Abstract

This study aims to analyze the effectiveness of training programs implemented at the Gunungsitoli City Regional Disaster Management Agency (BPBD) and identify training needs to improve employee performance. This study uses a descriptive qualitative approach with data collection techniques through in-depth interviews with six key informants, namely the Head of the Service, the Secretary of the Service, the Head of the General and Personnel Sub-Division, the Head of the Prevention and Preparedness Division, the Head of the Emergency and Logistics Division, and the Head of the Rehabilitation and Reconstruction Division. Data analysis was carried out using the Miles and Huberman model through the stages of data reduction, data presentation, and conclusion drawing, and supplemented with thematic analysis to identify patterns and main themes from the interview data. The research results show that the training program implemented by the Gunungsitoli City Regional Disaster Management Agency (BPBD) has had a positive impact on improving technical skills, response speed, mental preparedness, and employee confidence. Existing training is largely relevant to dominant disasters such as floods and landslides. However, the effectiveness of the training remains limited due to its short duration, limited facilities, disparities in training access among employees, and a lack of systematic evaluation mechanisms. Identification of training needs revealed the need for multi-hazard training, improved decision-making and inter-agency coordination skills, mental preparedness, utilization of the latest technology, and more realistic field simulations. The conclusion of this study confirms that training at the Gunungsitoli City Regional Disaster Management Agency (BPBD) has contributed to improving employee performance, but still requires strengthening aspects of needs-based planning, extending training duration, improving evaluation, and providing support for facilities and the organizational environment. The researchers recommend the need for a holistic capacity-building approach to strengthen the capacity of individuals, organizations, and the supporting environment in disaster management.

Abstract

Employee training and development is a crucial function in human resource management that directly contributes to improving the quality of public services. At the Gunungsitoli Utara Sub-district Office, public services are at the forefront of government-community interactions, making employee competency crucial to service effectiveness. However, initial observations indicate that training and development activities at the office are limited and not systematically designed, potentially compromising service quality. This study aims to analyze the implementation of employee training and development and its impact on the effectiveness of public services at the Gunungsitoli Utara Sub-district Office. The method used is descriptive qualitative through interviews, observations, and documentation studies. The results show that training has been implemented through city and sub-district government programs, but still faces obstacles such as limited time, budget, materials that do not fully meet needs, and a lack of post-training evaluation. As a result, employee competency improvement is not optimal, so that public services are still hampered by speed, affordability, and public satisfaction. It is concluded that training needs to be designed more systematically, based on needs, supported by adequate resources, and equipped with continuous evaluation.

Abstract

This study aims to analyze the role of sub-district head leadership in improving the effectiveness of government program implementation at the North Mandrehe District Office, West Nias Regency. The study used a descriptive qualitative approach, with data collection methods including observation, in-depth interviews, and documentation. The research informants consisted of the sub-district head, sub-district secretary, section heads, sub-district staff, and village heads. The research results show that sub-district leadership plays a significant role in increasing the effectiveness of government programs through the application of a participatory and collaborative leadership style. The sub-district head functions as a coordinator, motivator, facilitator, and supervisor in program implementation, involving sub-district officials and the community at every stage of planning, implementation, and evaluation. The contribution of leadership is seen in improved cross-stakeholder coordination, accelerated program realization, more optimal resource management, and increased staff motivation. However, program implementation still faces several challenges, including limited infrastructure, regional accessibility, human resource capacity, and low community participation in several villages. This study concludes that adaptive, communicative, and participatory sub-district leadership can improve the effectiveness of government programs at the sub-district level. Therefore, strengthening leadership capacity and increasing synergy among stakeholders is necessary to achieve more optimal public services and regional development.

Abstract

This Community Service Program was conducted at SMP Swasta Muhammadiyah 32 Gunungsitoli with the aim of enhancing students' understanding of digital literacy and introducing artificial intelligence (AI) in daily life. Through interactive material delivery, discussions, and hands-on practice using AI-based applications, students were guided to grasp basic AI concepts, its benefits and risks, and its application in learning processes. The results showed that students were able to understand AI’s role in supporting education, distinguish between AI-generated and human-created images, and express curiosity about issues related to digital ethics and data security. A reflective approach was also employed by allowing students to ask questions and share critical perspectives. This activity demonstrated that an appropriate educational approach can foster responsible digital awareness from an early age, while also preparing young generations to face the challenges of the digital era.

Abstract

The Family Hope Program (PKH) is an initiative of the Indonesian government aimed at reducing poverty through conditional cash transfers. The program is designed to improve poor families’ access to health, education, and social welfare services. However, despite its implementation, there are still indications of targeting inaccuracies in the distribution of assistance, such as benefits received by households that do not meet the criteria, while eligible families remain unregistered. This study employs a qualitative method with a case study approach to gain an in-depth understanding of the targeting accuracy of PKH assistance distribution in Gunungsitoli City. The case study method was chosen as it allows the researcher to comprehensively explore how PKH assistance is distributed, how beneficiary criteria are applied, and what factors influence the program’s effectiveness in achieving its intended goals. The findings reveal that the targeting accuracy of PKH assistance distribution in Gunungsitoli City is relatively good, although several challenges remain. The study identifies key factors that potentially reduce targeting accuracy, including delays in data updating, limited inter-agency coordination, low beneficiary awareness in reporting changes, and the shortage of facilitators. To improve targeting accuracy, the Social Service Office of Gunungsitoli has undertaken efforts such as periodic data verification and validation, strengthening coordination among stakeholders, and encouraging greater community participation.

Abstract

This study aims to analyze Human Resource Management (HRM) strategies in improving employee performance at the Regional Disaster Management Agency (BPBD) of Gunungsitoli City. The focus of the study includes the HRM strategies implemented, the challenges encountered in their implementation, and the optimization efforts undertaken to enhance employee performance. This research employed a qualitative approach with a descriptive research design. The informants consisted of the Head of BPBD, the Head of the General Affairs and Personnel Subdivision, and several division heads directly involved in human resource management. Data were collected through interviews, observations, and documentation. Data analysis was conducted using the Miles, Huberman, and Saldaña model, which includes data reduction, data display, and conclusion drawing. The findings indicate that HRM strategies at BPBD Gunungsitoli City are implemented through organizational structure strengthening, employee competency development through training and disaster simulation programs, competency-based job assignments, performance evaluation using work performance indicators, and the utilization of technology in personnel administration. However, the implementation of these strategies still faces several challenges, including budget limitations, the lack of continuous training programs, inadequate reward systems, promotion practices that are not fully competency-based, the absence of an integrated personnel information system, and a work culture that has not fully embraced professionalism and collaboration. Optimization efforts required include the development of a competency development roadmap, enhancement of the quality and frequency of training programs, strengthening performance-based reward and promotion systems, digitalization of HR management processes, and fostering a professional and performance-oriented work culture. This study concludes that the HRM strategies implemented by BPBD Gunungsitoli City have contributed to improving employee performance. However, further improvements are needed through competency enhancement, the implementation of a merit-based system, and the utilization of information technology to support organizational effectiveness in carrying out disaster management responsibilities.
