Abstract

Digital literacy is the ability of individuals to use ICT to access, evaluate, and produce digital content effectively. Digital literacy in Indonesia is still low, affecting citizen participation in digital governance of government. The purpose of this study is to analyze the contribution of E-Participation and Digital Literacy to Trust in E-Government Services in Big Cities in Indonesia, e-participation variables, digital literacy as well as identifying the weakest indicators in citizen digital engagement. This study uses a quantitative approach with a correlational design. The research subjects were 66 randomly selected residents of Mataram City. Data were analyzed using descriptive statistics and multiple linear regression. The results of the study show Based on the results of descriptive analysis, multiple linear regression, ANOVA, and data graphic visualization, this study concludes that E-Participation (X1) and Digital Literacy (X2) contribute significantly to Trust in E-Government Services (Y). Although both have a positive influence, the Digital Literacy variable is proven to have a stronger and statistically significant contribution (p = 0.025) compared to E-Participation (p = 0.096). The coefficient of determination (R² = 0.253) shows that the two variables explain approximately 25.3% of the variability in public trust in e-government, while the remainder is influenced by other factors outside the model.

Abstract

A study on population administration accessibility noted that e-KTP ownership among ODGJ in 2022 is estimated to only reach around 35% of the total national ODGJ population. Meanwhile, data services in several regions show gradual progress, such as in Mandailing Natal Regency, which saw an increase in e-KTP ownership for people with disabilities from 47.76% in 2021 to 55.52% in 2022, increasing to 61.35% in 2023, and reaching 70.97% in 2024. This study aims to describe the implementation of the Dukcapil Peduli program at Mutiara Sukma Mental Hospital in Mataram City and to identify the inhibiting factors encountered during its implementation. The study employed a qualitative case study approach using participatory observation, in-depth interviews, and documentation techniques. The findings indicate that this locus-based outreach service program successfully increased e-KTP ownership among vulnerable groups through the utilization of SIKEL (Interactive Service Activity Facility) and MOBILO (Mobile Online Service Vehicle). The program proved effective in reducing administrative access barriers through cross-sector collaboration between the Civil Registration Office and the mental hospital. Nevertheless, the implementation still encountered technical obstacles, particularly damage to portable biometric devices and internet network disruptions in the field. This study implies that inclusive and proactive public services can significantly expand civil rights access for vulnerable communities and may serve as a model for population administration service innovation in other regions. However, the study is limited by its single-case design; therefore, future studies are recommended to apply comparative approaches across multiple regions to further examine the effectiveness and scalability of the service model.

Abstract

Public service represents the government’s responsibility to fulfill citizens’ basic needs through the provision of goods, services, and administrative assistance in accordance with legal regulations. In the context of healthcare, Community Health Centers (Puskesmas) play a vital role as the frontline of public service aimed at improving community health standards. This study examines the implementation of public service at Puskesmas Sekotong from the perspective of the New Public Service (NPS), which emphasizes participatory, collaborative, transparent, and citizen-oriented principles. The findings show that Puskesmas Sekotong has implemented a digital-based service system through the Sehat Indonesiaku (ASIK) application to enhance administrative efficiency and data accuracy, with approximately 60–70% of reports being submitted digitally. Between 2023 and 2025, the total number of patients increased from 9,900 to 10,950, with the most common illnesses being acute respiratory infections (ARI), diarrhea, hypertension, and diabetes, indicating a growing demand for healthcare services. However, several challenges remain, including data integration issues, limited facilities (particularly the lack of a funeral ambulance), and low public awareness of preventive healthcare. Efforts to improve service quality are carried out through human resource development, optimization of facilities and infrastructure, and active community participation in posyandu (integrated service posts), village deliberations, and health cadres. Overall, Puskesmas Sekotong has successfully reflected the core principles of the New Public Service, prioritizing transparency, accountability, and collaboration in delivering inclusive and equitable digital-based public healthcare services.

Abstract

Indonesia merupakan negara dengan tingkat kerentanan tinggi terhadap berbagai bencana alam, sehingga diperlukan upaya penguatan literasi kebencanaan sejak usia dini. Sekolah dasar menjadi salah satu lingkungan strategis dalam membangun kesiapsiagaan siswa. Kegiatan pengabdian ini bertujuan untuk meningkatkan literasi kebencanaan siswa SDN Malalo, Kecamatan Tarano, Kabupaten Sumbawa, Nusa Tenggara Barat, sebagai mitra pengabdian yang berada di wilayah rawan bencana. Metode pelaksanaan menggunakan pendekatan partisipatif-edukatif melalui tahapan penyuluhan, simulasi evakuasi, permainan edukatif, serta evaluasi dengan pre-test dan post-test. Hasil kegiatan menunjukkan adanya peningkatan signifikan pengetahuan siswa mengenai jenis bencana dan langkah mitigasi dasar, yang tercermin dari perbandingan skor pre-test dan post-test. Selain itu, siswa menunjukkan partisipasi aktif dalam simulasi, keterampilan koordinasi kelompok, serta sikap tanggap terhadap instruksi guru dan fasilitator. Guru dan pihak sekolah juga menilai kegiatan ini relevan untuk memperkaya kurikulum non-formal serta berkomitmen melanjutkan praktik literasi kebencanaan secara berkelanjutan. Dengan demikian, program ini terbukti efektif dalam memperkuat literasi kebencanaan siswa dan dapat menjadi model implementasi pendidikan kebencanaan berbasis sekolah di daerah rawan bencana.

Abstract

Studi ini bertujuan untuk menganalisis peran teknologi dan regulasi pemerintah dalam implementasi layanan rehabilitasi fisik bagi penyandang disabilitas guna menciptakan sistem layanan yang efektif, adaptif, dan adil. Studi ini menggunakan metode kualitatif dengan pendekatan Tinjauan Literatur Sistematis (SLR) yang mengidentifikasi, mengevaluasi, dan menginterpretasikan hasil studi terkait dari basis data Dimensions dan Scopus selama 10 tahun terakhir (2015–2025). Hasil studi menunjukkan bahwa keberhasilan implementasi program rehabilitasi sangat bergantung pada sinergi antar pemangku kepentingan, dukungan kepemimpinan, desain program yang adaptif, dan regulasi pemerintah yang jelas dan responsif. Lebih lanjut, tantangan implementasi juga muncul dari keterbatasan sumber daya, kompleksitas regulasi, dan kebutuhan akan pelatihan staf yang berkelanjutan. Sinergi multi-sektor dan penguatan ekosistem teknologi komunikasi merupakan kunci untuk meningkatkan kualitas layanan rehabilitasi fisik inklusif. Studi ini merekomendasikan pengembangan model kolaborasi multi-sektor yang efektif, penguatan regulasi adaptif, dan strategi pemberdayaan pasien untuk mendukung keberhasilan implementasi program rehabilitasi. Temuan ini memberikan kontribusi penting bagi para pembuat kebijakan dan praktisi dalam merancang kebijakan rehabilitasi yang adil dan berkelanjutan. Abstract This study aims to analyze the role of technology and government regulations in the implementation of physical rehabilitation services for people with disabilities to create an effective, adaptive, and equitable service system. This study uses a qualitative method with a Systematic Literature Review (SLR) approach that identifies, evaluates, and interprets the results of related studies from the Dimensions and Scopus databases over the past 10 years (2015–2025). The study results indicate that the successful implementation of rehabilitation programs is highly dependent on synergy between stakeholders, leadership support, adaptive program design, and clear and responsive government regulations. Furthermore, implementation challenges also arise from limited resources, regulatory complexity, and the need for ongoing staff training. Multi-sector synergy and strengthening the communication technology ecosystem are key to improving the quality of inclusive physical rehabilitation services. This study recommends the development of an effective multi-sector collaboration model, strengthening adaptive regulations, and patient empowerment strategies to support the successful implementation of rehabilitation programs. These findings provide important contributions to policymakers and practitioners in designing equitable and sustainable rehabilitation policies.

Abstract

This study aims to analyze the influence of hybrid work implementation and employee well-being on employee productivity at Grab in the Bali–Nusa Tenggara (Nusra) region in the post-pandemic era. This study employs a quantitative approach using a correlational research design. The sample size was determined using Lemeshow’s formula, resulting in 70 respondents selected through purposive sampling. Data collection was conducted through observation, interviews, and a questionnaire using a Likert scale. Data analysis employed multiple linear regression using SPSS, preceded by validity, reliability, and classical assumption tests. The results indicate that the implementation of hybrid work has a positive and significant effect on employee productivity, with a coefficient of 0.338 and a p-value of 0.012 (<0.05). Additionally, employee well-being also has a positive and significant effect with a coefficient of 0.434 and a significance level of 0.000 (<0.05), and is the more dominant variable. Simultaneously, both independent variables have a significant effect on employee productivity with a calculated F-value of 14.926 and a significance level of 0.000 (<0.05). The coefficient of determination (R²) of 0.288 indicates that the variables of hybrid work implementation and employee well-being account for 28.8% of the variation in employee productivity, while the remainder is influenced by other variables outside the scope of this study. This study concludes that increases in employee productivity are not solely determined by the implementation of a hybrid work system but are also significantly influenced by the level of employee well-being.

Abstract

Penelitian Ini bertujuan untuk mengetahui implementasi program aplikasi identitas kependudukan digital (IKD) pada pemerintah Kabupaten Lombok Barat. Serta faktor penghambat dalam implementasi program aplikasi identitas kependudukan digital (IKD) pada pemerintah Kabupaten Lombok Barat. Penelitian ini menggunakan jenis penelitian kualitatif, dengan menggunakan teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Sumber data yang digunakan dalam penelitian ini menggunakan data primer dan data sekunder. Dalam analisa data penelitian ini menggunakan reduksi data, display data serta penarikan kesimpulan dan validitas data. Pada implementasinya program aplikasi identitas kependudukan digital (IKD) menunjukkan bahwa pemerintah turut ikut serta dalam hal memfasilitasi dan memperkenalkan serta melayani masyarakat melalui program identitas kependudukan digital (IKD) yang dimana masih adanya masyarakat yang minim mempunyai android, mengingat program ini mewajibkan pengguna android, dan masih kurangnya dalam menyebarluaskan terkait program sepenuhnya karena masih terdapat beberapa daerah yang belum dikunjungi untuk melakukan sosialisasi aplikasi identitas kependudukan digital. Upaya pemerintah dalam hal ini berupaya melakukan perbaikan untuk mengatasi permasalahan pada pelaksanaan program dengan cara melakukan evaluasi secara berkala antara petugas aktivasi dan pihak yang terlibat.

Abstract

The principle of meritocracy is an important foundation for professional, accountable, and integrity-based governance. However, in the Indonesian context, the implementation of this principle still faces various challenges, both structurally, culturally, and institutionally. Although the bureaucratic reform agenda has been rolled out, the integration of meritocracy into public policy has not been optimal. Therefore, a systematic study is needed to evaluate the practice of meritocracy in order to identify achievements, obstacles, and opportunities for strengthening merit-based policies. This study aims to evaluate the practice of meritocracy in public policy in Indonesia through a Systematic Literature Review (SLR) approach combined with bibliometric and psychometric analysis. This study reviews various research results from 2015-2024 obtained from the Scopus and Dimensions databases. Selection was based on publication quality, topic relevance, and full-text availability in Indonesian and English. The study results show a thematic focus on bureaucratic reform, public human resource management, and performance-based governance. Bibliometric mapping shows that meritocracy research is still scattered and has not been optimally integrated across sectors. Psychometric approaches are also rarely used, especially in developing instruments for measuring perceptions and practices of merit at the organizational and individual levels. The study's conclusions emphasize the importance of strengthening meritocracy through a multidimensional evaluative approach. Psychometric instruments are needed that are contextual and sensitive to the culture of public organizations in Indonesia. Furthermore, cross-disciplinary collaboration, the use of information technology, and consistent institutional reform are prerequisites for realizing effective meritocratic policies. These findings are expected to form the basis for formulating more adaptive and justice-oriented public policies and improving public service performance.

Abstract

Indonesia, with its abundant natural and cultural wealth, has great potential for ecotourism development. Sade and Tetebatu villages in West Nusa Tenggara are examples of ecotourism implementation with different characteristics. This study aims to identify how ecotourism principles are applied in both villages and to compare their strengths and weaknesses. The research method used is qualitative with a descriptive approach, through observation, interviews, and documentation. The results show that the implementation of ecotourism principles in Sade and Tetebatu consistently involves six key aspects: nature conservation, cultural appreciation, community participation, environmental education, economic empowerment, and sustainability. The difference lies in the approach: Sade emphasizes the preservation of Sasak culture, while Tetebatu focuses on nature conservation and the use of environmentally friendly technology. Local characteristics are determining factors that influence the practice of ecotourism in both villages. The conclusion of this study is that the application of ecotourism principles in Sade and Tetebatu can serve as a model for sustainable tourism development that provides real benefits to local communities while preserving culture and the environment.

Abstract

Intellectual property plays a crucial role in providing legal protection for the creative and innovative outcomes of the community. However, the low level of public understanding regarding the importance of copyright, trademark, and patent protection poses a challenge to optimizing the utilization of the intellectual property system. Therefore, intellectual property services provided by the Ministry of Law and Human Rights play a strategic role in increasing public awareness and access to such legal protection. This study aims to describe the implementation of intellectual property services in supporting copyright, trademark, and patent protection through internships at the Regional Office of the Ministry of Law and Human Rights in West Nusa Tenggara. This study uses a qualitative approach with a descriptive research type. Data were obtained through observation, interviews, and documentation conducted during the internship, then analyzed using an interactive analysis model that includes data reduction, data presentation, and conclusion drawing. The results show that intellectual property services at the Ministry of Law and Human Rights in West Nusa Tenggara are implemented through consultation services, registration assistance, outreach, and facilitation of copyright, trademark, and patent applications. These services contribute to increasing public understanding, simplifying the registration process, and supporting legal protection for works and innovations. Although there are still obstacles such as low intellectual property literacy and limited understanding of registration procedures, various efforts to improve services continue to be made. Thus, the implementation of intellectual property services at the NTB Ministry of Law and Human Rights has played a positive role in strengthening the protection of the community's intellectual property rights.
