Abstract

A study was conducted to measure the growth rate of catfish (Pangasius sp.) due to feeding on a mixture of fermented mustard and cabbage waste flour (FMCWF). Catfish are distributed in each container per box, consisting of five fish with an initial weight of 3 – 5 grams. During 56 days of cultivation, three times a day were fed with a feeding rate of 5%. The randomized block design method was used as the concept of this research. There were five treatments and each treatment was repeated three times. The type of catfish feed provided consisted of factory feed and its mixture with different percentages of FMCWF: P0 (manufactured feed brand Matahari Sakti); P1 (FMCWF 15%); P2 (FMCWF 30%); P3 (FMCWF 45%); and P4 (FMCWF 60%). Observations were made on several parameters such as absolute weight growth, feed conversion ratio, and water quality. Based on the analysis of variance (ANOVA) test, the results showed that the growth rate of catfish was influenced by FMCWF with a significant effect (p < 0.05). The best growth rate was given to P2 treatment (FMCWF 30%) with an absolute weight growth of 8.11 grams and a feed conversion ratio of 1.5.

Abstract

Laboratories play a strategic role in protecting public health by ensuring the quality and safety of drugs, food, and cosmetics. The Centre of National Quality Laboratory of Drugs and Food (CNQLDF), as the central laboratory of the Indonesian Food and Drug Authority (Indonesian FDA), continuously develops reliable, selective, sensitive, and accurate analytical methods (AM) for cosmetic testing in line with advancements in cosmetic formulation technology. However, both the Indonesian FDA and external cosmetic laboratories need more human resources and infrastructure, hindering the development of analytical method and the testing of cosmetic products. Strengthening these laboratories through stakeholder networks is essential. Indonesia actively participates in the ASEAN Cosmetic Testing Laboratories Committee (ACTLC) and the Indonesian Cosmetic Laboratory Network (ICLN). One of the main tasks of CNQLDF is to develop a new ASEAN Cosmetic Method (ACM) for 1,4-Dioxane contaminants in cosmetics. Currently, CNQLDF, along with the Indonesia National Standard Body (INSB), Ministries and External Laboratories, in which together became members of ICLN, harmonized the analytical method of 1,4-Dioxane at the national level, leading to the issuance of the Indonesian National Standard (INS). Both the INS and ACM have main purpose to standardize analytical methods across laboratories, ensure the safety and quality of cosmetic products and enhance national product competitiveness. This study examines method to strengthen pre-market cosmetic surveillance through harmonizing the analytical method of 1,4-Dioxane at the national and ASEAN regional levels, using a qualitative approach based on the Indonesian FDA's internal data and stakeholder information on 1,4-Dioxane testing capabilities.

Abstract

Peat restoration is a government strategic program which is a top priority area, especially for Riau Province. Peat restoration is also one of the pilot projects that must be handled correctly, quickly and thoroughly so that it does not repeat the wounds of the disaster like 7 years ago. This is because, as the owner of the largest peatland in Sumatra, history has also been categorized as the biggest source of forest and land fires. It was suspected that the restoration of the peat was originally due to forest and peatland fires, so that the World Bank once estimated that the economic loss from the karhutla disaster reached Rp. 221 Trillion (Mileva et al. 2016). In accordance with Presidential Decree No. 1 of 2016, the government established the Peat Restoration Agency which is the leader in implementing peat restoration in Indonesia (Lebaran et al. 2016). It should be known that peat restoration is indeed designed within the framework of collaboration with many elites (representative groups that are considered capable), namely the Government, communities, NGOs and the private sector, which are the key elites for the implementation of peat restoration (collaborative governance). The elite approach strategy is the focus of this study by using collaborative governance theory as the main research framework. This study uses a qualitative method with a case study approach assisted by literature studies. Researchers found that there was a failure of peat restoration management strategy in Riau. The unclear status of the Regional Peat Restoration Team (TRGD) and the inactivity of the Riau Provincial Government in supporting the peat restoration agenda became the findings of this study. Researchers see there are several factors that cause it to happen. Economic factors become the main ones because peat restoration is related to investments in forestry and oil palm plantations. Then the cause of the failure of the management strategy, namely failure to understand communication between elites, was also caused by a lack of commitment from elite leaders in Riau.
