Abstract

This study aims to comprehensively review the literature related to citizen participation in public administration. Citizen participation is an important element in increasing transparency, accountability, and governance effectiveness. This study uses a literature review method to analyze the concepts, dimensions, supporting factors, and challenges that affect citizens' involvement in public administration. The results of the study show that citizen participation can be implemented through various forms, such as consultation, dialogue, collaboration, and direct empowerment. Digital technologies, such as e-governance and social media, have expanded the space for participation, although there are still obstacles such as inequality in access to technology, lack of digital literacy, and bureaucratic resistance. Other factors that play a role include inclusive policies, responsive leadership, and a participatory culture in society. In addition, citizen participation not only improves the quality of public services, but also strengthens democracy. The study provides recommendations for developing a strategic framework to integrate citizen participation into public administration more effectively, with a focus on sustainability, inclusivity, and adaptation to technological change.

Abstract

AN ETHNOGRAPHIC STUDY OF BUGIS INTERCULTURAL COMMUNICATION IN KURAU VILLAGE, CENTRAL BANGKA Desa Kurau, located in Bangka Tengah Regency, Bangka Belitung Islands Province, has been inhabited by the Bugis community since the 1960s. As the second largest ethnic group after the Malays, the Bugis community coexists with the majority Malay population, adapting their cultural practices accordingly. This study aims to analyze communication patterns between Bugis and Malay communities in Desa Kurau using a qualitative approach through communication ethnography. The research findings indicate that transactional communication dominates interactions in Desa Kurau. This includes transcendent communication in religious rituals, interpersonal communication in marriages, and group communication during communal activities. The communication patterns of Bugis communities in Desa Kurau are heavily influenced by their cultural values and history. Bugis Bone and Wajo communities exhibit communication patterns emphasizing cooperation and equality within their groups, using distinct cultural language and symbols. Meanwhile, communication between Bugis and Bangka Malay communities shows dynamic cultural and linguistic adaptations to maintain harmonious relationships. To enhance harmony and cooperation, it is recommended that local government and educational institutions develop intercultural communication education programs and strengthen community discussion forums involving community leaders from both ethnic groups.

Abstract

In Indonesia, the activities of coming to the graves of ancestors of the Prophet are prevalent. It encompasses the trifecta of economy, culture and religion. Grave of Sheikh Abdul Muhyi in Pamijahan, Tasikmalaya is an instance of where such religious activities can be transformed into profit by the community. With the context of women and tomb visiting, this research aims to identify the nexus of spirituality, culture, and economic development through this practice. The study was qualitative and descriptive in nature. The researchers were purposefully engaged to select samples of three groups: pilgrims, local business operators, and tomb caretakers. A detailed questionnaire was developed for in-depth interviews, as well as observational techniques. Thematic analysis was employed as a qualitative data analysis approach. Results indicate that there is considerable economic activity stemming from the activities of pilgrimage. More than 230 traders depend on these centuries old traditions as they prepare food, gift articles as well as offer guiding and accommodation services. Islamic trading principles bring added value to such interactions where trust and justice prevail. It contributes in terms of revenue generation, growth of the informal sector and avenues for cultural preservation. As consequence of the migration streams for economic reasons local development through remittances and increased economic activities is also achieved. The pilgrimage tradition practised at Sheikh Abdul Muhyi’s Tomb clearly illustrates the juxtaposition of spirituality and economics and therefore can serve as a good example for culture based community development.

Abstract

This study analyzes the use of persuasive language in candidate pair name abbreviations as a political branding strategy in the 2024 regent and deputy regent elections in Indonesia. A netnographic approach was employed to examine digital interactions on social media, online news platforms, and campaign platforms, with data collected from January to November 2024. Thematic analysis was conducted to identify linguistic patterns, socio-cultural relevance, and public responses to candidate pair name abbreviations. The results indicate that elements of persuasive language, such as alliterations, acronyms, and metaphors, often create abbreviations that are memorable and emotionally resonant. Local social and cultural contexts also play a significant role, with candidate pairs adapting symbols or terms specific to their regions to gain voter sympathy. Public responses to these abbreviations vary depending on their relevance and appeal, with creative abbreviations generally receiving more positive interactions on social media. Consistent digital strategies, such as hashtags and interactive visual content, further enhance the effectiveness of political branding for candidate pairs. This research provides new insights into political communication in the digital era, particularly in the context of regional elections. The findings underscore the importance of integrating linguistic, social, and digital elements in building a compelling political image. Additionally, the study contributes to the literature on persuasive language and political branding while offering practical guidance for campaign teams in designing innovative communication strategies.
