Abstract

Menggunakan pendekatan normatif tulisan ini bertujuan untuk menjabarkan asas-asas dan landasan teoretis dalam pembentukan Naskah Akademik Rencana Pembangunan Jangka Menengah Daerah (RPJMD) Kabupaten Tulang Bawang Tahun 2011-2016. Hasil penelusuran kepustakaan ditemukan bahwa asas-asas dalam penyusunan RPJMD meliputi asas hukum yang diatur dalam Undang-undang Pemerintahan Daerah dan Undang-undang Pembentukan Peraturan Perundang-undangan. Adapun landasan teoretisnya mencakup antara lain wewenang pemerintahan daerah dalam menjalankan asas otonomi seluas-luasnya berdasarkan Undang-Undang Dasar Tahun 1945. Kata kunci : RPJMD, asas-asas, landasan teoretis dan Naskah Akademik.

Abstract

The procedure Oversight Judge (How It Treats People) is regulated by an internal mechanism by the Supreme Court as an institution builder through the remedies and oversight mechanisms of behavior, as well as the external monitoring Judicial Commission behavior of justices and judges in the Supreme Court. While the constitutional judges monitored internally without the involvement of outside agencies. There is injustice setting norms supervision of judges (How It Distribute). Abstract

In order to preserve and uphold the honor, dignity, and the behavior of the judge is required to supervise the attitude constitutional judge to fit the code of ethics, so that each judges ruling will be implemented in order to enforce the law and justice based on Pancasila and the Constitution 1945 as a permanent legal political for supervision of the constitutional judges. Whereas legal politics incidental that becomes choice among others: a) Behavior of Constitutional Judges are overseen by the Board of Ethics established by the Constitutional Court, and for the reported judges or suspected violations of ethic codes of Constitutional Judges formed by Honorary Council of the Constitutional Judges whose creation was proposed by Ethics Council, with the task of implementing and serves as ethic judicial; and b) there is no judicial supervision against Constitutional Courts decision as well as supervision of a court decision which was in the Supreme Court through the mechanism of legal remedies (ordinary and extraordinary). Keywords: Supervision, Behavior, Constitutional Judges

Abstract

In the Pemitra community service activities for Product Development Processed Vegetables in Desa Sindon, Ngemplak Boyolali, has been done by training, and assistance to the women of PKK, Aisyah and “Mawar” farmers group in Desa Sindon to improve the understanding, skills and marketing development products processed from starchy vegetables. In this Pemitra had conducted training activities to product of starchy vegetables, then trained the skill of making a wet noodle, instant noodles, crackers and biscuits from flour processed vegetables. The results that have been obtained from this Pemitra activities all women partners group have been able to get the skills to cultivate vegetable flour into wet noodles, instant noodles, crackers and biscuits. However, constraints and problems still faced was to start a business production and developing marketing of products processed starchy vegetables group of women who fostered still very low, so the follow-up to the next community services activities will be focused on to accompany the women group of PKK, Aisyah and farmers “Mawar” in terms of development, production, packaging, licensing P-IRT and marketing of products from starchy vegetables.

Abstract

In the Pemitra community service activities for development cleaner farming in Desa Ngunut Kecamatan Jumantono kabupaten Karanganyar, has been done for directing activities, training, and mentoring for farmers of cattle and chickens in Desa Ngunut, Jumantono, Karanganyar. In this Pemitra activities have been conductedbriefings and training on producing of liquid and solid organic fertilizer, planting cassava  and  sengon  by  utilizing  manure,  the  introduction  of  biogas  technology applications on cattle ranchers. The results that have been obtained from this Pemitra community activities that partners have been able to understand and have the skills for managing livestock clean the biogas technology applications, the use of probiotics or fermentator in farm management, made of solid and liquid organic fertilizer, as well as the use of organic fertilizer for agricultural development cassava and sengon. The constraints and problems had been faced by the partners were 1) lack of farmer groups  that have  organizational unity  in designing,  managing, implementing  and evaluating the work program. So that the unity and continuity in performing community service activities can not be done well, 2) Most of the participants were active inpemitra was the village officials and their family, so not much give a breadth of benefits to the general public.

Abstract

PEMITRA service activities in the kecamatan Sawahan kabupaten Nganjuk, had conducted educational activities, training, and mentoring for elementary school teachers, principals, supervisors and the person in charge of Math Masters Zone program to improve the basic concepts of mathematics and its teaching method. In this Pemitra conducted training activities learning methods of Math Masters, so that teachers had  an understanding  and basic  mathematical concepts  were true,  and instructed it so easy and fun to their students. In the implementation of this Pemitra service activities, had given results and achievements were very enjoyable because math test scores elementary school students in the kecamatan Sawahan on the 2013/2014  school  year  had  average  to  8.5  and  the  highest  value  reached  10.0.  Math Olympiad  activities  also quite  lively, as  students becomed  more enthusiastic  andexcited. Based on indicators of progress and this proves that the method Math Master who had been introduced by the Executive Team Pemitra, had helped to solve problems Numeric  Phobia  for  elementary  school  students  in  the  kecamatan  Sawahan. Mathematics was considered subjects which so easy and very fun by the students.Constraints and problems still be faced today is the support and consistency of Nganjuk government has not been consistent in developing subdistrict Sawahan as Math Master Zone.

Abstract

Business Entrepreneurial Incubator Program (Inwabi) programmed for entrepreneurship aims to implement the role of science and technology for entrepreneurship for students at the University of Muhammadiyah Surakarta (UMS). Activities include: recognition, empowerment, improvement of hard and soft skills of students, mental construct of student  entrepreneurship (entrepreneur soft skills), so that students are able to be creators of jobs (job creators) not only job seekers (job seekers). The target of the program Inwabi provide assistance to the 20 students in the field of new entrepreneurial small businesses and make at least 50% managed to independently manage their own businesses. Methods of community service Papiku in Inwabi include learning, training and empowerment using the concept of Project Based Learning (PBL), which contains models of mentoring, empowerment: doing, empowering, facilitating and evaluating. Besides PBL also uses Participatory Rural Appraisal (PRA) of potential exploration-based talent to produce and acquire prospective new entrepreneurs accordance talent / potential of each. Implementation conducted on students who are ready to become tenants, including students PKMK, students starting a new business that already have a business. Inwabi Papiku activities include direct entrepreneurial training and learning (doing), empowered (empowering), facilitated by (facilitating), and evaluated the problem constraints (evaluating) for three months. Implementation of assistance Papiku Inwabi carried out cooperation and synergy with the institutions Socialpreneur who have competence in their fields, namely (a) the Vocational School, supports hardware-based technology, training, learning and training, (b) Talents Center, to support the implementation of potential exploration entrepreneur based talent / potential, (c) Kemal Abda, an online shop is a community in the field of internet marketing. Tenant business group in Inwabi activities covering the fields of internet marketing online shop (11), the culinary field (3), in batik and fashion (2), the culinary field (4), the implementation is divided into seven stages. During the three months generated at least 50% independent of the number of 20 tenants, 10 students (tenant) became new entrepreneurs are well established, the rest is still to understand the  importance of entrepreneurship and self-employment as a mental construct a selection of work for him to be more independent.
