Abstract

Keeping confiscated articles related to criminal offenses involving narcotics that have been marked for destruction may lead to concerns about the potential risk of them being sold again and used by unscrupulous law enforcement officers. In reality, however, confiscated narcotics with their confirmed legal status, court- issued case dispositions, and final and conclusive verdicts, are still retained rather than destroyed, perhaps due to their minimal quantity or due to various obstacles. The authority of prosecutors is regulated in Articles 270 to 276 of the Criminal Procedure Code (KUHAP), Article 30 paragraph (1) letter b of Law No. 11 of 2021 concerning the Indonesian Attorney General's Office, and Article 91 Paragraph 1 of Law No. 35 of 2009 concerning Narcotics which provide authority in determining the status of narcotic items. The role of prosecutors is described in the Indonesian Attorney General's Office Standard Operating Procedure No. 2 of 2022 in Chapter III which includes recording, research, storage, maintenance, security, provision, return, and resolution of confiscated items. Internal and external obstacles are faced, but preventive and repressive efforts have been undertaken. Efforts are focused on resolving internal and external factors in handling narcotics evidence. The importance of the prosecutor's role in handling narcotics evidence is highlighted, emphasizing the need for more effective efforts to overcome obstacles for improvement in future handling.

Abstract

Population administration services at the village level often face various challenges, such as technological limitations, lack of outreach, and low digital literacy among the community. These conditions hinder the provision of fast and efficient services, particularly in the KTP (National Identity Card) issuance process. Therefore, innovation in services is needed, one of which is the implementation of digital KTPs. This study aims to analyze the implementation of digital KTP services in Kelong Village, Bintan Pesisir District, Bintan Regency. This service is part of the government's efforts to digitize population administration, which is expected to improve the efficiency and quality of public services at the village level. The approach used in this study is descriptive qualitative, with data collection techniques through in-depth interviews, observation, and documentation. The theory used for analysis is the policy implementation theory of Van Horn and Van Meter, which involves six main indicators. The results show that the digital KTP service in Kelong Village has been implemented since 2022 and provides convenience for the community, especially in terms of service speed and the friendly attitude of village officials. The community feels that obtaining their KTPs is faster than the previous manual procedure. Furthermore, village officials demonstrated a friendly and helpful attitude during the service process, enhancing the community's positive experience. However, this study also identified several challenges in implementing digital ID card services, such as a lack of public awareness regarding the procedures and benefits of digital ID cards. Limited technological devices and unstable internet connections also hampered smooth service delivery. Furthermore, low levels of digital literacy in the community made it difficult for some to access the service effectively.

Abstract

This study aims to analyze the contribution of communication and the principles of Islamic law (maqāṣid al-sharī‘ah) in efforts to increase community economic independence, identify factors that influence multisectoral communication in stunting prevention, and explore the relationship between economic independence and stunting prevention. The locus of this research is Mandailing Natal Regency and Padangsidimpuan City, two areas in North Sumatra with high stunting rates. Maqāṣid al-sharī‘ah, which emphasizes the protection of religion, life, mind, descendants, and property, can provide a new approach to reducing stunting through increasing economic independence. A qualitative approach was used in this study, using the Focus Group Discussion (FGD) method to explore the views of the community and stakeholders. Increased economic independence contributes significantly to improving the nutritional status and health of children. Economic independence allows better access to nutritious food and health services, and increases parental knowledge about nutrition. Economic empowerment programs that focus on women can improve their social and economic status, which has a positive impact on childcare. Furthermore, greater economic independence improves families' ability to pay for health services and invest in children's education. The results of the study indicate that the synergy between communication activities and emphasizing the values of Islamic law (maqāṣid al-sharī‘ah) in efforts to increase economic independence can contribute to reducing stunting rates. The application of communication principles and the maqāṣid al-sharī‘ah (Islamic principles) in economic empowerment programs focuses not only on stunting reduction but also on improving overall community welfare. Therefore, this research is expected to provide new insights into the importance of a holistic approach to stunting prevention that involves various sectors and sharia values.
