Abstract

This Policy Paper provides an overview of the main policy studied, namely the low synergy of research programs at UIN Sumatera Utara Medan based on community and industry needs, which directly hampers the effectiveness and impact of research outputs. This problem is rooted in three policy factors: 1) research orientation gap; 2) lecturer evaluation system that prioritizes journal publication; and 3) national regulatory pressure and institutional accreditation targets. This failure of synergy is caused by perverse policy incentives, where lecturers rationally choose quickly measurable outputs (publications) over impactful outputs (downstream), a phenomenon reinforced by metrics fixation and relevance-rigour trade-off. This study uses a descriptive qualitative method with a policy analysis approach. Data were collected through a study of statutory regulatory documents (UU, PMA) and technical guidelines at UIN Sumatera Utara Medan, reinforced by theoretical and conceptual literature studies (triple helix model, principal-agent theory, and user-centric research). The evaluation of alternative policies was conducted comparatively using William N. Dunn scoring analysis based on the criteria of effectiveness, efficiency, adequacy, equity, and responsiveness. Dunn's analysis identified that mandatory stakeholder engagement in research proposals is a highly effective and responsive alternative. Therefore, it is recommended that the Rector of UIN Sumatera Utara Medan issue a Rector's Decree requiring evidence of stakeholder engagement (community or industry) in every internally funded research proposal. This recommendation aims to address the root cause of distorted incentives by forcing a shift in research behavior from a publish-only focus to demand-driven and impact-oriented research.

Abstract

This study aims to analyze the role of teachers in implementing social rehabilitation guidance for deaf students at SLB Negeri 1 Sinjai. The study used a qualitative approach with data collection techniques through interviews, observation, and documentation. The research subjects were teachers directly involved in the learning and guidance of deaf students. The results of the study indicate that teachers have a very strategic role not only as teachers, but also as guides, facilitators, and supporters of students' social-emotional development. Rehabilitation guidance is carried out through the use of sign language, visual media, and an individual approach according to the students' needs. In addition, teachers also play a role in building communication with parents to support optimal student development. Despite various obstacles such as limited facilities, differences in student abilities, and a lack of professional staff, teachers continue to strive to overcome these through creativity and collaboration. The use of sign language has proven effective in improving communication, understanding, and self-confidence of deaf students in the learning process.

Abstract

Background: Dengue Hemorrhagic Fever (DHF) remains a major public health problem in tropical regions, including Indonesia, due to high morbidity rates and environmental factors that support mosquito breeding. This study aimed to determine the influence of nurses and teachers in health education on changes in dengue prevention behavior in schools. Methods: This research used a single-group pretest-posttest experimental design with 90 respondents selected purposively. Changes in knowledge and behavior were assessed before and after the intervention. The intervention involved health education on dengue prevention, focusing on the 3M Plus method: draining, covering, recycling, and using larvicide. Results: The results showed a significant increase in the proportion of respondents with good preventive behavior, rising from 15.6% in the pretest to 91.1% in the posttest (p-value = 0.000). This indicates that health education significantly improves public knowledge and encourages positive behavioral changes in dengue prevention. Conclusion: Health education significantly improves dengue prevention behavior, raising good practices from 15.6% to 91.1%. Sustained community involvement and policy support are crucial for lasting impact.

Abstract

This study aims to analyze the differences in the financial performance of PT Pertamina Geothermal Energy Tbk before and after the disclosure of the fuel adulteration case involving its parent company. This research employs a quantitative comparative approach using quarterly financial statement data from 2024–2025. The analysis was conducted using descriptive statistics and the Wilcoxon Signed Rank Test. The results show that descriptively, most financial ratios experienced a decline, particularly in profitability and activity ratios, along with a decrease in liquidity and a slight increase in solvency. However, the Wilcoxon test results indicate that these changes are not statistically significant. These findings suggest that despite reputational pressure from the parent company’s crisis, the company’s financial performance remains relatively stable. The limited sample size is also considered a factor influencing the results
