The purpose of this study was to find out the role of democracy volunteers in increasing participation in the 2019 general election in Samosir Regency. Apart from that, to find out how democracy volunteers socialize more massively and intensively to voters is also needed to reduce the number of invalid votes or invalid votes in elections. This research method is descriptive qualitative, namely by presenting the facts found comprehensively through in-depth analysis. Data analysis techniques consist of data reduction, data presentation and drawing conclusions. The research results obtained showed that the Democracy Volunteers for the Samosir Regency had carried out their role in the 2019 Election, namely conducting outreach and voter education, including by providing information about the implementation of elections and inviting people to become smart voters. The pattern of socialization carried out by the Democracy Volunteers is classified as different, this is based on the segmentation of community groups. In addition, there are several Democratic Volunteer Bases that have similarities or similarities in carrying out socialization patterns

The purpose of this research is to analyze the implementation and obstacles of Permendagri No. 19 of 2016 concerning the management of regional assets at the Regional Tax and Levy Management Agency of North Sumatra Province. The research method used in this research is field research with a qualitative research approach, with a descriptive type of research. The results of the study show that from communication, it needs to be improved. Resources, Placement of human resources for goods management through the appointment and proposal by the Head of the Agency and then determined through a Governor's Decree. disposition. It's good enough even though it must always be fostered and reminded of its main duties, especially the Goods Management team, Bureaucratic Structure (Fragmentation and SOP), Although the number of Goods Managers is quite large but not yet fully effective, where there are still some goods managers both in the Agency and in the UPT are still working on things -Things that are outside of their main function.

The purpose of this study was to analyze the process and stages of empowerment carried out by the Tourism and Culture Office of Pakpak Bharat Regency to Pokdarwis Mersada Asa Maju in developing Kuta Jungak village tourism. The research method used in this study is a qualitative method with a descriptive approach. The results showed that the concept of community empowerment has been applied in the village of Kuta Jungak. The empowerment program was carried out by the Pakpak Bharat Regency Tourism and Culture Office to the Mersada Asa Maju Pokdarwis. The concept of community empowerment through the awareness stage, capacity stage and empowerment stage. Community empowerment in the development of Kuta Jungak village tourism, is characterized by the existence of supporting factors and inhibiting factors. The supporting factors consist of: the village head, the potential of Kuta Jungak village, local wisdom, institutions, security and order in the village of Kuta Jungak and the BUMDes of Kuta Jungak. While the inhibiting factors include facilities and infrastructure (consisting of access to tourist objects, signs or directions, cleaning facilities), lack of motivation, funds and budget, human resources include knowledge, skills, ethics and community behavior

Social entrepreneurship is an important concept for realizing the welfare of rural communities. This concept refers to the dedication of individuals, who have the character of a leader, who actively cooperates with their community, to realize collective welfare. This study aims to analyze the Growth of Social Entrepreneurship Through Village Owned Enterprises (VOE) in Pematang Johar. This research is descriptive qualitative research. Data collection techniques used in this study were interviews, literature studies, and observation. The results of the study show that the growth of social entrepreneurship through the Pematang Johar VOE is still being carried out on a limited basis. This is due to the still uneven understanding of VOE managers regarding the concept and definition of social entrepreneurship. This has had an impact on not maximally alleviating social problems in the village of Pematang Johar. In addition, the growth of social entrepreneurship through VOE Pematang Johar is also hampered due to business management in business units that are not managed professionally by competent people.

The purpose of this study was to analyze community participation and the factors that led to the non-achievement of the national target in the 2020 Medan City Regional Head election. The method used is qualitative-descriptive research, namely by presenting the facts found in a comprehensive manner through in-depth analysis. While the data analysis technique consists of data reduction, data presentation and conclusion drawing. The results of the research obtained are that in the 2020 Medan Mayor election, the number of community participation increased and increased compared to previous years, but still the national target for political participation was not achieved. The popularity of candidates is an important aspect of increasing public participation in the 2020 Medan elections. The existence of candidates seems to have a curious effect on the people of Medan City. In addition, the results of the study also concluded that the factors that caused the national target for the 2020 regional elections in Medan were not achieved, namely the ambiguity of government policies. On the one hand, the Government wants Covid-19 to be completed immediately with various policies such as social distancing and avoiding crowds, but it is still like forcing the 2020 Regional Head Election which is one of the sources of crowds even though there are aspects of implementing health protocols.

Tujuan penelitian ini adalah menganalisis implementas kebijakan Program Asuransi Nelayan Mandiri Terpercaya (Simantep) di Kota Sibolga, dan faktor pendukung dan penghambat implemntasi. Jenis penelitian kualitatif deskriptif. Metode pengumpulan data dilakukan observasi, wawancara dan dokumentasi. Hasil penelitian Implementasi Program Asuransi Nelayan Mandiri Terpercaya (Simantep) Dinas Perikananan, Ketahanan Pangan, dan Pertanian (PKPP) Kota Sibolga sudah berjalan sesuai dengan Peraturan Direktur Jenderal Perikanan Tangkap Nomor 3 Tahun 2018 tentang Petunjuk Teknis Asuransi Nelayan Mandiri Terpercaya (Simantep), namun masih ada beberapa masalah di dalam pelaksanaannya adanya informasi yang kurang jelas, kurang menyeluruh, dan kemampuan pikir nelayan yang masih kurang mengakibatkan terhambatnya sosialisasi program. Menurut George Edwards ada empat indikator implementasi antara lain :Faktor Komunikasi. Dinas Perikanan Asuransi Nelayan telah berkoordinasi dengan PT Jasindo melakukan sosialisasi pelaksanaan program kepada para nelayan. Faktor Sumber Daya, terutama staf yang dimiliki masih kurang. Sehingga pendataan dan verifikasi nelayan terbilang lambat. Faktor disposisi/sikap para elaksana menyambut baik tentang kebijakan jaminan perlindungan atas risiko kecelakaan kerja bagi nelayan sesuai Standard Operating Procedures (SOP) dari petunjuk teknis KKP. Faktor Penghambat dalam implementasi yakni kurangnya partisipasi para nelayan terhadap pemahaman pentingnya jaminan perlindungan atas risiko kecelakaan dan kedua kurangnya staf pelaksana kebijakan program jaminan perlindungan atas risiko kecelakaan kerja bagi nelayan.

The purpose of this paper is to analyze the quality of public services and the two factors that hinder the E-KTP service at the Department of Population and Civil Registration of Gayo Lues Regency. The method used in this research is descriptive with qualitative research instruments with observations, documentation studies and interviews. While the data analysis used descriptive analysis. The results showed that the quality of E-KTP public services which refers to Zeithaml's theory of tangible dimensions (physical evidence/infrastructure), reliability (reliability), responsiveness (responsiveness), assurance (guarantee), empathy (empathy) shows, the quality of public services The e-KTP at the Population and Civil Registration Office of Gayo Lues Regency has been running but is still not good or still not optimal. The inhibiting factors for E-KTP public services at the Disdukcapil include inadequate human resources, limited financial resources, inadequate facilities and infrastructure, and lack of employee commitment. To improve the quality of public services, the E-KTP Disdukcapil must improve infrastructure, place employees according to competence, increase employee discipline, and in service there should be no discrimination and prioritize service users/community.

The purpose of this paper is to analyze how the implementation of the Regulation of the Head of the Land Agency Number 1 of 2010 concerning Service Standards and Land Regulations in Improving the Service of Changing the Name of Land Rights Certificates and its obstacles. Based on the problems that have been described previously, the researchers used this type of qualitative research to answer the research objectives. The results of the study found that the implementation of the Head of the Land Agency Regulation No. 1 of 2010 concerning Service Standards and Land Regulations in Improving the Service of Changing the Name of Land Rights Certificates from the dimensions of communication and available facilities, has not been utilized optimally. Operational time is limited, so that it becomes an obstacle to carrying out the duties of officers to provide services and coordination between departments is constrained by the fact that related parties are not in the office. The factors that are the obstacles faced, the information provided is still not good, there are still applicants who do not know the touch application, limited operating hours due to the pandemic, the completeness of the files brought by some applicants is not complete, technical problems ranging from internet connection, electricity and system disturbance.

The purpose of this study was to determine the role of urban village in monitoring trash management at urban village of Asam Kumbang District. One of the goals is to overcome the trash problem by carrying out management actions so that the volume of trash can be controlled and to find out the inhibiting factors in implementing the urban village role. When the amount of trash increases, it will cause problems that can be harmful to humans, both health and the environment. Therefore, it is important to involve village officials as the government closest to the people. The type of research used is qualitative research with the type of research, namely the phenomenological type and the number of informants is 4 people. This research method uses empirical research methods with a statutory approach, to obtain data, researchers conduct observations and interviews with the urban village government, and the community using purposive sampling. The results of the study revealed that the role of the urban village government was in accordance with Law No. 18 of 2008 concerning Trash Management. As for the inhibiting factors, namely, community factors, facility factors and urban village government factors.

Pelestarian Taman Wisata Alam agar dapat berfungsi sebagaimana mestinya tidak lepas dari persepsi masyarakat. Tujun dari penelitian ini adalah untuk mengetahui persepsi masyarakat Desa Lae Hole II dalam pengelolaan Taman Wisata Alam (TWA) Sicike-Cike. Hasil penelitia tentang persepsi masyarakat Desa Lae Hole II dalam Pengelolaan TWA Sicike-Cike adalah TWA Sicike-Cike memiliki fungsi majemuk (fungsi ekologi, ekonomi dan sosial), 84% masyarakat mengatakan fungsi eksisting hutan masih berfungsi dengan baik, 88% masyarakat mengetahui tentang undang-undang kehutanan dan 94% masyarakat mengetahui fungsi kawasan hutan, 82 % masyarakat menyatakan adanya lembaga pengelolaan hutan dan 82 % masyarakat dilibatkan dalam pengelolaan hutan, hal ini menunjukkan bahwa masyarakat Desa Lae Hole II mengetahui tentang taman wisata alam,fungsi dan undang-undang yang mengaturnya serta menganggap keberadaannya perlu dijaga dan dipertahankan. Kesimpulan dari penelitian ini adalah persepsi masyarakat di Desa Lae Hole II dalam pengelolaan TWA secara ekologi, ekonomi dan sosial mendukung upaya kelestarian taman wisata wlam. Rekomendasi yang disarankan adalah merumuskan rancangan dengan melibatkan pihak terkait tentang pengelolaan taman wisata alam dengan melakukan identifikasi dan inventarisasi potensi, peluang dan kendala dalam meningkatkan kesejahteraan masyarakat
