Abstract

Riau Province is one of the areas rich in oil and other agricultural products. Therefore, Riau deserves to demand asymmetric decentralization as other places that have granted this decentralization right. The purpose of this paper is to explore the potential or things that are considered appropriate to be used as reasons why Riau Province has the right to be made special autonomy or asymmetric decentralization because specific areas that are rich in natural resources. This study uses a qualitative approach using a theory-based system where theory functions as a framework for understanding problems critically. The data collection tool used is the document method that the author collects. From the results of the study, it can be concluded that if viewed from the theory of UGM PLOD Research, Riau deserves asymmetric decentralization when viewed from historical and conflict factors, social and cultural factors, potential and economic growth factors, accelerated development factors, and government capacity. This was due to the joining of Siak Indrapura's work through Sultan Syarif Kasim II to the State of Indonesia and the abundant wealth of Riau. Meanwhile, the factors that do not support the above theory are geographical factors due to the separation of the Riau Islands from Riau itself. To support asymmetrical decentralization, quality resources from the people of Riau are needed so that the mentality of corruption can be removed. In addition, of course, the ability of the Riau people's representatives at the center to lobby the government so that asymmetric decentralization can be realized.

Abstract

Distance training has become a solution for the Semarang Religious Training Center in overcoming budget constraints and improving the competence of state civil servants. This study aims to analyze the implementation of distance learning based on George C. Edward's policy implementation model, which includes four factors: communication, resources, disposition, and bureaucratic structure. The research method used is descriptive qualitative, with data analysis techniques based on interviews, observations, and document studies. The results of the study indicate that the implementation of distance learning at the Semarang Religious Training Center faces various challenges, such as limited human resource competence, lack of supporting facilities (such as soundproof rooms and internet access), and weak commitment of implementers in running the program. In addition, communication between organizers, participants, and teachers is not optimal, even though it has been supported by social media and online learning platforms. In terms of bureaucratic structure, the existing standard operating procedures still need to be improved to support the sustainability of the program more effectively. The conclusion of this study emphasizes the importance of enhancing human resource competence, providing adequate infrastructure, and better coordination between stakeholders to ensure the success of the implementation of distance learning.

Abstract

The ATIGA (Association of Southeast Asian Nations Trade in Goods Agreement) is an evolution of economic cooperation among ASEAN member countries which began in 1977 with the PTA (Preferential Trade Agreement) embryonic concept and was developed in the 1990s with the CEPT (Common Effective Preferential Tariff). It has driven a significant increase in intra-trade and external trade in the Southeast Asian region. The agreement was to establish a free trade zone that provides the concept of “preferences” by reducing tariff and non-tariff barriers for member countries in order to encourage regional economic growth through trade creation and trade diversion is considered capable of strengthening the integration of regional regionalism. Indonesia is one of the key players in ASEAN and is interested in being able to increase its role in trade and economic development in the Southeast Asian region. It continues to strive to ensure commitment to implement the ATIGA can be realized by opening the widest possible access for all elements. Indonesians can take advantage of the facilities provided in international agreements. This research uses a qualitative explanatory method. The research finding shows in line with the increase in the flow of goods and services in the region, the challenges of implementing a regional free trade zone are also increasingly complex and causing several impacts that need to be studied immediately, such as environmental issues, food security, terrorism, intellectual property rights, and human rights. The paradox of service versus security in service-oriented trade facilities should not simply abandon the element of oversight to safeguard national interests, one of which is in the aspect of fulfilling human security.
