Abstract

Masifnya penggunaan internet sebagai media pembelajaran masa pandemi tidak serta merta menjadikan pelajar pandai, sebab internet banyak mengandung berita tanpa melalui proses edit dan saringan. Perlu keterampilan untuk menerima, menyaring, dan menggunakan informasi dari internet yang disebut dengan literasi digital. Mitra dari kegiatan Pengabdian Kemitraan Masyarakat (PKM) ini adalah Sekolah Menengah Pertama Negeri (SMPN) 5 Padang. Pemilihan mitra dilakukan karena sekolah tersebut merupakan Sekolah Ramah Anak yang nantinya bisa dijadikan pilot project bagi sekolah lain. Metode pendekatan yang digunakan yaitu metode pendekatan pelatihan partisipatif dan kolaboratif yang didasarkan pada prinsip-prinsip parsipatori dengan menekankan kepada asas peran serta seluruh peserta kegiatan untuk mencapai tujuan dan sasaran yang telah ditentukan. Kegiatan PKM ini dilaksanakan selama satu hari dengan memberikan pre-test untuk mengukur tingkat pemahaman peserta sebelum kegiatan dimulai, selanjutnya diberikan perlakuan melalui pemaparan materi dan diskusi. Terakhir memberikan post-test setelah kegiatan berakhir untuk melihat tingkat pemahaman mitra setelah diberikan perlakuan. Hasil rata-rata pre-test dan post-test menunjukkan peningkatan yakni dari 13.23 poin menjadi 16.63 poin dengan rata-rata peningkatan 3.4 poin. Abstract

Poverty is a complex problem experienced by various countries in the world, including Indonesia. The government has launched various poverty alleviation policies in Indonesia, one of which is through the Non-Cash Food Assistance (NCFA) policy with a program called e-Warong. The implementation of e-Warong in Padang City is known to be optimal, but needs to be improved in a few aspects in order to improve the quality of e-Warong to be perfect, so this study aims to evaluate the implementation of e-Warong as a poverty alleviation policy in Padang City. This study uses a qualitative approach with a descriptive method using secondary data sources. The results show that there have been no problems related to the integrity, reputation and credibility of e-Warong in Padang City. The conclusions of this research show that, to improve the quality of e-Warongs that operate in accordance with applicable regulations, close monitoring is required by third parties who are not related to structural positions from the city to the sub-district. monitoring by a private audit team can be a neutral and good addition to improving e-Warong in the city of Padang

Abstract

In order to encourage transparency and improve the quality of public services, information service innovation through the Sentuh Tanahku Application is present as a public service which made by the Ministry of Agrarian Spatial Planning/National Land Agency and applied to all communities and the Land Office in Indonesia. Through the Sentuh Tanahku application, you can provide land services simply and control land assets efectively by community. However, the application of the Sentuh Tanahku Application in North Jakarta City is still slightly inclined even though the North Jakarta Administrative City Land Office is one of the best land office in Indonesia. The purpose of this research is to analyze the Sentuh Tanahku Application in the North Jakarta Administration City Land Office with qualitative research methods and data collection techniques with interview and documentation methods. This research is adapted to the Theory of Innovation Attributes from Rogers. The results showed that the Sentuh Tanahku Application Innovation at the North Jakarta City Land Administration Office had fulfilled all the components in the Innovation Attribute Theory, but in its use there were still some problems, many obstacles comes in operating the Loketku Feature and the Field Plot Feature by the North Jakarta City Community and the lack of socialization carried out. by the North Jakarta Administrative City Land Office, so that there is still need maintanances in the Sentuh Tanahku application feature so that the Touch Tanahku application can help fulfill the land service needs of the people of North Jakarta City.

Abstract

This research aims to describe the quality of public services for people with disabilities at the Pekanbaru Public Service Mall meanwhile, a lot of people with disabilities who experience discrimination related to the fulfillment of their rights in public services. So, it is necessary to assess the quality of public services that have been provided to persons with disabilities. Pekanbaru Public Service Mall is one of the places for integrated public services, there are various kinds of government and private agencies that provide public services. With a high number of visits per day, Pekanbaru Public Service Mall is expected to be the answer for people with disabilities to use public services more efficiently, easily, comfortably and safely. This reaserch is a quality research with using interviews, observation and documentation as a method to collect the data. The results of this study indicate that the quality of service at the Pekanbaru City Public Service Mall is very good. Persons with disabilities feel very cared about for their service needs and accessibility. Although there are still shortcomings in the facilities provided, the Pekanbaru Public Service Mall has tried to provide the best service for the people with disabilities. It is proven based on the results of research that people with disabilities feel efficiency, responsiveness and there is no difference between people with disabilities and other communities. To provide better public services, service officers should be given special education and training for persons with disabilities, and always maintain the facilities for persons with disabilities that have been provided.

Abstract

A Health Promotion University is one of the public programs in an effort to create a healthy campus community in a comprehensive manner. Even though it is new, this program has a strategic and systematic role in the development of the community structure of the university environment. The purpose of this study is to find out how the management of a healthy campus program at Andalas University uses the system approach method by Azrul Azwar with input, process, output, impact indicators. The approach used is descriptive qualitative with data collection through document review, observation, interviews, and FGD with purposive sampling. Data were analyzed by codification/reduction, data display, and drawing conclusions. Data validity by source triangulation.                     The results of the study indicate that the management of the Andalas Health Promotion University has not been implemented properly based on; (1) program inputs are generally sufficient, both man, money, and material. Weaknesses are found in the method that has not been specifically formulated for program implementation guidelines at Unand, (2) The process has been carried out by Andalas University as a follow-up to the cooperation agreement with the Ministry of Health, but the work program planning has not been completed as a projection in achieving program goals and has not yet been included. in the Unand Strategic Plan. Organizing the Health Promotion University Management Team has been formed since 2019, but its position in the organizational structure at Andalas University is not yet clear, resulting in less effective coordination and communication in program implementation (3) The output of the Health Promotion University program has begun to be produced, but it is still very minimal because there are no program achievement indicators that should be contained in program planning. (4) The impact of this program can not be felt/measured because it is directly related to the output which cannot be obtained optimally.

Abstract

Disaster Resilient Village is a program to reduce disaster risk by involving the community. Padang City has the highest potential and highest population is at stake in West Sumatra. Padang City has won the 2021 Adhiwirasana Toughness Award. Due to budget constraints, Padang been in a vacuum of program implementation from 2016 to 2020. Even sub-districts implemented only received a low rating. The community is motivated to implement the program because they are willing to use private funds. This is interesting because there is a gap in the form supported by achievements from the government and community motivation, but it's still low in program implementation. The research question is how is the management of the disaster resilient urban village program by the Padang City Regional Disaster Management Agency? This study uses qualitative method and management function theory, this research focuses on how actors to plan, organize, motivate, and control the program. The study results of the study indicate that the management of the disaster resilient urban village program in Padang City has not implemented optimally due to budget constraints, implementation that is not in accordance with general guidelines and the low assessment obtained by sub-district that have implemented the program.

Abstract

The Covid-19 pandemic has caused changes in various lives, including the administration of government as a policymaker and public service. Changes and developments in policies issued or made by the government during a pandemic need to be seen from the perspective of dynamic governance. The concept of dynamic governance is defined as how various policies, institutions, and organizational structures are selected to be able to adapt to conditions that indicate uncertainty and rapid environmental change. It is hoped that these policies, institutions, and structures will be able to be relevant and effective in meeting the needs of the community in emergency and long-term conditions. The focus of the dynamic governance concept is the uncertain future factors (uncertain conditions) that affect decision-making components such as thinking again, thinking ahead, and thinking across. In addition, there is also a lever factor in the form of able people who are capable of human resources in developing the concept of dynamic governance. Where the existence of able people in the administration of the state, especially during times of a disaster, is very influential and must be considered. This study aims to describe how the application of the concept of dynamic governance in dealing with COVID-19 in the city of Padang. This study uses qualitative methods with data collection techniques through interviews and literature study. With the results of the research, there are still variables and indicators of dynamic governance theory that have not been fulfilled, namely coordination between institutions that collaborate. So it can be concluded that it is necessary to make improvements in coordination activities to achieve a dynamic government in solving the problems of the COVID-19 pandemic in the city of Padang.

Abstract

Implementation of Public Information Disclosure in Creating Good Governance at Andalas University. In line with the demands for reform, good governance comes in the form of a new transplant which is expected to be able to take care of the bureaucracy which has been represented as a bureaucracy full of acts of corruption and abuse of power. Transparency is an important aspect of governance that demands an increasingly open and transparent government system. The enactment of the Information Disclosure Act is one aspect to increase public oversight of the government system. Writing this journal is intended to be able to provide an overview by analyzing the implementation of public information disclosure in realizing good governance at Andalas University as a government institution that is to provide the information needed in the implementation of higher education. This study uses descriptive qualitative methods, while for data collection techniques in this research study the authors conducted interviews, and documentation. The results of the study indicate that the implementation of Public Information Disclosure in Creating Good Governance at Andalas University is still not running optimally, this is caused by communication that does not go well, inadequate resources.

Abstract

This research was motivated by the City of Padang as a pilot project that implemented the Sustainable Food House Area Program in West Sumatra Province. The city of Padang has the most malnourished population and is not yet self-sufficient in food because it meets food needs from outside the region. Behind this, the City of Padang won the Adhikarya Pangan Nusantara. This research was conducted using qualitative methods. The theory used in this study is the management function of H Koontz and O'Donnell which consists of five variables. The results showed that the Management of the Sustainable Food House Area Program in Padang City had not been implemented properly because it had not been implemented in accordance with technical instructions and the Work Plan and Budget Needs. Then the program implementation structure has not been established, which is called the technical team, so that there is a discrepancy with the technical instructions. Then the coordination between the Food Service and the Agriculture Service has not gone well. The honors given to the companion group are not in accordance with the provisions of the technical instructions. In leadership, there is a decrease in the motivation of women's farmer groups when they do not get assistance and there are group leaders who cannot direct members. The implementation of the program has not yet reached the indicators of success, namely the absence of an increase in the expected food pattern.

Abstract

Tujuan penelitian ini adalah untuk mengetahui implementasi penyaluran BPNT melalui e-warong dan PT Pos Indonesia, sebagai bentuk implementasi kebijakan publik yang ada di Indonesia. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif analisis. Sumber data penelitian diperoleh melalui studi literatur untuk mendeskripsikan implementasi penyaluran BPNT khususnya di Kota Padang. Hasil penelitian menunjukkan bahwa penyaluran BPNT di e-Warong merupakan bentuk penguatan ekonomi masyarakat baik untuk penerima bantuan, e-Warong, maupun kepada masyarakat sekitar e-Warong sebagai penyedia atau produsen kebutuhan pangan. Sedangkan di PT Pos Indonesia dapat menyediakan pelayanan yang cepat dan lebih tepat sasaran kepada penerima bantuan BPNT dalam bentuk bantuan secara tunai. Sehingga dapat disimpulkan bahwa penyaluran BPNT di kedua provider ini memiliki kelebihan dan kekurangan masing-masing, sehingga perlu dijadikan bahan pertimbangan pemerintah dalam penyempurnaan penyaluran BPNT selanjutnya di Indonesia.
