Abstract

One of the causes of the threat to the sustainability of coastal ecosystems is environmental pressure resulting from tourism industry activities. The purpose of this study is to analyze how to realize sustainable coastal areas through integrated tourism management with the consideration that tourism is not only a business activity that generates income for business units but also as a tool to balance the benefits of development and conservation of natural and cultural resources. The Integrated Coastal Tourism Management approach is used as the basis for this study, by analyzing 4 integrations, namely regional integration, sector integration, integration of scientific disciplines and stakeholder integration. This study uses qualitative research methods, with data collection techniques through in-depth interviews, FGDs, observations and document studies. The results of the study indicate that tourism management has attempted to manage coastal tourism in an integrated manner through: 1) Regional integration is realized in cooperation between regions; 2) Sector integration is realized in cooperation between agencies; 3) Integration of scientific disciplines is realized in the form of regulations and the formation of special bodies; 4) Stakeholder integration is realized in the form of routine meetings that are accommodated in special bodies. Although integrated coastal management has been developed, the achievement for sustainable coastal development is not yet optimal, there is still some damage to coastal ecosystems. Therefore, it is necessary to improve coordination between sectors to realize a sustainable coast.

Abstract

The growing digital era has forced the world to keep up with it. Various aspects of people's lives are now connected to digitalization. In recent years, Indonesia has begun to implement e-government development. This period of political reform, which began in 1997, began to break down the arrogance of the bureaucracy and gave rise to an independent society. People began to demand improvements in bureaucratic performance towards the public in various countries, including Indonesia, which is required to provide e-government services that are considered more effective and efficient for the community. This research uses a descriptive qualitative approach with a literature study method. The results obtained are that in implementing e-government in Indonesia there are several things that need to be considered such as government interaction with the community, the level of effectiveness and efficiency. In Indonesia itself, the application of e-government to support good governance, one of which is e-procurement, which is a process of procuring goods and services that are presented on the website so that it is more transparent.

Abstract

This research is about Risk-Based Electronically Integrated Business Licensing Service Policy Challenges by Using Online Single Submission (OSS) among MSMEs which aims to obtain licensing in Improving Good Governance at the One-Stop Integrated Service Investment Service in Sukabumi Regency. The method used in this analysis is a qualitative method using secondary data. The theory used as a reference is advocacy which consists of six steps, namely analysis, strategy, mobilization, action, evaluation, and sustainability. The results of the study show that advocacy for the use of risk-based OSS for MSMEs in the Sukabumi district has been going quite well according to PP No. 5 of 2021. However, there are still things that need to be optimized because of the obstacles encountered, including the lack of coordination and socialization between the agency and business actors, inadequate internet network in the hinterland, not all of them have computers or Android-based cell phones for can access OSS, central and regional policies are not yet fully integrated, server down occurs frequently, and OSS upgrades are still frequently carried out. Efforts that need to be made, namely by providing internet and computer facilities for business actors at the licensing service office, guiding business actors to obtain the necessary permits, conducting routine outreach to business actors who have difficulty getting access and do not understand digitization, always follow the updates on OSS developments, and so on.

Abstract

Pandemi Corona Virus Disease membawa dampak signifikan terhadap semua aspek kehidupan, hingga terhadap pelayanan publik. Sehigga mengakibatkan pemerintah harus mengeluarkan berbagai kebijakan, antara lain dengan membatasi hubungan sosial, menghimbau untuk bekerja di rumah bagi sebagian besar Aparatur Sipil Negara. Artikel ini fokus pada implementasi kebijakan social distancing dengan penerapan work from home dalam pelayanan publik di Disdukcapil, dengan mengacu kepada himbauan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi melalui Surat Edaran nomor 19 Tahun 2020 tentang Penyesuaian Sistem Kerja Aparatur Sipil Negara dalam Upaya Pencegahan Covid-19 di Lingkungan Instansi Pemerintah, yang kemudian ditindaklanjuti dengan terbitnya Surat Edaran Bupati Kotawaringin Barat tentang Penyesuaian Sistem Jam Kerja Aparatur Sipil Negara dalam Upaya Pencegahan Penyebaran COVID-19 di Lingkungan Pemerintah Kabupaten Kotawaringin Barat yang dikeluarkan pada 24 Maret 2020. Artikel menggunakan metodologi studi kepustakaan. Hasilnya menunjukkan bahwa berlakunya work from home bagi Aparatur Sipil Negara yang bergerak dalam pelayanan publik menyebabkan pelayanan publik menjadi terhambat, karena beberapa bidang pelayanan tidak dapat melayani masyarakat secara langsung. Akan tetapi, penyelenggara pelayanan publik akhirnya membuat inovasi-inovasi dalam pemberian pelayanan seperti memberikan pelayanan melalui “Whatsapp”. Selain itu, Disdukcapil juga menjalankan program “menyapa masyarakat” untuk meningkatkan layanan publik di Kotawaringin Barat.

Abstract

Regent Regulation Number 39 of 2017 concerning Procedures for Distribution and Determination of Details of Gampong Funds is prioritized for community development and empowerment. This study aims to describe the implementation of the Aceh Utara Regent's Regulation and analyze the supporting and inhibiting factors in the implementation of the Aceh Utara Regent's Regulation. This study uses a qualitative method with a descriptive analysis approach. The results showed that all gampongs in Syamtalira Bayu sub-district had finished compiling the Village Fund Policy Plan (Qanun APBG) for the current year and reported the realization of the use of the Gampong Fund for the fiscal year; All Village Fund Policy Activities that have been determined (Qanun APBG) have been completed, although there are still villages that are late in completing them; All Gampong Funds have been completed, although reporting is still ongoing. factors that support and hinder the implementation of the bupati's policies include; communication, resources, attitude of implementers, objectives, environment, as well as steps and company policies. Solving this research problem is done by combining the theory of public policy implementation models from Grindle, Van Meter, and Van Horn, as well as the theory of Edward III.

Abstract

Apart from having educational and development goals, the management of Diponegoro University's Wanadipa Special Purpose Forest Area (KHDTK) also aims to carry out sustainable forest use activities. The management carries out efforts to achieve these goals through a deliberative governance approach, including public consultation. However, the management is not yet satisfied with the results, considering that the community around the forest has not participated well in managing the KHDTK. Therefore, this research aims to analyze deliberative governance in KHDTK forest management by testing three deliberative governance criteria: representation, participation, and deliberation process. This approach is a collaborative effort between managers of Special Purpose Forest Areas (KHDTK) and farming communities around the forest. Mixed research methods were used in this research, with a concurrent embedded model. The qualitative research approach uses key informants as data sources, while quantitative research uses respondents consisting of forest farmers. The results of the research show that KHDTK forest management based on aspects of representation, participation, and deliberation has not run optimally. Therefore, it is recommended that intensive and open communication between KHDTK managers and forest farming communities be improved in KHDT forest management, which will provide benefits to both parties.

Abstract

This study aimed to explore the perspective of the psychological assessment team on the factors influencing parental acceptance of students with disabilities. A qualitative design was used through a case study, with data gathered through in-depth interviews comprising four key participants, specifically two Psychologists and two Psychological Counsellors at Rumah Duta Revolusi Mental. The findings showed seven factors that either support or prevent parental acceptance of students with disabilities. The supporting elements include Knowledge, a Proactive and Open Attitude, Social Support, Financial Assistance and Capability, Availability of Facilities and Service Access, Experience, and Spirituality. Conversely, the preventing factors comprise Negative Stigma, Anxiety, Lack of Knowledge/Literacy, Maladaptive Beliefs, Negative Experience with Prior Services, Limited Financial Resources, and Limited Access and Infrastructure. Based on these findings, the study recommends that Semarang City should actively develop innovative policies to enhance parental acceptance of students with disabilities, addressing the identified factors comprehensively.

Abstract

Economic empowerment of rural communities is a global issue which has once again become an important program implemented in Indonesia, especially in the village fund program. There are many obstacles faced by villages, including villages in Pidie Regency, Aceh Province, in its implementation. This research explores the factors that influence the supporting and inhibiting factors for the economic empowerment of village communities in Pidie Regency. This research uses a qualitative method with a descriptive approach, which aims to understand the phenomena experienced by research subjects, such as behavior, perceptions, motivations, actions, completely and explicitly, using a natural approach in a natural context. The research results show that the supporting factors for information access are the use of information and communication technology and freedom of information. On the other hand, the inhibiting factor is that information from the community and the information media available in the village still need to be increased. Supporting factors for participation are the opportunities to participate provided by the government. Meanwhile, the inhibiting factors are the low ability and desire or willingness to participate in society as well as the need for more awareness from village communities regarding village community economic empowerment activities. The limitation of this research is that it only uses two factors to look at the factors that influence the economic development of village communities, so it is hoped that there will be other research that uses several other influencing factors. The village government in Pidie Regency is expected to pay attention to these influencing factors in carrying out economic empowerment of village communities.

Abstract

Policy innovations made by the Cikolelet Village Government to become a tourist village and various village development efforts are efforts to overcome various problems faced by the village government and the community. The policy innovation is to change from underdeveloped villages to developing and advanced villages in 2021 according to the Village Development Index indicators. In 2017 Cikolelet Village was designated as the first tourist village in Serang Regency.  Policy innovation is a major part of the transformation process or creating irreversible transformations based on a set of new order principles. Indicators of policy innovation, namely the creation stage, design stage and implementation stage according to Robert and King, are used as an analysis knife as well as innovation attributes according to Rogers to complete the description of Cikolelet Village Government's policy innovation in developing tourist villages.  The research method used is qualitative with a case study approach. Key informants consisted of the Cikolelet village head, Pokdarwis head Anindya Pramita, Bumdes director and Cikolelet village officials. Data analysis used source triangulation according to Miles and Huberman. The results showed that the innovation of tourism village development policies in Cikolelet Village has run optimally, marked by the achievement of the 2021 ADWI award as the Most Favorite Tourism Village and encouraging other tourism villages in Serang Regency to adopt Cikolelet Village's tourism development policy innovations.

Abstract

This research examines how to determine the pattern of civil servant careers in efforts to develop civil servant careers in North Aceh District. This study uses a qualitative approach with data collection techniques through in-depth interviews,observation, Focus Group Discussion and documentation. Qualitative data analysis through thestages of data collection, data presentation, data condensation and drawing conclusions that takeplace interactively. The results of the study show that the arrangement of career patterns has been carried out according to the mechanisms contained in the personnel regulations relating to the career development of civil servants. however, it becomes an obstacle in its implementation, there is intervention and no commitment from the decision makers regarding the implementation of staffing regulations.
