Abstract

Waste management is one of the main challenges faced by cities in developing countries, including Indonesia. This study examines the suitability of waste management policies through TPS 3R Pedalangan Banyumanik Semarang. The research method used is descriptive with a qualitative approach, involving observation, content analysis, and literature study. This research found that the success of the waste management program is influenced by several factors, including continuous socialization and education for the community, providing incentives to active participants, collaboration with educational institutions, as well as participatory monitoring and evaluation. Additionally, adequate infrastructure and active community involvement in every stage of the program are also key to success. The conclusion of this study indicates that appropriate waste management requires active participation from all community elements, government support, and adaptability and flexibility in policy alignment. The suitability of the waste management program at the 3R TPS Pedalangan has not been fully achieved, primarily due to the urgent need to improve socialization, education, coordination among implementers, and community participation so that the program can run more effectively and in accordance with applicable regulations. Based on the research findings, it is necessary to develop continuous socialization and education programs, enhance the capacity and competence of officers through advanced training, and establish community working groups for waste management.

Abstract

The implementation of the Wolbachia program resulted in the discovery of several cases of dengue fever in Semarang City so that the spread of dengue fever cases in Semarang City has not been sufficiently controlled so this is a concern for the public. The aim of this research is to determine the implementation of the Wolbachia program in the community in Semarang City. Apart from that, to find out the driving and inhibiting factors related to the implementation of the Wolbachia program in Semarang City. The research results show that the Semarang City Health Service implements the Wolbachia program through five criteria, namely access, coverage, accuracy of services, accountability and resources. Based on the criteria that have been implemented at the Semarang City Health Service, only the access and coverage criteria are still not optimal, while the other criteria are already well implemented. Factors that need to be considered in implementing the Wolbachia program include communication, resources, disposition and bureaucratic structure. Recommendations that can be given are that socialization and education can be carried out with intensive information campaigns, training and workshops so that the insight expected by the government reaches the public and the provision of laboratories in Semarang City that are equipped with modern equipment.

Abstract

This research is based on the phenomenon that collaboration of waste management in Cirebon has not been effective. The aim of this research is to analyze collaboration in waste management in Cirebon and analyze the supporting and inhibiting factors for collaboration in waste management in Cirebon. The research was conducted by using qualitative methods with descriptive analysis. Data collection was conducted from interviews, observations and documentation. Data analysis was conducted by using qualitative analysis which included three activities which are reduction, data presentation, and verification and drawing conclusions. Meanwhile, data validity testing was conducted by using triangulation techniques. The results of the research are that collaboration in waste management seen from the aspects of input, process and outcomes has not been effective. From the input aspect, namely the lack of commitment of stakeholders to collaborate and the limited budget and infrastructure for waste management. From the process aspect, there are not many stakeholders who collaborate in waste management and there are still many RW heads who are less active in the waste bank program. From the outcomes aspect, the number of waste management facilities and infrastructure from collaboration has not been able to create optimal waste management, waste reduction has not been able to reach the target, and the improvement in the quality of waste management has not been significant. There are supporting factors in the form of the availability and clarity of laws and regulations and the availability of programs in the environmental field. The inhibiting factors are the lack of company awareness, the lack of implementation of rewards and punishments in the TJSL program, the limited facilities and infrastructure for transporting waste, and the difficulty in changing the mindset of the community regarding waste management. The recommendations given are that the Cirebon City Government needs to take a personal approach to the company, increase socialization to companies regarding their obligations in the TJSL Regional Regulation, be proactive by emphasizing the implementation of rewards and punishments, conduct ongoing socialization related to waste management to the community using simple language.

Abstract

Penelitian ini dilakukan guna mengetahui pengaruh ekspektasi kinerja dan computer attitude, terhadap niat menggunakan aplikasi SRIKANDI di Organisasi Perangkat Daerah Kota Surakarta. Populasi pada penelitian ini adalah jumlah seluruh akun SRIKANDI pada OPD Kota Surakarta yang berjumlah 4410 akun. Penetuan sampel menggunakan teknik sampel kuota, diaman setiap OPD mewakilkan 3 sampel dan jumlah sampel keseluruhan adalah 105 sampel. Analisis data dilakukan dengan menggunakan software SmartPLS versi 3.2.9. Hasil analisis menunjukkan bahwa ekspektasi kinerja berpengaruh terhadap niat menggunakan dan computer attitude berpengaruh terhadap niat menggunakan Upaya yang dapat dilakukan oleh Pemerintah Kota Surakarta untuk meningkatkan penggunaan aktual aplikasi SRIKANDI adalah dengan memberikan bimbingan teknis untuk optimalisasi penggunaan seluruh fitur SRIKANDI oleh pengguna. Selain itu penelitian selanjutnya diharapkan dapat menggunakan variabel lain yang tidak diteliti pada penelitian ini.

Abstract

This research aims to analyze the effectiveness of the Cengkraman Mata Elang program in preventing stunting cases in Demak Regency and explain the supporting and inhibiting factors. This research uses a qualitative approach with a descriptive research model. Data collection techniques include interviews and documentation. The effectiveness of the Cengkraman Mata Elang program is measured through four criteria including program socialization, achievement of objectives, accuracy of implementation, and program monitoring. The research results show that the Cengkraman Mata Elang program to prevent stunting has not been effective. The criteria for program socialization and achievement of goals have not been effective. Program socialization has not been effective because cadres as targets and implementers of the Cengkraman Mata Elang program have low awareness in inputting and reporting the condition of pregnant women and toddlers; and cadre loyalty and professionalism are also still low. The criteria for achieving the goal are not yet effective because the change in stunting cases in Demak Regency has not yet reached the national reduction target and health workers as application users still experience technical obstacles that hamper their performance in preventing and dealing with stunting. Supporting factors include the availability of a special budget for the Cengkraman Mata Elang program as well as specifically for preventing and handling stunting; support for stunting prevention and management from various OPDs in Demak Regency; condition and availability of complete infrastructure for the Cengkraman Mata Elang application; and there is intense assistance to the target group. The inhibiting factor is the absence of budget assistance for cadres as program implementers. Suggestions that can be given are the need to provide a survey questionnaire which is filled out by cadres every month, the need to provide a policy that cadres are required to report data on the condition of pregnant women and toddlers, the need for cooperation with the Civil Registry Office to synchronize NIK and personal data, the need for system updates in the form of automatic data recording, and the need to provide incentives and rewards to cadres.

Abstract

This study is based on the phenomenon of inadequate management of vacant land in Bringin District, Semarang Regency. The objective of this research is to assess the effectiveness of the forest and agroforestry land rehabilitation program in Bringin District, Semarang Regency, and to analyze the supporting and inhibiting factors affecting its effectiveness. The study employs the policy dimensions of effectiveness theory and utilizes a descriptive quantitative analysis for data processing. Data collection was carried out through the distribution of questionnaires using purposive sampling techniques to 73 respondents. The research results are evaluated using six indicators: policy accuracy, target accuracy, process accuracy, communication, policy content, and resources. Based on two indicators, namely policy accuracy and process accuracy, the program has not yet been fully effective. In terms of policy accuracy, the issue lies in the fact that local communities lack a stable market for selling their harvests. Meanwhile, the process accuracy indicator reveals that the road access for farmers and laborers remains difficult, and the available shelters are inadequate. These findings indicate that the implementation of the forest and agroforestry land rehabilitation program in Bringin District, Semarang Regency, has yet to be effective. The researcher recommends that the Watershed and Protected Forest Management Agency (BPDASHL) consider partnering with private entities, particularly those involved in the agricultural and forestry sectors. Additionally, it is suggested to improve road access and the shelters in the planting areas to facilitate mobility and the storage of harvests and farming tools. BPDASHL could also collaborate with KTH Mandiri Jaya I to build larger shelters that meet the needs of both farmers and laborers.

Abstract

The COVID-19 pandemic has taken mankind by surprise and has caused many governments to impose various rules and strategies to contain it. This article discusses the social impact of government policies during COVID-19, the role of agencies other than the government, and the importance of human rights. Collaborative Governance regime and theory are used to complement qualitative methods and for quantitative method, data collection techniques based on literature research, institutional reports, survey results from journals, online media, and print media, as well as the input of experts in focus group discussions. We found that 1) inconsistencies in policy; 2) lack of coordination and leadership; 3) trust issues; and (4) inequalities and injustice performances increased the pressure on social compliance. Our results indicate that the government needs to be more agile to accommodate, nurture and integrate social actors as governance partners in order to ensure its efficacy, resilience and compliance during this pandemic. The government  needs to ensure that an inclusive approach is adopted in multi-dimensional channels so none is left behind and the collaborative governance framework in this pandemic war needs to be improved and implemented. In addition,the government should ensure equal treatment of human rights as specially in human safety in health and safety measures.

Abstract

This article aims to describe and qualitatively analyze the diffusion of innovation in healthcare services, specifically focusing on post-treatment healthcare services in the city of Bengkulu, Indonesia. Based on the innovation diffusion theory and incorporating the theory of reasoned action (TRA), this research explores behavior in the process of organizing and implementing healthcare services to enhance the quality of public services in Bengkulu. The study employs a qualitative descriptive research approach, utilizing data sources such as interviews, direct field observations, and documentation. The results of this study indicate that knowledge serves as the primary foundation in the diffusion of innovation in healthcare services. In the context of post-treatment services, the community lacks knowledge about these services. The findings of this research are expected to provide insights for the local government of Bengkulu, particularly Harapan dan Doa Hospital (RSHD) in Bengkulu, as a healthcare service provider. Through knowledge dissemination among all stakeholders supporting innovation diffusion, each can play their respective roles. Consequently, with knowledge playing a key role in the diffusion of innovation in healthcare services, it is anticipated that it will enhance the quality of healthcare services through effective and efficient service delivery, with a focus on the goals of innovation.

Abstract

Affirmative action is a program that promotes equal and equitable representation for the involvement and inclusion of women in politics and governance, based on the recognition that women’s rights are part of broader human rights. This study's objective is to thoroughly examine the practical use of affirmative action in national and regional political spheres, with a particular emphasis on Southern Kalimantan, which exhibits both patriarchal cultural idiosyncrasies and societal openness. Moreover, the study examines whether providing focused political education to female cadres within the established political party structure can increase women’s representation. This study selects samples from five branches of the DPD/DPW of prominent political parties identified as the top five vote-getters in the 2019 elections in South Kalimantan. The use of institutional theory is encompassed within the analytical approach. Utilizing a descriptive qualitative methodology, the process of selecting study participants involves purposive sampling, which includes primary and secondary data sources. The results of this study significantly contribute to the support and validation of affirmative action policies and improve access to women's representation by emphasizing the importance of institutional aspects inside political parties. Promoting political education for women cadres directly fulfills fundamental elements of women’s political and human rights. This effort requires the courage and generosity of political parties to advocate for special political education to be included in the party’s constitution as a formal legal basis and a long-term commitment to upholding affirmative action as a social obligation of political parties.

Abstract

Advanced and independent village development requires a rural community empowerment budget. The Village Law policy has several implementing regulations, which state that Village Funds are funds sourced from the APBN, and Villages are also allocated in the Regency APBD in the form of Village In fact, it has been almost eight years since the Village Law was implemented and the DD was distributed, there are still most of the villages in Brangsong Sub-district have not yet achieved Independent Villages. This study aims to determine the community empowerment strategy for realizing an Independent Village in Brangsong. The research method is descriptive-qualitative, while the data collection technique uses a documentary study, namely in the form of report data and existing documentation data and analyzed to answer problems in research. Independent villages work. Village community empowerment programmes have a Village Fund management plan. Every movement optimises communal activities, village infrastructure, economic empowerment, and BUM Des (Village Owned Enterprises). in boosting welfare and optimising community social activities related to training local capacity. Thus, Village Human Resources and Natural Resources must be maintained to strengthen the Village community's power, capability, and integrity to achieve an optimum Independent Village.
