Abstract

This study aims to analyze the role of leadership style in creating effective working relationships in Hilibadalu Village. The study used a qualitative approach with descriptive methods. Research informants consisted of the village head, village officials, and community leaders selected using purposive sampling. Data collection techniques were carried out through in-depth interviews, observation, and documentation. Data analysis used the Miles and Huberman model, which includes data reduction, data presentation, and conclusion drawing. Data validity was maintained through triangulation of sources and techniques. The results showed that a leadership style that tends to be authoritarian, less communicative, and often blames subordinates has a negative impact on working relationships. This condition is characterized by closed communication, low trust, and weak cooperation between village officials. This study concluded that the implementation of a more democratic and participatory leadership style is necessary to create effective working relationships, improve cooperation between village officials, and support improved performance and quality of service to the community.

Abstract

ABSTRACT This study aims to analyze the competency development policy implemented to improve employee performance at the Sirombu Sub-district Office. The research method used is qualitative with data collection techniques through in-depth interviews with relevant employees. The results of the study indicate that the implemented competency development policy has had a positive impact on improving employee performance, although several obstacles were still found such as limited resources and a lack of structured training. The conclusion of this study is that the competency development policy needs to be strengthened with more consistent training support and regular evaluations so that employee performance can continue to improve significantly. The results of the study indicate that the sub-district office has improved training and competency development programs and conducted regular monitoring to ensure the effectiveness of the implemented policies.

Abstract

Improving the performance of Village-Owned Enterprise (BUMDes) managers is a crucial foundation for realizing independent and competitive villages amidst the increasingly rapid flow of global digitalization. BUMDes managers are expected to possess more than just technical skills in managing business units. However, reality shows that BUMDes managers still face challenges in managerial aspects and digital literacy, which impact low productivity. This study uses a qualitative approach with descriptive methods. The purpose of this study is to analyze the performance of Bumdes Global Bintang Timur managers in utilizing digital technology. The qualitative approach was chosen because it can provide an in-depth understanding of the phenomena occurring in the field, particularly related to how digital technology is utilized by these Bumdes managers. Interviews with BUMDes Global Bintang Timur managers revealed that the use of technology in business management is still limited and tends to be manual. The process of recording and reporting finances is still carried out conventionally using notebooks and simple spreadsheets such as Excel. Although familiar with several digital applications, managers have not actively integrated technology into all BUMDes operational processes. The performance of BUMDes Global Bintang Timur managers in utilizing digital technology is still suboptimal. The main obstacles include low digital literacy, minimal training, the absence of digital SOPs, and limited infrastructure. A strategy is needed to increase human resource capacity, technical assistance, and utilize technology to support the efficiency and transparency of BUMDes management.

Abstract

This research aims to provide a partial analysis of the impact of work ethics in supporting organizational transformation and to determine the factors that hinder work ethics in supporting organizational transformation in the Gunungsitoli City Satpol PP. In conducting this research, the type of research used is a descriptive qualitative research method, the data collection techniques used in this research are observation, interviews and documentation. The researcher carried out direct observations in the field to find out the behavior and meaning of the behavior being studied and then the researcher conducted interviews to obtain as much data or information as possible and as clear as possible from the research subjects, namely key informants and supporting informants. The data analysis techniques used by researchers are data collection, data reduction, data presentation, and drawing conclusions. Based on the research results, it was concluded that the implementation of the responsibilities of the Gunungsitoli City Civil Service Police Unit members had been carried out quite well. However, there is still something that needs to be improved by several members of the Gunungsitoli City Satpol PP who still have not demonstrated a positive work ethic, namely work discipline and perseverance.

Abstract

Infrastructure development is one of the main indicators of a region’s overall development success. Adequate infrastructure plays a strategic role in enhancing regional connectivity, accelerating the distribution of goods and services, and expanding public access to essential facilities. Various efforts have been made by the local government to improve work systems and accelerate development; however, several challenges remain, such as inadequate planning, limited human resources, and suboptimal supervision effectiveness. Based on these conditions, this study aims to analyze the change management strategies implemented, identify the challenges encountered, and examine the efforts made to improve infrastructure services by the Department of Public Works and Spatial Planning (PUTR) of Gunungsitoli City. This research employs a qualitative descriptive method with data collection techniques including observation, in-depth interviews, and documentation. The research informants consist of leaders, structural officials, and community members who benefit from infrastructure services. The results indicate that the change management strategies implemented by the PUTR of Gunungsitoli City have shown positive progress, although not yet fully optimal. Constraints such as limited planning data, delays in material distribution, and gradual adaptation of employees to digital systems still occur. Improvement efforts are carried out through strengthening cross-sector coordination, utilizing data-based information systems, and continuous human resource development to ensure infrastructure services become more effective and well-targeted.

Abstract

This study aims to analyze human resource competencies in improving employee performance at the Communication and Information Agency of Gunungsitoli City. Employee competencies, both in terms of technical knowledge, communication skills, and work attitudes, are important factors in determining the success of implementing government duties, especially in the digital era and the implementation of the Electronic-Based Government System (SPBE). This study uses a qualitative approach with data collection techniques through in-depth interviews, observation, and documentation. The results show that most employees have adequate technical skills in operating information technology devices, and demonstrate discipline and responsibility in carrying out their duties. The Communication and Information Agency has also exceeded several strategic performance targets, including improving digital services, public participation, and increasing the SPBE index value. This study recommends the importance of increasing regular training, updating digital infrastructure, and strengthening the competency-based performance evaluation system. Overall findings indicate that the development of HR competencies has a significant contribution to achieving effective, efficient, and adaptive institutional performance to the demands of the digital era.

Abstract

This research aims to examine and analyze the influence of brand image on the purchasing decisions of students at the Faculty of Economics, Nias University, in the context of online shopping. The background of this study stems from the rapid growth of e-commerce in Indonesia, which has significantly changed consumer shopping behavior, particularly among students who are highly adaptive to digital technology. In online shopping situations, where consumers cannot physically assess the product, brand image becomes one of the main factors influencing consumer trust, perceived quality, and confidence in making purchasing decisions. The type of research employed is quantitative research with a survey approach. The study population consisted of 1,959 active students of the Faculty of Economics, Nias University, with a sample of 95 respondents determined using the Slovin formula. Data were collected using a Likert-scale questionnaire covering brand image indicators (strength, favorability, and uniqueness of brand association) as well as purchasing decision indicators (problem recognition, information search, evaluation of alternatives, purchase decision, and post-purchase behavior). The data were analyzed using validity and reliability tests, simple linear regression analysis, t-test, and determination test with the aid of SPSS software. The results of the study indicate that brand image has a positive and significant effect on students' purchasing decisions in online shopping. This finding implies that the stronger the brand image, the higher the tendency of students to make online purchases. Therefore, companies or online businesses need to develop and strengthen their brand image through consistent marketing communication strategies, clear product information, and credible brand reputation to increase consumer loyalty and purchase intention.

Abstract

This study examines the challenges faced in the implementation of digital-based recruitment and selection for the State Civil Apparatus (ASN) at the Human Resources Development and Personnel Agency (BKPSDM) of North Nias Regency. The transition from manual procedures to the SSCASN digital platform aims to improve transparency, efficiency, and accuracy in public-sector recruitment. However, digital transformation in an island-based region presents several obstacles. This qualitative research adopts a descriptive approach, collecting data through in-depth interviews, observation, and documentation involving BKPSDM officials, system operators, and applicants. The findings reveal that digital recruitment has enhanced accountability, reduced administrative errors, and improved information accessibility. Nonetheless, major challenges persist, including unstable internet connectivity, limited technological infrastructure, inadequate digital competencies among staff and applicants, system errors during peak registration periods, and gaps in data validation between online and manual documents. These challenges affect the smoothness of the recruitment cycle and require strategic interventions. The study concludes that although digital recruitment strengthens governance and meritocracy, its success depends on improving infrastructure, enhancing human resource capacities, and strengthening technical support systems. Recommendations include capacity-building programs, system refinement, and multi-stakeholder collaboration to ensure sustainable digital transformation.

Abstract

This study investigates the implementation of a competency-based training policy and its effect on employee performance at the Health Office of North Nias Regency. Using a qualitative descriptive approach, primary data were gathered through in-depth interviews, direct observation, and document review involving managerial and operational staff. Analysis followed an interactive model of data reduction, display, and conclusion drawing. Findings indicate that competency-based training has positively influenced technical skills, job knowledge, motivation, work discipline, task execution, and responsibility in public service delivery. Nevertheless, the implementation is constrained by limited training budgets, inadequate facilities and infrastructure, unequal training opportunities, insufficient post-training evaluation and follow-up, and heavy operational workloads that reduce training participation. The study concludes that competency-based training contributes to improved employee performance when supported by comprehensive planning, sufficient resources, systematic evaluation, and institutional commitment. Recommendations include strengthening budgetary allocations, upgrading training facilities, implementing structured post-training evaluation, and aligning training programs more closely with job-specific competency needs.

Abstract

Pengembangan kapasitas sumber daya manusia (SDM) merupakan faktor penting dalam meningkatkan daya saing Usaha Mikro, Kecil, dan Menengah (UMKM). Di Kabupaten Nias, berdasarkan data Dinas Koperasi, UMKM dan Ketenagakerjaan Kabupaten Nias tahun 2025, terdapat 2.821 usaha mikro dan 10 usaha kecil yang aktif. Meskipun memiliki potensi ekonomi yang besar, sebagian besar UMKM masih menghadapi berbagai kendala, seperti rendahnya kompetensi manajerial, keterbatasan literasi digital, lemahnya inovasi produk, serta terbatasnya jejaring kemitraan. Penelitian ini bertujuan menganalisis collaborative governance sebagai strategi pengembangan kapasitas SDM UMKM berbasis kearifan lokal di Kabupaten Nias. Penelitian menggunakan pendekatan kualitatif dengan desain studi kasus. Informan penelitian dipilih secara purposive sampling yang melibatkan pemerintah daerah, perguruan tinggi, pelaku UMKM, komunitas, dan lembaga keuangan. Data dikumpulkan melalui wawancara, observasi, dan studi dokumentasi, kemudian dianalisis menggunakan model interaktif Miles, Huberman, dan Saldaña. Hasil penelitian menunjukkan bahwa implementasi collaborative governance telah terwujud melalui komunikasi, koordinasi, pelatihan, dan pendampingan antarpemangku kepentingan, namun pelaksanaannya belum optimal karena masih didominasi oleh pemerintah, koordinasi lintas sektor belum berkelanjutan, serta partisipasi aktor nonpemerintah dalam pengambilan keputusan masih terbatas. Penelitian ini juga menemukan bahwa nilai-nilai kearifan lokal, seperti gotong royong, musyawarah, solidaritas, dan kekeluargaan, berperan sebagai modal sosial yang memperkuat kepercayaan, partisipasi, dan kolaborasi dalam pengembangan kapasitas SDM UMKM. Oleh karena itu, penguatan forum kolaborasi yang inklusif dan integrasi kearifan lokal dalam program pemberdayaan menjadi strategi yang penting untuk meningkatkan daya saing UMKM di Kabupaten Nias.
