Abstract

One effort to prevent Covid-19 transmission to students is to issue a Distance Learning (PJJ) policy. The purpose of this study was to look at the response of the basic education unit to the implementation of PJJ policies, namely the level of school compliance implementing the policies, activities undertaken by teachers in PJJ, student responses, and parents' responses. The research method is descriptive with a qualitative approach. Data collection techniques in the form of questionnaires that are circulated online through Google form. Respondents in this study were principals, teachers, students and parents at the SD / MI and SMP / MTs levels in 5 Tanoto Foundation partner districts / cities in Central Java Province. Analysis of the data used is descriptive percentage using pivoting. Sample schools were 73 out of a total of 118 populations with a total of 1,023 respondents who were taken at random by simple random basis. The conclusion of this study is that 99.40% of schools have implemented PJJ policies; the most widely applied learning method by the teacher 42.86% is the reading method then summarizes the material; as much as 54.19% of students felt unhappy learning in PJJ because of several constraints such as lack of connection quality, limitations of communication devices and lack of understanding in the learning system provided; and 61.49% were satisfied because parents did not feel burdened in guiding children's learning and being closer to children.

Abstract

                This paper aims to investigate the dynamic of environmental policy making in the effort of attaining sustainable development. Using Advocacy Coalition Framework (ACF) as a framework of analysis, our study was conducted in the Kendeng environmental conflict, Rembang Regency. Utilised both primary and secondary data on conflict properties from cement industry’s proponents and opponents, researchers obtained vigorous data and evidence through which the ACF may offer a comprehensive explanation on policy process and change.                 Finding shows that the coalition of actor has a pivotal role to influence value and behaviour among policy actors in the Kendeng environmental conflict. The result of this study fills the lacuna of research which focuses the main discussion on advocacy coalition actor-based policy analysis. It also offers a policy agenda focusing on the belief system actor-based policy analysis in which Government of Indonesia worth to consider in the policy making process.

Abstract

Upaya pemerintah dalam pencegahan penularan Covid-19 pada pendidikan adalah dengan mengeluarkan kebijakan Pembelajaran Jarak Jauh (PJJ). Tujuan dari penelitian ini adalah untuk mengetahui respon orang tua terhadap kebijakan pembelajaran jarak jauh di Provinsi Sumatera Utara. Metode penelitian yaitu deskriptif dengan pendekatan kuantitatif. Teknik pengumpulan data berupa kuisioner yang dibagikan secara online melalui google form. Responden penelitian ini adalah orangtua di tingkat SD/MI dan SMP/MTs di 6 Kabupaten/Kota mitra Tanoto Foundation di Provinsi Sumatera Utara. Analisis data yang digunakan adalah deskriptif prosentase menggunakan pivoting. Total responden 278 orang yang dimbil secara acak sederhana. Kesimpulan dari penelitian ini adalah sarana komunikasi yang banyak digunakan adalah whatsapp, facebook, masanger, google hangout, zoom, skype, dan google meet ; 99,64% orangtua menyatakan anaknya telah melaksanakan program PJJ; 94% orangtua menyatakan ikut berpartisipasi dalam membimbing anak dirumah; 96% menyatakan telah diberikan petunjuk oleh guru dalam membimbing program PJJ; 65% orangtua menyatakan merasa nyaman dengan kegiatan PJJ; Kendala yang paling banyak dialami yaitu kurang memahami cara mengajar murid, orangtua sibuk bekerja dan murid mulai merasa jenuh.

Abstract

Pulau Penyengat is designated as a leading area for halal tourism development. The development of halal tourism on Pulau Penyengat requires cooperation and support from many parties. The less optimal role of stakeholders in tourism development cooperation makes the reason for the importance of this research being carried out. The purpose of this research is to identify the stakeholders involved, analyze the roles of stakeholders, analyze the relationships between stakeholders, and analyze supporting and inhibiting factors. The method uses a qualitative descriptive approach, with data collection techniques combining online interviews, documentation and observations. The results show that the development of the island's halal tourism destinations involves stakeholders with the pentahelix concept, consisting of academics, business, community, government and mass media. There are 38 stakeholders involved and classified into primary, key and secondary stakeholders. The role of stakeholders is reflected in the roles of policy creators, coordinators, facilitators, implementers and accelerators. The relationship between stakeholders is seen from the form and activities. Value and communication are supporting factors in the development of halal tourism destinations, and trust and policies are inhibiting factors. The suggestions conveyed are the issuance of halal tourism regulations, the formation of a special tourism agency for Pulau Penyengat ,increased coordination between stakeholders, increasing the role of academic and community stakeholders, improving halal tourism support facilities, and promoting halal tourism through digital channels.

Abstract

Persoalan anak muda di Indonesia saat ini sangat memprihatinkan, salah satunya adalah pernikahan dini. BKKBN mengeluarkan Program Generasi Berencana yang bertanggung jawab menanggulangi kasus tersebut. Program GENRE bertujuan untuk mengatasi pernikahan dini perlu dilaksanakan dan disosialisasikan dengan baik, untuk itu perlu kerja sama/kolaborasi dari berbagai stakeholder yang bertanggung jawab dan berperan penting dalam menyukseskan program ini. Tujuan penelitian ini adalah untuk menganalisis pola kolaborasi stakeholder dalam mengoptimalkan sosialisasi program generasi berencana pada pelaksanaan pendewasaan usia perkawinan. Metode Riset yang digunakan adalah Metode Riset tinjauan pustaka dari berbagai sumber yang terkait dengan kasus Pernikahan Dini, seperti riset sebelumnya, laporan pemerintah dan Media Massa. Hasil penelitian berdasarkan teori Anshell dan Gash (2007) bahwa keberhasilan kolaborasi stakeholder dipengaruhi oleh Pertemuan atau komunikasi yang baik, membangun kepercayaan, komitmen bersama, pemahaman bersama, dan pencapaian hasil menyatakan bahwa kolaborasi pada pencegahan dini di Provinsi Bengkulu didalamnya melibatkan kolaborasi antara BKKBN, Dinas Pemberdayaan dan Perlindungan Anak, serta Dinas Kesehatan Sehingga angka pernikahan dini di Bengkulu belum menunjukkan penurunan kasus.

Abstract

In the implementation of the provision bike lanes policy in Province DKI Jakarta, there are still many violations of motorized vehicle users crossing bicycle lanes. In fact, according to regulations, motorized vehicles are prohibited from crossing the bicycle lane. This indicates that the policy communication for the provision of bicycle lanes in DKI Jakarta has not been able to influence the behavior of motorized vehicle users to comply with the prohibition on crossing bicycle lanes. This study aims to analyze the policy communication for the provision of bicycle lanes in the DKI Jakarta Province and analyze the driving and inhibiting factors of communication of provision bike lanes policy in Province DKI Jakarta. This research method is descriptive qualitative. Specifically, the researchers made observations on the bicycle lane at RS Fatmawati Raya, Panglima Polim, and Sisingamangaraja Street, South Jakarta Administration City. The result of this research is that the communication of provision bike lanes policy in Province DKI Jakarta is not yet fully good because the transmission is not yet optimal for policy implementers and policy target groups, and the consistency of policy communication is not yet optimal for policy target groups. The driving factor for this policy communication consists of understanding policy implementers related to policies and coordination with various parties to disseminate policy. The inhibiting factors for this policy communication consist of human resources, financial resources, road conditions, traffic conditions, and community behavior. Suggestions from this research are to improve communication of provision bike lanes policy which is still not optimal and reduce barriers to communication of provision bike lanes policy in Province DKI Jakarta.

Abstract

The problem experienced by Depok City is the high generation of waste every year so it must be handled together. Realizing a zero waste city is carried out through handling and reducing waste. The purpose of this study is to identify stakeholders and the role of stakeholders in realizing Zero Waste City in Depok City. This research method is descriptive qualitative. The results of the study show that stakeholders classified as players, namely the Mayor of Depok has a role as a policy creator, Department of Environment and Cleanliness of Depok City has a role as a policy creator, coordinator, facilitator, implementor. Stakeholders classified as subjects are the Regional Development Planning Agency (Bappeda) of Depok City has a role as coordinator, Department of Public Works and Spatial Planning of Depok City has the role of a facilitator, the Main Waste Bank and Unit Waste Bank have the role of implementor and facilitator, the District Coordinator and Village Coordinator have the role of facilitator. Stakeholders classified as crowds are Districts, Village, and RT/RW each has a role as implementor and facilitators. The Indonesian Retail Entrepreneurs Association (Depok City Branch), Educational Institutions, and Pelapak each having a role as implementor. Suggestions that can be given are giving strict sanctions, providing training to socialitators, carrying out official cooperation, strengthening by each stakeholder, conducting and increasing supervision of waste banks, and forming unit waste as many as possible.

Abstract

Employee performance is the main driver in achieving the success of an organization's goals. Therefore, the performance of the employees of DKI Jakarta Province must always be improved in order to provide good public services to the community. It is known that leadership and motivation have not been fully effective given to all employees which is not adapted to changing conditions. This study aims to determine the effect of leadership, motivation on employee performance, and to determine the effect of leadership and motivation on employee performance. The methodology of this research is a quantitative research method. Data collection techniques in this study used a questionnaire and observation. The data analysis technique used is validity test, reliability test, and regression test. Abstract

Smart City is a concept to shape a city for the better and can improve the welfare of its people. One of the dimensions in the implementation of Smart City is a smart economy that focuses on managing the development of economic growth that starts with innovations to increase competitiveness and open new business opportunities. Semarang city is one of the cities in Indonesia that has been implementing this concept since 2013 and its implementation was awarded Best Smart economy City in 2018. The methodology used is qualitative descriptive with primary data collection techniques with interview techniques and secondary data with literature study techniques. The implementation of the smart economy in Semarang City has three important aspects, namely Industry, Transaction, and Welfare. These three aspects are integrated into the indicators of the Semarang Hebat Priority Program which 6 indicators of 10 indicators. In this article, the author explains the implementation of the achievements of the smart economy in the city of Semarang based on the indicators of the Semarang Hebat Priority Program. The implementation of the smart economy in Semarang City has been running by showing a positive trend, with constraints from external factors in the form of the Covid-19 Pandemic. Abstract

Equalization of positions from administrative positions to functional positions is one form of implementation of the policy of simplifying the bureaucracy into two levels in government agencies in Indonesia. This problem occurs because the equalization of positions is carried out in a relatively short time without being preceded by an in-depth study. This condition has an impact on the career uncertainty of functional officials as a result of the equalization which has an impact on the decline in employee performance and organizational performance. This study aims to analyze the process of equalizing administrative positions to functional positions in order to formulate inputs for improving the implementation of these policies in the field. The research method uses a qualitative descriptive approach. Research informants determined the snowball with key people Central Government Officials and related functional officials. Data was collected through observation, in-depth interviews and literature study. Data analysis techniques with data reduction, presentation and conclusion. The validity of the data using a triangulation technique of sources and data. This theory uses the theory of policy implementation. The results of the study indicate that the equalization of administrative positions to functional positions in government agencies needs to pay attention to communication factors, resources, dispositions and bureaucratic structures. Recommendations are in the form of policy proposals to improve arrangements for equalizing administrative positions to functional positions.
