Abstract

Jatibarang dam construction in 2010 made an impact on the livelihoods of Kandri Village’s communities who has majority as farmers because of several hectares of agricultural land sunk into the reservoir. Kandri village’s communities who are affected by the construction of Jatibarang reservoirs need to prepare themself because the impact of dam construction with community empowerment. This research aim to describe the forms, the results, and identifying constraints on community empowerment Kandri Tourism Village. The method in this research is taxonomy analysis of the overall data with detailed focus on a particular domain that is useful to describe the phenomenon or problem of the study. The results showed that the forms of community development in the Kandri Tourism Village are culinary, crafts, and special interest education. Empowerment results in this research which are community needs, the range of productive resources, and the level of community participation are not maximized. The community development constraints in Kandri Tourism Village are constraints of the individual which have a lack of stability of business, leading commodities were stopped when there is a loss, there is still a dependency with outsiders, lack of confidence, and concerns about insecurity, while the constraint of the social system is obstacles of interest groups.

Abstract

Kepuasan kerja bagi seorang pegawai merupakan faktor yang amat penting karena kepuasan yang diperolehnya akan turut menentukan sikap positif terhadap pekerjaan. Adanya kompensasi, pengembangan karir dan motivasi yang tinggi akan mampu meningkatkan kepuasan kerja pegawai. Penelitian ini bertujuan untuk mengetahui pengaruh signifikan kompensasi, pengembangan karir, motivasi terhadap kepuasan kerja pada Dinas Penanaman Modal dan Pelayan Satu Pintu Provinsi Jawa Tengah. Metode penelitian yang digunakan adalah deskriptif kuantitatif dengan menggunakan alat analisi regresi linier berganda. Populasi dalam penelitian ini sebanyak 63 responden. Dengan menggunakan metode Sampling. Teknik pengumpulan data yang digunakan yaitu menggunakan kuesioner. Hasil penelitian menunjukkan bahwa variabel kompensasi berpengaruh positif dan signifikan terhadap kepuasan kerja dengan nilai koefisien sebesar 0,289 dan nilai sig. 0,031. Variabel pengembangan karir berpengaruh positif dan signifikan terhadap kepuasan kerja dengan nilai koefisien sebesar 0,361 dan sig. 0,026. Variabel motivasi kerja berpengaruh positif dan signifikan terhadap kepuasan kerja pegawai dengan nilai koefisien sebesar 0,244 dan sig. 0,038. Variabel kompensasi (X1), pengembangan karir (X2) dan motivasi kerja (X3) secara simultan memiliki pengaruh yang signifikan dan positif terhadap kepuasan kerja (Y) dengan nilai Sig. 0,000 lebih kecil daripada 0,05 dan Fhitung sebesar 38.748 lebih besar dibanding Ftabel (2.76).

Abstract

Sampah merupakan permasalahan yang cukup serius di Kota Semarang, berbagai macam upaya dilakukan oleh Pemerintah Kota Semarang untuk menanggulangi hal tersebut, salah satunya adalah melalui pendirian bank sampah. Penelitian ini, bertujuan untuk mengetahui Bagaimana manajemen dalam pemberdayaan Bank Sampah „Ngudi Lestari‟ di Kelurahan Tinjomoyo, Kecamatan Banyumanik Kota Semarang dan apa saja faktor yang mempengaruhinya. Penelitian ini merupakan penelitian deskriptif kualitatif. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah teknik observasi, teknik wawancara, dan teknik dokumentasi. Teknik wawancara dilakukan dengan 8 narasumber. Data tersebut selanjutnya, dianalisis menggunakan metode deskriptif kualitatif dan diuji kualitas datanya menggunakan teknik triangulasi sumber dan teknik. Hasil penelitian menunjukan bahwa Manajemen dalam pemberdayaan bank sampah di Kelurahaan Tinjomoyo sudah cukup baik meskipun masih kurang maksimal. Adapun faktor yang mendukung adalah: masyarakat bersifat terbuka, adanya pelatihan bagi pengelola, adanya arahan yang jelas, adanya fasilitas pendukung, partisipasi masyarakat yang tinggi, adanya komunikasi dua arah, dan pimpinan yang berintegritas. Sedangkan faktor penghambat yang ditemukan adalah: masyarakat terkadang masih lupa kegiatan pengelolaan bank sampah, pengelola yang sudah berumur, kurangnya kemampuan dalam penggunaan teknologi, pola pikir konvensional, data yang kurang update, dan tingkat partisipasi masyarakat yang hanya mencapai tingkat RT dan RW.

Abstract

Performance is the result of work that had attained by a person in a group or organization in accordance with the authority and responsibilities. Organizational performance is the achievement of results at the organizational level or unit of analysis. Performance on the level of the Organization related the objectives of the Organization, design, organization, and management of the organization. Dinas Pasar Kota Semarang which has a role as a provider of public services, especially in the field of the Stup and management of Traditional markets, serve the community by providing a safe market, comfortable, orderly, clean and healthy. Dinas Pasar Kota Semarang carrying out the Affair of local government in the field of management of traditional markets and street vendors based on the principle of autonomy and pembantuan tasks. The city of Semarang had the vision that embodies the modern traditional markets towards a prosperous society.The purpose of the research was to analyze the performance of the Dinas Pasar Kota Semarang. Analyzing the factors that support and hinder the performance of Dinas Pasar Kota Semarang. Organizational performance assessment of public views of 5 dimensions such as productivity, responsivity, responsibility, accountability and quality of service; and 3 factors that influence the organizational performance of Dinas Pasar Kota Semarang such as organizational structure, leadership and team work. This results of the study as a whole, the performance of the Organization could not be said to be optimal if seen from the 5 dimension of performance assessment organizations and 3 factors that influence organizational performance of Dinas Pasar Kota Semarang. On dimension of productivity and accountability proved still need any improvement.

Abstract

So far, Civil Servants are often assumed to be less professional employees. This was due, among other things, to a mismatch between the competencies of civil servants and job competencies that they held. Seeing how urgent the competency role of a civil servant in carrying out his duties, BKD Province of Central Java captures this as a challenge that needs to be faced. This was done, among others, through the establishment of an assessment center at the Competency Assessment Unit by BKD Province of Central Java as a form of follow-up on competency-based HR development. The problem faced by the Competency Assessment Unit BKD Province of Central Java is that there is still frequent rejection at the request of the regional assessment. The research method used in this study is descriptive qualitative. The theory used is the theory of performance measurement from Dwiyanto, which is five indicators which include: Productivity, Service Quality, Responsiveness, Responsibility, Accountability. The results of this study indicate that the organizational performance of the Competency Assessment Unit Province of Central Java can be said to be quite good, which is dominating problems is namely the limited infrastructure to support performance and the limited number of human resources that are not increasing but are always decreasing every year due to retirement, so the thing that can be do is to improve the infrastructure used to support performance in the implementation of the assessment center. To achieved development result could sustainable, much said that a participatory approach neede to explained the its logic and strategic. The problem that often arises is there are some people who wouldn’t participate by making IMB, it’d showed by how much people didn’t have IMB. The research methods used was quantitative with descriptive correlative approach. The elements to form behaviour has positive and significant relation to participation in making IMB. It could be seen by the result from Kendall analytic where there was sig 0,000 which is smaller than 0,01; coefficient 0,151 when it meant the elements to form behaviour with participation in making IMB move in same motion. There was determination coefficient 2% between elements to form behaviour with participation in making IMB which showed how much effect between those two. So it meant that there was effects elements to form behaviour for the participation in making IMB in Ungaran Barat especially Bandarjo.

Abstract

Performance is a parameter by which the extent of implementation of particular activity/program/policy can be achieved in order to obtain particular target, objective, vision, and mission of an organization, which has been predetermined in the organizational planning strategy. Performance can be assessed and measured if individuals or group of individuals have already had criteria or standard by which a successful work can be achieved. Therefore, organizational success cannot be obtained without clear target and objective. This study applied a public administration and five performance indicators, i.e. productivity, service quality, responsiveness, responsibility, and accountability. The study performed a descriptive, qualitative method to expose the findings from the field observation. Data were collected by means of interview, observation, and documentation, involving key informants from the Semarang Municipal Office of the Center for Statistic Bureau as well as concerned stakeholders. The study resulted in as the followings: poor performance of the Center for Statistic Bureau in developing the Gross Regional Income report as it might be evidenced from the Nerwilis survey. There were still lacking productivity, poor data quality, and inadequate human resources. However, the Semarang Municipal Office of the Center for Statistic Bureau had been supported by good organizational vision and mission, staff competency, experience, and technological advance. All of these aspects helped the Center to present the data required by the governmental institutions as well as the stakeholders. In other words, performance transparency had been achieved. This study recommended an incidental field staff recruit and socialization of the importance of the statistics in the modern era.

Abstract

The purpose of this study was to determine: (1) results that cause the service quality of the BPJS Ketenagakerjaan subdivision Semarang Pemuda to be less than optimal; (2) what factors influence the less than optimal service quality of the BPJS Ketenagakerjaan subdivision Semarang Pemuda. This study uses a quantitative approach with an associative type of research. The population in this study were visitors to the BPJS Ketenagakerjaan subdivision Semarang Pemuda, with a total sample of 50 visitors. Data analysis techniques to determine respondents' perceptions of communication, competence, and service quality use frequency distribution tables, while to determine the magnitude of the influence of communication and competence on service quality using crosstab analysis, Kendall tau rank correlation coefficient, Kendall concordation coefficient, and determination coefficient with assistance SPSS IBM 25. The results of this study indicate the following: (1) there is a significant and positive relationship and influence between communication variables and service quality with a significance value of 0.000 (0.000 5.99). Communication and competence also have a positive influence on service quality by 0.720 or 72%.

Abstract

Public participation is an important aspect in the success of the government's development program. Family planning is one government program that aims to control the number of residents with a way to control birth spacing and limiting births. Another goal of family planning is to improve the quality of future generations. In the family planning programs in Sub-district Pedurungan, public participation is a form of public awareness to share the support of one of the national government's programs in an effort to control the population and improving the quality of human resources. Technical Implementation Unit of Bapermasper and KB (UPTB) Sub-district Pedurungan which is representative of bapermasper and KB Semarang acts as a supervisor, executive and government officials who deal with matters of family planning in Sub Pedurungan. The purpose of this research is to see the form of community participation in family planning programs, the level of community participation in family planning programs and the factors that influence community participation in planning programs in Sub-district Pedurungan. The results of this research are the form of community participation in family planning programs in Sub Pedurungan is pseudo participation. Levels of community participation is at the level of tokenism and there are three factors that affect the participation of the six factors studied . Factors affecting the society is education background , gender and external factors comes from the government

Abstract

The success of a government can be seen from the quality of service that the government give to the people. The level of quality of service depends on the performance of the bureaucracy as public service providers. In order to improve services and to develop Boyolali District, the government of Boyolali District create Land Office services that obliged to carry out registration of land in Boyolali. Only 68,05% land in Boyolali District has registered in the Land Office. Many people has complained because the lack of service that the Land Office give. The purpose of this research is to find out the quality and the factors that affect the services in Boyolali District Land Office. The assesment of quality service is measured by three (3) components, interpersonal environment, procedure and technical environment, and then using five (5) dimensions: tangible, reliability, responsiviness, assurance and empathy. This research used qualitative descriptive approach, Boyolali District Land Office employee as the informan and the people who makes the land certificate. The results of this research showed the three components (officers, procedures and techniques) were measured by using five dimensions namely tangible, reliability, responsivness, assurance and empathy still require some improvement and some of the dimensions that must be maintained. The factors that affect the quality of service is awareness, regulations / standards, organization, personnel skills and infrastructure. Advice can be given to improved officer quality is increase the number of field officers and provide training. Land Office have to socialize all the programs so the users can understand the procedures, and then optimize the use of cars Larasita, a clear schedule, supervise the officers and provide queue number machine.
