Abstract

Indonesia is the second largest natural rubber producer in the world with 28% of the total world production in 2010. In line with the growth of the world’s automotive industry, the needs of natural rubber as a complementary synthetic rubber products will also increase. The main objective of this research was to find the best alternative strategy to increase the productivity of the natural rubber plantations through the green productivity (GP) approach. The case study was conducted at PT. XYZ, a private company which runs the plantation and processing of natural rubber businesses. The material flow analysis was performed to identify the seven green wastes. The best alternative strategy was determined by using the  analytical Hierarchy Process (AHP) model developed into several improvement scenarios. The measurement of  the alternative strategy performance was rated as the future Green Productivity Index (GPI) and compared with the value of current GPI, which had been calculated in the PT. XYZ, as the case study. The results of this research was  able to provide the best productivity improvement strategy, the level of company’s productivity which has been achieved, and the productivity levels of the implementation of the strategy chosen.ABSTRAKIndonesia merupakan negara kedua penghasil karet alam terbesar di dunia dengan produksi sebesar 28% dari total produksi dunia di tahun 2010. Sejalan dengan bertumbuhnya industri otomotif dunia, kebutuhan karet alam sebagai produk komplementer karet sintetik akan turut mengalami peningkatan. Tujuan utama penelitian ini adalah untuk merumuskan alternatif strategi terbaik pada peningkatan produktivitas proses budidaya karet alam melalui pendekatan konsep Green Productivity (GP). Studi kasus dilakukan di PT. XYZ, perusahaan swasta yang bergerak dibidang usaha perkebunan dan pengolahan karet alam. analisis aliran material dilakukan dengan menggunakan peta aliran material hijau untuk menganalisa tujuh jenis sumber pembangkit limbah hijau (seven green wastes).  Alternatif strategi terbaik ditentukan dengan menggunakan model Analytical Hierarchy Process (aHP) yang kemudian dikembangkan menjadi beberapa rancangan skenario perbaikan. Pengukuran kinerja alternatif strategi ini selanjutnya dinilai sebagai indeks produktivitas hijau (GPI) perbaikan (future) dan dibandingkan dengan nilai indeks GPI saat ini (current), yang telah dihitung pada studi kasus yang dilakukan. Hasil penelitian ini  mampu memberikan informasi strategi peningkatan produktivitas terbaik, tingkat produktivitas yang telah dicapai perusahaan, dan tingkat produktivitas hasil penerapan strategi terpilih.

Abstract

A performance measurement model is a necessary tool for highland vegetables supply chain performance improve- ment in West Java. The performance measurement is conducted to support an objective planning, a performance evaluation, and determination of the future steps in strategical, tactical and operational levels. This study used system approach which is supported by Exponential Comparison Method (ECM) for the selection of superior products;  the combination of the SCOR Model with the Fuzzy AHP to design performance metrics; the Data Envelopment Analy- sis (DEA) for performance measurement; and the SWOT analysis to formulate the strategy for increasing the supply chain performance. The result of the ECM showed three commodities with the highest value i.e. Papprica, Lettuce Head and Broccoli. The combined SCOR - Fuzzy AHP analysis produced the performance metric values as follows: delivery performance (0.111), compliance to quality standards (0.299), order fulfillment performance (0.182), order leadtime (0.068), order fulfillment cycle time (0.080), supply chain flexibility (0.052), the SCM cost (0.086), cash-to- cash cycle time (0.080), and the daily stock (0.048). The supply chain performance measurement for Lettuce with the DEA approach indicated that the farmers had not been 100% efficient. While at the company level, the supply chain performance measurement of Lettuce crop and fresh cut showed the efficiency performance of 100 %.  Eventually, the SWOT strategy analysis on the Lettuce lead to the following recommendations to improve the performance:1) use hydrophonic cultivation technology and reduce excessive pesticides, 2) optimize the planting and harvesting schedules considering the climate; 3)  increase the responsiveness and the flexibility in meeting consumer orders, and 4) imple- ment the required standard quality assurance and management systems to ensure the consistency of the product quality and acceptability by the consumers.ABSTRAKModel pengukuran kinerja sangat diperlukan sebagai alat untuk peningkatan kinerja rantai pasok sayuran dataran tinggi di Jawa Barat. Pengukuran kinerja dapat mendukung perencanaan tujuan, evaluasi kinerja, perumusan kebijakan strategik, taktis dan operasional rantai pasok. Studi ini dilaksanakan dengan pendekatan sistem yang didukung dengan Teknik/Metode Perbandingan Eksponensial (MPE) untuk menyeleksi komoditi prioritas, kombinasi teknik SCOR dan Fuzzy AHP digunakan untuk merancang metrik pengukuran kinerja, Data Envelopment Analysis (DEA) untuk pen- gukuran kinerja individu anggota rantai pasok dan analisis SWOT untuk merumuskan strategi peningkatan kinerja ran- tai pasok. Hasil MPE menunjukkan bahwa 3 (tiga) komoditas yang diunggulkan adalah Paprika, Lettuce dan Brokoli. Kombinasi SCOR - Fuzzy AHP menghasilkan bobot metrik kinerja rantai pasok: kinerja pengiriman (0,111), Kesesua- ian dengan standar kualitas (0,299), kinerja pemenuhan pesanan (0,182), waktu tunggu pesanan (0.068), pemenuhan siklus pesanan (0,080), fleksibilitas rantai pasok (0,052), biaya manajemen rantai pasok (0,086), siklus pembayaran tunai (0,080), dan stok harian (0.048). Pengukuran kinerja rantai pasok komoditi lettuce dengan teknik DEA menun- jukkan bahwa kinerja efisiensi petani belum mencapai 100 %. Kinerja efisiensi perusahaan pada kasus komoditi lettuce dan sayuran segar potong telah mencapai 100%. Analisa SWOT merekomendasikan strategi untuk peningkatan kinerja rantai pasok lettuce sebagai berikut: 1) penggunaan teknologi hidroponik dan pengurangan penggunaan pestisida, 2) optimasi penjadwalan penanaman dan pemanenan dengan memperhatikan iklim, 3)  peningkatan fleksibilitas dalam pemenuhan pesanan, dan 4) penerapan standar manajemen penjaminan kualitas untuk menjamin konsistensi kualitas produk dan penerimaan produk oleh konsumen.

Abstract

Besides more complexes, the agricultural product supply chain also was probabilistic, dynamic and higher dependencies. This happened because of the agricultural product was easy broken, the process of planting, the growth and the harvesting depended the season, the yield had variety form and measurement, and the agricultural product was bulky so that the agricultural product was difficult to be handled. The height of the dependency level and the complexity from the supply chain network of the agricultural product made this chain to be more susceptible to the disturbance. The risk of failure for the supply chain could be happen internally (the relations between the organization and the network of the supplier) and externally (between the network of the supplier and its environment). Therefore, the needs for supply chain risk management to avoid a result that can continuously occur at any point in the supply network. The purpose of this study was to describe a model of evaluation and risk management supply chain of agricultural products. Model could identify risks of every level of supply chain and provide solutions that can be done to minimize them. The index value of risk on farm level was 26 % higher than the risk at the level of collector (8.78 %) and distributors (8.31 %). The model can optimize farmers’ planting schedules to reduce supply risk and price, while also optimizing the selection of suppliers at the level of collectors and distributors with the consideration of minimizing risk and optimizing profits. ABSTRAKSelain lebih kompleks, rantai pasok produk pertanian juga bersifat probabilistik, dinamis dan kebergantungan yang tinggi. Hal ini terjadi karena produk pertanian bersifat mudah rusak, proses penanaman, pertumbuhan dan pemanenan tergantung musim, hasil panen memiliki bentuk dan ukuran yang bervariasi, dan produk pertanian bersifat kamba sehingga produk pertanian sulit untuk ditangani. Tingginya tingkat kebergantungan dan kompleksitas dari jaringan rantai pasok produk pertanian menjadikan rantai pasok lebih rentan terhadap gangguan. Risiko ganguan rantai pasok dapat terjadi secara internal (relasi antara organisasi dengan jaringan pemasok) dan eksternal (antara jaringan pemasok dengan lingkungannya). Oleh karena itu perlu pengendalian risiko rantai pasok agar dapat menghindarkan akibat berkelanjutan yang dapat terjadi pada setiap titik dalam jaringan pasokan. Tujuan dari kajian ini adalah menjelaskan suatu model evaluasi dan manajemen risiko rantai pasok produk pertanian. Hasil validasi model dapat mengidentifikasi risiko setiap tingkatan rantai pasok dan memberikan usulan tindakan yang dapat dilakukan untuk meminimalkan risikonya. Nilai indeks risiko pada tingkat petani sebesar 26 % yang lebih tinggi daripada risiko pada tingkat pengumpul (8,78 %) dan distributor (8,31 %). Model dapat mengoptimalkan jadwal tanam petani untuk mengurangi risiko pasokan dan harga, selain itu juga telah dimodelkan optimasi pemilihan pemasok pada tingkat pengumpul dan distributor dengan pertimbangan minimalisasi risiko dan optimalisasi keuntungan.

Abstract

This study aims to obtain the best location of the target area of agro-industrial development of bioenergy in the supply chain. Through a systems approach, using fuzzy TOPSIS, an analysis of various key criteria was conducted, including availability of raw materials, land conditions and prices, the ease of access to transportation, the distance to the city center, the availability of labor at the target location, availability of infrastructure – such as water and electricity, the use of the location and orientation of multiplier effect. Based on the results of the analysis that has been done, from the five areas being targeted for locations of bioenergy agro-industry development in the province of Riau, including Industrial Area Kuala Enok; Palm Oil Region in Rokan Hulu; Pelintung Dumai Industrial Area; Palm Oil Region in Bagan Batu Rokan Hilir and Teknopolitan Region in Pelalawan, the one that has been voted the best location is Pelintung Dumai Industrial Area. ABSTRAKPenelitian ini bertujuan untuk memperoleh lokasi terbaik yang menjadi target kawasan pengembangan agroindustri bioenergi dalam satu mata rantai pasokan. Melalui pendekatan sistem, dengan menggunakan metode fuzzy TOPSIS, dilakukan analisis terhadap berbagai kriteria penting diantaranya ketersediaan bahan baku, kondisi lahan dan harga, kemudahan akses transportasi, jarak lokasi dengan pusat kota, ketersediaan tenaga kerja pada lokasi sasaran, ketersediaan infrastruktur seperti air dan listrik, orientasi pemanfaatan lokasi serta multiflier effect.  Berdasarakan hasil analisis yang telah dilakukan, dari lima target kawasan yang menjadi sasaran lokasi pengembangan agroindustri bioenergi di Provinsi Riau, diantaranya Kawasan Industri Kuala Enok, Kawasan Perkebunan Kelapa Sawit di Rokan Hulu, Kawasan Industri Pelintung Dumai, Kawasan Perkebunan Kelapa Sawit di Bagan Batu Rokan Hilir dan Kawasan Teknopolitan di Kabupaten Pelalawan, telah terpilih lokasi terbaik, yakni di Kawasan Industri Pelintung Dumai

Abstract

Seaweed is among fishery commodities with great potential economy prospect. Southeast Maluku District is one of the main producers in Eastern region of Indonesia. Despite the high production since 2012, the number of farmers and the product has declined due to inadequate supply chain coordination and information dissemination among members. Therefore, this study aimed to mitigate the assymetric information in the region using the house of risk (HOR) to identify the risks to be addressed, and also provide response on the source of supply chain risk. Furthermore, Analytic hierarchy process (AHP) with fuzzy approach was used to determine the major factor, and then choose the best alternative to mitigate asymmetric information in the supply chain. Results showed there were five factors that contributed 70% risks. The results also indicated that dependence on local distributor was a factor that had to be prioritized and addressed. In addition, to mitigate the operational risks, findings showed it is necessary to establish seaweed farmers forum, which is the best approach based on the cost and effectiveness. This study also stated that local ,government of Southeast Maluku District was the main actor that helps to overcome the risks and asymmetric information problem. Therefore, the best alternative was to form an information center for seaweed cultivation, which will provide the knowledge of prices and potential buyer outside the region.
