Abstract

Public service innovation is a breakthrough type of public service that is an original creative idea or adaptation that give benefits for society directly or indirectly. Public service innovation competition is anually designed by Ministry of State Apparatus Utilization and Bureaucratic Reform. This competition is a form One Agency program, One Innovation (OAOI) that requires each agency, ministry, institute, provincial government, city create innovation every year. This study is conducted at Communication, Information, Statistic and Encryption Service in Semarang City. Public Information Center is a form of service innovation created by Diskominfo in cooperation with several related parties. This study based on achievement that achieved by PIP in Semarang City that is “3 in 1” Public Service, Public Information Center Semarang City as Top 99 Public Service Innovation 2016. Based on study, there are still some obstacles in implementation of innovation in Diskominfo Semarang city. Therefore, a recommendation that can be given is addition of technology information units (computer) that filled by data information so that society can access directly and addition of facilities that ease the society.

Abstract

Electronic Government is an effort to organize electronic-based government by utilizing the development of technology and information in order to improve the quality of public services effectively and efficiently. Semarang regency is one of the districts in Indonesia that implement Electronic Government in running its government affairs. The purpose of this study is to know how the Electronic Government management process, as well as the driving factors and inhibiting factors in applying Electronic Government in Semarang regency. The method used in this research is descriptive-qualitative method. The results showed that the management of Electronic Government in Semarang Regency is in the first stage, that is preparation. This condition can be seen from the planning, organizing, directing and controlling in the Office of Communications and Informatics Semarang regency that has not been optimal. This is indicated by the planning process that is still experiencing difficulties in the preparation of the master plan, insufficient human resources, the lack of optimal leadership, budget and infrastructure.

Abstract

In the policy formulation process, there is a gap between universities and the government as policy makers, which causes the existence of policies that are not evidence based. Many background this gap, including the lack of validity of information from the results of tertiary research so that it is unable to increase the government's confidence to accommodate the information. On the one hand there is still strong political influence in policy formulation. lobbying system, compromise to bargaining to determine whether or not the policy is decided. Therefore, this paper aims to see the collaboration of universities and government in producing quality policies. The author uses the method of library study, which is collecting data, information, by examining research journals, books, literature and sources of reliable sources both written and digital that are relevant and relevant to this paper. The results of the study indicate that universities have not been able to meet the needs of quality policies. This much of the information from research results has not been able to open up the confidence of policy makers. as a result of the study are only small input and are more dominated by political interests. Therefore, one of the efforts that must be addressed is involving the government in the research design process, this will increase the confidence of policy makers regarding the information obtained.

Abstract

Pandemi Corona Virus Disease membawa dampak signifikan terhadap semua aspek kehidupan, hingga terhadap pelayanan publik. Sehigga mengakibatkan pemerintah harus mengeluarkan berbagai kebijakan, antara lain dengan membatasi hubungan sosial, menghimbau untuk bekerja di rumah bagi sebagian besar Aparatur Sipil Negara. Artikel ini fokus pada implementasi kebijakan social distancing dengan penerapan work from home dalam pelayanan publik di Disdukcapil, dengan mengacu kepada himbauan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi melalui Surat Edaran nomor 19 Tahun 2020 tentang Penyesuaian Sistem Kerja Aparatur Sipil Negara dalam Upaya Pencegahan Covid-19 di Lingkungan Instansi Pemerintah, yang kemudian ditindaklanjuti dengan terbitnya Surat Edaran Bupati Kotawaringin Barat tentang Penyesuaian Sistem Jam Kerja Aparatur Sipil Negara dalam Upaya Pencegahan Penyebaran COVID-19 di Lingkungan Pemerintah Kabupaten Kotawaringin Barat yang dikeluarkan pada 24 Maret 2020. Artikel menggunakan metodologi studi kepustakaan. Hasilnya menunjukkan bahwa berlakunya work from home bagi Aparatur Sipil Negara yang bergerak dalam pelayanan publik menyebabkan pelayanan publik menjadi terhambat, karena beberapa bidang pelayanan tidak dapat melayani masyarakat secara langsung. Akan tetapi, penyelenggara pelayanan publik akhirnya membuat inovasi-inovasi dalam pemberian pelayanan seperti memberikan pelayanan melalui “Whatsapp”. Selain itu, Disdukcapil juga menjalankan program “menyapa masyarakat” untuk meningkatkan layanan publik di Kotawaringin Barat.

Abstract

The use of big data and artificial intelligence in decision making in Indonesia is still rarely implemented. But in the business world, big data and artificial intelligence are very commonplace to boost targets. This study discusses the use of big data and artificial intelligence in policy Making in Indonesia. The method used in this paper is qualitative research with a literature study approach. The result of this research is that the dynamics in the implementation of public services require appropriate and fast decision making, considering that this is a community demand. Therefore, public leaders need to disrupt themselves in public services so that these services can be served quickly. In conclusion, big data and artificial intelligence can help public leaders make decisions to deliver the best policies.

Abstract

The pandemic Covid-19 that struck Indonesia has given a new order in bureaucracy and changes in work patterns. This kind of condition is faced with bureaucracy to make changes to new normal. This study uses qualitative descriptive methods, with the type of literature research. The results of this study found that there were two dimensions of bureaucracy change, which is the change dimensions of bureaucratic institutions and changes in work system dimensions. In the dimension of bureaucratic institution change occurs over normal disruption in this case Covid-19 requires organizations to make changes to new normal. Where the bureaucracy in organizing public services prioritizes health protocols.  While in the dimension of work system there are two options, namely working at home and still working in the office but still pay attention to the health protocol. The condition of Covid-19 has resulted in many innovations in public services based on electronics, so it is necessary to strengthen quality and innovative HR ASN, as well as infrastructure development support. The implications of this research that the success of bureaucracy change are heavily influenced by leadership factors. Leaders who have personality, visionaries, and the sense of power are able to deal with changes in the organization.

Abstract

Assessment or evaluation on the performance of an employee is a very importantpart to know the quality of work and behavior in carrying out the duties of service to thecommunity. Therefore it is appropriate if the Government issued Government RegulationNumber 46 Year 2011 on Employee Performance Appraisal which in it regulates theassessment of employee performance based on Employee Work Objectives (SKP) andEmployee Work Behavior. The irony is that Seruyan Regency has implemented thisGovernment Regulation from 2014 until now, but it is still far from what is expected byGovernment Regulation Number 46 Year 2011 on Job Performance Appraisal of thisEmployee. This phenomenon underlying for qualitative research using theImplementation Model of Government Regulation No. 46 of 2011 on EmployeePerformance Appraisal in Seruyan Regency using George C. Edward III theory whichsees the implementation process through Communication, Resources, Disposition andOrganizational Structure as well as policy content. The result of the research shows thatthere are still many employees who have not understood and acknowledged about theperformance appraisal and the absence of supervision made causing the implementationof government regulation is not running according to the regulation. Factors that hamperthe implementation of this policy include the number of personnel Personnel Agency andHuman Resources Development (BKPSDM) Seruyan District is very minimal in theprocess of disseminating and training this policy and the absence of Standard Operating(SOP) in the implementation of the field that causes the implementers and recipients tobe not focus.

Abstract

Paunescu (2014:106) states that social innovation can be used to approach social problems to bring about gradual change by a particular group of people or to overcome deep structural problems, which require change quickly and affect many people which have a scale of impact on, for example, unemployment or unemployment. poverty. This study aims to analyze and describe the implementation of social innovation in poverty alleviation through the Social Rehabilitation Program for Uninhabitable Houses in Central Java. By using qualitative research methods, and purposive techniques in determining informants. The results of the study indicate that social innovation through the improvement of uninhabitable houses for the poor carried out by the Central Java Provincial Government has not been optimal. Where the number of poor people in Central Java is still high (3,867.42 thousand people) with a percentage of 11.9% still above the national average, and uninhabitable houses that have not been handled are still 1,584,252 buildings. This is because there are still many internal and external parties who intervene on the authority of the leadership and data verifier officers in determining the community as recipients of the Social Rehabilitation program for Uninhabitable Houses in Central Java Province. And do not make the value of togetherness in building or repairing uninhabitable houses in the community, even though regulations, budgets, and other supporting infrastructure have been prepared by the Central Java Provincial Government to reduce poverty through the current housing improvement program.

Abstract

Roadside parking makes a large contribution to local revenue if managed properly. However, in its implementation, there have been many practices of "illegal parking" which have made the management very bad and caused losses to the parking users. Thus, government collaboration in parking management is important to involve all relevant stakeholders involved as a whole, forming cooperation, both in consensus and in decision making. This study focuses on-street parking management strategy from a collaborative governance perspective. This study used a descriptive qualitative method with the research location in the city of Semarang. Data collection was carried out through in-depth interviews with related agencies, apart from observing and documenting. From observations in the field, the researchers found that the Semarang City Government has not performed its function optimally as the main pillar in determining policies related to parking management. For this reason, a management strategy with a government collaboration concept approach that involves several stakeholders is needed to solve the parking problem collectively. With the concept of collaborative governance, it will reduce irregularities and monopolies in the implementation of parking management.

Abstract

The population in urban areas continues to increase while the land owned is limited which results in slum settlements in urban areas. Slum settlements in Medan City often appear in areas where buildings should not be allowed, such as in watersheds. Deli River as a large river that divides Medan City, there are still many slum settlements in the watershed. Management of slum settlements based on sustainable development is needed to provide a long-term impact, especially for the preservation and restoration of the function of the Deli River. This study aims to analyze the management of slum settlements based on sustainable development indicators in achieving sustainable development, namely ecological sustainability, economic sustainability, socio-cultural sustainability, political sustainability, and defense and security sustainability. The research method used is descriptive qualitative. Sources of research data by collecting primary data through interviews and secondary data through documentation and observation studies. The management of slum settlements based on sustainable development in the Deli watershed is still not optimal in terms of ecological sustainability, economic sustainability, and defense and security sustainability. Meanwhile, socio-cultural sustainability and political sustainability are quite optimal. The government must manage slum settlements based on sustainable development through an approach with the community and provide viable housing alternatives so that people do not live in watershed areas.
