Abstract

Latar Belakang : Pemerintah menggunakan kebijakan fiskal untuk mengatur perekonomian melalui pengaturan pendapatan dan belanja negara. Tujuan : Studi ini menyelidiki bagaimana kebijakan fiskal mempengaruhi pertumbuhan ekonomi Indonesia, khususnya selama tahun 2020–2025 yang penuh tantangan, seperti pandemi COVID-19 dan mempengaruhi global. Metode : Untuk menyelidiki literatur, digunakan pendekatan deskriptif kualitatif berdasarkan data sekunder dari buku, jurnal, dan laporan resmi. Hasil dan Pembahasan : Kajian menunjukkan bahwa melalui belanja infrastruktur, subsidi, bantuan sosial, dan reformasi pajak, kebijakan fiskal sangat membantu pemulihan perekonomian, mengendalikan inflasi, meningkatkan daya beli, dan kesejahteraan masyarakat. Namun, tingkat koordinasi dan implementasi lembaga juga mempengaruhi kinerja kebijakan fiskal. Kesimpulan : Studi ini menekankan bahwa kebijakan fiskal yang adaptif, berkelanjutan, dan inklusif sangat penting untuk mencapai pertumbuhan ekonomi yang merata dan stabil dalam jangka panjang.

Abstract

This study examines the synergy between the National Sharia Board (Dewan Syariah Nasional, DSN) and the Financial Services Authority (Otoritas Jasa Keuangan, OJK) in developing sharia financial regulations in Indonesia. Employing a qualitative research approach, the study focuses on data obtained from semi-structured interviews with three informants, comprising a DSN representative, an OJK official, and a sharia finance expert. Key findings reveal the importance of collaborative decision-making, role clarity, structured communication mechanisms, and capacity building in ensuring effective regulation. However, challenges such as delays in policy integration and difficulties in addressing financial technology innovations persist. This research highlights the critical role of synergy between religious and regulatory institutions in fostering the growth of the sharia finance sector, positioning Indonesia as a global leader in Islamic finance.

Abstract

This study aims to describe the role of Dompet Dhuafa Cirebon as a non-profit organization in developing Islamic philanthropy in the local area. Using a descriptive qualitative approach and case study, data were obtained through documentation from various sources such as official websites, activity reports, and news articles. The results of the study show that Dompet Dhuafa Cirebon runs various strategic programs such as Kampung Ternak, Tani Padu, Wakaf Sumur, Sewing Training for Dhuafa Widows, and Family-Friendly Homecoming Posts. These programs do not only focus on direct assistance, but also on empowering the community's economy and increasing social awareness. The philanthropic activities carried out reflect Islamic values ​​in helping others and utilizing digital technology to expand the reach of services. This study shows that the existence of philanthropic institutions such as Dompet Dhuafa has an important role in supporting community welfare and strengthening social solidarity based on Islamic values.

Abstract

Regulation PER-05/PJ/2019 is a fiscal regulation issued by the Directorate General of Taxes (DJP) as an effort to strengthen the governance and accountability of zakat institutions in Indonesia. This regulation governs the procedures for issuing certificates for zakat management institutions so that the zakat paid by muzakki can be deducted from gross income for tax purposes. This study aims to analyze how PER-05/PJ/2019 is implemented by zakat institutions, the extent to which this regulation enhances reporting and transparency, and the various obstacles encountered during its implementation. With a qualitative approach and descriptive method, this research found that PER-05/PJ/2019 encourages zakat institutions to meet administrative requirements, conduct external audits, and perform regular financial reporting, thereby enhancing professionalism and public trust. However, the main challenges are still faced by small zakat institutions, such as limited human resources and financial information systems. Nevertheless, this regulation opens up opportunities for zakat institutions to become more professional, transparent, and accountable, as well as strengthening the integration between the zakat and tax systems in Indonesia.

Abstract

This study investigates the impact of e-learning and the campus environment on students' learning motivation and interest, as well as the mediating role of learning motivation. Using a quantitative causal methodology, the research involved 100 undergraduate students from Undiknas Denpasar, with data collected via questionnaires. Analysis was conducted using Microsoft Excel on responses from 130 students in various engineering disciplines through Google Forms. Findings reveal a significant positive effect of e-learning and the campus environment on learning motivation, with 46% of respondents highly satisfied with E-Learning (E-Campus UPB), 50% satisfied with campus facilities, 59% stating that media and facilities support their motivation, and 49% acknowledging the influence of these factors on their learning interest at the Faculty of Engineering UPB Cikarang.

Abstract

This study uses a qualitative literature review methodology to examine the influence of local philanthropy on the formation and sustainability of social welfare systems in Indonesia. Local philanthropy has flourished through religious teachings, cultural values, and community-oriented charitable acts since before colonialism. It has become an essential component of the social framework for addressing poverty, natural disasters, and social injustice. This study examines the evolution of traditional local philanthropic organizations, including zakat, infaq, waqf, gotong royong, and village barns, into a structured and formal framework. The study shows that, in addition to strengthening the national welfare system, local philanthropy pursues strategic goals aimed at increasing social capital and fostering citizen unity. This research shows that the revitalization of local philanthropic principles can significantly replace the establishment of an inclusive, dynamic, and sustainable social welfare system in Indonesia.

Abstract

Zakat and waqf are two essential instruments in Islamic teachings that hold great potential in supporting philanthropic activities and social development. This study aims to understand the various types of zakat an d waqf and how their management can be effectively integrated into modern philanthropic practices. Using a qualitative approach with literature review methods, this research explores the concepts, types, and management practices of zakat and waqf in socio-religious and economic contexts. The findings indicate that zakat includes several types such as zakat fitrah, zakat mal, and professional zakat, while waqf comprises productive waqf, cash waqf, and fixed asset waqf. In philanthropic management, both instruments require professional, transparent, and accountable governance to maximize their social impact. The integration of zakat and waqf into modern philanthropic systems not only strengthens the role of religious institutions but also contributes to poverty alleviation and sustainable development.

Abstract

Evaluating social assistance data plays a crucial role in determining recipient eligibility and optimizing resource allocation. However, a major challenge lies in selecting the most relevant features without clear knowledge of their impact. Recursive Feature Elimination (RFE) is a widely used method for feature selection, but it requires predefined decisions on the number of features to retain—often causing uncertainty among practitioners. This study proposes a novel approach called K-Optimal Recursive Feature Elimination (KRFE) to enhance unsupervised learning in social assistance data evaluation. KRFE modifies the standard RFE by introducing a stopping criterion based on repeated performance-weight evaluations using K-Means and K-Medoid clustering models. The optimal number of features (k) is determined by analyzing feature distance and integrating unsupervised weighting to assign importance scores. A case study was conducted on a complex social aid dataset. The process includes model training, separation value computation, feature ranking, and elbow-point analysis to identify the optimal K. Results show that the optimal feature set is achieved when k = 3, yielding a separation score of 0.8 with K-Means and 1.0 with K-Medoid. Furthermore, KRFE with K-Medoid converged in only 4 iterations compared to 10 with K-Means, indicating improved efficiency. These findings confirm that KRFE can effectively identify the optimal feature subset and that K-Medoid enhances RFE performance in unsupervised contexts involving complex datasets.

Abstract

Kemampuan untuk mengelola dan menganalisis data menjadi sangat penting di era informasi saat ini, terutama dalam industri yang memerlukan pengambilan keputusan berdasarkan data yang kompleks dan beragam. Studi ini bertujuan untuk mengevaluasi efektivitas dua algoritma pengelompokan, yaitu K-Means dan Fuzzy C-Means, dalam mengelompokkan data balita untuk mengidentifikasi pola pertumbuhan dan kondisi kesehatan. Dengan menggunakan Silhouette Index sebagai alat evaluasi, penelitian ini menganalisis kualitas clustering dari kedua algoritma tersebut. Data penelitian dikumpulkan dari survei lapangan di Posyandu pada tahun 2024, mencakup 700 balita dengan indikator utama yaitu nama, berat badan, dan tinggi badan. Data ini kemudian diproses menggunakan algoritma K-Means dan Fuzzy C-Means, dengan hasil validitas melalui Silhouette Index untuk menetapkan total cluster yang paling efisien. Hasil penelitian memperlihatkan bahwa algoritma FCM memiliki nilai validitas tertinggi yaitu 0.564 yang memiliki jumlah cluster optimal yaitu dua cluster, dibandingkan dengan algoritma K-Means yang mempunyai nilai validasi sebesar 0.563. Kesimpulan penelitian ini memperlihatkan algoritma Fuzzy C-Means lebih efektif untuk menentukan kelompok data balita dibandingkan dengan K-Means. Hasil ini diharapkan bisa memberikan kontribusi terhadap pengembangan kebijakan dan program kesehatan anak yang lebih baik, dengan pemahaman yang lebih mendalam mengenai pola pertumbuhan dan kondisi kesehatan balita. Untuk penelitian selanjutnya, disarankan menggunakan data terbaru dan membandingkan dengan metode clustering lainnya untuk mendapatkan hasil yang lebih komprehensif.

Abstract

The development of fintech, on the one hand, has facilitated transaction activities, but on the other, it also raises many problems that arise in Indonesian society. This is especially the case in peer-to-peer lending (P2PL). Based on the phenomenon that people who use pinjol have problems like being arrested, paying off their debts with hole-covering holes, and some committing suicide. This research aims to make the public aware of the importance of Shariah fintech literacy so that it is not easily affected by online loan offers, both legal and illegal. This method uses qualitative methods because the process is carried out by analyzing and studying the theory of the role of fintech literacy and phenomena related to online loan cases that occur in Indonesian society indirectly from secondary data. The results of this study show that the more a person understands the fintech literacy of Shariah, the more they will be protected from the negative impact of online loans, both legal and illegal.
