Abstract

The implementation of subsidized fertilizer policies has been implemented in Indonesia since the 1970s until now. The government's policy of spending a budget to subsidize fertilizer prices has yet to be able to encourage increased productivity of agricultural products. This indicates that the government's efforts in input price subsidies must be more effective in stabilizing rice productivity in terms of the subsidized fertilizer policy expenditure budget. The objectives of this research are 1) to analyze the effectiveness of subsidized fertilizer distribution and 2) to analyze the effect of using urea and NPK fertilizers on farmers who receive fertilizer subsidies for rice production. This research uses primary data by directly interviewing respondent farmers in Kertajati District and Majalengka District, Majalengka Regency. The assessment of the effectiveness of the subsidized fertilizer policy can be measured using six appropriate indicators, namely the exact type, exact quantity, exact price, exact place, exact time, and exact quality. The effect of urea and NPK fertilizers was analyzed using the Cobb-Douglas production function with the ordinary least squares method. This research found that the effectiveness of subsidized fertilizer distribution in Majalengka District has a percentage level of effectiveness above 74.2% (quite effective). Analysis of the effect of using urea and NPK fertilizer shows that the independent variables that positively and significantly influence rice production are seeds, use of urea fertilizer, and labor. Different things happen to the NPK fertilizer, and using a mixture of subsidized and non-subsidized fertilizers has no significant effect on rice production.

Abstract

Social inclusion-based library transformation is a library service dedicated to improving the community's quality of life and welfare through literacy. The implementation of this program targets the community, farmers, extension workers, and stakeholders in West Java. This research analyzed internal and external factors that influenced the development of libraries based on social inclusion in supporting regional development. This study used a qualitative analysis approach through observation and interview methods with seven respondents involved in social inclusion-based libraries. The study results indicated that the development of social inclusion-based libraries held great potential to improve the community quality of life and support regional development through literacy. The most influential internal and external factors included increased cooperation with village governments and related agencies, strengthening the capacity of human resources for library management, promotional programs, and reinforced institutions and regulations. The SWOT-AHP analysis prioritizes future program development strategies for the institutional model of social inclusion-based libraries, with a focus on encouraging the active role of farmer groups and promoting increased cooperation with related ministries/institutions and boosting increased cooperation with village governments. These three strategies are considered the most effective in strengthening the impact of social inclusion-based library programs on community development, especially in the agricultural and rural sectors.

Abstract

The agricultural sector plays a crucial role in Indonesia, serving as both a provider of food and a key driver of economic growth. This study aims to analyze the factors influencing Indonesia’s agricultural sector from 1981 to 2021, focusing on agricultural production and its economic value. Climate change has emerged as a critical issue affecting agriculture, with greenhouse gas emissions serving as proxies for measuring its impact. This study employs the Autoregressive Distributed Lag (ARDL) model to examine both short- and long-term relationships. The findings indicate that, in the long run, agricultural land area and economic growth significantly affect the agricultural sector. In the short term, agricultural land area, economic growth, and fertilizer usage are the key factors. However, climate change did not have a significant negative impact on agricultural decline. In contrast, fertilizer usage was positively correlated with agricultural production. These findings highlight the essential role of government policy in fostering agricultural sector development in Indonesia. Strategic initiatives should focus on ensuring an adequate fertilizer supply, expanding agricultural land, and promoting key economic sectors that drive growth and support agricultural sustainability. Abstract

Perumda Tirta Musi, as a Regional-Owned Enterprise (BUMD) representing the Palembang City Government, plays a crucial role in meeting the city's drinking water needs. However, the company has not yet achieved the drinking water service coverage and profit targets outlined in its business plan and Regional Medium-Term Development Plan. This study aims to: (1) analyze the trend of Perumda Tirta Musi's drinking water service performance in Palembang City, and (2) formulate a development strategy for Perumda Tirta Musi to serve water needs in Palembang City. This research uses trend analysis to evaluate the performance of Perumda Tirta Musi and uses the IFE, EFE, IE, SWOT, and QSPM matrices to formulate the development strategy of Perumda Tirta Musi. The results indicated that Perumda Tirta Musi needs to pay attention to the achievement of the cash ratio, customer water flow hours, customer water pressure, water meter turnover, and the increasing trend of water loss. The company development strategy that can be carried out by Perumda Tirta Musi is to improve the distribution network connectivity/integration between service areas. The next priority strategy that can be carried out is to increase production/service capacity in potential areas of residential growth. These prioritized strategies offer actionable considerations for Perumda Tirta Musi's management as they strive to enhance drinking water services in Palembang City. Abstract

The massive number deforestation and forest conversion in headwaters of Latuppa stream for providing agricultural lands and housings make the forests loss its functions as a prop of downstream and as a regulator of water cycle. It also prevents flood, landslide, and dryness. Both activities significantly affect on clean water consumers and production of PDAM from which Latuppa stream is a primary source of water supply. Therefore, Forestry Department supported by some stakeholders initiate a program concerning to the payment of environmental service for clean water as an alternative to solve the problem related to exploitation of forest area in Latuppa. The purpose of this research is to identify individuals who involve in organizational mechanism payment of environmental service and operationalmanagement in organization using stakeholders' analysis. The finding shows that the primary organizer in environmental services mechanism is PDAM Palopo as a facilitator in providing clean water supply supported by local people at headstream of Latuppa, especially the group of To'Buangin and Se'pon, Wallacea Palopo, DAS Paremang forum, Forestry Department of Palopo, Agriculture Department of Palopo, PSDH, BLH Palopo, and BPDAS Saddang as a secondary stakeholder and organizer representatives who facilitatean initiative of payment to environmental service.

Abstract

Pesticide exposure has been shown to cause various diseases such as acute neurotoxicity, cardiovascular disease, cancer, allergies and nervous disorders. Economic assessment of the health costs of using pesticides is necessary to design effective policies and reduce poisoning in farming populations The herbal medicines used have the efficacy of preventing and treating chronic non-communicable diseases. The most widely consumed herbal medicine is turmeric. This study aimed to analyze the willingness to pay value of turmeric extract and the factors that influence the willingness to pay of turmeric extract. All shallot farmers have turmeric extract WTP as a herbal medicine to reduce the risk of pesticide poisoning. The average WTP of turmeric extract reaches IDR 625,777 per year.

Abstract

The coconut sugar industry in Indragiri Hilir Regency shows good potential due to the high demand for coconut sugar products. However, this potential has not been optimally utilized and there is still low interest from farmers to be involved in this industry, even though the availability of raw materials is very abundant. This study aims to analyze the added value of coconut sugar production between tenant farmers and owner farmers using the Hayami method and formulate development strategies for the coconut sugar industry to improve the regional economy through SWOT and QSPM analysis. This research plays an important role in encouraging the development of the coconut sugar industry as a coconut-derived product that can increase community income and local economic growth. Increase community income and local economic growth.   Data collection methods used include surveys, in-depth interviews, focus group discussions, and literature studies. The results show that with a scheme of 50 coconut trees, each liter of coconut sap generates an added value of IDR 2,794 (71.93%) in the leased coconut system and IDR 3,318 (85.44%) in the owned coconut system. Average monthly production is 462.69 kg, requiring 2,382.69 liters of nira, with profits reaching Rp 2,046 per kg (leased) and Rp 2,571 per kg (owned). The development of the coconut sugar industry is in the “Grow and Build” phase, and although it has high growth potential, there are still several challenges to be faced, including limitations in distribution, infrastructure, and capital. The findings of this study can be applied in local government policies through the preparation of coconut product regulations, integration of the One Village One Product (OVOP) concept in village programs, facilitation of business groups and training by relevant agencies, support for product diversification (liquid sugar and ant sugar) through MSMEs, and promotion of local product branding to increase competitiveness in national and export markets.

Abstract

Agricultural entrepreneurship has the potential to drive economic development. Identifying the factors that influence the orientation towards agricultural entrepreneurship can aid in designing intervention programs that encourage farmers to develop entrepreneurship in the agricultural sector. This study aims to review scholarly articles related to the factors that promote entrepreneurial orientation in the agricultural field. A Scoping Review was conducted with the following eligibility criteria: a) academic articles from Scopus, Science Direct, Ebsco, and Wiley, b) articles published within the last 10 years, from 2015 to 2024, c) written in English, d) the study population are farmers, and e) the measured impact is agricultural entrepreneurship. Article management was done using Mendeley with a four-stage article selection process, including identification, screening, eligibility, and inclusion. Over the past 10 years, there have been 12 articles related to the factors driving farmers' entrepreneurial orientation, with seven variables most frequently identified: knowledge support, market access, networks, association membership, experience, risk-taking, access to internet, and radio. Knowledge support provides crucial information and skills for decision-making and opportunity utilization. Market access enhances farmer entrepreneurship by providing information and value-added services. Participation in farmer associations improves skills, information access, business mindset, and technology adaptation. Experience and risk-taking form a strong foundation for entrepreneurial behavior, enabling the identification of opportunities, development of innovative solutions, and risk management. Access to the internet and radio serves as a medium for farmers to obtain agricultural information.

Abstract

Factual conditions show that adopting coastal agricultural technology in Yogyakarta, Indonesia, has not met expectations. As the decision-makers of adoption, smallholder households are rational economic entities acting as producers and consumers who maximize utility and profit from their farm production. Specifically, this study is the first attempt to build an economic model of smallholder households that integrates technology adoption components in Indonesia. The model is also used to analyze the impact of input and output price policies on technology adoption, production, and labor allocation. This study uses primary data collected by survey method on 196 farmer respondents. Data were estimated using the two-stage least square (2SLS) method. The study findings reveal that higher farm output prices catalyze a series of beneficial agricultural outcomes, including expanding cultivated land, optimized input allocation, augmented production processes, and adopting innovative technologies. Fertilizer price subsidy policies have also proven practical policy tools to improve agricultural productivity.
