Abstract

Equalization of positions from administrative positions to functional positions is one form of implementation of the policy of simplifying the bureaucracy into two levels in government agencies in Indonesia. This problem occurs because the equalization of positions is carried out in a relatively short time without being preceded by an in-depth study. This condition has an impact on the career uncertainty of functional officials as a result of the equalization which has an impact on the decline in employee performance and organizational performance. This study aims to analyze the process of equalizing administrative positions to functional positions in order to formulate inputs for improving the implementation of these policies in the field. The research method uses a qualitative descriptive approach. Research informants determined the snowball with key people Central Government Officials and related functional officials. Data was collected through observation, in-depth interviews and literature study. Data analysis techniques with data reduction, presentation and conclusion. The validity of the data using a triangulation technique of sources and data. This theory uses the theory of policy implementation. The results of the study indicate that the equalization of administrative positions to functional positions in government agencies needs to pay attention to communication factors, resources, dispositions and bureaucratic structures. Recommendations are in the form of policy proposals to improve arrangements for equalizing administrative positions to functional positions.

Abstract

During the Covid 19 pandemic, driver’s license or SIM services at the Semarang Polrestabes Satpas Unit Office were limited, with the aim of avoiding crowds and interactions in order to prevent the spread of the Covid 19 virus. Service time for SIM test participants was limited, service officers were limited, as was the number of people taking SIM test participants. restrictions are made. This affects the quality of service to the people who take the SIM test participants. This study aims to investigate the quality of service for a driver's license (SIM) during the Covid-19 pandemic at the Semarang Police Station. The results showed that the quality of service provided by Polrestabes Semarang did not meet the expectations of the community because the calculated quality value (Q) had a result of less than (≤) 1. The obstacle faced was the need for priority on completeness in the context of health protocols that were still lacking both officers and the public. service users, lack of cleanliness of infrastructure and service officers who are still lacking. The solution when viewed from Quadrant A of the Cartesian diagram of the Servqual model, the attributes of community needs that are the main priority and must be improved are the condition of clean bathrooms, neat appearance of officers by implementing health protocols, officers paying more attention to users, especially during the pandemic to maintain distance and keep 50% capacity; the price of the appropriate SIM product, the ease of payment, the guarantee comes first if there is an error on the officer, the solution is given in experiencing public complaints about SIM services. And the solution that can be given is to complete the Covid-19 pandemic attribute equipment including symbols marking social distancing, providing handwashing and soap in several corners of the service room, as well as being disciplined in using masks by officers and also providing masks for people who come without wearing masks, completing the list of available services,  increasing the knowledge of officers regarding SIM services provided to answer all forms of community questions, and making it easier for all people to get services without discrimination.

Abstract

Eradication of corruption in Indonesia has been pursued through various efforts, but the phenomenon of corruption is still very worrying. One of the efforts is through cooperation between stakeholders so that the eradication of corruption can be carried out more comprehensively from various aspects of life. This study aims to analyze the role and cooperation of stakeholders in eradicating corruption to realize good governance in Indonesia. Secondary data sources are used in this study, in the form of the latest online news, the results of previous research published in reputable journals as well as reports from both government and private entities. The data were analyzed using domain analysis techniques, to get a general picture of the object under study that came from social issues. Based on the Penta Helix approach, it can be seen that stakeholders who play a role in eradicating corruption in Indonesia consist of the Government, Community, Private, Academic, and Mass Media. Although all stakeholders have played a role, this role has not been as expected. Likewise, collaboration between stakeholders has not been carried out optimally. Therefore, a more comprehensive study is needed to increase the role and collaboration among the stakeholders involved.

Abstract

The purpose of writing is to analyze the Implementation of E-Government in Public Services with a case study of the Implementation of Electronic ID Card Services in Pulomerak District. The indicators used are accountable, participatory, orderly, and precise. This study uses a qualitative method with data sources, namely secondary data with data collection techniques library research. The data analysis used in this research is descriptive analysis. The results of the study indicate that the application of the Electronic ID card in Pulomerak District cannot be said to be effective so that the output produced is not optimal and in accordance with the objectives of population administration. Despite the many obstacles and problems that occurred during the implementation of the Electronic ID card program, there has been positive progress in the administrative system. The local government needs to improve the quality of human resources, especially technical employees and increase the provision of infrastructure for printing electronic ID cards. It can be concluded that so far the implementation of electronic ID card services in Pulomerak District has not run optimally, but it has been able to bring changes in the form of reducing double data in Pulomerak District.

Abstract

The purpose of this research is to find out the implementation of the blue economy concept and the role of stakeholders in it in the maritime area of Semarang City. In this study using a descriptive qualitative approach. Data collection techniques through library research in the form of research documents, journal publications, and government website data. The results of the study concluded that the strategy for implementing the blue economy in the city of Semarang is by utilizing technology to maximize aquaculture and trade in the coastal areas of Semarang city. Furthermore, the role of inter-stakeholders needs to be maintained in synergy to achieve maximum results later.

Abstract

Glagah Beach is one of the tourist attractions in Kulon Progo Regency which has the highest number of touristsHowever, there are still several problems in developing the tourism potential of Glagah Beach, namely the lack of adequate facilities, the lack of sports tourism on Glagah Beach, and the maintenance of tourism on Glagah Beach is still not optimal. The purpose of this research is to identify the tourism potential of Glagah Beach as a leading tourist spot in Kulon Progo Regency. In this study using a descriptive qualitative approach. Data collection techniques through library research in the form of research documents, journal publications, and website government. The results of the study concluded that the potential of Glagah Beach is not only natural resources, but also social, economic and cultural potential. Supporting factors in the development of tourism potential at Glagah Beach consist of culinary tourism and cultural tourism. While the inhibiting factors in the development of tourism potential at Glagah Beach are the lack of public awareness, the creation of slum beaches due to unmaintained facilities, and the provision of inadequate facilities. Therefore, the strong commitment from various parties through good collaboration from the government, private sector, NGOs, and the community are important to increase the potential of Glagah Beach.

Abstract

The amount of plastic waste in Semarang City which has continued to increase over 3 years is the background for Govevernment of Semarang City to issue Semarang Mayor’s Regulation 27 of 2019 concerning about Controlling of plastic use in Semarang City. However, the implementation of this policy, not all policy targets have been implemented. This is because the government is not firm in monitoring, so the policy targets tend to be easy. This is the background of this research. This study aims to analyze the monitoring function of plastic use policy in Semarang City and find out the driving factors and the obstacle factors. The method of this research is descriptive qualitative with data collection techniques by way of interviews, observations, and documentations. This study uses the theory of monitoring functions according to William Dunn (1981), namely compliance, auditing, accounting, and explanation. The results of this research are the monitoring that carried out by Dinas Lingkungan Hidup Kota Semarang has been going well. However, the monitoring activities carried out have not reached all policy targets. According to four functions monitoring by William Dunn, the compliance function is still not fulfilled yet. This is because there is no Standart Operating Procedure that regulated and the officers has not implement it in accordance with the regulation, especially in the terms of sanctions enforcement. The driving factors in monitoring of this policy are the communication of polict implementers and policy targets. Meanwhile, the obstacle factors are policy standards and resources

Abstract

The Semarang Police, as a form of bureaucratic reform in services, uses a Tour Driver's Licenseservice. However, in its implementation, there are still many obstacles, namely inadequate infrastructure for Tour Driver’s License services and lack of human resources. The purpose of this study was to analyze the service quality of a Tour Driver’s License in Semarang Regency and the factors inhibiting and supporting it. This research uses a descriptive qualitative approach. The data analysis technique used is qualitative analysis (data condensation, data presentation and conclusion drawing). Based on the results of data analysis, it can be seen that the service quality of Tour Driver’s Licenses in Semarang Regency is good. Service implementers have the ability and are able to act professionally. It's just that in its implementation it is constrained by a lack of infrastructure, namely there is only one Tour Driver’s License unit, waiting chairs and tents are still not available, and a lack of human resources. There is a need for additional facilities, infrastructure and human resources to support the implementation of Tour Driver’s License services so that they are able to reach all areas in Semarang Regency.

Abstract

This article aims to describe and provide an overview of the application-based innovation of the Lebong Dukcapil Service in the process of making population administration documents in the Lebong Regency to improve the quality of quality public services. Registration Service as the service provider in the field of population and civil registration. This research uses descriptive qualitative research, data sources use interview techniques and direct observation in the field, as well as documentation. The results of this study indicate that population administration services through the Lebong Dukcapil Service application at the Lebong Regency Population and Civil Registration Service are quite good This is seen from the aspects: of relative advantage, suitability, complexity, possibility to try, and ease of observation. Abstract

The Covid-19 pandemic has had an impact on several sectors, one of them being the tourism sector. This is also felt by the Tourism Object in Boyolali Regency, namely the Pengging Umbul Tourism Object. The purpose of this research was to analyze the development of tourism management in the new normal era at the Umbul Pengging tourist attraction in Boyolali Regency and identify the driving and inhibiting factors in tourism development in Boyolali Regency in the New Normal era. This research method is a qualitative descriptive method with data collection techniques through observation, interviews, and documentation. The results of research related to attractions, namely the building still has a royal nuance, original springs, the existence of kungkum customs and padusan ceremonies. The types of activities that can be carried out are swimming, culinary, therapy and outbound. Accessibility, namely the road network, geographical position, places to eat, access to ATMs, access to entertainment and availability of public transportation. Amenities, namely the facilities in Umbul Pengging. There are driving factors and inhibiting factors in the process of developing the Umbul Pengging tourist attraction. Recommendations that can be given are the need for additional types of public transportation, adding playgrounds and sports, the need to collaborate with local residents in the development process, the need for increased promotion, the need for activities such as shows or festivals held regularly and parties Managers need to pay attention to security in Umbul Pengging
