Abstract

Hydrological droughts in Bantul Regency significantly reduce crop productivity to an average of 59.97 kw/ha, thereby affecting farmers' income due to land conversion and water scarcity. This study evaluates the economic implications of supplementary irrigation in high, moderate, and low drought-prone zones. Farmers in low (Sabdodadi) and moderate (Guwosari) drought-prone areas can cultivate rice twice a year, whereas those in high drought-prone areas (Wukirsari) can do so only once. The methods employed include literature review, field survey, field data collection, and data analysis using RIA (Residual Imputation Approach) and ArcGIS 10.8. Cash costs for the third planting season in Sabdodadi, Guwosari, and Wukirsari amounted to Rp 11,590,451, Rp 11,698,165, and Rp 10,671,432 per hectare, respectively. Non-cash costs were Rp 2,600,260, Rp 3,331,483, and Rp 4,229,162 per hectare. Total production costs fluctuated, particularly in Sabdodadi, totaling Rp 14,190,711 per hectare. Sabdodadi exhibited the highest income at Rp 15,518,964 per hectare, while Guwosari and Wukirsari reached Rp 15,778,358 and Rp 14,778,346 per hectare. Supplementary irrigation significantly enhances the economic value of food crops, ranging from 20% to 29.15%, with Wukirsari making the highest contribution. The strategy of implementing flexible water tariffs and developing irrigation infrastructure can be applied to promote economic growth in drought-prone areas. Empowering farmers through economic incentives and access to adequate irrigation water is expected to create conditions conducive to sustainable agriculture.

Abstract

Along with the energy and environmental pollution problems, demand for coconut shell charcoal in the international market has experienced an increasing trend in the last decade. However, the value of Indonesian exports of coconut shells frequently experiences fluctuating conditions. Seeing the increasing demand for this product and the intense competition between producing countries in the international market, shows that Indonesian coconut shell charcoal has the potential to be developed. This research aims to analyze the dynamics of competitiveness and market position of Indonesian coconut shell charcoal exports in ten major export destination countries (Saudi Arabia, South Korea, Japan, Iraq, China, Türkiye, Germany, Lebanon, United Arab Emirates, and Netherlands) using the Dynamic Revealed Comparative Advantage (DRCA) method. The DRCA analysis findings indicate that, in the ten major export destination countries, the dynamics of Indonesia's coconut shell charcoal exports competitiveness shows a fluctuating state with the best export competitiveness dynamic position in the South Korean and Japanese markets. However, the export market position of Indonesian coconut shell charcoal has also decreased from a Rising Star in Period I (2010–2014) to Leading Retreat in Period III (2019–2022). The implication is that Indonesian coconut shell charcoal products are stated to have weak export competitiveness in the main export destination countries. Therefore, export-oriented competitiveness development strategies such as improving the product quality, increasing effective promotion and marketing efforts, and improving market access are very necessary to strengthen Indonesian coconut shell charcoal's competitive position in export destination countries.

Abstract

Rantai pasok yang berkelanjutan sangat penting bagi sebuah industri dan merupakan integrasi dari aspek ekonomi, sosial, teknologi, dan lingkungan. Rantai pasokan yang berkelanjutan dapat meningkatkan kesejahteraan sosial, keuntungan, dan dampak lingkungan. Untuk mencapai sasaran tersebut diperlukan pengelolaan berkelanjutan rantai pasok dengan konsep triple bottom line (TBL) yang mencakup pendekatan ekonomi, sosial dan lingkungan. Salah satu penerapan konsep TBL pada industri yaitu kelapa sawit. Tujuan penelitian ini adalah menganalisis kinerja rantai pasok yang berkelanjutan pada Industri Sawit di PTPN III dan model sistem pengukuran kinerja rantai pasok yang berkelanjutan pada Industri Sawit di PTPN III yang berkelanjutan untuk peningkatan daya saing dan keunggulan kompetitif. Berdasarkan hasil penelitian, kinerja rantai pasok yang berkelanjutan pada industri kelapa sawit di PTPN III yang memiliki nilai bobot kinerja baik sekali (91,09%) adalah aktor industri sedangkan yang memiliki kinerja baik adalah aktor petani dan distributor. Prioritas strategi yang dihasilkan antara lain: (1) melakukan peningkatan produktivitas dan peningkatan daya saing industri kelapa sawit, (2) optimalisasi logistik pendukung industri, (3) melakukan peningkatan kinerja keuangan industri kelapa sawit yang berkelanjutan dalam rangka menjaga kualitas produk kelapa sawit dan kebelanjutan usaha industri kelapa sawit di masa yang akan datang.

Abstract

The research was conducted in six villages in Bogor Regency during March and April, using primary and secondary data. Secondary data was obtained from accountability reports reflecting village income and expenditure budgets from 2018 to 2022, while primary data was collected through interviews for input into process hierarchy analysis. A purposive sampling method was used to select the villages, based on location, the Village Building Index (IDM), and recommendations from the Bogor District Empowerment and Village Service. The study's independent variables included Financial Activity, Financial Growth, Financial Independence, and Financial Performance which were calculated using ratios, while the dependent variable was Financial Management. The data was analyzed using quantitative descriptive analysis, village financial ratio analysis, and panel data regression tests, combining time series and cross-sectional data. This study uses villages as sample objects by assessing financial performance through village independence, village financial activities, and village financial growth towards efficiency in Bogor Regency in March and April. The data used include primary data obtained from accountability reports detailing the realization of village revenue and expenditure budgets from 2018 to 2022 and secondary data. The analysis methods used include descriptive statistics, financial ratio analysis, and panel data regression. The currently available resources result in a limited Regional Original Revenue (PAD) generation. The socio-economic status of the village residents remains modest, and the supply of huge transfer income makes the village dependent on assistance. In financial activities, namely operations, it is still considered low. This is because the needs of the village are still small, with a low population, and an emphasis on capital spending as the main focus of the village. According to the applicable policies, the targets for priority use of Village Funds, Village Fund Allocations, Share of Regional Tax and Levy Proceeds, and Provincial/Regency Financial Assistance are to be achieved.

Abstract

Government procurement is the most vulnerable government activity to corruption, especially in the era of decentralization, which grants local governments the authority to manage their domestic affairs independently. The results of the Financial Audit Agency's (BPK) examination of the Palembang City Government in 2022 revealed indications of price manipulation, specifications favoring specific products and contractors, and goods and services produced not complying with the provisions in the contract. This research aims to formulate an anti-corruption strategy for government procurement based on corruption risk. The methods used in this research include descriptive analysis with a literature review, quantitative analysis using Fuzzy Synthetic Evaluation (FSE), and strategy formulation using the Multicriteria Policy (Multipol) method involving government procurement stakeholders. The research findings indicate that the governance of government procurement in Palembang City is still inadequate, with the highest risks being related to implementer integrity, contract execution control, and procurement planning risks. Relevant anti-corruption strategies include the utilization of e-procurement, enhancing human resources and the Procurement Service Unit's (UKPBJ) competence, improving the quality of planning, and strengthening supervision and stakeholder participation.

Abstract

The implementation of the Aquascape training is one of the activities of the IPB University's Dosen Pulang Kampung Program. This activity aims to enable ornamental fish cultivators to increase income through business diversification, namely making aquascapes. In order to know the impact of this activity, it is necessary to analyze the perceptions of the training alumni after the training activities took place. Based on the results of the Likert analysis, the training alumni highly agreed with this activity. The alumni stated that with this activity they would be able to increase their skills in making Aquascape, networks and income. The alumni of the training expected that the training will be held again with a longer time and more participants.

Abstract

Sektor transportasi di Indonesia berada di posisi kedua penyumbang emisi gas rumah kaca (GRK) terbanyak setelah sektor industri dan berkontribusi pada peningkatan emisi GRK di atmosfir melalui pembakaran bahan bakar fosil. Masyarakat mulai menyadari pentingnya melakukan aksi mitigasi bencana iklim, salah satunya melalui active transportation yang berpotensi menjadi solusi untuk mengurangi emisi GRK di sektor transportasi. Hal ini mulai banyak ditemui di DKI Jakarta karena bersepeda menarik perhatian masyarakat, terutama kalangan pekerja. Pekerja bersepeda atau ‘bike to work’ bahkan mendapatkan dukungan fasilitas dari instansi pemerintah dan swasta. Penyediaan fasilitas pendukung bersepeda di DKI Jakarta menimbulkan pro dan kontra. Penelitian ini bertujuan untuk  mengidentifikasi karakteristik pekerja bike to work dan motif utama pekerja bike to work. Penelitian ini menggunakan analisis deskriptif dan metode Regresi Logistik Multinomial (RLM) untuk mengetahui motif utama pekerja menggunakan sepeda sebagai moda transportasi ke tempat kerja. Hasil penelitian menunjukkan faktor-faktor pendorong  motif tersebut adalah jarak antara rumah ke lokasi kerja serta gender. Khususnya, mayoritas responden dengan karakteristik sosial ekonomi pekerja bike to work yang menengah ke atas memiliki motif utama kesehatan fisik (olahraga) dan mental. Hasil ini dapat menjadi input bagi pemerintah dalam merancang kebijakan yang mendukung penggunaan sepeda sebagai moda transportasi ramah lingkungan dan pengurangan kemacetan.

Abstract

The implementation of subsidized fertilizer policies has been implemented in Indonesia since the 1970s until now. The government's policy of spending a budget to subsidize fertilizer prices has yet to be able to encourage increased productivity of agricultural products. This indicates that the government's efforts in input price subsidies must be more effective in stabilizing rice productivity in terms of the subsidized fertilizer policy expenditure budget. The objectives of this research are 1) to analyze the effectiveness of subsidized fertilizer distribution and 2) to analyze the effect of using urea and NPK fertilizers on farmers who receive fertilizer subsidies for rice production. This research uses primary data by directly interviewing respondent farmers in Kertajati District and Majalengka District, Majalengka Regency. The assessment of the effectiveness of the subsidized fertilizer policy can be measured using six appropriate indicators, namely the exact type, exact quantity, exact price, exact place, exact time, and exact quality. The effect of urea and NPK fertilizers was analyzed using the Cobb-Douglas production function with the ordinary least squares method. This research found that the effectiveness of subsidized fertilizer distribution in Majalengka District has a percentage level of effectiveness above 74.2% (quite effective). Analysis of the effect of using urea and NPK fertilizer shows that the independent variables that positively and significantly influence rice production are seeds, use of urea fertilizer, and labor. Different things happen to the NPK fertilizer, and using a mixture of subsidized and non-subsidized fertilizers has no significant effect on rice production.

Abstract

Social inclusion-based library transformation is a library service dedicated to improving the community's quality of life and welfare through literacy. The implementation of this program targets the community, farmers, extension workers, and stakeholders in West Java. This research analyzed internal and external factors that influenced the development of libraries based on social inclusion in supporting regional development. This study used a qualitative analysis approach through observation and interview methods with seven respondents involved in social inclusion-based libraries. The study results indicated that the development of social inclusion-based libraries held great potential to improve the community quality of life and support regional development through literacy. The most influential internal and external factors included increased cooperation with village governments and related agencies, strengthening the capacity of human resources for library management, promotional programs, and reinforced institutions and regulations. The SWOT-AHP analysis prioritizes future program development strategies for the institutional model of social inclusion-based libraries, with a focus on encouraging the active role of farmer groups and promoting increased cooperation with related ministries/institutions and boosting increased cooperation with village governments. These three strategies are considered the most effective in strengthening the impact of social inclusion-based library programs on community development, especially in the agricultural and rural sectors.

Abstract

The agricultural sector plays a crucial role in Indonesia, serving as both a provider of food and a key driver of economic growth. This study aims to analyze the factors influencing Indonesia’s agricultural sector from 1981 to 2021, focusing on agricultural production and its economic value. Climate change has emerged as a critical issue affecting agriculture, with greenhouse gas emissions serving as proxies for measuring its impact. This study employs the Autoregressive Distributed Lag (ARDL) model to examine both short- and long-term relationships. The findings indicate that, in the long run, agricultural land area and economic growth significantly affect the agricultural sector. In the short term, agricultural land area, economic growth, and fertilizer usage are the key factors. However, climate change did not have a significant negative impact on agricultural decline. In contrast, fertilizer usage was positively correlated with agricultural production. These findings highlight the essential role of government policy in fostering agricultural sector development in Indonesia. Strategic initiatives should focus on ensuring an adequate fertilizer supply, expanding agricultural land, and promoting key economic sectors that drive growth and support agricultural sustainability.
