Abstract

One important factor that determines the successful implementation of mother and child policy is support from community especially the community whose be the target of the polices (clients) and also certain parties (coalitions) who have an interest in the policy. This paper aims to find clients and coalitions in the implementation of health mothers and children in Kupang Regency, which is one of the regions in Indonesia with the highest infant mortality cases. The method used is descriptive qualitative, by using one indicator in Najam implementation models, namely client and coalitions for analysis. The results of the study show that the implementation of Perda No 3 of 2016 as maternal and child health policy in Kupang Regency has not received support from the community, especially those who are the client of the policy. Therefore, it is recommended that the Kupang Regencial Government increase the socialization to the people in particular who are the clients of this policy

Abstract

This paper will look at the success of a local government organization with the determination of organizational resources and the right performance management system in order to improve public services in the local government. This article aimed at finding out whether the performance management system is appropriate if it is implemented in the local government work environment. The research method used a literature study by analyzing previous research and other various reference sources, both from textbooks, national journals, and reputable international journals. As an analytical material, we provided an example of an analysis of the performance management system in Banyumas Regency Government. Based on this, it can be concluded that Banyumas Regency always strives to improve organizational performance and existing resources through the implementation of performance management practices although formally the Head of the Region has not yet established a performance management system that applies in Banyumas Regency

Abstract

As the leader of the implementation of governmental affairs which become the authority of regional government, based on the mandate of Law Number 23 Year 2014 on Regional Government, the Head of regional government is obliged to prepare Regional Government Administration Report (RGAR) which by the central government will be used as material for evaluation and guidance to implement the administration of regional government. Batang Regency is the only Regency which for the last respective three years (2016, 2017 and 2018) has been in the 5th rank (the lowest five) in Central Java. The results of this evaluation are used as material for the Ministry of Finance in determining the Regional Incentive Fund and for the Ministry of Home Affairs in approving additional income for state civil apparatus. However, Batang Regency has not yet optimized its reporting system and Evaluation of Regional Government Administration Performance. Due to this unoptimal evaluation results on the implementation of regional Government, organizational capacity and the evaluation of the Governmental Division at Batang Regency regional Secretariat as the division who conducted the report preparation activities became the focus of this research. Qualitative descriptive method was used to describe all the symptoms / conditions which exist during the research. Moreover, the analysis was carried out through data reduction, display data and conclusion drawing / verification. Based on the results of this research, it can be concluded that the Organizational Capacity of the Government division of the Regional Secretariat of Batang Regency which involves some resources (human resources, infrastructure, technology and financial resources) and management (leadership, program and process management as well as cooperation and relationships among organizations) needs to be improved, such as conducting job analysis, increasing the quantity and quality of human resources, making more detail activities planning and budgeting as well as defending them during budget discussions, making Terms of Reference and improving effective communication skills.

Abstract

Pemerintah Indonesia perlu mengkaji kembali kebijakan yang dapat mengatur perilaku digital masyarakatnya. Undang-Undang Informasi dan Transaksi Elektronik (ITE) telah diberlakukan di Indonesia sebagai landasan hukum agar masyarakat tidak sembarangan dalam menggunakan internet. Undang-Undang ITE tidak mampu mewujudkan tujuannya, yaitu memberikan rasa aman di dunia digital. Undang-Undang ITE semakin ditanya fungsinya karena sejauh ini Undang-Undang ITE lebih bersifat reprensif daripada preventif. Penelitian ini dilaksanakan untuk merumuskan kembali alternatif kebijakan yang dapat mengatasi perilaku masyarakat di dunia digital. Metode penelitian menggunakan studi literatur dengan pendekatan kualitatif. Sumber data memanfaatkan data sekunder yang digunakan dalam penelitian ini bersumber dari studi kepustakaan, sepeti buku refrensi, jurnal, artikel, dan sumber lain yang relevan dengan penelitian. Penelitian menghasilkan beberapa alternatif kebijakan untuk mengatasi perilaku digital di Indonesia. Peniliaian alternatif kebijakan dilakukan dengan mempertimbangkan kriteria kebijakan menurut Bardach. Alternatif kebijakan yang dipilih sebagai rekomendasi untuk mengatasi perilaku digital di Indonesia adalah memberlakukan persyaratan khusus seperti menggunakan E-KTP atau identitas lain untuk memperoleh akun di salah satu platform digital agar menciptakan “one person one account”.

Palembang: Penerbit & Percetakan Universitas Sriwijaya (UNSRI).The phenomenon of tidal flooding in the coastal area of Pekalongan City has occurred for more than 10 years. Tidal floods occurred inundating nearly 51% of the total area of Pekalongan City. This situation has resulted in damage to all sectors, such as the physical, social, economic, health, and safety sectors. Adaptation strategies are needed to reduce the risk of loss which is quite high. A non-structural integrated approach can be done by optimizing the capacity of the community in areas prone to tidal flooding. Writing this manuscript aims to find an adaptation strategy in dealing with the tidal flood phenomenon, which is taken from the case study of Pekalongan City. The literature study technique is used to obtain a good adaptation strategy to prepare the disaster-resilient city of Pekalongan. The results of the literature study explain that the non-structural adaptation strategy that has been carried out by the Pekalongan City government is by optimizing actions that focus on increasing community preparedness. This increase is carried out through outreach/ outreach efforts, the formation of community organizations, and an integrated early warning mechanism.

Abstract

This article aims to discuss the effectiveness of the Minang Mart partnership pattern in empowering local Micro, Small, and Medium Enterprises in Padang City, West Sumatra. The problem is focused on the realization of Minang Mart's idea for empowerment and collaboration with local traders and MSMEs. Along with its development, Minang Mart has come out of the initial idea, namely the modernization and empowerment of local traders, and local Micro, Small, and Medium Enterprises have not been implemented until now. To approach this problem, Nugroho's theoretical reference was used regarding the effectiveness of a policy which was put forward in four "right" ways, namely the right policy, the right implementer, the right target, and the right environment. The data were collected through observation and documentation techniques. This study was qualitative research with a descriptive approach and inductive analysis. This study concludes that based on the four "correct" policies in the effective study of policies, the West Sumatra government was not ready with what was announced and it was known that the policies regarding Minang Mart have not been implemented effectively. Minang Mart's policy was the right policy and has not fulfilled the right implementation, right target, and environmental aspects. It is known that Minang Mart is currently managed by the private sector, Minang Mart's partnership with local Micro, Small, and Medium Enterprises has not materialized, and there are no zoning regulations regarding the establishment of Minang Mart.

Abstract

In actualizing the Regional Government Budget (APBD) as an instrument for the desired social changes and in accordance to the purpose for decentralization, there needs to be the involvement of the civil society, community groups, and other stakeholders in public management to influence the policy formulation process and policy implementation which could improve public services and public accountability. The purpose of the current study was to describe the process of formulating the budgeting policy and identifying and plotting the participation of a number of actors, both formal actors and informal actors, in the process of formulating the budgeting policy in the Banten Province Regional Government. The research method employed was a qualitative research method using the NVivo 12 Pro software application. A number of the current study’s findings which were related to the budgeting process were clearly linked to the actors’ political relation which would give rise to demands and requests in the form of actvity proposals. This process would also give rise to various compromises and bargaining between the actors involved, including the value system which influences it. Moreover, the process of formulating the budgeting policy in Banten Province Regional Government in 2018, both in planning and budgeting, were done only as a procedure but not yet substantively. Therefore, budgeting policy formulation process needs to prioritize more widespread public participation, especially in discussions and collecting input or information for the government, both directly or indirectly so that a transparent and accountable process is created.

Abstract

All this time the development centered in the city, leading to gaps between villagesand the city's economy. BUMDes become one of the ideas the government to boost thevillage economy. Gogik village which lies at the foot of mount Ungaran, SemarangRegency has the potential of natural recourses and clean water, its potential is not yetmaximally utilized, Encouraged by Desa Lab Site PMD activities, Rejo Mulyo VillageEnterprise was finally established in Gogik Village in 2011 with the hope of its ability toboost the village economic growth by the means of optimally utilizing its potential.Qualitative Descriptive method is used in this research by focusing on: (1) Evaluatingthe performance of BUMDes Rejo Mulyo, Gogik Village, District West Ungaran,Semarang Regency, (2) The supporting and obstacle factors BUMDes Rejo Mulyo, GogikVillage, District West Ungaran, Semarang Regency. The results of this research lead toa conclusion that the establishment of Rejo Mulyo Village Enterprise has alreadyfollowed the valid regulation at that time, But the performance of BUMDes Rejo Mulyois not maximized because it can not support the welfare of the villagers Gogik. One of thesupporting factors of the performance BUMDes Rejo Mulyo is the spirit and willingnessofficials and employees to subserve the Gogik village. One of the obstacles faced, whichis the biggest natural potential that exists in the Gogik village, are waterfalls Semirang itcan not be utilized because the area is occupied in Perhutani area.

Abstract

Penyengat Island in Riau Islands Province was appointed by the Ministry of Tourism as one of the leading halal tourism destinations. The development of halal tourism on Penyengat Island requires strategies that can increase Muslim tourist arrivals. This article aims to analyze alternative strategies for the development of halal tourism in Penyengat Island so that the number of tourist visits can increase and the application of the concept of halal tourism in Penyengat Island can be implemented, so as to obtain the recommended strategy. This research uses a qualitative descriptive approach through literature study with the use of journals that are in accordance with the research topic. The alternative policy evaluation uses evaluation criteria in the form of technical feasibility, economic feasibility, political feasibility and administrative feasibility. There are three alternative policies that can be implemented for the development of halal tourism on Penyengat Island, namely branding and marketing; easy access and visa; and the provision of Muslim tourist-friendly facilities. The policy recommendation is the provision of friendly facilities for Muslim tourists that can creat comfortable for Muslim tourists.

Abstract

Paunescu (2014:106) states that social innovation can be used to approach social problems to bring about gradual change by a particular group of people or to overcome deep structural problems, which require change quickly and affect many people which have a scale of impact on, for example, unemployment or unemployment. poverty. This study aims to analyze and describe the implementation of social innovation in poverty alleviation through the Social Rehabilitation Program for Uninhabitable Houses in Central Java. By using qualitative research methods, and purposive techniques in determining informants. The results of the study indicate that social innovation through the improvement of uninhabitable houses for the poor carried out by the Central Java Provincial Government has not been optimal. Where the number of poor people in Central Java is still high (3,867.42 thousand people) with a percentage of 11.9% still above the national average, and uninhabitable houses that have not been handled are still 1,584,252 buildings. This is because there are still many internal and external parties who intervene on the authority of the leadership and data verifier officers in determining the community as recipients of the Social Rehabilitation program for Uninhabitable Houses in Central Java Province. And do not make the value of togetherness in building or repairing uninhabitable houses in the community, even though regulations, budgets, and other supporting infrastructure have been prepared by the Central Java Provincial Government to reduce poverty through the current housing improvement program.
