Abstract

This study aims to analyze the potential of the digital economy in the development of Micro, Small, and Medium Enterprises (MSMEs) in Medan City and examine the application of Islamic business ethics in the process of business digitalization. The research method used is descriptive qualitative with in-depth interviews, direct observations, and documentation studies from various relevant sources. The collected data were analyzed thematically to identify patterns, relationships, and factors influencing the adoption of the digital economy among MSME players. The findings indicate that the digital economy holds significant potential in supporting MSME growth in Medan City, as evidenced by the 3,000 MSMEs that have received training and assistance from the government. However, several challenges hinder its implementation, including limited capital, low digital literacy, difficulty accessing information, and a reluctance among business owners to transition to digital systems. From the perspective of Islamic business ethics, economic digitalization is permissible as long as it does not contradict Sharia principles, such as honesty, justice, and transaction transparency. While most MSME players are not fully aware of Islamic business ethics concepts, many have unknowingly applied these values in their business activities. This study provides recommendations for the government and stakeholders to enhance digital literacy and offer continuous support through more flexible regulations, intensive training, and financial incentives to accelerate MSME digitalization based on Islamic business ethics.

Abstract

This study aims to analyze the implementation of Qanun No. 3 of 2021 concerning Baitul Mal in Aceh Province using the SWOT (Strengths, Weaknesses, Opportunities, Threats) approach to evaluate its contribution to economic development, particularly in poverty alleviation, MSME empowerment, and improving community welfare. The research employs a descriptive qualitative method by collecting data from the annual reports of Baitul Mal Aceh, BPS Aceh statistics, and in-depth interviews with Islamic economic experts and stakeholders. The findings reveal that the Qanun provides a strong legal framework; however, zakat collection has only reached 6% of the potential IDR 1.5 trillion in 2024, limiting its impact on poverty reduction (a decline from 15% in 2023 to 14.5% in 2024). The productive zakat program has proven to increase beneficiaries’ income by 15% (IDR 14.13 billion distributed to 4,895 MSMEs), although unequal distribution and limited human resources remain major constraints. The study implies the need for institutional reform of Baitul Mal by enhancing transparency, digitalization, and inter-unit coordination. Policy recommendations include the development of a digital zakat platform, training 200 certified amil between 2025–2027, and harmonizing fiscal policies with the central government to recognize zakat as a deductible from income tax.

Abstract

Musculoskeletal complaints are pain experienced in the joints, nerves, tissues, muscles, and the spinal column, often resulting from prolonged static postures, work postures, and repetitive movements. The objective of this study was to analyze ergonomic factors that influence musculoskeletal disorders (MSDs) among office workers. This research employed a quantitative approach with a cross-sectional design. The study population consisted of administrative workers, with a sample of 42 respondents. Data were collected through questionnaires to measure the duration of static postures and repetitive movements, the Rapid Office Strain Assessment (ROSA) instrument to evaluate working postures, and the Nordic Body Map (NBM) to assess musculoskeletal complaints. The results indicated that the majority of respondents (66.7%) engaged in static postures for more than one hour per day. The variable of duration working in static postures showed a significant p-value of 0.014, indicating a statistically significant effect on the incidence of MSDs. The Odds Ratio (Exp(B)) was 10.205, suggesting that workers who maintain static postures for more than one hour are 10.2 times more likely to experience musculoskeletal complaints compared to those with static postures lasting one hour or less. The variable of working posture yielded a p-value of 0.008, demonstrating a significant influence of working posture on MSDs. The Odds Ratio (Exp(B)) was 12.135, indicating that workers with hazardous working postures have a 12.1 times higher risk of experiencing MSDs compared to those with non-hazardous postures. It is recommended that workers avoid prolonged static postures to maintain the health of the musculoskeletal system.

Abstract

This study aims to formulate the concept of Maqasid of Harmony through a critical analysis of the Ministry of Religious Affairs' document Trilogy of Harmony, Volume II. The research begins with the critique that harmony in Indonesia is often reduced to mere tolerance or social etiquette, which, in a pluralistic society, may still conceal subtle forms of domination. By integrating philosophical inquiry with the framework of Maqasid al-Shari‘ah, this study explores how the paradigm of harmony can be shifted from passive tolerance toward relationships grounded in love and recognition. The findings reveal that a maqasid-oriented notion of harmony comprises three essential dimensions: human-human relations (hifẓ al-ummah), human-environment relations (hifẓ al-bi'ah), and spiritual relations with God. The novelty of this research lies in demonstrating that safeguarding diversity and the environment is an integral part of preserving religion (hifẓ al-din) and human life (hifẓ al-nafs), thereby positioning harmony as a normative bridge between revealed values and contemporary social realities.

Abstract

The high prevalence of smoking in Indonesia poses a substantial financial burden on the national health insurance system. At the local level, regional governments frequently encounter a fiscal dilemma between relying on revenues generated from the tobacco sector and suppressing the escalating costs of curative services driven by the adverse impacts of tobacco. This study aims to empirically examine the relationship between tobacco fiscal instruments, regional revenues, and the healthcare cost burden resulting from smoking-related diseases in Tebing Tinggi City. A quantitative approach utilizing a descriptive-comparative study design was employed to analyze secondary data spanning the 2022–2024 period. Data were obtained from the Regional Development Planning Agency of Tebing Tinggi, including realized figures for Cigarette Taxes and the Tobacco Excise Revenue Sharing Fund, as well as medical service data from Dr. H. Kumpulan Pane Regional General Hospital in Tebing Tinggi City. In 2024, the total regional revenue generated from the tobacco sector in Tebing Tinggi City reached only IDR 14.48 billion (consisting of IDR 14.19 billion from Cigarette Taxes and IDR 288.68 million from Tobacco Excise Revenue Sharing Fund. Conversely, the total medical expenditure for 11 types of smoking-related diseases swelled massively, draining the regional budget by IDR 33.05 billion in the same year, predominantly driven by catastrophic cases such as stroke and tuberculosis. There exists a hidden fiscal deficit in Tebing Tinggi City, whereby revenues from the tobacco sector fail to cover even half of the total local healthcare expenditure caused by these negative externalities. To mitigate this hidden fiscal deficit and reduce long-term curative health expenditure, a comprehensive local policy enforcing a total ban on cigarette advertising is highly recommended as a direct upstream preventive intervention. Keywords: Fiscal Deficit, Cigarette Tax, Healthcare Costs, Negative Externalities, Tobacco Excise Revenue Sharing Fund

Abstract

Limited access to accurate reproductive health information may increase adolescents' vulnerability to reproductive health problems. This study aimed to evaluate the effectiveness of digital media–based reproductive health education in improving digital information access and reproductive health knowledge among female students at Darul Iman Islamic Boarding School, Southeast Aceh. A quantitative one-group pretest–posttest study was conducted among 119 participants selected using total sampling. The mean score for digital information access score increased from 41.85 ± 7.54 (median = 41; 95% CI: 40.65–43.30) to 47.64 ± 6.79 (median = 47; 95% CI: 46.50–48.89). Similarly, the mean reproductive health knowledge increased from 6.06 ± 4.39 (median = 5; 95% CI: 5.30–6.87) to 15.97 ± 4.11 (median = 16; 95% CI: 15.23–16.72). Wilcoxon Signed-Rank Test results showed significant improvements in information access (Z = −9.303, p < 0.001, r = 0.853) and reproductive health knowledge (Z = −9.389, p < 0.001, r = 0.861). Digital media–based reproductive health education effectively improved access to reproductive health information and reproductive health knowledge among female Islamic boarding school students.
