Abstract

This article focuses on the evaluation of regional spatial planning policies, namely the Regional Regulation of the City of Semarang Number 14 of 2011 concerning the 2011-2031 Regional Spatial Plan, particularly regarding the spatial structure and spatial patterns in the Gunungpati District. Because the issue of spatial planning has caused various environmental problems in urban areas. This article refers to the Regulation of the Minister of Agrarian and Spatial Planning Number 9 of 2017 concerning Guidelines for Monitoring and Evaluation of Spatial Use, using a literature study methodology approach. The results show that the spatial structure determination in Gunungpati District needs to be changed because of the emergence of settlements that are on quite /very sloping slopes. As a result, Gunungpati District as a conservation area, water catchment, and green catchment as well as protecting the area below has changed. Meanwhile, the network of facilities and infrastructure as well as green open space in Gunungpati District has met the requirements of the RTRW for Semarang City. Based on the above considerations, a concrete policy is needed in maintaining the function of the Gunungpati District, so that it can protect the ecosystem in its area. Besides the importance of providing education to the public regarding sustainable urban development, to create complex environmental preservation, this article contributes to the field of public management and a collaborative governance policy model that is directly implemented in the city of Semarang.

Abstract

Improving the quality of human resources for the apparatus is carried out through the recruitment of civil servants with more transparency and integrity by screening qualified civil servants, as the main engine for running the government. Furthermore, the development of Human Resources of state civil apparatus becomes the authority of the Region and the assistance task which is assigned to the Region. In this study, four aspects related to the evaluation of the effectiveness of basic training for civil servant candidates were seen; which are as follows, Integrated Competence Development, State Defense Attitudes and Behaviors, Actualization of the Basic Values ​​of Civil Servants, and the Position and Role of Civil Servants in the Unitary State of the Republic of Indonesia. Competence is needed in service functions. Therefore, civil servants need to be equipped with practical education, not just theoretical. Basic Training for the Prospective Civil Servant as the initial provision for Prospective Civil Servants is a strategic training in which there are dominant aspects contained in the learning curriculum to be actualized later in the work and duties of the participants who are functions as civil servants. Curriculum development and learning systems that emphasize the transfer of culture or how those values ​​will be integrated in the attitudes and behavior of the apparatus, become a culture, work ethic that supports the professionalism of their duties and positions. Analysis of the effectiveness of the results of the training on the competence of the training alumni is to conduct an assessment of the achievement of objectives, and the standard competence that have been set. In this case, the standard competence which is used is based on the Regulation of the Minister of Administrative Reform and Bureaucratic Reform of the Republic of Indonesia Number 38 of 2017 which is concerning about Competency Standards for State Civil Apparatus Positions

Abstract

Kabupaten Rembang merupakan kabupaten dengan persentase jumlah penduduk miskin yang cukup tinggi. Namun, memiliki aset wisata yang bisa dikelola untuk menungkatkan kehidupan masyarakat. Salah satunya yang dilakukan oleh Desa Punjulharjo dengan program pemberdayaan masyarakat berbasis pariwisata yang berlokasi di Pantai Karang Jahe. Penelitian ini bertujuan untuk menganalisis efektivitas program pemberdayaan masyarakat di Desa Punjulharjo dan faktor-faktor yang mendukung serta mengambat program tersebut. Penelitian dilakukan dengan mengugunakan mixed methods (kuantitatif-kualitatif). Penelitian ini menggunakan empat indikator untuk mengukur efektivitas program pemberdayaan, yang meliputi pemahaman program, ketepatan waktu, ketepatan sasaran, dan tercapainya tujuan. Sedangkan, untuk mengidentifikasi faktor-faktor pemberdayaan digunakan aspek keadaan sumber daya alam, keadaan sumber daya manusia, keadaan kelembagaan, keadaan sarana dan prasarana, kebijakan pembangunan, potensi ekonomi dan keunggulan lokal, serta organisasi dan administrasi pemberdayaan masyarakat. Berdasarkan hasil penelitian, dapat disimpulkan bahwa program pemberdayaan masyarakat di Desa Punjulharjo telah berjalan efektif dengan perolehan nilai skala rata-rata sebesar 2.72. Program pemberdayaan masyarakat di Desa Punjulaharjo didukung oleh keadaan sumber daya alam, keadaan kelembagaan, keadaan sarana dan prasarana, kebijakan pembangunan, potensi ekonomi dan keunggulan lokal, serta organisasi dan administrasi. Namun, terhambat pula oleh keadaan sumber daya alam dan sumber daya manusia.

Abstract

Inovasi Pelayanan Kesehatan Cageur Jasa dilatarbelakangi oleh adanya permasalahanpermasalahan pada sektor kesehatan yang membuat Dinas Kesehatan Kota Tangerang meluncurkan suatu inovasi yaitu inovasi Cageur Jasa. Tujuan dari penelitian ini adalah untuk menganalisis proses inovasi, manfaat inovasi, faktor pendukung dan faktor penghambat pelaksanaan inovasi. Tipe penelitian ini merupakan jenis penelitian deskriptif kualitatif dengan proses pengumpulan data melalui wawancara mendalam terhadap informan, studi pustaka, dokumentasi dan observasi. Penelitian menggunakan teori proses keputusan inovasi dari Everett Rogers, teori manfaat inovasi dari Richard, teori faktor pendukung dari Clark dan faktor penghambat dari Albury. Hasil penelitian menunjukkan proses inovasi yaitu pada tahap keputusan, implementasi dan konfirmasi belum sesuai dengan tahapan proses inovasi yang seharusnya dipenuhi dan masih terdapat permasalahan dalam pelaksanaannya. Kemanfaatan Cageur Jasa belum maksimal dalam pencapaian tujuan, integrasi dan adaptasi untuk masyarakat. Faktor pendukung yaitu dorongan politik dan tekanan untuk meningkatkan kualitas pelayanan. Faktor-faktor penghambat yaitu dalam pelaksanannya ada pada keengganan menutup program gagal, ketergantungan berlebih terhadap high performer, teknologi ada, terhambat budaya dan penataan organisasi, tidak ada penghargaan dan insentif, dan tekanan atau hambatan administratif. Kesimpulan dari penelitian ini adalah proses inovasi belum ideal, belum optimal dalam memberikan manfaat dan terdapat faktor pendukung serta penghambat yang mempengaruhi pelaksanaan inovasi.

Abstract

Non-monoplistic public services must continuously innovate services in order to remain competitive with its competitors and can satisfy its customers. PT Pos Indonesia as one of the state-owned enterprises in Indonesia is also faced with the demand to innovate so as not to lose with the private competitors. PT Pos is one of the BUMN that provide services expedition on the community, among the many services similar services. This study aims to determine the service innovation and quality of service at the Post Office Semarang 50000. Research conducted with qualitative. The main theory to measure the quality of service is based on the opinion of A Parasuraman that measures the quality of service from indicators: tangibles, reliability, responsiveness, assurance and empathy. The result of the research shows that service innovation at PT Pos Indonesia for the improvement of service quality is good enough, but there are some deficiencies such as: the delivery of new innovation information from the officer to the customer is still less effective, so this innovation seems not optimal. In general the quality of service is good, ranging from the response officers, facilities provided, guarantees and services provided. There are still shortcomings in the delivery of information that has not been effective to the customer. This study recommends the need for accurate and detailed information about the innovations made.

Abstract

Equalization of positions from administrative positions to functional positions is one form of implementation of the policy of simplifying the bureaucracy into two levels in government agencies in Indonesia. This problem occurs because the equalization of positions is carried out in a relatively short time without being preceded by an in-depth study. This condition has an impact on the career uncertainty of functional officials as a result of the equalization which has an impact on the decline in employee performance and organizational performance. This study aims to analyze the process of equalizing administrative positions to functional positions in order to formulate inputs for improving the implementation of these policies in the field. The research method uses a qualitative descriptive approach. Research informants determined the snowball with key people Central Government Officials and related functional officials. Data was collected through observation, in-depth interviews and literature study. Data analysis techniques with data reduction, presentation and conclusion. The validity of the data using a triangulation technique of sources and data. This theory uses the theory of policy implementation. The results of the study indicate that the equalization of administrative positions to functional positions in government agencies needs to pay attention to communication factors, resources, dispositions and bureaucratic structures. Recommendations are in the form of policy proposals to improve arrangements for equalizing administrative positions to functional positions.

Abstract

Urban population growth accompanied by the phenomenon of urbanization is a global issue. This raises challenges and problems in various aspects, including the decline in environmental quality due to reduced agricultural land/green spaces that are changing functions and the need for adequate food availability. As has been implemented in various cities in the world, urban farming activities were then developed as a promising solution to supply sustainable quality agricultural products. Following up on this, this study aims to develop urban agriculture (urban farming) in the city of Semarang to increase community productivity and co-benefits. The analysis carried out includes a qualitative descriptive analysis supported by secondary and primary data. There are 2 (two) indicators of the results and discussion of this research, namely (a) the development of urban agriculture (urban farming) in the city of Semarang, and (b) the benefits of urban agriculture (urban farming) in the city of Semarang. The potential for urban agriculture in the city of Semarang is very diverse, including various types of vegetables, cassava, sugar cane, durian, and mushrooms. In addition, various other benefits of urban agriculture, namely environmental, economic, social, health, education and tourism benefits are added values ​​that are very important to encourage the development of this activity in a more massive and structured manner. Policy instruments through appropriate top-down and bottom-up approaches are essential.

Abstract

The simplification of the organizational structure does not change the typology of regional apparatus but simplifies the organizational structure into two levels. The simplification of the structure does not remove the duties of the functions of government affairs but shifts the executor of the functions into functional officials with certain expertise and skills. The purpose of this simplification of the organizational structure is to make the government administration system more effective and efficient. While this article aims to determine the analysis of the simplification of the bureaucratic structure in Pemalang Regency. This study uses a qualitative approach. The theory that researchers use in this study is the theory of organizational restructuring. The research method is done by document study, observation, and interviews. The results of the study indicate that the simplification of the organizational structure in Pemalang Regency needs to be a common concern.

Abstract

Until now, the government has not been able to overcome the problem of waste management. Therefore, the waste bank program was formed to create a community participation-based waste management system. One of the areas in Semarang Regency that implements the program is Langensari Village by forming the Apik Amanah Waste Bank, but community participation is suspected to be not optimal. This study aims to describe community participation in the Apik Amanah Waste Bank, identify factors related to community participation and analyze the efforts that have been made to increase participation. The approach used is descriptive qualitative with data collection techniques through interviews, observation and documentation. The results of the study show that the community participates in decision-making enough, but in implementation, utilization of results and evaluation is not optimal. The level of community participation is at a pseudo degree (tokenism). The driving factors for community participation are knowledge, support from the government and community leaders, competent waste bank human resources and the acquisition of incentives, while the inhibiting factors are work and limited infrastructure. Efforts to increase community participation are carried out by establishing regulations; appeals through the Regent's SE, 3R campaigns, invitations by waste bank administrators; and education through the Adiwiyata School Program and outreach
