Abstract

In the last 20 years, various reform efforts have been carried out with different names, ranging from the concept of new public management to one of them, the concept of e-Government. The city of Padang applies the concept of e-Government through a smart city. However, based on the results of the 2022 smart city evaluation, Padang City is ranked lowest in West Sumatra, even though as a provincial capital it has great potential to develop e-Government. The purpose of writing this article is to analyze the extent of the e-Government reforms implemented by the Municipal Government of Padang. The research method uses descriptive qualitative. To analyze it, the researcher used the concepts put forward by Dwiyanto including Productivity, Service Quality, Responsiveness, Responsibility and Accountability. From the discussion it can be concluded that the implementation of e-Government has had a significant impact on accelerating bureaucratic reform. However, there are still deficiencies in the form of capacity and quality of human resources in each OPD which are still lacking and e-Government applications have not been integrated in one system.

Abstract

Kaum is one of three forms of kinship groups in Minangkabau society. Kaum is a collection of several paruik, and suku is a collection of several kaum and nagari consists of at least four suku. The existence of paruik, kaum and suku in the lives of nagari people is still felt to this day. The existence of this group is still felt in Nagari Pasia Laweh, including in development activities. This research will look further at the existence of groups in development in Nagari Pasia Laweh, Palupuah District, Agam Regency. The research method used is qualitative with descriptive analysis. Data collection techniques use interviews and documentation. The results of the research show that the people of Nagari Pasia Laweh still live in groups called tribes. People are the most important element in development in Nagari Pasia Laweh, and every stage of development is carried out by people. sahino samalu motto makes all people want to be actively involved in development activities, in order to advance the nagari and meet the needs of the people.

Abstract

This article analyzes and describes the implementation of the Regional Cultural Preservation Policy which is a form of effort to achieve the Vision and Mission of an Independent and Cultured Dharmasraya Maju Regency. The approach used in this study is a qualitative approach, and uses interview and documentation techniques, while the types of data consist of primary data and secondary data. The results of this study explain that the Regional Government of Dharmasraya Regency has formulated regional cultural problems by elaborating on regional strategic issues which then determines regional culture preservation strategies and regional policy directions. The implementation of the Regional Preservation Policy is carried out systematically and in collaboration with several relevant stakeholders such as LKAAM, DPRD, Ministry of Education, Culture, Research and Technology, Ministry of PUPR, BPCN, and BNPB.

Abstract

This research was conducted with the aim of seeing the implementation of health services carried out by the Padang Pariaman Regional General Hospital institution to the community based on the concept of implementing Good Corporate Governance. The research was conducted using qualitative research methods with interviews and document data as the main source of research data, based on the premise of good corporate governance in the form of transparency, accountability, responsibility, independence, and fairness. The research was conducted because of the many complaints for Padang Pariaman Hospital to immediately improve the quality of its services. This research was conducted by researchers with qualitative research methods. The results of the study found that the implementation of the principle of transparency has been implemented by Padang Pariaman Hospital well, for both sides, there are no complaints and criticisms conveyed by the community. Then for independence has been implemented well Padang Pariaman Hospital has been able to conduct an evaluation study of the implementation of the programme in order to manage the interests of future services by implementing communication coordination and evaluation. However, the principles of accountability, responsibility and fairness have not been implemented optimally, especially for the benefit of the community as patients who use health treatment services at the Padang Pariaman Hospital.

Abstract

E-Kelurahan is a web-based application e-Governemnt at Kelurahan used for document publishing. The results of the 2022 research regarding the effectiveness of the e-Kelurahan program at Padang City have not been effective. So this research aims to evaluate e-Kelurahan services using Maturity e-Government Models, used is the Five pillars of e-Government put forward by Fietkiewicz, Mainka Stock in 2017 which consist of Information Dissemination, Communication, Transactions, Interoperability, and Participation which is the latest evolution of the theory of E-Government Maturity Models. The research method uses descriptive qualitative.  According to the findings of this study, not all pillars have been fulfilled by e-Kelurahan, especially the pillars of communication, transaction, interoperability, and participation. There was a decline in the e-Kelurahan function due to a lack of preparedness of human resources and a lack of support in terms of budget. So that the implementation of e-Kelurahan objectives to make it easier for the public to access services online and improve the quality of services in Kelurahan was not well achieved. The drawback of this theory, the analysis only focuses on website development, ignoring other factors such as organization, resources, and supervision which are also implementation problems.E-Kelurahan adalah aplikasi berbasis web di kelurahan yang digunakan untuk penerbitan dokumen. Hasil penelitian tahun 2022 tentang efektivitas program e-Kelurahan di Kota Padang menunjukkan bahwa penerapan e-kelurahan belum efektif. Maka penelitian ini bertujuan untuk mengevaluasi layanan e-Kelurahan menggunakan Maturity e-Government Models, yakni lima pilar e-Government yang dikemukakan oleh Fietkiewicz, Mainka Stock pada tahun 2017 yang terdiri dari Penyebarluasan Informasi, Komunikasi, Transaksi, Interoperabilitas dan Partisipasi yang merupakan evolusi terbaru dari teori E-Government Maturity Models. Metode penelitian menggunakan deskriptif kualitatif. Berdasarkan temuan penelitian ini, belum semua pilar dipenuhi oleh e-Kelurahan, terutama pilar komunikasi, transaksi, interoperabilitas dan partisipasi. Terjadi penurunan fungsi e-Kelurahan karena kurangnya kesiapan sumber daya manusia dan kurangnya dukungan dari segi anggaran. Sehingga implementasi tujuan e-Kelurahan untuk memudahkan masyarakat mengakses layanan secara online dan meningkatkan kualitas layanan di Kelurahan tidak tercapai dengan baik. Kelemahan dari teori ini, analisis hanya fokus pada pengembangan website, mengabaikan faktor lain seperti organisasi, sumber daya dan pengawasan yang juga merupakan masalah implementasi.

Abstract

This study aims to analyze the implementation of the stages of public expenditure carried out by the City Government of Bukittinggi for Minimum Service Standards (SPM) in the education sector in 2022. Researchers see this phenomenon using the premise of Cheryl Williamson Gray, by explaining several stages of implementation, in the form. First, Review Policy, Second, Set Policy and Undertake Planning Activity, Third, Mobilize and Allocate Resources. Then Implement Planned Activities, Monitor and Account and last Evaluate and Audit. Using a descriptive qualitative research method that focuses on phenomenology, based on the main data of interviews and other document data as supporting secondary data. The results of the study then show that the City Government of Bukittinggi for the 2022 Fiscal Year has succeeded in carrying out public expenditure management based on Cheryl's thoughts without the slightest deviation with the results of achieving the target of minimum mandatory service to the community at 97% with most of the achievements at the point of educators who are still not all qualified S1/D-IV. In 2022, it is budgeted for funds from the Education and Culture Office of the City of Bukittinggi in the amount of Rp. 187,963,134,419 with Rp. 73,909,520.24 for the implementation of minimum compulsory services with details of Rp. 30,648,021,022 for basic education, Rp. 15,010,779,424 for junior secondary education, as much as Rp.9,009,534,136 for early childhood education and Rp.979,789,420 for equality/non-formal education, all of which will be used for spending on service needs in carrying out 8 main programs which contain 18 activities and 70 sub-activities from 57 UPTD schools with 122 sub- further activity.Penelitian ini bertujuan untuk menganalisis pelaksanaan tahapan manajemen pengeluaran publik yang dilakukan oleh Pemerintah Kota Bukittinggi untuk Standar Pelayanan Minimal (SPM) bidang pendidikan pada Tahun 2022. Peneliti melihat fenomena ini menggunakan landasan pemikiran Public Expenditure Management oleh Cheryl Williamson Gray, dengan menjelaskan kepada beberapa tahapan pelaksanaan, berupa. Pertama, meninjau kebijakan (Review Policy), Kedua, Penetapan dan Pelaksanaan Perumusan Program (Set Policy and Undertake Planning Activity), Ketiga, Mobilisasi dan Menetapkan Sumber Daya (Mobilize and Allocate Resource). Kemudian Pelaksanaan Kegiatan yang Direncanakan (Implement Planned Activities), Selanjutnya, Melakukan Monitor dan Perhitungan (Monitor and Account), dan terakhir melakukan evaluasi dan audit (Evaluate and Audit). Menggunakan metode penelitian kualitatif deskriptif yang menitikberatkan kepada fenomenology, dengan berdasarkan data utama obervasi, wawancara dan data dokumen sebagai data sekunder pendukung. Hasil penelitian kemudian menunjukkan bahwa Pemerintah Kota Bukittinggi untuk Tahun Anggaran 2022 telah berhasil melaksanakan manajemen pengeluaran publik berlandaskan pemikiran Public Expenditure Management tanpa ada sedikitpun penyelewengan dengan hasil pencapaian target pelayanan wajib minimal kepada masyarakat berada pada angka 97% dengan kekurangan sebagian besar pada point tenaga pendidik yang masih belum seluruhnya terkualifikasi S1/D-IV. Pada Tahun 2022 dianggarkan dana Dinas Pendidikan dan Kebudayaan Kota Bukittinggi sebesar Rp.187.963.134.419 dengan Rp.73.909.520.24 untuk pelaksanaan program pengelolaan pelayanan wajib minimal dengan rincian Rp.30.648.021.022 untuk pendidikan dasar, Rp.15.010.779.424 untuk pendidikan menengah pertama, sebanyak Rp.9.009.534.136 untuk pendidikan anak usia dini dan Rp.979.789.420 untuk pendidikan kesetaraan/nonformal, yang keseluruhannya akan dipergunakan untuk belanja kebutuhan pelayanan dalam menjalankan 8 program utama yang memuat 18 kegiatan dan 70 sub kegiatan dari 57 UPTD sekolah dengan 122 sub kegaiatan lanjutannya.

Abstract

Policy evaluation is part of the policy cycle that plays an important role in assessing the success or failure of a policy. One form of public policy is the Regulation of the Minister of Law and Human Rights Number 25 of 2023 concerning Human Rights-Based Public Services. This study aims to evaluate the implementation of the P2HAM policy at the Class I Immigration Office of TPI Padang. This study uses a qualitative approach method with a descriptive research design. Data collection was carried out by interview, observation and documentation techniques. Data analysis was carried out using four indicators in the evaluation theory by Althaus, Bridgman and Davis, namely input, process, output, and outcome. The results of the research show that the implementation of the P2HAM Policy at the Class I Immigration Office of TPI Padang has been carried out well, but there are still some records as policy recommendations. In the Input indicator, the human resources of the P2HAM operator team have been fulfilled in terms of quality and quantity, but priority service officers are still not yet. There is no special budget for P2HAM and there are still facilities and infrastructure that are not in accordance with P2HAM rules. In the process indicators, the Class I Immigration Office of TPI Padang has implemented P2HAM in accordance with the stages in the applicable regulations. In the output indicators, the P2HAM criteria in Kanim Padang have been met and received awards and P2HAM goals have been achieved. In the outcome indicator, the implementation of the P2HAM policy at the TPI Padang Class I Immigration Office has an impact on changes in the service system, improving human resource competence, improving accessibility and infrastructure facilities and improving the quality of services to the public in a better direction and in accordance with human rights principles.

Abstract

Following the implementation of the Law of Village, the resolution of village government issues proved to be a challenging endeavour. This paper presents a comprehensive systematic analysis to identify themes in village government studies. The primary objective is categorising the problems and possibilities village governments encounter. The research data utilised in this study is obtained from the Scopus Database, covering the period from 2009 to 2023. The data is subsequently analysed using the VOSviewer tool. The findings present five prominent themes and a total of 35 network elements of the governance of rural communities. These themes encompassed many aspects, such as healthcare, economic matters, conflicts, agricultural practices, and government initiatives. The study revealed that despite implementing the Law on Villages, the prevalence of intricate challenges in village government remains prominent. Scholars concur that they advocate for establishing collaborative efforts among stakeholders to delineate the sequential problem-solving steps. However, it is worth noting that rural communities often face challenges in embracing external interactions and adopting the urban commons model to establish an extensive network and facilitate multi-level growth. The findings serve as a foundation for future investigations on village government and a point of reference for more informed decision-making in governance practices. The limits were due to the exclusive use of publications from Scopus for analysis. Hence, conducting research employing a comparative approach and leveraging the Web of Science (WoS) database and other indexes are crucial to promoting the conceptual progress of village government study

Abstract

Inovasi berbasis mobile cegah stunting Ayo Ceting di Puskesmas Andalas meraih prestasi berupa Top 99 Nasional SINOVIK Inovasi Pelayanan Publik Tahun 2020 dan direplikasi di seluruh Puskesmas di Kota Padang. Puskesmas Andalas menciptakan inovasi pelayanan kesehatan untuk meningkatkan kualitas pelayanan dan mengurangi kasus stunting di wilayah kerja Puskesmas Andalas melalui inovasi cegah stunting (Ayo Ceting) yang dikelola oleh Puskesmas Andalas. Adapun tujuan dari penelitian ini adalah untuk menganalisis bagaimana faktor-faktor yang mempengaruhi proses pelaksanaan inovasi Ayo Ceting di Puskesmas Andalas. Metode penelitian yang digunakan yaitu kualitatif dengan tipe deskriptif. Teknik penelitian yang dilakukan melalui wawancara dan studi dokumentasi. Hasil penelitian menunjukkan bahwa pelaksanaan inovasi pelayanan kesehatan berbasis mobile cegah stunting secara umum belum optimal. Faktor-faktor yang mempengaruhi inovasi menurut Arundel dkk cukup terpenuhi namun belum optimal, hal ini dikarenakan masih terdapat kendala dalam pelaksanaan nya yaitu berkaitan dengan sosialisasi yang masih belum maksimal, alokasi dana yang tidak cukup, penurunan stunting yang tidak signifikan dan aplikasi yang kadang mengalami error. Dan untuk memaksimalkan pelaksanaan inovasi, Puskesmas Andalas perlu bekerja sama dengan Dinas Kesehatan Kota Padang dan pemerintah untuk mengalokasikan dana khusus guna pelaksanaan inovasi demi adanya penurunan stunting yang signifikan serta aktif melakukan sosialisasi kepada masyarakat yang dapat melalui media lainnya.

The method used is a qualitative method, with the focus of the study on government policies related to handling Covid-19, both at the beginning of the spread in 2020 until the case of the spread of Covid-19 in 2022. The results of the study show that government policies to prevent the spread of transmission of the Covid-19 virus in Indonesia, continues to experience changes. Until 2022, there are 4 additional government policies in handling Covid-19 cases in Indonesia.
