Abstract

The development of Tourism Villages in Kendal Regency is currently progressing, supported by the vision and mission of the Kendal Regent, which are to realize Kendal Reliable, Superior, Prosperous and Equitable and focus on four pillars of development, namely Industry, Tourism, MSMEs, and Generation 4.0. Jungsemi Village is one of the tourist villages located in the coastal area of Kendal Regency whose development is being intensified by the government. The success of Jungsemi tourism village development does not only come from one actor. Collaboration between stakeholders is needed to optimize the implementation of development in the tourism sector. The existence of less harmonious relationships and sectoral egos between stakeholders in the coordination process makes the reason for the importance of this research. This research aims to analyze coordination between stakeholders and analyze the supporting and inhibiting factors of coordination in the development of Jungsemi Tourism Village. This research uses a qualitative descriptive method with data collection through observation, interviews, and documentation. The results showed that the coordination carried out by stakeholders in the development of Jungsemi Tourism Village has been running dynamically, which is characterized by changes and progress in tourism management. However, the competence of stakeholders owned by Karang Taruna is still low. The agreement and commitment in coordination owned by the Pokdarwis, private sector, and the community are also not optimal. The lack of knowledge in the field of tourism and the low human resources of the community have not become the carrying capacity of the tourism village to develop. Supporting factors consist of unity of action, communication, and division of labor, while discipline is an inhibiting factor. Suggestions are to provide socialization and motivation, increase commitment, hold sustainable collaboration, coordinate through proactive communication, and increase understanding of tourism awareness.

Abstract

Sedino Mesti Dadi (SEMEDI) service innovation is an easy, cheap and fast population administration service. The SEMEDI innovation was successfully appointed as a national pilot innovation by the Indonesian Ministry of Home Affairs. The SEMEDI innovation at the Sragen Regency Population and Civil Registry Office is diffused and disseminated so that people receive and use services. The spread and adoption of innovation are factors that influence adopters in accepting/rejecting innovation. This study aims to describe and analyze the process of innovation diffusion and the factors that shape the diffusion of SEMEDI service innovations. This study uses a qualitative descriptive research method. Data collection techniques used are interviews, documentation, and document studies. The results of the study show the history of the formation of SEMEDI innovation due to the practice of brokering in administrative services. The innovation diffusion process is analyzed through 4 elements, namely innovation, communication channels, time period, and social system. SEMEDI's innovation has met the characteristics of innovation. Communication channels used in spreading SEMEDI innovations are interpersonal communication and mass media. SEMEDI's innovation goes through 4 stages of innovation decisions, namely the knowledge stage, the decision-making stage, the implementation stage, and the confirmation stage. The types of SEMEDI innovation adopters are innovators (innovators) are heads of departments and heads of departments, early adopters are section heads, the early majority are employees, the late majority are visitors to Disdukcapil Sragen Regency, and groups kolot (laggard) is Calo. SEMEDI's innovation diffusion process is supported by forming factors that support the spread of innovation in a sustainable manner, namely Knowledge of Innovation and Reinvention factors, External Accountability factors, and Organizational Structure factors.

Abstract

The implementation of the SAKTI (Institution Level Financial Application System) improve financial quality has not been fully optimized at KPPN Klaten. This research will examine how policy communication in the implementation of SAKTI at KPPN Klaten, and the driving factors and inhibiting factors that influence policy communication SAKTI at KPPN Klaten. The research method uses qualitative methods. The results of the study show that the transmission has been carried out by KPPN Klaten as the leading sector for the implementation of SAKTI in Klaten and Boyolali Regencies. The clarity of information transmission is not optimal due to the limited face-to-face meetings and the complexity of the modules at SAKTI. Consistency is not optimal because there is a change in information, but this is resolved by KPPN Klaten by continuing communication. The driving factors for SAKTI implementation communication are the credibility of the communicator, the existence of a legal basis for SAKTI implementation, as well as various communication channels. The inhibiting factors for SAKTI implementation communication are the limited number of SAKTI trainers and the implementation budget for SAKTI implementation support activities, the distance between the satker offices and KPPN Klaten, the quality of the work units, complex modules, and changes in SAKTI application information. The suggestion from this research is to increase the number of SAKTI trainers, and create a publication and information division so that communication channels about SAKTI can be maximized.

Abstract

Sumber daya air di Indonesia sangat melimpah, namun masih perlu pebaikan dalam pengelolaanya sehingga dapat dimanfaatkan secara lebih optimal. Salah satu sumber daya air di Indonesia dengan jumlah besar adalah Danau. Konferensi Nasional Danau Indonesia I pada 13 – 15 Agustus 2009 telah menghasilkan Kesepakatan Bali 2009 antara 9 kementrian yang menetapkan 15 danau kritis yang perlu diprioritaskan agar segera ditangani serius oleh pemerintah untuk mengambalikan fungsinya. Salah satu danau kritis tersebut adalah Danau Rawapening yang berada di Kabupaten Semarang. Permasalahan paling serius yang dihadapi adalah tertutupnya permukaan Danau Rawapening oleh gulma air. Penelitian ini bertujuan untuk mendiskripsikan bagaimana peran BBWS Pemali Juana sebagai aktor utama dalam pengelolaan gulma air di Danau Rawapening. Penelitian ini menggunakan metode deskriptif kualitatif dengan pengumpulan data melalui wawancara, observasi, dan dokumentasi. BBWS Pemali Juana melaksanakan kegiatan pengelolaan gulma air di Danau Rawapening dengan cara pengentasan gulma ke daratan sejak tahun 2017 dengan cara teknis atau menggunakan alat dalam prosesnya. Dalam proses pengentasan gulma tersebut masih terdapat beberapa kendala, diantaranya adalah keterbatasan tempat disposal akhir, belum optimalnya bantuan dari aktor lain, konflik dengan beberapa pihak, serta pengaruh cuaca dalam pelaksanaannya. Perlu adanya kerjasama dengan aktor lain dari pemerintah, swasta dan masyarakat agar pengelolaan Danau Rawapening lebih optimal dan efektif untuk mengembalikan fungsinya

Abstract

Paradigma New Public Service (NPS) dan reformasi menekankan peran pemerintah dalam memberikan pelayanan kepada masyarakat/publik. Tingkat kepuasan pengguna jasa terhadap pelayanan di Kantor Pengawasan dan Pelayanan Bea dan Cukai Tipe Madya Pabean C Madiun (KPPBC TMP C Madiun) mengalami penurunan, padahal KPPBC TMP C Madiun sedang berusaha melakukan penataan pelayanan publik melalui pencanangan Wilayah Birokrasi Yang Bersih dan Melayani (WBBM). Tujuan penelitian ini adalah untuk mengetahui apakah kompetensi pegawai, disiplin kerja, dan kinerja pegawai mempengaruhi kualitas pelayanan publik. Metode penelitian yang digunakan adalah metode kuantitatif. Hasil pengujian membuktikan bahwa terdapat pengaruh yang signifikan antara kompetensi pegawai terhadap kualitas pelayanan publik di KPPBC TMP C Madiun, terdapat pengaruh yang signifikan antara disiplin kerja terhadap kualitas pelayanan publik di KPPBC TMP C Madiun, terdapat pengaruh yang signifikan antara kinerja pegawai terhadap kualitas pelayanan publik di KPPBC TMP C Madiun, terdapat pengaruh yang signifikan kompetensi pegawai, disiplin kerja dan kinerja pegawai secara bersama-sama terhadap kualitas pelayanan publik di KPPBC TMP C Madiun. Secara simultan/bersama-sama variabel bebas kompetensi pegawai (X1), disiplin kerja (X2) dan kinerja pegawai (X3) terhadap kualitas pelayanan (Y) memberikan sumbangan pengaruh terhadap variabel terikat dengan nilai sebesar 77,9% serta sisanya sebesar 22,1% disebabkan oleh aspek-aspek lain yang tidak dibahas dalam penelitian ini

Abstract

Undip as one of the PTN-BH must have quality human resources to be able to provide quality educational services. Looking at Undip's resources, the number of lecturers with PhD/Sp-2 qualifications in 2021 did not reach the target. Apart from that, the number of lecturers holding doctoral degrees in 2017, 2018 and 2021 did not reach the stated target. Undip itself has a further study assistance policy. However, in its progress there are few people interested in further study assistance programs for lecturers. This research use desciptive qualitative approach. The research aims to analyze policy implementation and identify supports and obstacles in implementation. The research results show that the implementation of the current study assistance policy is good. This is seen from the policy output, the target group's willingness to comply with the policy output, as well as the actual impact of the policy output. This research also shows that there are supporting factors for policy implementation consisting of financial allocation, formal access from outside parties, public support, as well as the commitment and ability of implementing officials. Meanwhile, the factors inhibiting the implementation of this policy are clarity of policy content as well as social, economic and technological conditions.

Abstract

The percentage of men's family planning (KB) policy achievements in Tugu District shows that the number of men with family planning is only 3.71%, consisting of 0.24% (MOP) and 3.47% (Condoms), as well as the lack of promotion through various communication media resulting in There is a myth about male birth control that is developing in society. This research analyzes the communication of men's family planning policies in Tugu District, Semarang City and analyzes the inhibiting factors in this policy communication. A policy implementation model approach that focuses on policy communication to analyze aspects of transmission, clarity and consistency. Research looking at communication transmission shows that it is not optimal, because coordination is rarely carried out, there is a lack of promotional media for men's family planning, and there is no distribution of duties and functions of the Priyo Utomo Association as a men's family planning group. Then, clarity of communication is still lacking, because there is no special content that explains male family planning comprehensively to the target group. In addition, communication is not carried out consistently to policy implementers. Factors inhibiting policy communication include the level of knowledge/education of family planning officers; limited manpower/human resources for family planning officers; as well as a limited budget for socialization and promotion of male family planning activities as well as activating the Priyo Utomo association. It is necessary to develop a broader communication strategy to reach information, involve the role of stakeholders and communication media, make special discussions on male family planning, and optimize the priyo utomo community

Abstract

Kebijakan percepatan penurunan stunting sebagai kebijakan pemerintah untuk mencegah dan menurunkan kasus stunting. Dalam keberjalanan kebijakan ini, terdapat beberapa masalah yang dihadapi seperti masih tingginya kasus stunting di Kecamatan Semarang Barat, kurangnya pengetahuan tentang gizi, adanya kasus ibu hamil anemia dan kekurangan energi kronis (KEK) serta kurangnya partisipasi swasta. Pelaksanaan kebijakan percepatan penurunan stunting di Kecamatan Semarang Barat melibatkan berbagai pihak. Dalam mengoptimalkan peran setiap stakeholders yang terlibat maka diperlukan adanya pengidentifikasian peran stakeholders. Tujuan penelitian ini adalah mengidentifikasi stakeholders, peran stakeholders dan faktor pendorong dan penghambat peran stakeholders. Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Hasil penelitian menunjukkan bahwa stakeholders dalam pelaksanaan kebijakan percepatan penurunan stunting di Kecamatan Semarang Barat terbagi atas tiga kelompok stakeholders yakni stakeholders pemerintah, masyarakat dan swasta. Berdasarkan perannya dalam pelaksanaan kebijakan di Kecamatan Semarang Barat, stakeholders memiliki peranan sebagai policy creator, koordinator, implementor, fasilitator, serta akselerator. Peranan yang dilakukan oleh stakeholders telah memenuhi klasifikasi peran stakeholders, meskipun masih memiliki beberapa kendala dan tantangan. Faktor penghambat peran stakeholders berasal dari perspektif aktor dan partisipasi aktor. Sedangkan, faktor pendorong berasal dari aksesibilitas aktor dan penentu tindakan. Saran dalam penelitian ini yaitu puskesmas perlu melakukan sosialisasi secara lebih rutin dan intensif, pemerintah Kota Semarang mendorong keterlibatan swasta dan Dinas Kesehatan Kota Semarang memberikan pelatihan penggunaan alat antropometri kepada kader posyandu secara intensif.

Abstract

The PAKLAY Komplit (Paket Layanan Komplit) innovation is a superior innovation created by the Karanganyar Regency Population and Civil Registration Service with the aim of overcoming population administration service problems in Karanganyar Regency. However, the implementation of the Complete PAKLAY innovation still experiences problems, namely rejection of application documents, lack of information regarding requirements, website errors, and not being able to log in to your PAKLAY account. The objectives of this research are (1) to analyze the diffusion process of PAKLAY Komplit innovation, (2) to identify the driving and inhibiting factors of the diffusion process of PAKLAY Komplit innovation. The method used in this research is qualitative with descriptive research type. Data collection techniques use observation, interviews and documentation. The phenomenon of this research is observed based on the important elements of innovation diffusion, namely innovation, communication channels, time period and social system and the factors that encourage and inhibit the process of innovation diffusion. The research results show that, overall, the PAKLAY Komplit innovation meets the characteristics of innovation. The communication channels used are interpersonal channels and mass media channels. Karanganyar Disdukcapil employees and the community have different times in accepting and using the Complete PAKLAY innovation. Types of adopters are identified in four groups, namely innovators, early adopters, early majority, and late majority. The supporting factors for implementing the diffusion of PAKLAY Komplit innovation are organizational culture, individuals, and knowledge of innovation and reinvention. Meanwhile, the inhibiting factors are psychological obstacles and practical obstacles. Recommendations that can be given are giving rewards to employees so that they are more innovative and the importance of improving the quality of public information such as banners, posters and billboards in each sub-district/village

Abstract

Abstract Personnel Management, also known as Human Resource Management (HRM) is an essential factor in an organization as it significantly influences developmental success and the attainment of organizational objectives. A key indicator of effective HRM is the high value of employee professionalism, which can be measured through qualifications, competencies, performance, and discipline. Management of civil servant (ASN) in the Cirebon Regency Government, overseen by Civil Service and Human Resources Development Agency (BKPSDM), faces several challenges in its implementation. Currently, a predominant issue is the absence of a standardized and measurable competence assessment. This deficiency resulted in the failure to meet the 2021 professionalism target for ASN in the Cirebon Regency Government, achieving only 39 out of the targeted professionalism index of 62 (where 39 is considered poor). This situation is undoubtedly related to the absence of structured talent management and a clear progression framework, as mandated by Law No. 5 of 2014 regarding ASN. The law states that promotions should be based on an objective comparison of qualifications, competencies, leadership, creativity, teamwork, job performance assessments, and input from ASN performance appraisal team in government institutions, free from discrimination based on ethnicity, race, religion, group, or gender. Moreover, government Regulation No. 11 of 2017 stipulates that ASN should possess managerial, socio-cultural, and technical competencies in accordance with established job competency standards. To effectively address these issues, a qualitative descriptive method was adopted. Moreover, data obtained through interviews, observations, and policies were analyzed using the SWOT analysis theory. Penyelenggaraan manajemen ASN di Pemeritah Kabupaten Cirebon yang merupakan tugas pokok Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM), dalam pelaksanaannya masih terdapat beberapa permasalahan dan permasalahan-permasalahan yang ada saat ini jika dianalisis maka yang paling dominan adalah belum adanya penilaian kompetensi yang terukur, kondisi ini membuat target profesionalitas ASN di Pemerintah Kabupaten Cirebon di tahun 2021 tidak tercapai hingga 50%, yaitu dari target ketercapaian nilai indeks profesionalitas 62 (baik) hanya dapat tercapai 39 (buruk) hal ini tentunya tidak terlepas dari manajemen talenta dan manajemen pola karir yang belum dilaksanakan secara terstruktur seperti amanat dalam UU No. 5 Tahun 2014 tenang ASN yang menyebutkan bahwa promosi didasarkan pada perbandingan yang objektif antara kualifikasi, kompetensi, serta persyaratan lain yang diperlukan oleh jabatan, kepemimpinan, kreativitas, kerja sama, penilaian prestasi kerja, serta pertimbangan yang diberikan oleh tim penilai kinerja PNS pada suatu instansi pemerintahan tanpa membeda-bedakan suku, ras, agama, golongan, maupun gender. Dalam Peraturan Pemerintah nomor 11 tahun 2017 menyebutkan bahwa kompetensi yang wajib dimiliki oleh Pegawai Negeri Sipil adalah kompetensi manajerial, kompetensi sosio kultural dan kompetensi teknis sesuai dengan standar kompetensi jabatan yang telah ditetapkan, sehingga perlu dilaksanakan upaya pemecahan masalahnya. Dalam penelitian ini metode penelitian yang digunakan adalah pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara dan observasi serta nalisis kebijakan menggunakan teori analisis SWOT.
