Abstract

This study examines public behavior in adopting e-government services through the Mobile JKN application in the Jakarta area as a form of digitalization of public services in the health sector. The adoption of this application reflects the dynamics of the relationship between the state and citizens in the context of bureaucratic modernization, as well as the extent to which the public is willing and able to accept digital innovations offered by the government. This study aims to analyze the factors that influence the use of Mobile JKN and identify the obstacles faced by the community. A qualitative approach with a literature study method was used to collect data from relevant secondary sources, then analyzed descriptively. The results of the study indicate that the level of digital literacy, quality of application services, and social and cultural factors are the main determinants of adoption behavior. Obstacles such as lack of socialization, limited access to technology, and negative perceptions of government digital services also hamper the process of digitalization of services. This study contributes to the development of political science, especially in understanding the relationship between the state and society in digital public policy and the importance of a participatory approach in the transformation of public services.

Abstract

This study aims to analyze the challenges in implementing e-Samsat as a form of digitalization of motor vehicle tax services in Jakarta. E-Samsat is an information technology-based public service innovation designed to simplify the online tax payment process, improve the efficiency of public services, and support local government transparency and accountability. This research uses a descriptive qualitative method with a literature study, which examines various sources such as scientific journals, policy reports, and related articles. The results show that challenges in implementing e-Samsat can be categorized into internal and external challenges. Internal challenges include limited technological infrastructure, weak system integration between agencies, dependence on one bank partner, and concerns over data security. Meanwhile, external challenges include the low digital literacy of the community, the lack of government socialization, and the tendency of the community to continue using conventional methods or intermediary services. This research confirms that the successful implementation of an online tax system depends not only on technological readiness, but also on the government's active role in building digital education and strengthening cross-sector collaboration. An adaptive and participatory policy approach is needed so that this program can embrace all levels of society, especially groups that are not familiar with online taxation.

Abstract

Internet usage in Indonesia has reached 212 million individuals as of February 2025. This indicates the need for the government to innovate and use technology to implement good governance. One of the problems in Indonesia is the low literacy of the community, and one of the causes is the lack of affordable access to books due to high prices. Through the Indonesian National Library, the Indonesian government has created the iPusnas application, a digital public library. However, technological innovation always faces the challenge of the digital divide. Through this research, the author examines the digital divide in the utilization of iPusnas by students of the National Development University “Veteran” Jakarta (UPNVJ) using digital divide theory. With a qualitative method, the author uses primary data through interviews with UPNVJ students from all faculties to explore the subjective experience of each informant. The result of the research is that most interviewees do not know the application, even though they have sufficient technology to access it. This requires a solution in the form of greater socialization from the application manager to the community through social media or direct socialization.

Abstract

Digital transformation through the implementation of E-Government aims to create efficient, transparent and accountable governance. However, in practice, this process is often hampered by corrupt practices that undermine the spirit of digitalization. This research examines the impact of the Ministry of Communication and Information Technology's misappropriation of funds for the 4G BTS development project, which caused state losses of Rp8.32 trillion, on E-Government governance in Indonesia. Using a descriptive qualitative approach and a case study method, this research will examine the impact of funding irregularities on the effectiveness of E-Government governance. The results show that corruption in the project not only hampered equitable access to digital infrastructure, but also undermined public trust and worsened the quality of digital services, especially in disadvantaged areas. The research also proposes preventive strategies that include strengthening digital surveillance, implementing anti-corruption technologies, and actively involving oversight institutions and the public in the procurement and implementation process of government digital projects. The findings are expected to serve as a policy reference in promoting government digital transformation with integrity and sustainability.

Whistleblower protection in Indonesia remains a critical issue due to inadequate security guarantees, anonymity concerns, and weak regulatory implementation. Blockchain technology offers an innovative solution by ensuring secure, decentralized data recording while preserving whistleblower anonymity. This approach enhances transparency and accountability in reporting systems. Community participation is equally essential to develop inclusive and legitimate policies. Abstract

This research aims to analyze the fraud that occurs in the high school PPDB system in Depok City in 2024 towards the implementation of e-government. This research also analyzes more deeply the factors and impacts that occur due to fraud in the high school PPDB in Depok City. The research method used is a qualitative approach with a descriptive research type. Sources of data obtained through primary data, which comes from direct interviews with one of the high schools in Depok City, and secondary data derived from various literature on high school PPDB. The result of this research is that there are still irresponsible people behind the PPDB Online system in Depok City. The data obtained from the field also states that the irresponsible person comes from someone who has a strong relationship. Strong bureaucratic reforms are needed from both the government and the community to be able to minimize and prevent the occurrence of high school PPDB fraud in Depok City from happening again. The contribution of this research to the development of political science is to broaden the understanding of the implementation of e-government in the education aspect, namely how the dynamics between government-owned technology and the implementation of local bureaucratic practices. In this case, online PPDB is designed to increase transparency and accountability, but instead opens new loopholes for various indications of fraud that have the potential to weaken the effectiveness of the system. This research shows that digital innovation in public policy must be accompanied by structural reform in order to democratize public services effectively.

Abstract

Penelitian ini bertujuan untuk menganalisis model manajemen operasional program pembelajaran berbasis komunitas (PKBM) yang berfokus pada kewirausahaan di PKBM Al Aqwiya, Kabupaten Banyumas. Metode yang digunakan adalah deskriptif kualitatif dengan pendekatan studi kasus. Pengumpulan data dilakukan melalui wawancara mendalam dengan pengelola, tutor, dan beberapa peserta didik, observasi langsung terhadap kegiatan operasional dan kewirausahaan, serta analisis dokumen terkait seperti kurikulum, laporan keuangan, dan program kerja. Triangulasi data dilakukan untuk menjamin validitas temuan. Hasil penelitian menunjukkan bahwa manajemen operasional berbasis kewirausahaan diterapkan melalui: (1) kurikulum terpadu yang mencakup akademik dan pelatihan kewirausahaan; (2) pemanfaatan sumber daya lokal sebagai basis produk/jasa; (3) kemitraan strategis dengan pelaku usaha, UMKM, dan pemerintah; (4) pendampingan berkelanjutan dalam memulai usaha; dan (5) pengelolaan keuangan yang transparan untuk mendukung keberlanjutan program. Tantangan utama adalah keterbatasan modal awal dan fluktuasi minat peserta, namun diatasi melalui kreativitas dan diversifikasi program. Kesimpulannya, model ini efektif menghasilkan lulusan yang tidak hanya berpengetahuan, tetapi juga memiliki keterampilan dan pola pikir kewirausahaan. Studi ini dapat menjadi rujukan bagi PKBM lain dan pemerintah dalam merumuskan kebijakan pendidikan kewirausahaan di sektor non-formal.

Abstract

Pesatnya perkembangan teknologi digital telah memunculkan tantangan baru dalam bentuk penyalahgunaan layanan keuangan digital, salah satunya adalah pinjaman online ilegal (pinjol ilegal). Remaja sebagai pengguna aktif teknologi digital menjadi kelompok yang sangat rentan terhadap praktik pinjol ilegal yang tidak diawasi oleh OJK. Kegiatan pengabdian ini bertujuan untuk membangun kesadaran remaja terhadap bahaya pinjol ilegal melalui pendekatan edukatif yang partisipatif dan menyenangkan, yaitu kuis interaktif digital. Kegiatan dilaksanakan di wilayah Serua, Kota Depok, dengan melibatkan 33 peserta remaja. Materi edukasi meliputi pengenalan pinjol, ciri-ciri ilegalitas, dampak psikologis dan sosial, serta strategi pencegahan. Hasil kegiatan menunjukkan peningkatan pemahaman peserta yang signifikan, sebagaimana tercermin dari hasil kuis dan diskusi kelompok. Metode kuis interaktif terbukti mampu meningkatkan partisipasi aktif remaja serta efektivitas penyampaian pesan literasi digital. Kegiatan ini berhasil membentuk kesadaran kolektif dan kesiapsiagaan remaja dalam menghadapi ancaman digital berbasis pinjol ilegal.

Abstract

The revision of the Corruption Eradication Commission Law No. 10 of 2019 sparked widespread protests, prompting this study to examine the role of political actors in the legislative process. Focusing on the law’s revision, the research analyzes its impact on Indonesia's democracy and highlights interactions among legislative, executive, and societal powers in combating corruption. The findings reveal that political actors significantly shape laws, affecting the independence and effectiveness of anti- corruption bodies like the Corruption Eradication Commission and influencing the integrity of Indonesia’s democratic system. The study also recommends collaboration between NGOs and both state and non-state actors. Such partnerships foster broader participation from domestic stakeholders, ensuring policies are more responsive to societal needs and challenges. This approach emphasizes the importance of inclusive governance in strengthening anti-corruption efforts and democratic resilience in Indonesia.

Abstract

Depok City is one of the areas that shows that there are still problems related to money politics. Urban Policy research through a survey of 800 respondents from 11 sub-districts in Depok City revealed that the vulnerability and threat of money politics and negative campaigns still tend to be high. This study aims to analyze the role of the Depok City Election Supervisory Agency (Bawaslu) in preventing money politics in the 2024 legislative election and highlight what factors hinder Bawaslu in preventing and handling money politics. This research uses institutional theory and the concept of participatory supervision to identify problems and findings in the prevention of money politics. The object of this study is the role and authority of the Depok City Bawaslu in taking action to prevent money political practices in the 2024 legislative election. The method used is a qualitative descriptive approach, with data collection techniques in the form of in-depth interviews and literature studies. The results of this study show that money politics still haunts the holding of the 2024 legislative elections caused by several factors, namely regulatory loopholes in legal subjects, limited regulations and authority of the Depok City Bawaslu, the community's persimive attitude towards the practice of money politics, and the Gakkumdu center which is still an obstacle to the performance of the Depok City Bawaslu. So to overcome this problem, a central role is needed for the Depok City Bawaslu as an election supervisory institution in preventing and handling election violations, especially money. The research emphasizes the detrimental impact of money politics on democracy, including its effects on representation, accountability, and the relationship between leaders and people. This research reveals that there are still challenges faced in implementation, such as regulatory gaps that need to be corrected and increased effectiveness in dealing with existing obstacles. This research highlights the importance of updating regulations related to money politics and increasing effectiveness in its implementation in the field.
