Abstract

The purpose of this research is to analyze and describe the making and implementation of APBDesa (Anggaran Pendapatan dan Belanja Desa) with accountable, transparent and participation. This research is descriptive research using a qualitative assessment approach. The study population is 89 villages in the town of Banda Aceh by taking 18 sample using purposive sampling method. The data for this study were obtained through interview, documentation and questionnaire-based. The results showed that the overall the process planning and implementation of APBDesa in villages from the research samples already done with accountable, transparent and participation and appropriate with the valid legislation.

Abstract

This study examines the dynamics of Islamic jurisprudence (Fiqh al-aqalliyyāt) during the Dutch colonial period in Indonesia, with a focus on the role of Maqasid al-Shariah (Islamic principles) in guiding the adaptation of Islamic law amidst the dominance of colonial law. In a situation where Muslims were in a minority position politically and in power, Islamic law underwent a process of negotiation and adjustment, both through religious court institutions and social-religious practices in society. This study employs a historical-comparative approach to examine the interaction between Islamic law and colonial law, and to investigate its long-term implications for the structure and functioning of contemporary Islamic legal institutions in Indonesia. The results show that the adaptation of Islamic law in the colonial era was driven not only by the need to maintain the identity and continuity of sharia but also by considerations of benefit in line with the principles of Maqasid al-Shariah. This historical legacy has had a profound influence on the modern Islamic legal framework, both in its institutional aspects and in the legal substance that remains applicable to this day.

Abstract

Weather variability influences the occurrence of medical emergencies that require rapid response, particularly in urban areas with high population density. This study aimed to analyze the effects of temperature, relative humidity, and rainfall on the number of daily PSC 119 calls in Semarang City. An ecological time-series design was applied using daily call records and meteorological data collected over 365 days in 2024, analyzed with a Distributed Lag Non-linear Model combined with quasi-Poisson regression to estimate risks across lag periods. The results show that both low and high temperatures substantially increased the risk of PSC 119 calls compared with the reference temperature. Moderate humidity was associated with higher risk, while very high humidity demonstrated a protective effect. Rainfall, particularly no-rain to light-rain conditions, also contributed to increased call frequency. Most weather-related effects occurred within 0–3 days, indicating an acute pattern of influence. These findings highlight the importance of integrating weather prediction into emergency preparedness systems to support workforce planning, resource allocation, and operational response. Further studies incorporating call-type classifications and additional environmental variables are recommended to improve understanding of weather-related emergency service demand.

Abstract

Living Qur’an in the context of flexing culture becomes an intriguing phenomenon when religious practice intersects with a lifestyle of displaying wealth and social status. In Madurese society, this condition presents both tensions and opportunities between strong religious traditions and the currents of modern popular culture. This study aims to examine how the practice of Living Qur’an functions as a reinforcement of religious values amid the widespread culture of flexing in Madurese society. In addition, this study seeks to analyze the role of Qur’anic values in shaping social awareness that is critical of consumptive behavior and excessive pursuit of social recognition. The research method employed is qualitative with a case study approach through observation, interviews, and analysis of religious documents as well as the social practices of the community. The findings indicate that Living Qur’an can serve as a foundation for the internalization of the values of simplicity, gratitude, and social concern, which counterbalance the impulse to flex in everyday life. The practices of reciting, studying, and implementing the Qur’an within pesantren environments and Madurese families act as a moral bulwark that guides more proportional patterns of consumption and social interaction. Nevertheless, flexing culture facilitated by social media continues to exert a significant influence, especially on the younger generation, resulting in a tension between religious values and the desire for visibility in digital public spaces. This study also identifies a gap in previous research, which has rarely linked Living Qur’an studies with the phenomenon of flexing in a specific manner within the context of Madurese society, thereby offering a new contribution to the enrichment of Qur’anic and contemporary cultural studies.

Abstract

Nationalism, as an expression of love for one’s homeland, is a natural human disposition and an integral part of Islamic teachings that aligns with one’s devotion to religion. This value has inspired scholars, clerics, and religious figures to resist colonialism through a spirit of struggle intertwined with Islamic principles. This study aims to explore the values of nationalism contained in QS. At-Taubah verse 122 and analyze the harmony of these values with the representation of patriotic spirit in several scenes of the anime Naruto. Another objective is to emphasize that a sense of nationalism can grow through understanding both religious teachings and popular culture that share similar moral values. The research employs a library research approach with a content analysis method. Data were collected through documentary techniques using written sources such as Qur’anic exegesis, Islamic literature, and popular media relevant to the theme of nationalism. The results indicate that QS. At-Taubah verse 122 embodies the value of nationalism, manifested through the call to deepen knowledge as a form of responsibility toward the community and the nation. This value parallels the spirit of Naruto characters who strive for peace and the progress of their village. The study identifies a research gap in previous works that seldom connect Islamic values with Japanese popular culture. This research contributes new insights by bridging religious values and popular media as tools for fostering nationalism in the era of globalization.

Abstract

This study aims to examine the relevance of social ethics values in Qur'anic exegesis (tafsir) as a foundation for realizing an inclusive society in Indonesia facing the Society 5.0 era, with a focus on the challenge of digital inequality. Employing a qualitative approach with the thematic interpretation method (al-tafsir al-maudhu'i), this research analyzes verses on social ethics from classical, contemporary, and Nusantara tafsir works, while also examining empirical data on digital inequality among informal workers in Maluku Province. The findings reveal that the values of 'adl (justice), rahmah (compassion), musāwah (equality), and the prohibitions of fahsya (abomination) and munkar (evil) possess fundamental relevance in responding to digital inequality experienced by informal workers in rural areas, the primary sector, older generations, and those with low education levels. The integration of these values produces an ethical framework demanding digital transformation policies that favor vulnerable groups through infrastructure equalization, targeted digital literacy programs, and ethical artificial intelligence governance. This research contributes to the development of contextual tafsir studies and the formulation of equitable digital transformation policies in Indonesia.

Abstract

This study explores the implementation of Braille Qur’an learning for visually impaired students at SLB A Negeri 3 Martapura. Using a qualitative field research approach, the study examines teaching methods, learning processes, and student responses. Data were collected through interviews, observation, and documentation. Data were analyzed used Miles & Huberman stages. Validation of the data involved resources triangulations and member checking. The findings reveal that Qur’anic learning at the elementary level is focused on the introduction of hijaiyah letters using a kinesthetic method, especially through hand gestures representing Braille codes. This method enhances students’ memory and comprehension. Despite challenges such as the complexity of Arabic Braille codes and limited access to digital Braille resources, teachers adopt adaptive strategies like combining Braille reading with audio materials and educational games. These efforts foster an inclusive and engaging learning environment. The study highlights the need for digital Braille Qur’an development and structured teacher training to ensure equitable religious education access for blind students in rural areas.

Abstract

Poverty is a problem which always appear in each economy. Whom live in the poverty is the victim from economy system which unbiased in their limitation. During the time economy system tend pay attention to the economy growth compared with result redistributing of development, so the wide of disparity become progressively. In fact, both of the other is not interfere in, exactly it contrary strengthening each other. Economy growth can be done at the same time with result of redistributing development. Here, government is the important roles, with their policy, government can be redistribute result of economy growth so it can be prosperous all the people in the region. The region with have own resources, really have larger opportunity than other region to decrease the poverty. With that properties, government can make a lot of programs to decrease the poverty. But the history indicate that a lot of states which have not resources  get better prosperity than state which rich of resources. The management of resource is the key, if truly managed will become benediction, but if not truly managed it will become curses.  Keywords : poverty, economy growth, resources

Abstract

East Kalimantan Province is the largest producer of natural resources in Indonesia. Due to the massive exploitation process and high value, the mining sector has the biggest contribution and thus dominates the economy sector in the region. Related to this conditions, this study aims to describe the effect the effect of coal as natural resource on income inequality in East Kalimantan Province. This study uses panel data from nine districts/municipalities in East Kalimantan during 2006 until 2014, which is then processed by a pooled least square model. The study concludes that the contribution of coal sub-sectors in the economy is positively related to income inequality. The higher the contribution of coal subsector in the economy, the higher the income inequality in East Kalimantan Province. In addition, this study also finds that local government expenditure is not significantly related to income inequality, which means that the local government has not succeeded in creating equal prosperity in that region. However, the economic growth and the contribution of agricultural sector have no significant effect on income inequality. Keywords: income inequality, natural resources curse,government expenditure. Provinsi Kalimantan Timur merupakan provinsi penghasil sumber daya alam terbesar di Indonesia. Akibat proses eksploitasi yang massive dan nilai yang tinggi, sektor pertambangan sangat mendominasi perekonomian daerah tersebut. Dari sekian banyak sumber daya alam yang ada di Provinsi Kalimantan Timur, batubara adalah yang paling besar kontribusinya terhadap perekonomian. Terkait kondisi tersebut, penelitian ini bertujuan untuk menguji pengaruh kekayaan sumber daya alambatubara terhadap ketimpangan pendapatan di Provinsi Kalimantan Timur. Penelitian ini menggunakan data panel dari sembilan daerah kabupaten/kota di Provinsi Kalimantan Timur selama tahun 2006-2014, yang kemudian diolah menggunakan model pooled least square. Hasil penelitian menyimpulkan bahwa kontribusi subsektor batubara dalam perekonomian berhubungan positif dengan ketimpangan pendapatan. Semakin tinggi kontribusi subsektor batubara dalam perekonomian, semakin tinggi pula ketimpangan pendapatan di Provinsi Kalimantan Timur. Selain itu dalam penelitian ini ditemukan pula bahwa pengeluaran pemerintah berhubungan positifdengan ketimpangan pendapatan, yang berarti pemerintah daerah belum berhasil menciptakan pemerataan kesejahteraan di wilayahnya. Adapun pertumbuhan ekonomi dan kontribusi sektor pertanian dalam perekonomian Provinsi Kalimantan Timur terbukti tidak memiliki pengaruh yang signifikan terhadap ketimpangan pendapatan.
