Abstract

This paper elaborates about how the role of stakeholders viewed from the perspective of good governance, namely government, community and private sector in Bungo Regency, in preventing the conversion of agricultural land to other uses. This study uses qualitative methods and descriptive analysis. The results showed that importance of stakeholders in terms of a good governance perspectiveincluding : 1) The role of the Bungo Regency government in the principles of good governance, namely (1) legal certainty, including having prepared regulations to limit community activities in the use of agricultural land to other uses by assigning a regional regulation on land determination of sustainable agriculture (Perda Bungo Regency No. 7/2014), then every community or agency proven to have intentionally carried out the activity of converting productive agricultural land to get dis-incentives in the form of administrative sanctions and penalties from the Bungo Regency government. Furthermore, from the principles of good governance, namely (2) Accountability:Bungo Regency government has tried to maintain and protect active agricultural land in rural areas by making special restrictions on active horticultural agricultural land. The Bungo Regency Agriculture Service also continues to convey the progress of activities to the government in an effort to maintain agricultural land in villages close to urban areas. Next is the principle of good governance as seen from indicators (3) Transparency: including continuing to carry out FGD (Focuss Group Discussion) activities with agricultural stakeholders consisting of GAPOKTAN, farmers, Agricultural Counsellor Officers, and community in order to remind each other and coordinate not to use agricultural land for other uses. However, prevention efforts carried out by implementers in the field have not consistently enforced existing rules. Furthermore, the commitment of officers is still low so that the practice of land conversion is still often carried out by the community in the context of development and for plantation land. The Bungo Regency Agriculture Office is also overwhelmed by the people who own the land, who are difficult to work with. The role of the community (farmer groups, farmers, researchers, and agricultural observers) is only to help the government carry out early socialization of the positive values ​​of farming to the community, provide input and conduct supervision on other forms of agricultural land use activities to sub-district field officers. Meanwhile, the role of the private sector includes carrying out social responsibility and lobbying for cooperation with the Bungo Regency government.

Abstract

Jurnal ini membahas collaborative governance dalam penanggulangan prostitusi di eks lokalisasi Gunung Sampan Kabupaten Situbondo. Collaborative diperlukan setelah Peraturan Daerah tentang larangan pelacuran belum optimal dalam mengatasi permasalahan prostitusi. Kebijakan yang ada tidak efektif serta kurang memberi efek jera bagi pelaku praktik prostitusi, beberapa kali dilakukan penertiban dan razia tidak membuat praktik prostitusi berkurang. Faktanya hal tersebut masih terjadi, baik dilakukan secara terang-terangan maupun sembunyi-sembunyi. Oleh karenanya diperlukan kolaboratif untuk dapat menanggulangi pelacuran. Adapun teori yang digunakan collaborative governance dari Ansell dan Gash dengan metode kualitatif dan studi literatur untuk memperoleh data. Hasil penelitian menunjukkan bahwa Pemerintah Kabupaten Situbondo melakukan program bersama dengan pendekatan spiritual yang mengacu pada nilai atau aktivitas publik. Tuntutan akan kolaborasi ini merupakan jawaban dari Perda larangan pelacuran yaitu dengan humanis menggandeng PCNU pada para PSK dan mucikari yang ada di lokaliasi Gunung Sampan Situbondo sebagai upaya mengatasi masalah prostitusi yang ada di daerah berjuluk Kota Santri tersebut, dengan tujuan memberikan kebermanfaatan yang dapat diterima oleh berbagai elemen yang berada di lingkungan prostitusi dengan beberapa kolaborasi stakeholder yang merupakan tokoh agama, dinas sosial dan Satpol PP.

Abstract

The Kota Tanpa Kumuh (KOTAKU) policy was implemented by the Mayor of Semarang with the aim of overcoming problems related to housing and slum areas in Semarang City, especially in the Kampung Pelangi area. The implementation of the KOTAKU policy involves several actors, namely the government, the private sector, and the community with different roles. This research aims to analyze the role of actors as well as supporting factors and inhibiting factors in the role of actors in the development of Pelangi Village tourism in Randusari Village. This research uses qualitative methods through a descriptive approach and is conducted by observation and interviews based on purposive sampling techniques. The results showed that the role of actors in the development of Pelangi Village tourism, namely actors who act as policy makers, has functioned well, but to optimize the policy, the involvement of other actors is needed. Actors who act as coordinators have not run optimally. All government actors act as facilitators, both physical and non-physical. However, private actors as facilitators have not performed their roles optimally. Actors who act as implementers have not been optimal, especially for Pokdarwis and communities who experience obstacles in managing tourist attractions. Supporting actors are tasked with following the direction of the Semarang City Government. Then in developing Kampung Pelangi tourism, there are also several factors that become supporters and obstacles.

Abstract

Law Number 18 of 2008 mandates the implementation of waste management to each region through the role of regional institutions. Pemalang Regency is one of the areas with the largest waste generation in Central Java and continues to increase in line with the increase in the population. The 2021-2026 Pemalang Regency DLH Strategic Plan states that the institutional capacity of waste management is not optimal because problems arise, namely limited human resources and infrastructure. This study aims to analyze institutional capacity in waste management in Pemalang Regency and identify supporting and inhibiting factors for capacity. This research looks at institutional capacity through elements such as organizational skills, human resources, and infrastructure. Meanwhile, the supporting and inhibiting factors are joint commitment, leadership, regulations, and institutions. The method used in this study is a descriptive qualitative method. Data collection techniques are carried out through interviews and documentation. The results of the study show that the institutional capacity in managing waste in Pemalang Regency has not met the good elements of organizational skills, human resources, and infrastructure. The factors that support institutional capacity are conducive leadership, the existence of regulating regulations, and a well-established work culture climate. Meanwhile, what is an obstacle is that institutional actors have not all been involved in supporting the success of waste management.

Abstract

The public complaint service is a form of government policy to increase agency accountability in providing service to the community. One of the agencies that has implemented an online-based public complaint service is the Rembang Regency Inspectorate in the form of a Whistleblowing system. This research aims to analyze the implementation of Whistleblowing system services, as well as the elements that support or hinder its implementation. This research uses a descriptive approach using qualitative strategies. This research result show that implementation of the Whistleblowing system is not optimal due to the lack of complaint reports from the public. The driving factors in implementing the Whistleblowing system service at the Rembang Regency Inspectorate are the quality of the implementers and the bureaucratic structure. The obstacles faced include communication, authority, financial and human resource constraints. It can be concluded that the implementation of the Whistleblowing system service at the Rembang Regency Inspectorate as a whole has gone well, but several inhibiting factors have caused the implementation of the program to be less than optimal. Suggestions from researchers are implementing a special forum to introduce complaint services, shifting the previously conventional complaint system to now using Whistleblowing system services, adding employees in other work units, using outsourching services for updates, optimizing employees to update the Whistleblowing system, lobbying with BKD employee considerations.

Abstract

Temurejo landfill in Blora Regency conducts waste management through a partnership with BSI Berkah Mustika Poring. Waste management has been implemented well so that not all waste is put into the landfill zone. Blora district won the Adipura award 5 times in the cleanest small city category. The achievement of waste management performance shows good results with almost 100% managed waste, namely 99.97%. The purpose of the study was to analyze the partnership of plastic waste management in Temurejo landfill and analyze the success factors and inhibiting factors of the partnership. This research uses a qualitative descriptive method with data collection techniques through observation, interviews, and documentation. The research data comes from primary data obtained through interviews while secondary data is obtained through journals and the internet. The results showed that the intertwined partnership model was a collaborative Linear partnership model of partners because there was no legality proving that in the intertwined partnership the status of legality was not too considered so that the collaborative Linear partnership model of partners was appropriate. The established partnership also has a complementary vision and mission. Success factors show 3 indicators that have been met, namely input, process, and output, while the outcome indicator is still less than optimal. Factors inhibiting the partnership, namely 1) Ignorance of some members involved in the partnership regarding the legality of the partnership, 2) The absence of written legality status as evidence of the partnership implementation agreement, 3) Lack of funds for partnership operational needs. Suggestions offered, namely 1) It is necessary to make a legality document in the form of an MoU to clarify the status of the partnership. 2) Expanding the sales market for plastic seed products. 3) Looking for investors to help fund the waste management partnership operations.

Abstract

Bank Sampah Unit Gedawang Asri merupakan salah satu diantara dari bank sampah di Kota Semarang yang memerlukan proses partisipasi masyarakat mulai dari partisipasi dalam pengambilan keputusan hingga partisipasi dalam evaluasi pada pelaksanaan kebijakan pengendalian penggunaan plastik. Penelitian ini bertujuan untuk menganalisis proses partisipasi masyarakat dan mengidentifikasi faktor pendorong dan penghambat proses partisipasi masyarakat dalam pelaksanaan kebijakan pengendalian penggunaan plastik di Bank Sampah Unit Gedawang Asri. Teknik pengumpulan data dilakukan dengan observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa masyarakat sudah berpartisipasi dalam pelaksanaan dan tanggung jawab masyarakat namun secara keseluruhan belum dilakukan secara maksimal dikarenakan terdapat beberapa tahap partisipasi yang dilakukan oleh internal bank sampah. Faktor pendorong proses partisipasi masyarakat yaitu keinginan dalam diri masyarakat, pekerjaan, pendidikan, jenis kelamin, dukungan dari pemerintah dan tokoh masyarakat, serta pengelola bank sampah. Faktor penghambat proses partisipasi masyarakat yaitu pengetahuan dan keahlian, sarana dan prasarana, serta media massa.

Abstract

Flooding remains an unresolved classic issue in South Tangerang City. To mitigate the resulting losses, disaster management is implemented in three phases: pre-disaster, during-disaster, and post-disaster. This study aims to analyze flood disaster management during these three phases. The research method used is descriptive qualitative, employing disaster management theory. Data collection techniques included interviews, observations, and documentation. The data obtained were analyzed using source triangulation techniques. The results indicate that pre-disaster management has been carried out through preparedness, early warning, and mitigation. Preparedness includes training, planning, and providing disaster equipment, though community participation is low due to busyness and elderly demographics. Early warning involves collaboration between BPBD and other agencies, but its reach is limited by funding and reliance on networks, with the BPBD website often experiencing downtime. Mitigation efforts include education and improving rainwater containment facilities, hindered by community awareness. During-disaster management involves evacuation and aid distribution. Evacuations are optimally performed, supported by SOPs, human resources, and equipment, though emergency aid distribution is uneven. Post-disaster management includes rehabilitation and reconstruction through collaboration with other agencies based on recommendations prepared by the Jitupasna Team. Execution is not optimal due to limited human resources, funding, and flood-prone terrain.

Abstract

Artikel ini bertujuan untuk mengetahui bagaimana pentingnya peran stakeholder dalam pelaksanaan kebijakan pengelolaan sampah. Seperti kita ketahui bahwa sampah merupakan masalah ekologi berskala global yang harus ditangani secara komprehensif. Pemerintah dan pemerintahan daerah bertugas menjamin terselenggaranya pengelolaan sampah yang baik dan berwawasan lingkungan sebagaimana tujuan dari kebijakan pengelolaan sampah adalah untuk meningkatkan kesehatan masyarakat dan kualitas lingkungan serta menjadikan sampah sebagai sumber daya. Maka dari itu, perlu peranan dari pemerintah dan masyarakat dengan menggunakan pola pendekatan kemitraan dan kerja sama dalam menerapkan kebijakan pengelolaan sampah. Tulisan ini merupakan penelitian kualitatif deskriptif dengan menggunakan berbagai literatur pustaka dan data untuk memperkuat argumen. Hasil yang ditujukan dalam artikel ini adalah urgensi peranan stakeholder dalam pelaksanaan kebijakan pengelolaan sampah dan bentuk peranan stakeholder terdiri dari peranan sebagai policy creator, coordinator, facilitator, implementer, dan accelerator.

Abstract

Local government capability in disaster management is something that must be prioritized. Boyolali Regency is crossed by Mount Merapi, disaster mitigation is needed to minimize loss of life due to the eruption of Mount Merapi. BPBD Boyolali designed a Sister Village strategy or sibling villages to anticipate the threat of Mount Merapi. Sister Village in Boyolali developed the Boyolali BPBD by imitating the Magelang Regency BPBD which has implemented Sister Village. The poor logistics information system and the absence of a special budget for this program are the reasons for the importance of this research. This research aims to analyze the capabilities of the Boyolali Regency Government in the Sister Village program as an effort to mitigate the disaster of the eruption of Mount Merapi. This research uses a qualitative descriptive method by collecting data through observation, interviews and documentation. The results of the research show that the institutional capabilities of Boyolali Regency in the Sister Village program have clarity in organizational tasks and functions. The human resource capability in implementing the formation of Sister Village has a sufficient number of personnel. Capability policies are seen from existing policies. Budget capability is still not optimal, seen from the lack of a Sister Village program budget. Technical capabilities can be seen from technical evacuation maps, logistics management but the information system is still simple. Leadership capabilities can be seen from the ongoing coordination and command functions. The government must develop information systems to make them more easily accessible.
