Abstract

This study aims to examine and describe the transparency of Village Fund management in Balayo Village, Patilanggio Subdistrict, Pohuwato Regency. The study was motivated by the persistence of issues in implementing transparency principles, particularly regarding the disclosure of information on Village Fund management. Preliminary observations revealed that the village government had not provided adequate information media, such as billboards, information boards, social media platforms, or a village website, accessible to the public for information on the allocation and utilization of Village Funds. This study employed a qualitative approach with a descriptive research design. Data were collected through observation, interviews, and documentation. The findings indicate that the transparency of Village Fund management in Balayo Village has not been implemented optimally. First, information has been disclosed through village deliberation meetings; however, limitations in the dissemination media have prevented the community from fully understanding the management of Village Funds. Second, procedural transparency has been implemented relatively well through village deliberation forums that involve community members in the Village Fund management process. Third, the village government has pursued regulatory transparency, although policy and program adjustments are occasionally made in response to specific conditions and circumstances. Fourth, transparency in accommodating community participation is considered fairly good, as community members are involved in village deliberations and development activities. In conclusion, while several aspects of transparency have been implemented, the overall transparency of Village Fund management in Balayo Village remains suboptimal and requires further improvement, particularly in strengthening information accessibility and public understanding of Village Fund governance.

Abstract

Existing studies on academic service management in higher education have mainly emphasized digitalization, administrative efficiency, and service quality improvement. Less attention has been paid to how leadership, technological innovation, organizational culture, and human resource development interact as an institutional mechanism for sustaining academic service transformation in Indonesian public universities. This study aims to explain how these four dimensions operate together in transforming academic service governance. A theory-guided qualitative case study was conducted at the State University of Gorontalo, selected as a theoretically relevant case because it has implemented SIAT, e-office, chatbot-based information services, cloud-based archives, and mobile service monitoring. Data were collected through in-depth interviews, participatory observations, and document analysis, and were analyzed using hybrid thematic analysis combining deductive and inductive coding. The findings show that academic service transformation is not driven by technology alone. It emerges through a sequential and mutually reinforcing process in which: visionary leadership generates institutional legitimacy; digital innovation redesigns service routines and improves transparency; collaborative culture facilitates coordination and acceptance; and human resource development sustains implementation through competence, motivation, and service commitment. The study contributes to higher education governance literature by proposing the Integrated Academic Service Transformation Model. The model conceptualizes academic service reform as an institutional change process that links leadership-generated legitimacy, digital service redesign, collaborative institutionalization, and human resource learning to support organizational change and student success.

Abstract

This research aims to provide a detailed description and comprehensive understanding of employee work commitment at the Lemito District Office, Pohuwato Regency, and its impact on employee performance. This research is motivated by various problems related to employee performance that are still frequently encountered, including low work discipline, declining work motivation, a lack of a sense of responsibility, and limited employee awareness of their contributions to achieving organizational goals. This research employs a qualitative, descriptive research design. This approach was chosen to obtain an in-depth understanding of the phenomenon of employee work commitment through direct observation, interviews, and document analysis. Research respondents were selected purposively, including the regent, the district secretary, department heads, and staff. Data collection techniques included in-depth interviews, observation, and document analysis. Based on the research findings, it can be concluded that employee work commitment at the Lemito District Office is formed through three dimensions: Affective commitment, Continuance commitment, and normative commitment. Affective commitment is evident in employees' emotional attachment to the organization; however, there is still room for improvement. Continuance commitment arises from the need for job stability and the benefits derived from the employment. Meanwhile, normative commitment is reflected in employees' moral awareness in carrying out their duties and responsibilities as government officials. Overall, employee work commitment is fairly good, but not yet optimal in supporting improved performance and quality of public services. Therefore, efforts to enhance commitment through motivation, recognition, and continuous development are necessary to maximize employee performance.

Abstract

This study critically evaluates the School Operational Assistance (BOS) policy in enhancing inclusive and quality education in North Bolaang Mongondow Regency. The objective is to assess the policy’s effectiveness in improving educational access, quality, and equity, particularly in bridging gaps between urban and rural schools. Employing a qualitative descriptive method, the research analyzes participation and retention rates in BOS-funded schools, as well as compares access to education before and after the program’s implementation. Findings show that the BOS program significantly contributes to increasing student enrollment, enhancing school performance, and reducing educational disparities. However, challenges persist, including delayed fund disbursements, burdensome administrative processes, and weak monitoring and accountability mechanisms, which hinder optimal utilization of resources at the school level. Despite these limitations, the BOS policy remains a vital tool for promoting educational equity. The study recommends policy refinement through strengthened school management capacity, strategic planning, and evidence-based monitoring and evaluation systems. The proposed roadmap—comprising analysis, corrective action, and continuous learning—is essential for sustainable policy improvement. This research highlights the need for further longitudinal studies with mixed methods to evaluate long-term impacts and support the development of more responsive education policies. Ultimately, improved BOS governance is key to fostering inclusive, equitable, and high-quality education across the region.

Abstract

This study aims to evaluate the policy for handling out-of-school children in Gorontalo Province by examining its implementation, governance mechanisms, and contextual challenges at the local level. The research employs a qualitative phenomenological approach to capture the perspectives, experiences, and interpretations of key actors involved in education policy implementation. Data were collected through in-depth interviews, document analysis, and field observations involving provincial and district education officials, school principals, teachers, local government representatives, parents, and children who had dropped out of school. The data were analyzed interactively using stages of reduction, display, and conclusion drawing, with policy evaluation focused on administrative, legal, and political dimensions. The findings indicate that the problem of out-of-school children in Gorontalo Province is most prominent among adolescents aged 16–18 years, particularly during the transition to secondary education. Economic pressure, socio-cultural norms, geographic accessibility, and limited educational infrastructure are key determinants of school discontinuation. From an administrative perspective, weaknesses in data integration and cross-sectoral coordination reduce policy effectiveness. Legally, although the policy framework is relatively strong, weak law enforcement and the absence of clear sanctions limit its coercive power. Politically, formal government support has not been fully translated into responsive and participatory policies for vulnerable groups. In conclusion, the effectiveness of policies addressing out-of-school children in Gorontalo Province depends not only on program availability but also on strengthening governance capacity, legal enforcement, and collaborative, context-sensitive implementation.

Abstract

This study examines performance management in higher education by developing an integrative framework that bridges institutional governance, operational systems, and value orientation within the implementation of Indonesia’s Government Agency Performance Accountability System (SAKIP). Focusing on Gorontalo State University, the research addresses a critical gap in performance management studies that often treat institutional, operational, and value dimensions separately without integrating local governance context and organizational culture.  Using a qualitative case study approach, this research employs document analysis, institutional performance reports, regulatory reviews, and in-depth analytical triangulation. The analysis is guided by three analytical dimensions: institutional (commitment, legitimacy, digital leadership), operational (planning, measurement, reporting, and evaluation), and value orientation (effectiveness, efficiency, accountability). The findings reveal that performance improvement at Gorontalo State University was driven by strengthened leadership commitment, digital governance initiatives, and alignment of strategic planning with Key Performance Indicators (IKU). However, institutional legitimacy through internal regulations and integrated performance information systems remains incomplete. At the value level, organizational agility and accountability culture require further consolidation to ensure sustainable governance transformation. The study introduces the "Lekko" model as a novel performance management framework, enhancing performance through legality, electronic governance, concern, and collaboration. The research contributes theoretically by expanding performance management literature in higher education governance and practically by offering a replicable adaptive framework for public universities in developing countries undergoing bureaucratic reform and digital transformation.

Abstract

This study aims to determine and describe the performance of services at the Biau Community Health Center in Buol Regency using five main indicators, namely work quality, initiative, ability, communication, and timeliness. This study uses a qualitative research approach with a descriptive method. Data were obtained through interviews, observations, and documentation, then analyzed using data reduction, data presentation, and conclusion drawing techniques. The results show that the performance of health services at the Biau Community Health Center in Buol Regency has generally been good, but there are still several aspects that need to be improved. In terms of work quality, health workers showed commitment to providing accurate and quality services. The initiative aspect showed the ability to adapt in emergency situations, although there is still room for improvement in terms of service innovation. The ability of health workers to carry out their duties was considered adequate, with fairly good time management support. Communication between health workers and patients as well as between staff has been effective, although there is still room for improvement in terms of providing more comprehensive information. The timeliness of services is generally in accordance with established standard operating procedures.

Abstract

This study aims to analyze the implementation of institutional policies in research and community service programs at Universitas Negeri Gorontalo and their impact on faculty participation and institutional development. The research employed a qualitative method with a case study approach through in-depth interviews, field observations, and document analysis during the 2020-2024 period. Findings reveal significant dynamics in faculty participation. The DRTPM/DIKTI research scheme experienced a surge from 15 activities (2020) to 59 activities (2024), reflecting positive adaptation to national policies. However, there is high dependency on the PNBP scheme which dominates 80.4% of research activities (1,448 out of 1,801 total) and 74.1% of community service activities (1,125 out of 1,519 total) over five years. Top-down policies proved to generate resistance and decreased faculty motivation, particularly among junior faculty and those with lower functional positions. Conversely, faculties with internal support systems such as proposal clinics successfully increased participation significantly. Output quality varies greatly among faculties, with faculties having review and mentoring systems producing better publications in accredited journals and international proceedings. The research conclusion confirms that successful program implementation is determined by participatory policy design, adequate administrative support, and collaborative academic culture. Strategic implications include the need for reformulation of evaluation systems based on output quality and sustainable institutional transformation to strengthen the institution's position in national higher education.

Abstract

This study aims to analyze the effectiveness of the contradictory delimitation principle in enhancing legal certainty and the quality of land administration public services at the Gorontalo City Land Office. The research employed a qualitative descriptive method with a case study approach through in-depth interviews, participatory observation, and document analysis. The findings reveal that the implementation of the contradictory delimitation principle is relatively effective in promoting transparency, accountability, and boundary certainty, though its application remains suboptimal. Supporting factors include clear regulations, the commitment of civil servants, and community participation through the PTSL program. In contrast, inhibiting factors involve limited human resources, low public participation, and technical measurement challenges. The principle’s implementation has led to an 18% decrease in land disputes over the past two years and improved public trust in land services. These findings indicate that the contradictory delimitation principle serves not only as an administrative mechanism but also as a participatory and preventive instrument in achieving transparent, equitable, and sustainable land governance.

Abstract

This study examines the implementation of the Police Professional Code of Ethics at Gorontalo City Police Resort (Polresta Gorontalo Kota) as a framework for strengthening integrity, accountability, and professionalism within the Indonesian National Police. Although the Code of Ethics has been formally institutionalized as a guiding principle for behavior, its implementation remains challenged by discrepancies between written norms and field practices. Several critical issues were identified, including the suboptimal internalization of ethical values, limited supervisory capacity of the Professional and Security Division (Propam) due to workload constraints, and inconsistencies in the imposition of sanctions for similar violations. On the other hand, leadership commitment to professionalism, an organizational culture oriented toward integrity, and the adoption of digital-based public service innovations were found to be supporting factors in advancing ethical enforcement. This research employed a qualitative descriptive approach through interviews, documentation, and observation, with analysis conducted using thematic categorization supported by relevant theories of professional ethics and organizational behavior. The findings confirm that the success of code of ethics implementation is largely determined by the clarity of regulations, the capacity of implementing personnel, the consistency of sanction enforcement, and community involvement in oversight processes. The results support the hypothesis that consistent and effective implementation of the professional code of ethics significantly enhances both the professionalism of police officers and public trust. This study contributes to the broader discourse on professional ethics in policing and highlights the importance of integrating regulatory, organizational, and social dimensions in sustaining ethical conduct within law enforcement institutions.
