Negara yang bergerak dalam pelayanan publik menyebabkan pelayanan publik menjadi terhambat, karena beberapa bidang pelayanan tidak dapat melayani masyarakat secara langsung. Akan tetapi, penyelenggara pelayanan publik akhirnya membuat inovasi-inovasi dalam pemberian pelayanan seperti memberikan pelayanan melalui “Whatsapp”. Selain itu, Disdukcapil juga menjalankan program “menyapa masyarakat” untuk meningkatkan layanan publik di Kotawaringin Barat.

Abstract

The Indonesian government has implemented several policies in dealing with COVID-19 cases in Indonesia. One of the policies implemented is PPKM level 1-4. The level in this policy is adjusted to the conditions of each region. The research method used is descriptive qualitative.  This research comes from data sources in the form of scientific journals, book literature, official websites which are described through descriptive analysis that describes the implementation of PPKM policies level 1-4 in Indonesia. The results of this study show that the leveled PPKM policy is the most effective policy in reducing the number of COVID-19 in Indonesia, as evidenced by the decrease in levels in various regions in Indonesia. The involvement of various parties, both the government and the community, is the key to success in implementing this policy

Abstract

Education in the 4.0 revolution era is an innovation (student centered) to strengthen creativity and mentality in facing challenges. The challenges during the Covid-19 pandemic require education to use technology assistance. Therefore, the Minister of Education and Culture, Nadiem Makarim, established the Merdeka Campus program policy as a strategic plan for the development of national education. In an effort to implement the Merdeka Campus program, of course, there are challenges during the Covid-19 pandemic. The method used in writing this article is a qualitative approach with the library method. Therefore, the author wants to examine more deeply about the analysis of the challenges of implementing the Merdeka Campus program policy during the Covid-19 pandemic

Abstract

The Karimunjawa National Park with lowland tropical rain forest ecosystems, coastal forest ecosystems, mangrove ecosystems, seagrass ecosystems and coral reef ecosystems rich in biodiversity needs conservation in order to avoid species extinction. The purpose of this research is to know the implementation of conservation policy of preservation and sustainable use of biological natural resources and its ecosystem in the Karimunjawa National Park 2012-2016. The research was conducted by qualitative method, processing secondary data from Karimunjawa National Park and interview with key informant. The results showed conservation through preservation activities held by the management of plant and animal species along with their habitat and ecosystem recovery. While conservation through sustainable utilization activities conducted with three activities of research and development of science, education and increasing awareness of nature conservation and the utilization of environmental services with nature tourism. Implementation of conservation policy requires the support of various parties, in addition to Karimunjawa National Park Authority as the manager of the area, the participation of Jepara regency, Central Java Provincial Government, the community, NGOs, researchers, developers and tourism actors is necessary. The involvement of related parties is expected to improve the successful implementation of conservation policies for preservation and sustainable use of biological natural resources and their ecosystems.

Abstract

Noise is one of the most common items used by aircraft around the world , there are About 50,000  commercial  flights  each  day  around  the word and 3 million people traveling . In the operational of aviation in Ahmad Yani International Airport Semarang  , an airplane can make some noise. The noise is a sound that  unwanted  in a place and time scale, it can make some disturbance that influence human freshness and health. Particularly for Residents whom living  very close by the airport such as Graha Padma and Tambakharjo. It is commonly believed that people adapt rather easily to noise. This  research reviews the available data , finding little evidence that any adaptation occurs in community close by airport .however, is open to alternative interpretations. The present study, examining reactions   noise effect  from the airport daily operations on residents near by the airport and how they can adapting with the aircraft noise in them daily lifestyle .first of all , we  measured  the noise inside Graha Padma and Tambakharjo in 23 points using apparatus  sound level meter, Taking into consideration different locations ,times and days . we classification this area  into three , most affected area , affected area and low affected area according to the levels of noise .we took  30  random simples of people taking into consideration different times ,days , age, gender and distance. This study wants to suggest that the airport should  take a new  bigger role to minimize the noise and people whom living around the airport should follow some steps to adapting or avoid the aircraft noise. Keywords : Noise , community ,adaptation and Ahmad Yani Airport Semarang
