Abstract

Ad Hoc bodies as the main actors in the election stage should get great attention. The 2019 elections in Indonesia leave many problems that must be resolved to prepare for the 2024 elections. Problems such as the death of officers of the Voting Organizing Group (KPPS) and violations of election stages that often occur in ad hoc bodies. This must be minimized. In the 2020 Regional Elections there were other problems related to the fulfillment of the number of applicants for ad hoc bodies, in some regions an extension of recruitment time was needed to meet them. A policy of the General Election Commission (KPU) is needed as an election organizer. The KPU issued a policy as stated in KPU Regulation Number 8 of 2022 concerning the Establishment and Work Procedures of the Adhoc Agency for the Implementation of General Elections and Elections for Governors and Deputy Governors, Regents and Deputy Regents, and Mayors and Deputy Mayors. This research uses a descriptive method of analysis with data collection techniques using literature studies from various relevant sources. The results of the study illustrate that KPU makes policies to meet the needs of qualified ad hoc bodies. The recruitment process is carried out transparently using information technology, age restrictions are carried out to ensure the safety of the work of ad hoc bodies. As well as policies related to the increase in honorary money for ad hoc bodies.

Abstract

The police institution has the duty and responsibility to provide services to the community relating to security and other services to citizens. One way to improve service quality is to innovate services. So the focus of this research is on the implementation of Android-based public service innovation through an application feature called 'Paga Nagari' on the Solok City Police Station. Based on the identification results obtained by researchers, 'Paga Nagari' is the latest innovation from Solok City Regional Police that utilizes internet technology. Solok City Police Station is the only Polres in West Sumatra that utilizes internet technology to provide complete services to the public such as the existence of Panic Button, complaints, making online SIM, online SKCK, Certificate of Loss, Notification of Progress of Investigation (SP2HP) ), Crowd Permit, Security Assistance and Escort Request. Then an in-depth study is needed on how the Solok City District Police will carry out the ‘Paga Nagari’. The research method chosen was a descriptive qualitative approach. This research uses Rogers' theory in Suwarno (2008: 17), which measures the innovation attribute variable with five things, namely relative advantages, compatibility, complexity (complexity); the possibility of being tried (liability; and observability. Based on the results of the study, the service at the Solok City Police Station through the innovation based on the android application 'Paga Nagari' is already excellent. However, these efforts have not yet run optimally, obstacles are still often faced by Solok Kota Police and the community as users, especially in terms of networks and non-intensive socialization

Abstract

This paper discusses the dynamics of implementing the Emergency Community Activity Restriction (PPKM) policy in dealing with the COVID-19 pandemic in the city of Padang, which has been taking place effectively since last July 2021. Several problems arise lack of available resources, weak supervision, and coordination mechanisms that have not been running optimally. However, the implementation of the PPKM policy in Indonesia, including in the city of Padang, has succeeded in reducing the prevalence of Covid 19 virus transmission with all the dynamics it faces. This paper is designed with a qualitative approach, namely by using an analysis of secondary data originating from both print and electronic media as well as a critique of various regulations related to the implementation of PPKM policies both at the national level and at the regional level, especially the City of Padang. The analysis was carried out using the concept of policy implementation as an analytical knife in dissecting the data presented in this paper.

Abstract

The lack of knowledge and concern for the survival of turtles and the rampant trade and consumption of turtles, the steps that can be taken are to use conservation areas as ecotourism for visitors in the marine conservation area of Kota Pariaman which is carried out by the UPTD for conservation and supervision of marine and fishery resources. West Sumatera. This research was conducted using a qualitative description method. Data were collected through interviews with selected informants using purposive sampling technique, direct observation to see field conditions, and documentation by collecting documents related to regulations on the use of marine conservation areas. The theory used in this research is George C Edwards III which consists of several variables. The data obtained is then analyzed. The results showed that the implementation of the regulation of the Minister of Marine Affairs and Fisheries of the Republic of Indonesia Number 47 / PERMEN-KP / 2016 concerning the use of water conservation areas in Pariaman City. First on the communication variable, that this policy is clear enough and well-transmitted and consistently implemented. Second, the resource variable for quantity is clearly lacking but in terms of quality it is good and adequate, for facilities it is adequate but there are some facilities that need to be updated. The three disposition variables for the appointment of bureaucrats have been effective, while incentives have been given as a form of motivation. The fourth variable for SOPs and fragmentation has been able to run well by policy implementers.

Abstract

Penelitian ini bertujuan untuk melihat bagaimana perkembangan medical tourism di Sumatera Barat dan bagaimana dampak medical tourism dalam perkembangan pariwisata di Sumatera Barat. Penelitian ini menggunakan metode kualitatif dengan metode Systematic Literature Review yang merupakan kumpulan artikel dan jurnal dari berbagai sumber referensi. Hasil penelitian ini menemukan bahwa Sumatera Barat merupakan daerah yang memiliki potensi besar dalam mengembangkan wisata medis, karena memiliki daya tarik wisata alam dan budaya yang baik. Namun, pelayanan wisata medis masih terbatas pada daerah tertentu seperti kota Bukittinggi dan kota Padang. dan masih banyak masyarakat yang melakukan perjalanan wisata medis ke negara tetangga karena kurangnya kepercayaan masyarakat terhadap fasilitas kesehatan di Indonesia

Abstract

Program Toko Tani Indonesia Center (TTIC) bertujuan untuk mewujudkan ketahanan pangan terutama untuk memotong rantai distribusi pangan agar terwujudnya kestabilan harga pangan dan inflasi pangan, memudahkan akses pangan murah bagi masyarakat, mewujudkan harga yang wajar bagi produsen dan menguntungkan petani, dan menunjang PUPM dan LUPM yang merupakan program sebelumnya. Adapun fenomena yang terlihat sehingga peneliti perlu menganalisis implementasi Program ini adalah meningkatnya inflasi pangan dengan adanya pandemi Covid-19 yang mempengaruhi pencapaian tujuan program ini. Serta adanya dukungan politik yang memberi sumbangsih dana besar dalam pelaksanaan program ini setelah adanya Covid-19 menjadi fenomena yang menarik bagi peneliti melakukan penelitian ini. Tujuan penelitian ini untuk menganalisis dan mendeskripsikan Implementasi Program TTIC pada masa pandemi Covid-19 oleh Dinas Pangan Provinsi Sumatera Barat.Penelitian ini dikaji menggunakan metode kualitatif deskriptif dengan studi kepustakaan dan studi lapangan, serta dianalisis menggunakan teori implementasi kebijakan oleh Van Meter dan Van Horn. Hasil dari penelitian ini menyimpulkan bahwa implementasi program TTIC berjalan cukup baik, namun belum optimal. Hal ini disebabkan oleh beberapa kendala yang mempengaruhi keberhasilan kebijakan sehingga kinerja program TTIC masih rendah. Adapun kendala tersebut diantaranya adalah sumberdaya finansial yang belum mencukupi pelaksanaan program, sumberdaya manusia yang kurang memumpuni secara kuantitas dan kualitas, dan sarana prasarana yang masih belum mencukupi pelaksanaan program TTIC dalam lingkup Provinsi Sumatera Barat. Lalu juga kondisi sosial kelompok sasaran dalam hal ini petani/Gapoktan yang pada umumnya berhutang kepada tengkulak, sehingga tidak memasok ke TTIC.

Abstract

Kabupaten Pesisir Selatan dengan daerah yang sangat panjang membuat masyarakat sulit untuk mendapatkan akses pelayanan yang efektif dan efisien. Untuk mengatasi hal tersebut, Pemerintah Kabupaten Pesisir Selatan pada tahun 2017 mendirikan Unit Kerja Layanan di setiap kecamatan dan diikuti dengan diluncurkannya inovasi Salam Sapa Ke Pintu Rumah (Sistem Administrasi Pelayanan Masyarakat Sampai Ke Pintu Rumah) pada tahun 2018. Inovasi Salam Sapa Ke Pintu Rumah terdiri dari beberapa layanan, salah satunya yaitu “layanan Pass Nikah” dimana layanan ini ditujukan untuk pasangan yang baru saja melangsungkan pernikahan. Metode yang digunakan dalam penelitian ini ialah kualitatif deskriptif dengan menggunakan teknik pengumpulan data yaitu wawancara dan dokumentasi. Dari hasil penelitian menunjukkan bahwa Inovasi Salam Sapa Ke Pintu Rumah (Layanan Pass Nikah) merupakan suatu terobosan yang sangat baik dalam memudahkan masyarakat yang baru saja melangsungkan pernikahan untuk mendapatkan dokumen kependudukan dengan status yang baru selain itu juga memberikan keuntungan untuk Dinas Kependudukan dan Pencatatan Sipil itu sendiri dalam percepatan update data. Dalam pelaksanaan Layanan Pass Nikah terdapat kerumitan apabila ada masyarakat yang salah satu pasangannya tidak berada pada satu kecamatan selain itu juga terdapat kendala seperti kurangnya SDM dan jaringan yang bermasalah sehingga dapat menghambat jalannya layanan pass nikah.

Abstract

The Open Government Policy is a tool for achieving an increase in the quality of democracy in a country to improve meeting the needs of the people through an open policy governance. This policy generates various benefits for the business world and citizens, including for the government that implements the policy. Then this concept of openness sparked a movement that was followed globally, the emergence of government data portals that continue to spread, created by governments and multilateral independent teams working with governments working to develop open government data in a country. In Indonesia the open government movement has been responded to by the Indonesian government through Open Government Indonesia (OGI) which has been rolling since 2011 both in central government and regional government. The OGI movement was born from a similar movement called the Open Government Partnership. The Open Government Partnership (OGP) is a multilateral initiative that aims to secure government concrete commitments in increasing transparency, empowering people, fighting corruption, and leveraging new technology to strengthen government. OGP was officially founded on 20 September 2011 by eight countries, namely Brazil, Indonesia, Mexico, Norway, the Philippines, South Africa, England and the United States.

Abstract

The research with the title OSS-RBA Implementation in Padang City aims to analyze the implementation of OSS-RBA Policy in Padang City using the Van Meter and Van Horn implementation theory. The implementation of the OSS-RBA policy in the City of Padang has been carried out in accordance with the issuance of the Mayor of Padang Regulation Number 73 of 2021 concerning the Delegation of Authority for the Implementation of Risk-Based Business Licensing and Non-Licensing to the Investment and One Stop Service Office. This research uses descriptive qualitative method with phenomenological type. Research informants were determined by purposive sampling technique with data collection techniques through interviews and documentation. The results of the study indicate that the implementation of the OSS-RBA policy in the city of Padang has not gone well, because several variables according to the Van Meter and Van Horn Theory have not been fully achieved. Variables that have not been achieved consist of 3 variables in the form of standard variables and policy objectives, resource variables, and variables of economic, social, and political conditions. Standardvariables and policy objectives that are not in accordance with the needs of the Padang City DPMPTSP. The second variable is insufficient human resources both in terms of quantity and quality, as well as financial resources in the form of a budget that is not in accordance with the needs of the Padang City DPMPTSP. The third variable is social and political conditions that have not supported the implementation of OSS-RBA in Padang City. The recommendations given by the researcher are intended for the Padang City DPMPTSP Padang City government to provide additional documents and provide training for Padang City DPMPTSP employees regarding the implementation of OSS-RBA in the city of Padang so that the implementation of OSS-RBA policies can run optimally.

Abstract

Penelitian ini berfokus kepada bagaimana pemanfaatan Dana Desa pada masa pandemi Covid-19 di Nagari Talang Anau Kabupaten Lima Puluh Kota Pada Tahun 2020. Tujuan dari penelitian ini adalah untuk menganalisis dan mendeskipsikan model pemanfaatan dana desa di Nagari Talang Anau, selanjutnya Menganalisis dan mendeskripsikan  skema penggunaaan dana desa sesuai dengan Permendesa No. 6 Tahun 2020 untuk (i) Penggunaan dana desa untuk pencegahan Covid-19 (ii) Penggunaan dana desa untuk padat karya tunai desa (iii) Penggunaan dana desa untuk bantuan tunai langsung tunai desa. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus dengan teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Hasil dari penelitian ini menunjukkan bahwa penggunaan Dana Desa sudah sesuai dengan Permendes yang mana Nagari Talang Anau sudah melakukan pencegahan dan penanganan dengan menggunakan 10 persen dari penanggulangan bencana sekitar Rp. 105.000.000,- dan penggunaan 30 persen untuk bantuan BLT Dana Desa yang terima oleh 138 kepala keluarga yang terpilih melalui Musyawarah Nagari dengan total Rp. 248.800.000,-, Adapun total dana desa yang diperoleh Nagari Talang Anau secara keseluruhan sebesar Rp 938.575.000,-
