Abstract

Chili is a strategic agricultural commodity that has high economic value and makes a real contribution to the national economy. The biggest problem in the chili trade system is price stabilization. Unstable prices occur when there is a change in supply volume. Based on BPS data in 2021, North Sumatra is the largest chili center outside Java with a contribution of 14.16%. Followed by West Sumatra and Aceh contributing 8.27% and 4.6% respectively. The center for red chili production in North Sumatra Province is Batu Bara Regency, which has an area of 982 ha with a productivity of 8 tons/hectare for red chilies, apart from Karo, Simalungun and Dairi. One way to overcome the chili problem in Batu Bara Regency is with the Rumah Produksi Bersama (RPB) program, which is a place for micro and small business actors to carry out joint production activities with similar product commodities, dependence on similar workforce skills, or the use of complementary technologies. Apart from that, RPB is a promotion for regional government investment in developing their region (Regional Branding) in addition to differentiating products and increasing value. For this reason, a Feasibility Study Method for the RPB KUKM for chili commodities in Batu Bara Regency, North Sumatra Province is needed, including through location, Production, Marketing, Financial and Management analysis as well as reviewing the regional image. Based on the results of the feasibility study, it was found that the location of the RPB is in chili, Lubuk Cuik Village, Limapuluh Pesisir District, Batu Bara Regency, North Sumatra Province, which is not far from the chili center in Batu Bara Regency. To achieve feasibility in accordance with the capabilities of RPB cutlery, it must be able to produce a minimum of 20 tons per month or around 240 tons per year with this production NPV, IRR and PP can be said to be feasible. Meanwhile, marketing is carried out B2B and B2C for potential offtakers, apart from building public-private partnerships and involving all key stakeholders, with the main player being the government.

Abstract

This study focuses on the role of corporate governance in mediating the relationship between the public sector, specifically government-owned hospitals, and financial performance during the COVID-19 pandemic. While there is existing research on corporate governance, there is limited attention given to the public sector and government hospitals in the context of the pandemic. The study highlights government hospitals as they are on the front lines of healthcare services during the pandemic and have experienced a significant influx of patients, particularly in COVID-19 referral hospitals. This has created financial challenges for hospitals, with increased workloads and disrupted cash flows. The objective of this study is to determine the extent to which corporate governance can help manage the financial difficulties faced by government hospitals during the pandemic. The findings of this research are expected to provide valuable insights for the government and hospital managers, aiding in the improvement of corporate governance and financial performance during emergencies such as the COVID-19 pandemic.

Abstract

The purpose of this study is to examine the legal certainty afforded to community organizations that commit extortion, as well as to analyze and propose criminal punishments against community organizations that commit extortion. The method utilized in this study is normative legal research, which is conducted in order to elicit the relevant data for the topic. The data used are secondary data and tertiary legal materials. The data analysis was conducted utilizing a qualitative method of legal analysis. According to the findings of this study, the government must be resolute in enforcing the law against a person who is a member and/or administrator of a community organization and who intentionally and directly or indirectly violates the provisions, including extortion, violence, and disturbing the peace and order. destroying public and social facilities, committing acts of hostility against ethnicity, religion, race, or class; engaging in separatist activities that jeopardize the Unitary State of the Republic of Indonesia's sovereignty; and adhering to, developing, and spreading teachings or understandings contrary to Pancasila. To ensure legal certainty for a person acting in conformity with existing legal provisions, Community Organizations are not an exception; on the contrary, Community Organizations lack legal certainty. Articles of extortion and threats as defined in Article 368 paragraph (1) of the Criminal Code (KUHP) criminal sanctions imposed on individual Ormas who commit the extortion crime specified in Article 368 of the Criminal Code still do not satisfy the community's sense of justice because the threats are only 9 (nine) years in prison, with no fines or other additional penalties to the organization concerned.

Abstract

This research discusses public perceptions regarding the extension of the village head’s term of office by 9 years in the Rambutan Subdistrict of Banyuasin Regency. In light of demonstrations by village heads demanding an extension of their terms, the researcher aims to understand how the community perceives this extension. The study aims to analyze public perceptions of extending the village head’s term from 6 to 9 years in the Rambutan Subdistrict of Banyuasin Regency. The research method used is descriptive qualitative. Data collection techniques involve interviews with village heads, community leaders, and residents. However, it’s important to note that while the majority of the community agrees with extending the village head’s term to nine years, this consensus doesn’t always imply positive impacts. Further analysis reveals that the agreement is primarily influenced by feudal societal norms, a lack of understanding about democracy, and limited political education.

Abstract

[EN] Jalan Jenderal Sudirman is one of the main streets in the city of Pekanbaru because some government agencies on this path as the office of Governor of Riau Province, the Mayor's office Pekanbaru and office of Bank Indonesia, Hospital, Central Shopping besides this road is also one of access to international airports Sultan Syarif Kasim II. Seeing the importance of the role of General Sudirman street, the Riau provincial government, through the Department of Public Works (PU) of Riau Province did the construction of two flyover or overpass on Jalan Sudirman to solve the congestion problem. Calculation of the performance analysis is first analyzed road capacity (C), traffic volume (Q), the degree of saturation (DS), free flow speed (FV) and the level of service (LOS). The study was conducted at the fly over (Sudirman-Jalan Imam Munandar) Pekanbaru city using several methods such as Indonesian Highway Capacity Manual (MKJI 1997) and literature materials of traffic engineering lectures. From the results of research on the current conditions in the fly over (Sudirman-Jalan Imam Munandar) Pekanbaru is the capacity of 5172.29 smp / hour, the traffic peak occurred on Tuesday, December 11, 2012 at 7:30 to 08:30 pm dititik C ie amounted to 3799.8 smp / h, the degree of saturation of 0.73, meaning that the level of performance of the Sudirman-Jalan Imam Munandar not exceed the value of the degree of saturation are still accepted ie <0.75. Service level Sudirman Jalan-Jalan Imam Munandar for V / C = 0.14 can be categorized on the level of service and that the current situation is still stable, where the speed of the vehicle is only occasionally disturbed by the presence of other vehicles, predicted the degree of saturation can not be maintained until 2013, this is evidenced by the number of 0.80 degree of saturation already above the required that more than 0.75 (DS≥0,75). To balance the rapid growth of traffic and the development of the region, should be improving the road to continue to support the comfort of road users in the traffic on the fly over (jalan Jenderal Sudirman-Jalan Imam Munandar).
