Abstract

Tourism, which is one of the strategic sectors that encourage development and economic growth in a region, must experience problems due to the emergence of the COVID19 pandemic crisis in Indonesia. Umbul Ponggok, which is a source of wealth and tourism potential in Ponggok Village, has also been affected by the COVID-19 pandemic. This condition must be overcome immediately, it is hoped that the COVID-19 pandemic will not be a reason for the cessation of the tourism sector's contribution to the welfare of the people of Ponggok Village. The background of this research is to find out how tourism crisis management is carried out by the Umbul Ponggok management and changes to the 3A elements (Attraction, Accessibility, and Amenities) during the recovery of tourist destinations by adapting to new habits during the COVID-19 pandemic. Through a descriptive qualitative approach using primary and secondary data sources from direct observation, interviews with research informants who were determined based on the Purposive Sampling technique, with key informants determined namely the Director of BUMDes Tirta Mandiri and data from various documents processed directly by Owned Enterprises Desa Tirta Mandiri as well as from books, journals, articles and websites. The results of the study show that tourism crisis management at Umbul Ponggok in facing the COVID-19 pandemic crisis towards recovery with adaptation to new habits does not seem to have mature pre-crisis planning due to unpreparedness and limited management which in turn also triggers some laxity and indiscipline in its implementation.

(Eds.), Prosiding Seminar Nasional Lahan Suboptimal ke-8 Tahun 2020, Palembang  20 Oktober 2020. pp. xxx.  Palembang: Penerbit & Percetakan Universitas Sriwijaya (UNSRI).The purpose of this study is to examine how the Bogor City Environmental Service has implemented Bogor Mayor Regulation Number 61 of 2018 concerning about Reducing the Use of Plastic Bags. This research is supported by policy implementation theory which consists of four indicators, namely communication, resources, disposition, and bureaucratic structure. This research was conducted using qualitative descriptive research. Data collection was carried out through field studies and literature studies which were carried out by means of observation, interviews and documentation. The results showed that the implementation of regulations on reducing the use of plastic bags was effective. The communication carried out is fairly maximal by involving external and internal parties. In the aspect of resources, especially in terms of human resources, the Bogor City Government involves environmental activists and students to actively socialize officer number 61 of 2018. The bureaucratic structure is already running and well-coordinated, but in fact some officials have to work hard in supervising so that this rule runs in an orderly manner.

Palembang: Penerbit & Percetakan Universitas Sriwijaya (UNSRI).One of the ecosystems in coastal area is mangrove ecosystem. Mangrove forests, which have the main function of preventing abrasion, wind protection, preventing sea water intrusion, and as an energy producer, have been converted into non-forest land in recent years, such as agriculture and fisheries. The coast of Semarang has mangrove ecosystem whose condition has been experiencing extensive degradation, due to abrasion and changes in land use. The purpose of this study is to determine the use of land around mangroves with changes in mangrove area in the Tugu District, Semarang. The method used in this research is descriptive research method. The data collection technique used was study of literature. The results showed that the coastal land area in Semarang City was 9,111.28 Ha (47.6%) and the water area was 10,048.80 Ha (52.4%). The area of mangroves in Tugu District currently reaches 48.2 Ha of the total mangrove area in Semarang City is 96.4 Ha. The area of land is dominated by ponds, rice fields, settlements and industry. The location of the mangrove forest has undergone conversion of mangroves into ponds, resulting in abrasion and disrupting people's livelihoods. This situation makes mangroves in vulnerable position, because the land can change its function at any time. On the other hand, some people depend for their livelihoods as fish farmers. Mangrove rehabilitation efforts as a sustainable environmental management effort must be made to improve Semarang's coast, both by the government and the community.

Abstract

The purpose of this research is to measure the adjustment of implementation musrenbangdes with the principles of deliberative democracy and to assess the results of implementation of musrenbangdes in Pulau Rimau Subdistrict, Banyuasin Regency, South Sumatra. Descriptive research method with the approach used in this research process. The data analysis technique used by the researcher is Miles and Huberman. The results of this study indicate that the implementation of the principles of deliberative democracy in the musrenbangdes is weak because it has obstacles in reporting and realizing the results of the musrenbang. The community is not comprehensive in the process of implementing the musrenbang too, this interaction is contrary to the principles of deliberative democracy which is optimizing the role of the community in the process.

Abstract

Abstract. Rawapening Lake is located in Semarang District, Central Java. The decreasing of Rawapening lake function due to its many problems caused by environmental degradation which has happened for almost three decades.  Buffer zone determination is a very important basic action to safe Rawapening Lake. This research is to determine Rawapening lake buffer zone and its management. Hydraulic, topographic analysis was conducted within the research along with identification of buffer zone condition. A clear buffer zone area act as boundary for Rawapening lake utilization to support the sustainability of its function in the future.

Abstract

The environment is a place where living things carry out their daily activities. Of course, in carrying out these activities, living things need a healthy environment and a comfortable atmosphere. Environmental problems are generally caused by natural events, rapid population growth, overuse of natural resources, industrialization and transportation. One of them is the waste problem. Waste produced by humans has an influence on environmental changes. The implementation of waste management is intended so that waste can be managed properly to create a clean and healthy living environment. This study aims to formulate the best alternative policy as an effort to address the problems of implementing waste management in Lamongan Regency. The research method used is descriptive qualitative method. In formulating policy alternatives using Bridgman and Davies' policy analysis process theory which consists of five stages, namely 1) Formulation of Policy Problems, 2) Formulating Goals and Targets, 3) Identifying Policy Parameters, 4) Finding Policy Alternatives and 5) Deciding Policy Alternatives Selected. The results showed that the implementation of waste management in Lamongan Regency that occurred was a problem of the amount of waste that was increasing from time to time and the amount of waste that was managed could not reach 50% of the total waste. Factors causing the problem are caused by: Inadequate fleet of facilities and infrastructure; Limited budget funds; Inadequate cleaning staff; and the level of public awareness of waste care is still low.

Abstract

This study aimed to analyze bureaucracy and public administration with an approach to Islamic values about norms, ethics, and marsalah mursalah as the spirit of the law. Islam still pays attention to the reality of society, thus giving birth to a humanist and authoritative formulation of Islamic law instead of authoritarianism of Islamic law. The method used for this study is a literature study. This study can be integrated with Maqhasid Syariah, namely by exploring philosophical values (the theory values), norms, and ethics related to bureaucracy and public administration in Islamic law. A number of theories recognize that Islamic values also influence public administration, such as performance, ethics, and accountability. The conversion of Islamic principles and following the secular path will result in the failure of Muslim societies and social renewal, requiring a return to Islam. In conclusion, the legitimate form of bureaucracy and public administration in the Islamic world is not only academic interests but also political interests on a global scale.

Abstract

The development of Tourism Villages in Kendal Regency is currently progressing, supported by the vision and mission of the Kendal Regent, which are to realize Kendal Reliable, Superior, Prosperous and Equitable and focus on four pillars of development, namely Industry, Tourism, MSMEs, and Generation 4.0. Jungsemi Village is one of the tourist villages located in the coastal area of Kendal Regency whose development is being intensified by the government. The success of Jungsemi tourism village development does not only come from one actor. Collaboration between stakeholders is needed to optimize the implementation of development in the tourism sector. The existence of less harmonious relationships and sectoral egos between stakeholders in the coordination process makes the reason for the importance of this research. This research aims to analyze coordination between stakeholders and analyze the supporting and inhibiting factors of coordination in the development of Jungsemi Tourism Village. This research uses a qualitative descriptive method with data collection through observation, interviews, and documentation. The results showed that the coordination carried out by stakeholders in the development of Jungsemi Tourism Village has been running dynamically, which is characterized by changes and progress in tourism management. However, the competence of stakeholders owned by Karang Taruna is still low. The agreement and commitment in coordination owned by the Pokdarwis, private sector, and the community are also not optimal. The lack of knowledge in the field of tourism and the low human resources of the community have not become the carrying capacity of the tourism village to develop. Supporting factors consist of unity of action, communication, and division of labor, while discipline is an inhibiting factor. Suggestions are to provide socialization and motivation, increase commitment, hold sustainable collaboration, coordinate through proactive communication, and increase understanding of tourism awareness.

Abstract

Sedino Mesti Dadi (SEMEDI) service innovation is an easy, cheap and fast population administration service. The SEMEDI innovation was successfully appointed as a national pilot innovation by the Indonesian Ministry of Home Affairs. The SEMEDI innovation at the Sragen Regency Population and Civil Registry Office is diffused and disseminated so that people receive and use services. The spread and adoption of innovation are factors that influence adopters in accepting/rejecting innovation. This study aims to describe and analyze the process of innovation diffusion and the factors that shape the diffusion of SEMEDI service innovations. This study uses a qualitative descriptive research method. Data collection techniques used are interviews, documentation, and document studies. The results of the study show the history of the formation of SEMEDI innovation due to the practice of brokering in administrative services. The innovation diffusion process is analyzed through 4 elements, namely innovation, communication channels, time period, and social system. SEMEDI's innovation has met the characteristics of innovation. Communication channels used in spreading SEMEDI innovations are interpersonal communication and mass media. SEMEDI's innovation goes through 4 stages of innovation decisions, namely the knowledge stage, the decision-making stage, the implementation stage, and the confirmation stage. The types of SEMEDI innovation adopters are innovators (innovators) are heads of departments and heads of departments, early adopters are section heads, the early majority are employees, the late majority are visitors to Disdukcapil Sragen Regency, and groups kolot (laggard) is Calo. SEMEDI's innovation diffusion process is supported by forming factors that support the spread of innovation in a sustainable manner, namely Knowledge of Innovation and Reinvention factors, External Accountability factors, and Organizational Structure factors.

Abstract

The implementation of the SAKTI (Institution Level Financial Application System) improve financial quality has not been fully optimized at KPPN Klaten. This research will examine how policy communication in the implementation of SAKTI at KPPN Klaten, and the driving factors and inhibiting factors that influence policy communication SAKTI at KPPN Klaten. The research method uses qualitative methods. The results of the study show that the transmission has been carried out by KPPN Klaten as the leading sector for the implementation of SAKTI in Klaten and Boyolali Regencies. The clarity of information transmission is not optimal due to the limited face-to-face meetings and the complexity of the modules at SAKTI. Consistency is not optimal because there is a change in information, but this is resolved by KPPN Klaten by continuing communication. The driving factors for SAKTI implementation communication are the credibility of the communicator, the existence of a legal basis for SAKTI implementation, as well as various communication channels. The inhibiting factors for SAKTI implementation communication are the limited number of SAKTI trainers and the implementation budget for SAKTI implementation support activities, the distance between the satker offices and KPPN Klaten, the quality of the work units, complex modules, and changes in SAKTI application information. The suggestion from this research is to increase the number of SAKTI trainers, and create a publication and information division so that communication channels about SAKTI can be maximized.
