Abstract

Encroachment on the protected forest of the western slope of Mount Slamet reflects the tension between environmental conservation efforts and the economic needs of local communities. Since the reform era, approximately 154 hectares of protected forest area have been illegally converted into agricultural land. This article analyzes the state’s legal response to this issue using a normative juridical method and a conceptual approach based on Nonet and Selznick’s theory of responsive law. The findings indicate that government responses, particularly through Perum Perhutani, remain administrative and temporary, without follow-up policies capable of addressing the root socio-ecological problems, such as legal access to land and meaningful community participation in forest governance. The novelty of this study lies in its critical analysis of the delayed implementation of responsive law due to a policy vacuum in justice-oriented regulation, as well as its emphasis on the need to integrate environmental law, agrarian reform, and social forestry within a transformative legal framework. This study underscores that law should function not merely as an instrument of control, but also as a means of empowerment and sustainable ecological justice.

Abstract

Kemampuan mengingat kosakata bahasa Jepang pada mahasiswa angkatan 2024 Program Studi Pendidikan Bahasa Jepang Universitas Riau masih tergolong rendah. Untuk mengatasi hal tersebut, penelitian ini menggunakan media permainan tebak kata Hangman sebagai perlakuan. Tujuan penelitian ini adalah untuk mengetahui pengaruh penggunaan media permainan Hangman terhadap kemampuan mengingat kosakata mahasiswa. Penelitian ini menggunakan metode eksperimen kuantitatif dengan desain pretest-posttest control group design. Populasi penelitian adalah seluruh mahasiswa angkatan 2024 yang berjumlah 70 orang, sekaligus dijadikan sebagai sampel menggunakan teknik sampel jenuh. Data dikumpulkan melalui pretest, treatment, dan posttest, kemudian dianalisis menggunakan uji normalitas, uji homogenitas, dan uji Independent Sample T-Test. Hasil penelitian menunjukkan adanya pengaruh signifikan penggunaan permainan Hangman terhadap kemampuan mengingat kosakata mahasiswa. Hal ini dibuktikan dengan perolehan nilai sig. (2-tailed) sebesar 0,000, yang lebih kecil dari 0,05. Dengan demikian, dapat disimpulkan bahwa penggunaan permainan Hangman efektif meningkatkan kemampuan mengingat kosakata mahasiswa Program Studi Pendidikan Bahasa Jepang Universitas Riau angkatan 2024

Abstract

Land-related disputes in Indonesia frequently arise from specific parcels that become the source of conflicts concerning ownership rights and their utilization. This study aims to provide an in-depth analysis of the legal mechanisms governing the transfer of land ownership and the validity of land sale and purchase transactions conducted solely through receipts or private agreements. The research adopts a normative juridical method with a qualitative approach, combining the analysis of statutory regulations, a review of Bitung District Court Decision Number 49/Pdt.G/2025, and an extensive literature study. Data were obtained from primary, secondary, and tertiary legal sources, including statutes, case law, books, and scholarly journals. The findings reveal that the transfer of land ownership is closely linked to the validity of sale and purchase transactions conducted under private agreements. Although such transactions remain legally binding as civil agreements, they are administratively incomplete, thereby preventing the issuance of ownership certificates without additional procedures. These results underscore the necessity for diligence among parties involved and the critical role of Land Deed Officials (PPAT) in drafting authentic deeds. Ensuring compliance with these legal requirements enhances legal certainty, facilitates land registration, and helps prevent recurring land disputes.

Abstract

The transfer of land rights held by individuals to the state as the result of land acquisition for development in the public interest often gives problems in its implementation. One of those is the issue of the amount and form of compensation for the entitled parties. Specifically, this study discusses the procedure for submitting objections by the people communities and affected agencies as parties entitled to receive compensation due to land acquisition and questions the guarantee of justice and the realization of legal certainty in land acquisition’s implementation. This study uses a normative juridical method. Based on the research, it can be concluded that in the event of an objection regarding the amount and form of compensation, the entitled party can file an objection lawsuit with the district court and file a cassation appeal to the Supreme Court against the district court’s decision. Then, if the entitled party rejects the compensation after a cash payment offer has been made, the agency requiring the land can deposit the compensation money with the district court as consignment

Abstract

The Land Deed Official (Pejabat Pembuat Akta Tanah/PPAT) is a public official authorized to issue authentic deeds concerning specific legal actions, such as buying and selling and granting, which are crucial in guaranteeing legal certainty of land rights transfer in Indonesia. This research aims to analyze and evaluate the role of the PPAT in achieving legal certainty through a case study of the Supreme Court's Judicial Review (Peninjauan Kembali/PK) Decision No. 596 PK/Pdt/2020, which addresses a dual ownership dispute over land in West Jakarta. The research method used is normative juridical, involving the study of laws and regulations related to the PPAT and legal certainty, as well as an analysis of the judges' legal considerations in the decision. The results of the analysis indicate that this decision affirms the failure of the PPAT's role in performing its due diligence function. The Deed of Engagement to Sell and Buy (APJB) and the Deed of Sale and Purchase (AJB) created by the PPAT were declared invalid and without binding legal force, as they were based on a flawed process and involved a buyer who was deemed not a party acting in good faith. Consequently, the Right to Build (HGB) Certificate issued based on the deed was also revoked, and the rights of the legitimate owner were restored. The conclusion of this study is that the authentic deed created by the PPAT does not provide an absolute guarantee of legal certainty if the deed creation process violates legal provisions or disregards the principle of prudence. The PPAT bears legal and administrative responsibility for losses incurred due to their negligence, thus necessitating a tightening of standard procedures to ensure valid rights for the realization of legal certainty and protection for the public.

Abstract

This study aims to explore the experiences of Teacher Professional Education [TPE] students in applying literacy strategies in mathematics learning and evaluate their impact on students' understanding of mathematics concepts and literacy skills. Using a qualitative approach, this study involved TPE students of the Mathematics Education Study Program at Universitas Swadaya Gunung Jati Cirebon in batch 1 of 2023, selected through a purposive sampling technique. Data were collected through interviews and subsequently analyzed qualitatively, following systematic steps that included thematic mapping, pattern searching, category identification, and meaning interpretation. The findings show that the implementation of literacy strategies, such as visualization, discussion, and reading of mathematical texts, positively impacts students' understanding and engagement in mathematics learning.  Challenges encountered while integrating literacy strategies include time constraints and the selection of relevant materials.   However, a strong desire to learn and a commitment to constant evaluation helped to overcome these obstacles.. To promote future literacy strategies in mathematics education, actions such as teacher training, technology integration, curriculum adjustment, and appropriate reading materials are required.

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana desain bahan ajar berbasis kemampuan komunikasi matematis pada materi transformasi geometri untuk kelas XI SMA. Desain yang digunakan dalam penelitian ini adalah Didactical Design Research (DDR). Adapun subjek dalam penelitian ini adalah 31 siswa kelas XI MIPA 1 SMA N 8 Kota Cirebon untuk implementasi bahan ajar dan identifikasi learning obstacle 20 siswa kelas XI MIPA SMA N 8 Kota Cirebon untuk identifikasi learning obstacle dan kemampuan komunikasi matematis siswa. Hasil penelitian ini menunjukan bahwa terdapat 4 learning obstacle terkait materi transformasi yang telah ditemukan. Berdasarkan hasil validasi yang dilakukan oleh lima ahli diantaranya tiga dosen FKIP matematika Unswagati dan dua guru matematika SMAN 8 Kota Cirebon memperoleh rata-rata persentase keseluruhan sebesar dengan interpretasi sangat valid menyebabkan bahan ajar dapat digunakan dalam kegiatan belajar mengajar. Pada tahap metapedadidaktik peneliti melakukan implementasi bahan ajar dengan tujuan untuk mengetahui respons pengguna dengan uji praktikalitas untuk seorang guru matematika kelas XI MIPA 1 dan siswa kelas XI MIPA 1 berjumlah 30 siswa. Rata-rata uji praktikalitas guru sebesar dengan interpretasi sangat praktis. Sedangkan rata-rata uji praktikalitas siswa sebesar dengan interpretasi sangat praktis. Selain itu, pada tahap retrosfektif menunjukan berkurangnya learning obstacle siswa setelah pembelajaran dengan modul dan hasil analisis peningkatan kemampuan komunikasi matematis yang dihitung dengan menggunakan uji gain ternormalisasi. Berdasarkan data pretest diperoleh nilai rata-rata siswa sebesar 27,14. Sedangkan untuk hasil postest diperoleh nilai rata-rata 71,67. Adapun rata-rata peningkatan dengan uji gain pada kelas tersebut adalah dengan interpretasi sedang. Hal ini berarti terdapat peningkatan komunikasi matematis siswa setelah menggunakan modul transformasi geometri yang dibuat oleh peneliti.

Abstract

Introduction: This community service activity is motivated by the condition of land data in Pekuncen Village, Banyumas Regency, Central Java Province, which is obsolete both physically and substantively. This condition has resulted in disorderly village land administration that has led to legal cases involving village officials. Such disorder is caused by limitations in human resources in mastering appropriate technology.Purposes of The Devotion: The purpose of this community service is to provide appropriate technology transfer for updating village land data in order to achieve orderly village land administration and legal certainty.Method of The Devotion: The methods used include socialization, mentoring, and monitoring and evaluation of activity outcomes to support sustainability.Results Main Findings of the Devotion: The results of this community service demonstrate a significant impact on improving the capacity of village officials’ human resources through a series of activities that serve as solutions to the identified problems, namely: 1) enhanced understanding of village officials regarding valid documents as the basis for the history of land ownership; 2) improved mastery of computerized administration of juridical land data to ensure greater accuracy and effectiveness in addressing physical document issues of the Letter C Book, which is no longer feasible and contains many torn or missing pages; and 3) improved capacity in managing the administration of juridical land data renewal.
