Abstract

Flooding remains an unresolved classic issue in South Tangerang City. To mitigate the resulting losses, disaster management is implemented in three phases: pre-disaster, during-disaster, and post-disaster. This study aims to analyze flood disaster management during these three phases. The research method used is descriptive qualitative, employing disaster management theory. Data collection techniques included interviews, observations, and documentation. The data obtained were analyzed using source triangulation techniques. The results indicate that pre-disaster management has been carried out through preparedness, early warning, and mitigation. Preparedness includes training, planning, and providing disaster equipment, though community participation is low due to busyness and elderly demographics. Early warning involves collaboration between BPBD and other agencies, but its reach is limited by funding and reliance on networks, with the BPBD website often experiencing downtime. Mitigation efforts include education and improving rainwater containment facilities, hindered by community awareness. During-disaster management involves evacuation and aid distribution. Evacuations are optimally performed, supported by SOPs, human resources, and equipment, though emergency aid distribution is uneven. Post-disaster management includes rehabilitation and reconstruction through collaboration with other agencies based on recommendations prepared by the Jitupasna Team. Execution is not optimal due to limited human resources, funding, and flood-prone terrain.

Abstract

Artikel ini bertujuan untuk mengetahui bagaimana pentingnya peran stakeholder dalam pelaksanaan kebijakan pengelolaan sampah. Seperti kita ketahui bahwa sampah merupakan masalah ekologi berskala global yang harus ditangani secara komprehensif. Pemerintah dan pemerintahan daerah bertugas menjamin terselenggaranya pengelolaan sampah yang baik dan berwawasan lingkungan sebagaimana tujuan dari kebijakan pengelolaan sampah adalah untuk meningkatkan kesehatan masyarakat dan kualitas lingkungan serta menjadikan sampah sebagai sumber daya. Maka dari itu, perlu peranan dari pemerintah dan masyarakat dengan menggunakan pola pendekatan kemitraan dan kerja sama dalam menerapkan kebijakan pengelolaan sampah. Tulisan ini merupakan penelitian kualitatif deskriptif dengan menggunakan berbagai literatur pustaka dan data untuk memperkuat argumen. Hasil yang ditujukan dalam artikel ini adalah urgensi peranan stakeholder dalam pelaksanaan kebijakan pengelolaan sampah dan bentuk peranan stakeholder terdiri dari peranan sebagai policy creator, coordinator, facilitator, implementer, dan accelerator.

Abstract

Local government capability in disaster management is something that must be prioritized. Boyolali Regency is crossed by Mount Merapi, disaster mitigation is needed to minimize loss of life due to the eruption of Mount Merapi. BPBD Boyolali designed a Sister Village strategy or sibling villages to anticipate the threat of Mount Merapi. Sister Village in Boyolali developed the Boyolali BPBD by imitating the Magelang Regency BPBD which has implemented Sister Village. The poor logistics information system and the absence of a special budget for this program are the reasons for the importance of this research. This research aims to analyze the capabilities of the Boyolali Regency Government in the Sister Village program as an effort to mitigate the disaster of the eruption of Mount Merapi. This research uses a qualitative descriptive method by collecting data through observation, interviews and documentation. The results of the research show that the institutional capabilities of Boyolali Regency in the Sister Village program have clarity in organizational tasks and functions. The human resource capability in implementing the formation of Sister Village has a sufficient number of personnel. Capability policies are seen from existing policies. Budget capability is still not optimal, seen from the lack of a Sister Village program budget. Technical capabilities can be seen from technical evacuation maps, logistics management but the information system is still simple. Leadership capabilities can be seen from the ongoing coordination and command functions. The government must develop information systems to make them more easily accessible.

Abstract

Komunikasi dalam pelaksanaan kebijakan Polri penting untuk mencapai tujuan dan meningkatkan kepercayaan publik. Penelitian ini bertujuan untuk menganalisis komunikasi kebijakan yang diterapkan oleh Polda Jawa Tengah dalam meningkatkan kepercayaan publik dan menganalisis faktor penghambat komunikasi kebijakan di Polda Jawa Tengah. Metode penelitian menggunakan metode kualitatif yang bersifat deskriptif. Hasil penelitian ini melihat proses komunikasi kebijakan Bidang Humas Polda Jawa Tengah ditinjau dari tiga kriteria, transmisi, kejelasan, dan konsistensi. Proses komunikasi kebijakan Bidang Humas Polda Jawa Tengah belum sepenuhnya dapat meningkatkan kepercayaan publik. Hal tersebut dilatarbelakangi oleh adanya penyimpangan dan perbedaan pemahaman terkait kejelasan informasi yang ditransmisikan Bidang Humas Polda Jawa Tengah. Faktor yang menghambat komunikasi kebijakan Polda Jawa Tengah pada kurangnya keterampilan teknis anggota Bidang Humas Polda Jawa Tengah serta adanya sikap menghindari tanggung jawab, adanya pandangan masyarakat yang sulit percaya terhadap kepolisian, serta terbatasnya kemampuan komunikator maupun komunikan dalam penyampaian dan pemahaman pesan. Saran dari penelitian ini adalah meningkatkan keterampilan dan kemampuan anggota kepolisian dalam komunikasi kebijakan, memperbaiki kualitas mutu anggota Polri untuk tidak lagi melakukan penyimpangan sehingga informasi yang disampaikan tidak terhalang citra buruk Polri, meningkatkan komunikasi dua arah supaya pemahaman informasi komunikan dan komunikator pada komunikasi kebijakan Polda Jawa Tengah dalam meningkatkan kepercayaan publik dapat optimal

Abstract

This research aims to analyze the implementation of tourism development policies at Pasir Putih Wates Beach by referring to the District Regulation. Rembang No. 12 of 2019. This research also identifies factors that influence policy implementation. Factors influencing policy implementation are presented by comparing four theories according to Van Horn and Van Metter, Edward III, Marilee Girdle and Mazmanian and Paul. The research method used is descriptive qualitative. Implementation of tourism development policies at Pasir Putih Wates Beach includes the development of public infrastructure, public facilities and tourism facilities. This research found problems in the implementation of District Regulations. Rembang No. 12 of 2019 covers the issue of budget limitations and management quality. The implementation of developing tourist accessibility for Pasir Putih Beach is not yet optimal because the management has not provided and has not developed a transportation system in the form of public transportation and supporting transportation facilities. Factors inhibiting the implementation of Pasir Putih Beach tourism development policies in Rembang Regency include standards and targets, resources and communication between organizations. The researcher's recommendation is that the management of Pasir Putih Wates Beach needs to collaborate with the private sector; Pasir Putih Sand Beach managers need to increase training so that the quality of managers increases; Pasir Putih Sand Beach management needs to collaborate with the Transportation Department to expand transportation routes to tourist attractions in Rembang Regency.

Abstract

Urban Farming is an alternative to farming on narrow land, especially in densely populated urban areas. The Urban Agricultural Cultivation Movement is a movement based on Semarang Mayor Regulation no. 24 of 2021 carried out by the Semarang City Government and the Semarang City Agriculture Service. Banyumanik District is an area that has been successful in implementing the Urban Agricultural Cultivation Movement. This is proven by the 5 (five) dimensions in Semarang City Perwal No. 24 of 2021 which is a reference in implementing the Urban Agricultural Cultivation Movement. This research aims to analyze the implementation of the Urban Agricultural Civilization Movement in Banyumanik District, Semarang City as well as the factors driving the success of the implementation of the Urban Agricultural Civilization Movement. This research uses a qualitative descriptive method by collecting data through observation, interviews and documentation techniques. The results of the research show that the implementation of the Urban Agricultural Cultivation Movement in Banyumanik District, Semarang City has achieved success based on the five dimensions of Semarang City Perwal No. 24 of 2021 which consists of the Urban Agriculture Cultivation Movement, Urban Agriculture Facilitation, Urban Farming Corner, Monitoring and Evaluation, and Financing. The driving factors for the successful implementation of the Urban Agricultural Cultivation Movement in Banyumanik District, Semarang City consist of communication, resources, disposition and bureaucratic structure.

Abstract

The government and Pokdarwis Gendewa formulated and implemented a branding strategy as an alternative to increase tourist visits to Sojiwan Temple. The objectives of this study are, first, to describe and analyze the branding strategy to increase tourist visits to Sojiwan Temple. Second, describe and analyze the driving and inhibiting factors of branding strategies to increase tourist visits to Sojiwan Temple. This research uses qualitative methods with descriptive analysis accompanied by relevant supporting evidence. This research was conducted at the Central Java-DIY Region X Cultural Preservation Center; Klaten Regency Tourism, Culture, Youth and Sports Office; and at Kebondalem Kidul Village Hall. The results of this study are the branding strategy of Sojiwan Temple tourism through image formation by creating a slogan/tagline, namely sanjiwana, then the slogan is communicated through social media and cultural festivals. Supporting factors for the Sojiwan Temple tourism branding strategy are clear regulations, the government's vision and mission, clear targets and objectives, and an agreement through the MoU. The inhibiting factor of the branding strategy is the lack of communication between the government and related parties. The recommendations given are to create a visual design (logo) based on the tagline as the identity of Sojiwan Temple tourism, create personal social media so that branding communication is more effective, and collaboration between the government and related parties so that the implementation of branding can be done well.

Abstract

Child Identity Card is a program issued by the government through Minister of Home Affairs Regulation Number 2 of 2016 concerning Child Identity Card. Mijen Subdistrict is one of the most outlying subdistricts in Semarang City, so KIA monitoring is not carried out optimally. The purpose of this research is to determine the implementation of KIA policy in Mijen Subdistrict, Semarang City and it's supporting and inhibiting factors. This research method is a qualitative method using research subjects as many as 5 informants consisting of Semarang City Population and Civil Registration Dispendukcapil staff, Mijen District TPDK staff, and the Mijen District residents. The accuracy of the policy has not been optimal because the public does not yet know the purpose of creating KIA. The implementation was correct because the Semarang City and Mijen District Population and Civil Registry Services as program managers had carried out their duties and roles well. The accuracy of the target can be seen from determining who should carry out KIA is child aged 0-17 years old. Environmental accuracy is considered to be appropriate even though it is not optimal because the dissemination of information is only about the requirements and flow of making KIA, but the more important about KIA program partnership is not disseminated. The accuracy of the process can be seen from indications of the readiness of the public and program implementers in understanding, accepting and being ready to be part of the program. In this case, the accuracy of the program implementation process was not optimal, the process was slow due to the public feeling less enthusiastic due to the lack of socialization and promotion, especially about the benefits of making KIA.

Abstract

South Tangerang City is a part of the metropolitan area favored by many Indonesians, particularly commuters. Consequently, it is essential for the city to provide adequate public transportation to facilitate access to various destinations. However, only about 36.2% of the city's population is currently served by public transportation. South Tangerang City has an urban public transportation system known as Bus Trans Anggrek, implemented by the city government to enhance mobility and comply with Ministry of Transportation Regulation No. 15 of 2019, which mandates local governments to ensure the availability of public transportation for their citizens. Despite this, the service has not been able to attract significant interest from the public, as evidenced by the low number of passengers. This study employs a descriptive qualitative method to analyze the implementation of the public transportation policy for Bus Trans Anggrek in South Tangerang City, along with its driving and inhibiting factors. The findings reveal that the implementation of the Bus Trans Anggrek policy is not yet optimal due to several issues. Although the policy aligns with the objectives outlined in Article 38 of Ministry of Transportation Regulation No. 15 of 2019, it has not been fully implemented according to the specified standards. The inhibiting factors identified include inadequacies in policy, implementation, target, environment, process, and utilization.

Abstract

One of the benchmarks for human development can be seen from the HDI. In the last 5 years, the HDI for Wonogiri regency shows that the HDI for women has lagged behind the HDI for men. Starting from these problems, the Government of Wonogiri Regency is trying to increase the HDI for women by involving multi-sectoral actors. The involvement of multi-sectoral actors raises complex relationships between actors which are then theoretically referred to as network governance. This study aims to analyze the process of network governance whether it has been implemented optimally or not by actors, as well as to analyze the driving factors for the formation of network governance. This study uses network governance theory from Klijn & Koppenjan with 4 indicators of analysis, namely Actor, Interdependency and Frames, network management, institutional features and Interaction & Complexcity: output. The research method used is descriptive qualitative method with data collection through interviews and literature study. The results of the study show that the network governance process in an effort to increase the HDI of women in Wonogiri Regency has not been implemented optimally. Actor, Interdependency and Frames and network management indicators have been implemented by actors, but institutional features and Interaction & Complexity: output has not been maximized by actors. In addition, the driving factor for the formation of network governance is the actor's own internal motivation to seek to increase the HDI of women. The advice given in this study is that actors can make regulations governing the sustainability of the network, network long-term planning, and the need for programs that are integrated in all dimensions of HDI.
