Abstract

Law No. 23/2014 on the Local Government aims at fostering local governments in the country to nurture a culture of innovation to improve the quality of public services. This research attempts to discover paradoxes in the Surakarta City Government related to regulations governing local governments in Indonesia in developing public service innovation. This study uses a qualitative methodology with descriptive analysis related to the paradoxical evidence of public service innovation capacity in the Surakarta City government. Data were collected through in-depth interviews, observations, and literature studies of reputable journals. Furthermore, interviews were conducted with resource persons, from top management leaders to innovation actors, with a total of ten people. We utilised the analysis framework of Public Sector Innovation Capacity Management by Kim and Lee to analyse the results. We used SWOT analysis to devise a public service innovation capacity management strategy in Surakarta City. The results prove that the Surakarta City government has different characteristics in developing public service innovation. However, there is a paradox, which is a contradiction in the course of the local government in general. This paradox is evident in two main phenomena. First, there were no particular government regulations. Second, regional apparatus organisations (OPD) practice less collaborative mechanisms. By contrast, we found that entrenched innovation DNA and an external driver of innovation support the creation of public service innovations in the Surakarta City Government.

Abstract

Village Allocation Fund is a fund allocated by the Government for village in Tegal regency, which rises from the central and balance financial of fund received by district area. The Village Fund Allocation as one of village income source is expected to finance various development programme in the village so that it can improve the prosperity of the local community. Funds from districts are provided directly to villages to be managed by the Village Government. This research was meant to find out how the implementation of village allocation fund policy in Margasari village and knowing the influence factors of this implementation. This research using qualitative research methods. The results showed that the implementation of village allocation fund policy are still less effective that is seen from the precision implementation aspects such as society participation in planning process, performance of implementers, compatibility allocation with regulation, accountability of Village Allocation Fund, and benefit of Village Allocation Fund for village autonomy. The factors that influence the implementation such as communication, resource policy, disposition of the implementor and bureaucratic structure are still less optimal too. Based on these conclusions, the researcher recommend to the implementation agency should have high commitment and take maximal advantages of financial sources in order to achieve the purpose of this policy.

Abstract

Pariwasata merupakan salah satu sektor andalan Pemerintah dalam upaya peningkatan perekonomian. Salah satu sektor yang menarik minat pengunjung adalah Desa Wisata Kampung Pelangi. Dimana dalam pengembangannya masih terdapat beberapa hambatan seperti sumber dana yang tidak diketahui secara umum, pola pembahagian pekerjaan, pelatihan pola pengembangan kreatifitas masyarakat dan bahkan konflik social yang terjadi dalam masyarakat itu sendiri semenjak diberlakukannya menjadi desa wisata. Penelitian ini bertujuan untuk melihat peran stakeholder yang terlibat serta strategi pengembangan dari Kampung Pelangi. Hasil penelitian adalah stakeholder saling terkait perannya dalam pengembangan Kampung Pelangi serta strategi yang masih belum terlaksana sepenuhnya membuat pembangunan kampung pelangi kurang maksimal.

Abstract

In the era of digitalization, technological and information developments are increasingly developing. The government has made a new breakthrough in the field of population administration through the innovation of Digital Population Identity (IKD). The aim of the IKD is to facilitate and speed up public service transactions in digital form. The process of diffusion of this innovation is important in ensuring its acceptance and successful implementation in society. This research aims to analyze the process of diffusion of Digital Population Identity (IKD) innovation in Boyolali Regency as well as the obstacles in the process of diffusion of Digital Population Identity (IKD) innovation in Boyolali Regency. This research uses a qualitative descriptive approach with data collection techniques through observation, interviews and documentation and uses Rogers' theory. The research results show that the process of diffusion of Digital Population Identity (IKD) innovation in Boyolali Regency through stages consisting of knowledge, persuasion, decision making, implementation and confirmation has become the focus in efforts to spread this innovation. However, even though they have passed these stages, the IKD innovation diffusion process in Boyolali Regency has still not reached its maximum level. However, this diffusion process does not run without obstacles. Psychological barriers include low levels of trust, concerns about data security, and negative experiences that influence people's attitudes and interest towards IKD. Meanwhile, practical obstacles include limited human resources in dissemination, lack of technological literacy, difficulty in using the application, and complicated requirements. This obstacle shows that even though it has gone through various stages, further efforts are still needed to increase the effectiveness and acceptance of IKD innovation in the Boyolali Regency community.

Abstract

This research focuses on stakeholder mapping in the efforts to prevent stunting in Bengkulu Selatan Regency. Stunting is a serious global health problem, including in Indonesia, with high prevalence in rural areas. This study aims to identify the stakeholders involved in stunting prevention efforts in Bengkulu Selatan Regency, their respective roles, as well as the driving and inhibiting factors in their involvement. The method used is descriptive qualitative research with relevant supporting data. The results of the study indicate that there are four main groups of stakeholders involved, namely local government (Bappeda, Health Office, Population Control and Family Planning Office, Women's Empowerment and Child Protection Office, and Food Security Office), community (Wahana Visi Indonesia and posyandu cadres), academia (Midwifery Academy of Bengkulu Selatan), and mass media (Radar Selatan). These stakeholders are classified into primary, key, and supporting/secondary stakeholders. The local government plays the role of key player in stunting prevention efforts, while the community and academia act as subjects contributing to program implementation in the field. The mass media plays a supporting role in disseminating information and raising public awareness. The main driving factors for the success of the stunting prevention program include supportive policies and positive values in the community. Conversely, the inhibiting factors identified are the lack of effective communication and low levels of trust among stakeholders. This research provides a better understanding of the importance of cross-sector collaboration in stunting prevention efforts and highlights the need for improved communication and increased trust to achieve more optimal results.

Abstract

One of the principles of sustainable development is the concept of tourism village development. Through the Decree of the Mayor of Semarang Number: 556/819 concerning the Designation of Semarang City Tourist Villages, Jatirejo Tourist Village is one of the tourist villages in Semarang City which has quite promising potential for development. Development certainly involves the contribution of various stakeholders involved. This research aims to identify the role of stakeholders and analyze the inhibiting and driving factors in the development of the Jatirejo Tourism Village. This research uses a qualitative descriptive method with data collection through observation, interviews and documentation. The research results show that the roles of the stakeholders involved consist of primary stakeholders which include nongovernmental organizations, local residents, and visitors/tourists and secondary stakeholders which consist of the government and academics. Supporting factors consist of values (individuals, organizations, policies and professionalism), communication, trust and policies, while inhibiting factors consist of lack of competence and participation of Pokdarwis members, lack of participation of Pokdarwis members and local residents, less than optimal marketing of tourism products. Recommendations that can be given are to increase the capacity of development and training activities, build accountability regarding the operation of the bureaucracy so that it is easy for local residents to understand, develop infrastructure, and develop communication media for the promotion of tourist villages.

Abstract

The performance inspection training program is one form of technical training from several training programs contained in the BPK RI PKN Badiklat. The performance inspection training program aims to carry out performance inspection steps starting from the planning process, implementation to reporting according to applicable standards and guidelines. This research aims to analyze the success of the performance inspection training program at Badiklat PKN BPK RI and analyze the driving and inhibiting factors of the training and training program for performance inspection at Badiklat PKN BPK RI using the CIPP (Context, Input, Process and Product) evaluation theory model and three theories of program success according to William N. Dunn (Effectiveness, Adequacy and Accuracy). The descriptive quantitative method is the method used in this research using data collection techniques through distributing questionnaires and interviews. The results of this research indicate that the performance inspection training program is good based on the perceptions of training participants from context indicators with environmental support, input and process with indicators of effectiveness, adequacy and accuracy of resource aspects in implementing the training program. The product or evaluation results in the research also show good value in the quality (output) of training implementation and the performance inspection training program has use value or benefits for the training work unit in the field of work, especially performance inspection (outcome). The driving factors consist of the BPK Strategic Plan for 2020-2024, support from work units and service leaders as well as the leadership of the BPK RI PKN Education and Training Agency, adequate budget allocation and technology (LMS). Inhibiting factors, namely limited internal resources, mismatched schedules in organizing training, competition with other programs and internet down.

Abstract

Beragam kebijakan yang dicetuskan oleh Pemerintah Indonesia sebagai upaya program kesejahteraan sosial serta menekan kemiskinan melalui bantuan sosial bersyarat melalui Program Keluarga Harapan diberlakukan sejak tahun 2007. PKH di Kecamatan Pulokulon diterapkan tahun 2014 program penanggulangan kemiskinan salah satunya komponen pendidikan. Permasalahan yang ada terkait pendamping PKH masih belum memadai, terbatasnya pemahaman KPM tentang PKH, partisipasi anak-anak penerima PKH di jenjang pendidikan masih rendah, KPM yang ketergantungan terhadap bantuan PKH, sarana dan prasarana pelaksanaan penunjang kegiatan PKH belum memadai. Penelitian ini bertujuan mendeskripsikan evaluasi PKH komponen pendidikan dan mengidentifikasi hambatan pelaksanaan PKH di Kecamatan Pulokulon. Penelitian ini menggunakan teori evaluasi William Dunn efektivitas, efisiensi, kecukupan, pemerataan, responsivitas, dan ketepatan serta teori hambatan pelaksanaan PKH dari Rachma Maulida. Metode penelitian yang digunakan deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukan bahwa dilihat dari indikator evaluasi secara keseluruhan sudah memenuhi yaitu responsivitas dan ketepatan meskipun masih mendapat tantangan melakukan graduasi kemandirian. Sedangkan indikator lainnya masih belum memenuhi yaitu efektivitas, efisiensi, kecukupan, dan pemerataan belum efektif secara menyeluruh. Hal ini dipengaruhi hambatan yaitu minimnya pemahaman KPM terhadap bantuan PKH, minimnya sarana prasarana yang mendukung kegiatan PKH dalam pendampingan, belum memadai sumber daya manusia, keterlambatan memperbarui status kepesertaan dalam pemutakhiran data. Saran yang diberikan adalah sosialisasi kepada KPM mengenai kemandirian ekonomi serta edukasi pendidikan anak, peningkatan koordinasi dengan aparatur desa informasi DTKS sehingga penyesuaian distribusi bantuan dapat mencapai Pemerintah yang lebih baik.

Abstract

The SI D'nOK innovation is the only online-based innovation that helps with the issuance of population documents. The SI D'nOK innovation was created and disseminated by the Semarang City Population and Civil Registration Service. However, public knowledge of the SI D'nOK application is very lacking and the operation of the SI D'nOK application is still below standard. This is used as the background for this research. This research aims to analyze the diffusion of innovation and the obstacles that occur in the process of diffusion of innovation in the SI D'nOK application in publishing population documents in Semarang City. The research method used is descriptive qualitative using interview, observation and documentation data collection techniques. This research uses the theory of diffusion of innovation according to Everret M. Rogers, namely innovation, communication channels, time period and social system to barriers to the diffusion of innovation. The research results show that the diffusion of SI D'nOK application innovation has gone well. This is supported by community needs. The public knows the innovation of the SI D'nOK application according to interpersonal channels and mass media channels. The time period for receiving is quite long and is influenced by the presence of an authority figure. However, the lack of human resources and operators in carrying out multiple tasks causes the service to take a long time. Based on past experience, it will influence the spread of SI D'nOK application innovation.

Abstract

The potential for disasters in various parts of Indonesia from year to year is very threatening to people's lives, one of which is in Kudus Regency. Kudus Regency has the potential for floods, landslides, strong winds, fires, and droughts due to low topographic conditions, heat intensity, and steep slopes. Thus, the government issued a policy in the form of the U-Garuda 112 call center program as an emergency response service when experiencing disaster and emergency events. However, its practice shows problems that it does not yet have a specific and clear local regulation on 112 services, human resources, infrastructure, and budget have not reached the target, there is a data gap that occurs with the reported data, prank calls, lack of information disclosure and does not yet have an official website. The purpose of this study is to evaluate the U-Garuda 112 call center program policy and analyze the supporting and inhibiting factors for program evaluation. This research uses Bridgman and Davis policy evaluation indicators and Muh. Mujab's supporting and inhibiting factors for program evaluation. This research uses descriptive qualitative methods through interviews, observation, and documentation. The results showed that the U-Garuda 112 program has not run well and effectively due to constraints in the quality of human resources and infrastructure, lack of role clarity, and lack of fulfillment of tasks and functions. Supporting factors for program evaluation are financial support, general and community management, apparatus dominance in policy, private involvement, and stakeholder commitment. Meanwhile, the inhibiting factors are lack of understanding of the program, miscommunication, sectoral ego, difficulty in being on time, and lack of involvement of other agencies. Recommendations that can be given are to conduct regular coordination and open communication, conduct routine maintenance on the system, conduct active and massive socialization, and improve regulations, agendas, and information disclosure.
