Abstract

The global surge in urbanization has imposed a pressing need for cities to adapt and progress. Amidst this tide of transformation, Bandung, Indonesia, emerges as a guiding light, striving to embody the essence of the Smart City concept. This article conducts an in-depth evaluation of Bandung's journey towards becoming a Smart City, scrutinizing its advancements against the backdrop of six pivotal indicators.At the core of this evaluation lies a deep understanding of the Smart City essence, where the fusion of Information and Communication Technology catalyzes a revolution in urban living. Bandung's initiation into the realm of Smart City, commencing in 2013, marks the onset of a comprehensive expedition characterized by innovation, community engagement, and a commitment to sustainability. The pillars of Smart Economy, Smart People, Smart Governance, Smart Mobility, Smart Living, and Smart Environment serve as the defining elements shaping Bandung's evolutionary path. The city thrives on the vibrancy of its educational institutions and the burgeoning creative industries within its bounds. However, persistent challenges in infrastructure and accessibility underscore the crucial need for substantial investment in digital infrastructure and initiatives to enhance digital literacy. Bandung's aspiration for a smarter future necessitates holistic strategies that not only address these challenges but also harness the city's technological prowess and engage the community in a collaborative approach. This analysis endeavors to act as a guiding compass, charting Bandung's trajectory towards a fully integrated and sustainable Smart City paradigm.

Abstract

Melihat perkembangan teknologi yang begitu pesat dan juga tidak bisa dibendung. Tentu, pemerintahan dan setiap elemen-elemen yang termasuk dalam suatu negara perlu menghadapi perkembangan tersebut dan mampu memanifestasikan hal tersebut menjadi suatu instrumen yang bermanfaat tinggi dalam meningkatkan kemajuan penyelenggaraan pemerintahan di Indonesia. Dengan mempertimbangkan hal tersebut, pemerintahan berhasil mengadopsi perkembangan tersebut menjadi inovasi dimana diberlakukannya e-government di Indonesia dalam aspek-aspek penting seperti perekonomian, legalitas, informatika, dan lain sebagainya. Dengan begitu, teknologi berperan sebagai instrumen yang meningkatkan efisiensi secara signifikan. Beralih ke segmentasi OSS RBA di Kota Bandung ada Dinas Penanaman Modal dan Perizinan Terpadu Satu Pintu atau DPMPTSP Kota Bandung yang secara kewajiban itu mengontrol dan juga memonitoring kiprah segmentasi aspek terkait termasuk operasional OSS RBA di Kota Bandung. Berkaitan dengan OSS RBA di Kota Bandung tentu daya adaptabilitas sangat berperan dalam kesuksesan sistem OSS RBA di Kota Bandung dan menyediakan dua output yaitu adaptabilitas masyarakat yang baik akan membuat sistem menjadi inovasi yang membangun dan menciptakan dinamika perubahan sosial yang positif. Namun, apabila sebaliknya sistem OSS RBA dapat dikatakan sebagai sistem yang gagal dan memberikan perubahan sosial yang negatif.

Abstract

Penggunaan e-government adalah bagian kecil dari instrumen teknologi untuk membantu pemberian pelayanan publik kepada masyarakat, yang membutuhkan regulasi yang memadai. Kota Bandung merupakan salah satu kota di Indonesia yang telah mengimplementasikan e-government dalam upaya meningkatkan kualitas pelayanan publik. Teori yang digunakan menurut (Indrajit, 2004) ada tiga unsur untuk mengimplementasikan konsep e-government, yaitu: support, capability dan value. Tujuan dari penelitian ini adalah untuk mendeskripsikan penerapan e-government di Kota Bandung sebagai upaya meningkatkan kualitas pelayanan publik. Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif dan teknik pengumpulan data yang digunakan adalah studi pustaka. Hasil penelitian dengan analisis elemen support, capacity, dan value menunjukkan bahwa implementasi e-government di Kota Bandung telah berjalan dengan optimal guna mempermudah masyarakat dalam memperoleh informasi dan layanan publik dari pemerintah. Meskipun demikian, Pemerintah Kota Bandung harus terus mengembangkan dan mensosialisasikan konsep e-government kepada masyarakat sehingga dapat membawa kebermanfaatan bagi semua pihak.

Abstract

As stated in Law Number 17 of 2014 concerning the People's Consultative Assembly, the People's Representative Council, the Regional Representative Council and the Regional People's Representative Council, the supervisory function is the authority given and implemented by the DPRD to the regional government in order to supervise the implementation of regional government to ensure that The policies taken are for the welfare and interests of the people. The South Tangerang City Government (Tangsel) is a new autonomous region that was born based on Law no. 51 of 2008 concerning the Establishment of South Tangerang City in Banten Province. During the first three years after its formation, the City of South Tangerang was able to extract local revenue (PAD) which came from legal taxes, levies and other things. In South Tangerang City, regional financial management is regulated by PERDA No. 2/2022 which emphasizes principles such as transparency, efficiency and accountability in the preparation of the APBD. The South Tangerang City DPRD plays a crucial role in supervising, ensuring transparency and accountability in regional financial management.

Abstract

Public Relations has an important role in managing and improving public information services to the public, especially through Instagram social media. In line with technological developments and changes in people's communication behavior, the Public Relations of the West Java Province Communication and Information Service utilizes Instagram social media to carry out public communication and information services to the community. This phenomenon has a significant impact on the success felt by West Java Public Relations and the community. The aim of the research is to determine the success of public communication carried out by West Java Public Relations to the public in providing information and public services through the social media Instagram @humas_jabar. This research uses qualitative methodology to determine the success of West Java Public Relations public communication in providing public service information to the community via social media Instagram @humas_jabar. Qualitative analysis is used to analyze qualitative data and data collection is carried out through interviews, observation, documentation and literature study. The results of this research show that the public communication carried out by West Java Public Relations in providing public service information to the public via the social media Instagram @humas_jabar has been successful, and it is necessary to provide some education to increase this success so that the public can better understand the use of Instagram social media. as well as increasing clearer information regarding directions to the public to provide advice, responses and suggestions.

Abstract

The DKI Jakarta Inspectorate as a state apparatus is involved in achieving the goal of implementing clean government to emphasize the implementation of the principle of government integrity. The official portal of the DKI Jakarta Inspectorate has a JakWas service that needs to be studied as a catalyst and innovation in the implementation of guidance and supervision of the implementation of regional government. The study was conducted using a qualitative research method with a library/literature study data collection technique. The results of the study indicate that: 1) The DKI Jakarta Provincial Inspectorate in implementing guidance and supervision of the implementation of Regional Government innovates by creating a Jakarta Supervision (JakWas) dashboard to integrate SPBE services owned by the DKI Jakarta Inspectorate with the aim of increasing the effectiveness of supervision carried out by the DKI Jakarta Inspectorate on the implementation of Regional Government affairs by the DKI Jakarta Provincial Government Apparatus in an effort to realize clean government governance; 2) The creation of applications/information systems created by the DKI Jakarta Inspectorate is based on the mandate of regulations in accordance with the duties and functions of guidance and supervision; and 3) The implementation of sustainable programs requires a commitment to continue to carry out the task of guidance and supervision with excellence. Activities such as system evaluation, user feedback, effectiveness of SPBE services, and their impact on the implementation of provincial-level coaching and supervision duties.

Abstract

Implementation of Village Law no. 6 of 2014 had a positive impact by disbursing quite large funds to villages throughout Indonesia. As a village head, a village head must be able to carry out management functions, namely planning, organizing, implementing and supervising so that his village progresses. This research uses a literature study method looking at various journals and other reading sources. Based on the research results found, the Semarang City National Land Office knows and understands the positive fictitious rules, but they cannot be fully implemented because the office has standard operational rules (SOP) which must also be obeyed. followed. obeyed. The application of positive fictitious provisions in practice is still not very effective in improving the quality of public services. The effect of positive fictitious orders seems to be to make state managers leave because they conflict with institutional SOPs. There are several obstacles in implementing this provision, including that state institutions and/or government officials and the public do not understand this provision properly and correctly, and court decisions that grant the petition cannot be trusted in practice. This decision offer again contradicts the SOP of each institution. The solution to the various obstacles is the need to deepen understanding of positive fictitious regulations for both the authorities and the public, and the need to design government regulations that provide more detailed and more enforceable implementation guidelines.

Abstract

Penelitian ini untuk mendapatkan gambaran terperinci mengenai pelaksanaan e-government di Kabupaten Karawang. Penelitian ini berfokus kepada pelaksanaan e-government di Kabupaten Karawang khususnya strategi pemerintah dalam implementasi kebijakan e-government untuk meningkatkan efisiensi pelayanan publik melalui aplikasi Tanggap Karawang (TANGKAR). Transformasi pelayanan publik menjadi semakin penting seiring dengan perkembangan teknologi informasi dan komunikasi. E-government menjadi solusi yang tepat untuk memodernisasi pelayanan publik, dan aplikasi Tanggap Karawang (TANGKAR) menjadi salah satu langkah strategis dalam penerapannya. Artikel ini menjelaskan konsep e-government, fokus implementasi aplikasi Tanggap Karawang (TANGKAR), dan dampak positifnya terhadap efisiensi pelayanan di Kabupaten Karawang. Melalui analisis data dan evaluasi, artikel ini menggambarkan perubahan signifikan dalam proses pelayanan dan memberikan pemahaman mendalam mengenai manfaat transformasi pelayanan publik menggunakan teknologi e-government di tingkat lokal. Diharapkan penelitian ini dapat memberikan kontribusi bagi pengembangan strategi e-government di daerah lain dan mendukung upaya peningkatan kualitas pelayanan publik secara keseluruhan.

Abstract

Bureaucratic reform is a crucial agenda in improving the performance of regional government. This research aims to analyze the synergy of coaching and supervision as the key to the success of the Purwakarta Regency government in the context of bureaucratic reform, with a focus on performance evaluation by the Regional Inspectorate. The research method uses a descriptive qualitative approach, including literature study and analysis of the Purwakarta Regency Regional Inspectorate Bureaucratic Reform Road Map document. Data were analyzed using thematic analysis techniques, focusing on eight areas of change in bureaucratic reform. The research results show that the Regional Inspectorate has implemented innovative programs within the reform framework, but faces challenges such as resistance to change and limited resources. The synergy between the coaching and supervision functions has been proven to contribute positively to improving governance and public services. In conclusion, the continuity of implementation of the road map and the role of the Inspectorate as a catalyst for change are very important for the success of reform. This research contributes to understanding the dynamics of bureaucratic reform at the district level and highlights the importance of strengthening the capacity of Regional Inspectorates in driving systemic change.

Abstract

Desa Mekarsari merupakan salah satu desa yang ada di Kecamatan Selaawi yang memiliki potensi ekowisata berupa bambu yang dijadikan bambu kreatif (bambu kriya) dan sangkar burung. Tujuan dari kegiatan pengabdian masyarakat ini adalah untuk dapat meningkatkan pengetahuan dan pemanfaatan  teknologi untuk optimalisasi ekowisata desa serta penyebarluasan potensi desa memalui video dokumenter. Program Pengabdian kepada Masyarakat ini menghasilkan satu video dokumenter yang memperkenalkan potensi Kecamatan Selaawi, khususnya Desa Mekarsari dan Mini Workshop yang terdiri dari pemberian materi mengenai marketplace dan materi menjadi konten kreator dan pembuatan konten yang baik. Sebelumnya, hasil observasi menunjukkan pemanfaatan media digital dalam pemasaran produk bambu masih sangat terbatas. Hasil program pengabdian pada masyarakat ini menunjukkan peningkatan pengetahuan dan keterampilan para pengrajin terhadap akses pemasaran digital dan ekspor impor produk bambu. Mekarsari Village is one of the Selaawi District villages with ecotourism potential in the form of bamboo, which is made into creative bamboo (crafted bamboo) and bird cages. This community service activity aims to increase knowledge and use of technology to optimize village ecotourism and disseminate village potential through documentary videos. This Community Service Program produced a video documentary that introduced the possibility of Selaawi District, especially Mekarsari Village, and a Mini Workshop, which consisted of providing material on marketplaces and materials on becoming content creators and making good content. Previously, the results of observations showed that the use of digital media in marketing bamboo products was still minimal. The results of this community service program show an increase in the knowledge and skills of artisans regarding access to digital marketing and the export and import of bamboo products.
