Abstract

The economic development in Indonesia is divided into nine sectors and therefore requires a huge investment. As a result, the government (particularly local government) needs to determine the sectors that are expected to become push factors for other sectors to develop as the prime mover of development in reducing regional disparity. This paper aims to assess the level of developmental disparity between and within the regions of the Province of West Papua from 2005 to 2013, as well as the implementation of the role of the leading sector on the disparity of regional development. The research uses Theil Index, Location Quotient, and Shift Share Analysis approaches and shows that developmental disparity existed as the result of disparity in development regions and is affected by Teluk Wondama, Sorong, Raja Ampat and Fak-Fak regencies. In addition, the result shows that the agricultural sector has the largest influence on the GDP of West Papua over the period of 2005 to 2012. The study also found and recommends that leading sectors in each regency/municipality are an alternative strategy for local government to start development planning, where comparative and competitive advantages of those sectors can play the role of an "engine of growth" in reducing disparities.

Abstract

Gampong Cebrek is the largest salt producer in Pidie district with a total of 1859.53 tons in the year 2013 of the total district production 3397.66 tons, 1763.93 tons in 2014 from the total district production 4020.25, rising to 2762.23 tons in the year 2015 from the total district production 7543.77 tons. Behind the high salt production, farmers are in a state sandwiched cultivate its business due to unfavorable weather and marketing of salt that does not favor them. Therefore, farmers are looking for patrons who can guarantee their lives. This study used a qualitative approach with a total of 10 informants. A research technique used observation and interview. Results showed members of the farming community in Cebrek be divided into two categories: a. Farmers Capital and b. farmers do not have the capital. Generally, farmers who own capital patron-client relationship with: mugee (middlemen), retailers and consumers.Connection is established fairly balanced, so that it can be said patron-client collaborative interwoven. Meanwhile, farmers who do not have the capital, patron-client relationship with toke (middlemen). Patron-client relationshipsmore profitable patron, and hurt farmers salt. It can be concluded that the relationship is exploitative. Kata Kunci : Collaborative, Community, Exploitation, Patron-client, Salt farmers.

Abstract

  The purpose of this study were to evaluate the condition of the frist demplot DME nyamplung. Energy self sufficient village program aims to improve stock and diverse energy source and society economic opportunity. Nyamplung is very potential plant to be used as raw material of biofuel, because it has very high fat plant content and has not be used for food. The biofuel from nyamplung is a new innovation. Involvement of forest village community in biofuel industry development both as producers and as consumers is very important. Forestry Ministry has established demonstration plots in Buluagung and Patutrejo villages as a facilitation in developing biofuel nyamplung silvoindustry. Up to now, the demplots still faces some problems. The researh method was qualitatif analysis. Collecting data from 62 respondents using purposive sampling. Data were collected using questionnaires, field obsevation, and in-depth interview. Focus group discussion  was used to confirm the data from the respondents. Research results show that the demplots have not been developed through participatory approach. Involvement of community to demplots activity is low. Involvement of the village communities are significantly correlated to biofuel price, technology innovation, role of demplot and support from local leaders.

Abstract

The purpose of this study is to analyze the use of digital technology and social networks in post-returning female migrant workers’ social entrepreneurship. This study uses a qualitative approach by conducting in-depth interviews, FGDs, and observations. The results show that digital technology and social networks have an important role in the process of developing entrepreneurship in the villages of origin of the migrant workers. Meanwhile, the challenges are the lack of technological infrastructure, capital circulation, and social marketing strategies in therural area.

Abstract

ABSTRAK Pendanaan dan Sumber Daya Manusia (SDM) dapat meningkatkan kesuksesan penggunaan Sistem Informasi Desa dan Kawasan (SIDEKA). Dalam penelitian ini, menggunakan Confirmatory Factor Analisis (CFA) terhadap faktor-faktor yang mempengaruhi kesuksesan penerapan SIDEKA di Kabupaten menunjukan bahwa pendanaan alokasi SIDEKA, SDM pendidikan pengelola dan pendamping SIDEKA berpengaruh secara positif dan signifikan terhadap kesukesaan penerapan SIDEKA. Beberapa alternatif strategi telah berhasil dirumuskan dengan menggunakan analisis Strengths, Weaknesses, Opportunities dan Threaths (SWOT) terhadap faktor-faktor internal dan eksternal. Strategi prioritas yang dipilih berdasarkan penilaian responden adalah strategi kelemahan dan peluang (WO) diantaranya pertama mengalokasikan dan peningkatan dana SIDEKA. Kedua, melakukan kerja sama pendidikan dan pelatihan untuk pengelola. Dan ketiga, peningkatan jaringan Informasi dan Komunikasi di Kabupaten Cianjur

Abstract

In 2014, the Government enacted Law No. 6/2014 on Villages with a view to reconstructing village financial and asset management arrangements to accelerate the inclusive and sustainable development of rural areas. The purpose of this study is to analyze the influence of village financial management on the performance of rural development. The study was conducted on 326 Villages in Pandeglang District. The analytical tool of the study using Geographically Weighted Regression (GWR) modeling will look at how the village expenditure is included in the Village Revenue and Expenditure Budget (APBDes). Expenditure of development (infrastructure) of the village has the greatest impact on the performance of village development with the value of elasticity of 0.637. The influence of village expenditure on the GWR model is strongly influenced by the geographical, demographic, and socio-economic conditions of rural communities, resulting in varying outcomes in each village.

Abstract

The research aimed to explain the urbanization in Balikpapan City and the poverty that faced by the needy migrant family through their social and formation processes what their experience. Methods use in the researchfrom quantitative and qualitative method. The research was using the primary data through survey, in-depth interview and fi eld log book. The secondary data are use from documentation and related articles to explain the urbanization in Balikpapan City. The result shown that, the urbanization in Balikpapan City connected with the present of the needy family from various regions in Indonesia that seek for jobs. The solidarity among ethnic, become one of the social process that experience by the needy family. The needy migrant families that bond with ethnic bond, than use by the fi nancier as cheap labor that make the migrant family still in poverty.

Abstract

Conversion Rate of Rice Field to Palm Oil Plantation, the Affected Factors and Its Impact to Rice Production in Kampar District, Riau. Kampar district is a center of rice production area in Riau Province and since ten years ago had been being conversed to palm oil plantation. This study aimed: (1) to identify the rate of land conversion, (2) to analyze factors that influence the conversion of paddy fields at the farm level, (3) to identify impact of paddy field conversion on rice production. The study was conducted in Kampar district from April to December 2013 using survey design and involving 60 farmers as respondent that consisted of 30 paddy farmers in Kampar Sub District and 30 farmers in Tambang Sub District who undertook paddy field conversion to palm oil plantations. Analyzing the data used multiple linear regressions. The results of landsat analysis from 2002 to 2010 showed a decreased occurred paddy field area by 1955.79 ha (21.77%) (from 8,984 ha to 7028.21 acres). The factors which significantly influenced paddy field conversion were: (1) reduction in paddy farming income, (2) an increase in palm oil farming income, (3) irrigation constraints, and (4) the lack of knowledge regarding the regulation of paddy field. Paddy field conversion during the period of 2002-2010 was estimated on causing the loss of 9,192 t of grain, which was, equivalent to 5,767 t of rice per years.   Key words: Land conversion, palm oil, paddy field, Kampar District Kabupaten Kampar merupakan sentra produksi beras di Provinsi Riau yang dalam kurun waktu sepuluh tahun terakhir terjadi konversi lahan sawah. Penelitian ini bertujuan: (1) mengidentifikasi laju konversi lahan sawah, (2) menganalisis faktor-faktor yang mempengaruhi konversi lahan sawah di tingkat petani, (3) mengidentifikasi dampak konversi lahan sawah terhadap ketahanan pangan. Penelitian dilaksanakan di Kabupaten Kampar Provinsi Riau dari bulan April hingga Desember 2013 menggunakan rancangan survey yang melibatkan 60 petani responden, terdiri dari 30 petani padi di Kecamatan Kampar dan 30 petani yang melakukan konversi lahan sawah ke perkebunan kelapa sawit di Kecamatan Tambang. Analisis data mengggunakan regresi linear berganda. Hasil interpretasi data citra landsat 2002-2010 menunjukkan terjadi penyusutan lahan sawah seluas 1.955,79 ha (21,77%) dari 8.984 ha menjadi 7.028,21 ha. Faktor-faktor yang diduga secara signifikan mempengaruhi konversi lahan sawah di tingkat petani adalah: (1) penurunan pendapatan usahatani padi, (2) peningkatan pendapatan usahatani kelapa sawit, (3) kendala irigasi dan (4) kurangnya pengetahuan tentang kebijakan larangan konversi lahan sawah. Konversi lahan sawah selama periode 2002 - 2010 diperkirakan telah menyebabkan hilangnya 9.192 t gabah kering giling atau setara dengan 5.767 t beras/tahun.   Kata kunci: Konversi lahan, kelapa sawit, padi sawah, Kabupaten Kampar

Abstract

ABSTRAKStudi ini dilakukan dengan dua tujuan:(1)mengidentifikasi dan menganalisis pemanfaatan modalmodal dalam praktek strategi nafkah nelayan, dan (2) menganalisis dan menilai resiliensi komunitas nelayan dalam merespon perubahan iklim. Penelitian dilakukan pada komunitas nelayan perikanan tangkap di desa Asilulu, Pulau Ambon Maluku. Pengumpulan data dilakukan melalui pengamatan berperan serta, focus group discussion, wawancara mendalam dan didukung oleh studi pustaka. Analisisdata menggunakan metode analisis data kualitatif. Hasil penelitian menunjukkan bahwa masyarakat nelayan di Asilulu Pulau Ambon Maluku sudah mengoptimalkan penggunaan modal (modal alami,modal fisik, modal manusia, modal keuangan dan modal sosial) dan aktivitas (ditengahi oleh hubungan sosial dan institusi) dalam membangun sistem nafkah yang diperlukan untuk hidup. Mereka juga telah memodifikasi modal-modal tersebut untuk mereduksi kerentanan dan meningkatkan resiliensi sosialnya. Hasilnya, sistem nafkah yang ada pada satu konteks kekinian, berkelanjutan dan oleh karenanya resilien tetapi dalam konteks ancaman dampak perubahan iklim, resiliensi yang ada adalah resiliensi yang terbatas (limited resilience). Pada skenario iklim yang sangat ekstrim, resiliensi yang berdasar kepada sistem nafkah yang tertekan terus menerus dan masih bergantung kepada sumber daya alam rapuh danmemiliki ambang batas.

Abstract

Spontaneous rural to rural migration have impacts on every dimension of human being, as it can lead to changes in social and family structure. These changes will be also followed by changes in livelihood, land management and decision for subsequent migration. Migration has various causes and could also resulted from cumulative causation. Study on migration network will contribute on a good portrait on continuous migration, the related actors and their roles in facilitating migration and influencing the decision for migration. Study on Buginese migrant community in Southeast Sulawesi portrays how migration network and the related actors orchestrate the migration process. Family and friendshipnetworks play a very important role in the initial process of migration. This network is also used by another central actor in the process, namely migrant broker and land broker, who become the node on the network as well as open the network to different villages and families.
