Abstract

In the electoral processes, such as legislative, president, and governor election, KPU in the province as well as city has important role. KPU is a institution of election organizer that is national, permanent, independent. KPU must free from the influence of any party relating to the implementation of its duties and authorities. Society participation becomes very important in the success of election. One of the main factors that makes election success or not is how society participation in using their right to vote. In this study, the researcher want to know what KPU has done in increasing society political participation in Semarang with using descriptive qualitative method. This study is conducted in Semarang, Central Java with using data collecting method, such as interview and document. The findings of this study are Semarang’s KPU has carried out its role in increasing society political participation through direct and indirect socialization to all society, the success of Semarang’s KPU in increasing society participation, and well cooperation between institutions in increasing society social participation. It is expected that the role of Semarang’s KPU in increasing society political participation in the next election will be even better. Abstract

Since the election of the Regional Head was held directly, there were many circlesbusinessman or family of entrepreneurs who have joined in enlivening the electoral competitionthe direct. In central Java, Brebes Regency is one of the regions that isThe Regent is from a businessman family. Is the Regent who comes from a familyDoes the entrepreneur cause a conflict of interest? Is the businessman family nottrying to influence policies in the regions that will benefit his business? ResearchThis aims to find out and describe the influence of the family for the Regentcome from a family environment.This research uses descriptive qualitative research method with approachcase study. Researchers obtain research data through primary sources conducted withusing interview and observation methods and secondary data obtained throughcollecting data from documents and report data from related agencies.The results of this study show that the role of the "Dewi Sri" family in influencingBrebes Regency Government policy is no longer dominant. Idza Priyanti's husband is onat the beginning of his leadership period as Regent of Brebes his dominance was very visiblethe policy made by Idza Priyanti does not currently show anyintervention in the policy made. This is because Idza Priyanti has been a long timecoveted by the Corruption Eradication Commission due to many policies madeare collusive and nepotistic that benefit himself or his family. other than thatthe principles of good governance were also carried out in the period of the Idza Priyanti Governmentat present, so practices such as policy interventions are carried out by her husbanditself does not happen again.Keyword: The role of the family "Dewi Sri", Influencing Policy

Abstract

In the era of autonomy, each region is required to responsible for the refineries and the preservation of cultural heritage, one of them by way of cooperation between government agencies or the private sector. However, cooperation in the preservation of buildings and cultural heritage area that often clash with economic interests. If more priority to economic interests and the exclusion of buildings of cultural heritage, not cultural heritage buildings will be converted into agricultural land or popping new buildings that are more economically profitable. Therefore this research aims to determine how the process of cooperation between the Government of Banjarnegara Regency with the institute for Preservation of Cultural Heritage of Central Java Province in the Management and Preservation of The Cultural Heritage of the Dieng Plateau years 2014-2018.This research uses descriptive qualitative research methods with the documentation and interviews as data collection techniques. The target in this research is the government of Banjarnegara Regency, the institute for Preservation of Cultural Heritage of Central Java Province, and community within Cultural Heritage Area. Partnership is a form of partnership cooperation between two or more parties that aims to improve the ability of an organization in achieving its objectives. Based on the results of the research as a whole that working together in the management and preservation of The Cultural Heritage of the Dieng Plateau have already given positive results, as evidenced by a well-ordered environment of street vendors, which is neat, making of the flower garden Kalalili around the Area of Cultural Heritage, the availability of central park for buses, increasing the number of toilets and litter bins.Keywords: Cooperation, Management, Preservation, Cultural Heritage, Dieng Plateau,Banjarnegara.

Abstract

The need for good traditional market management as well as the problems occurring in the management of traditional markets into the background of this research. Problems arise: How is the conflict of interest between the Regency Government and the Village Government in the management of Suruh Market Semarang regency? What are the social and economic impacts of conflict of interest between the Regency Government and the Village Government in the management of Suruh Market Semarang regency?The purpose of this study is to explain how the process of conflict of interest in the management of traditional markets is Suruh Market between the Regency Government and Village Government. In addition to describe and analyze the impacts resulting from the conflict of interest in the management of traditional markets, especially Suruh Market viewed from the social and economic aspects.This study uses a combined research method between qualitative and quantitative with a qualitative approach fixed as the main approach. Data obtained through interviews and questionnaires. The data obtained from the quantitative approach through the survey is used to reinforce the facts related to the theme and the formulation of related problems. In addition, using Triangulation data sources to compare the results of interviews with one another.The result of the research shows that conflict of interest occurs because of different interests between parties involved. Regency Government, Village Government and Traders have a mutually striving interest. Conflict of interest occurs when the Regency Government wants to take over and manage the Suruh Market completely but there is a rejection by the Village Government. The social impact that occurs is the decline in the number of traders and competition among traders is getting tougher. While the economic impact is a decline in the turnover of traders.Keywords: Management, Traditional Market, Interest

Abstract

Based by the phsycally construction condotions of Kajen’s market is in capable toaccommodate the traders number, so that it could be required an improvement being atraditional market which is clean and secure. The problem is : Why the revitalization policiesof Kajen’s market on its implementation raises problems? What factors are underlying theemergence of problems in the policy ?This research used the evaluation theory of public policy and strenght, weakness,opportunity, and threat (SWOT) analysis technique for analyzing about the revitalizationpolicies of Kajen’s market. The object of this research are Kajen’s market, Departement ofIndustry and Trade, Cooperation and Micro Small Medium Enterprise, Law Division inSecretariat of Pekalongan Regency, Regional Legislative Assembly in Pekalongan Regencyand PT. Tika Jaya.The results show that the revitalization policies are opposed by traders because thedevelopment of Kajen’s Market was slow, the old traders are not given priority in distributionof stall, loose strategic, and determining the appropriate assistance for traders. Abstract

ABSTRACTLocal election is one of the important instruments in order to realize the life of democracy at local level. Through elections, it is hoped that elected regional heads have legitimacy in the eyes of their citizens because they are directly elected by their constituents. In order to realize democratic elections and uphold equality, not only a policy about party nomination was made, but it was also independen nomination. An independent path is the nomination of a candidate pair without the support of a political party formally with the conditions that have been determined - one of them is the support of ID cards by citizens. In 2015 local elections in Rembang Regency, Abdul Hafidz and Bayu Andriyanto as the pair of number three came out with a 68.50% win. The couple advanced through an independent path. Actually, the independent path is chosen not only because they are non-party people, but also because the party from PPP candidate is experiencing internal conflict at the central level so it cannot be used as a political vehicle in political elections 2015. While Nasdem Party, which is the party of origin of candidate Vice Regent only get vote in Election 2014 equal to6,6%, whereas the requirement to nominate candidates for Regents and Vice Regents are 20%.The victories of Hafidz and Bayu are phenomenal considering they are nominated through independent path. Based on the research conducted by the authors, there are several determinants that affect the victory of Hafidz and Bayu in the 2015 Local election ago. First, the Identification of PPP and Nasdem party voters. Evenhough Hafidz nominate himself as an independent candidate, but the party machine is engaged in mobilizing voters' votes to influence the voter networks of both parties. The second factor is candidate. The figure of Hafidz as an incumbent influenced his victory in elections in 2015. Added to the background of Hafidz as a religious figure who often fill the recitation also provides social capital from the congregation. The last factor is the success of the work program. One of the work programs known during Hafidz's previous tenure was to raise the salary of a ‘madrasah’ teacher. Abstract

Kehidupan masyarakat dengan tingkat heterogenitas tinggi sangatlah kompleks, hal tersebut dapat menjadi kekuatan positif maupun negative tergantung bagaimana masyarakat menyikapinya. Pemerintah menciptakan suatu inovasi kebijakan yang dapat mencegah terjadinya perpecahan dan konflik komunal yaitu dibentuknya program desa sadar kerukunan.Konstruksi perdamaian yang terbangun di desa sadar kerukunan merupakan bahasan yang menarik bagi peneliti.Penelitian ini bertujuan untuk mengetahui secara komprehensif bagaimana civicengagement dapat membangun konsensus perdamaian di desa sadar kerukunan serta menganalisis integrasi elit dalam implementasi pembinaan program desa sadar kerukunan di Kelurahan Kranggan. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus (case-study), melalui pengumpulan data lapangan dari sumber primer yang dilakukan dengan metode wawancara dan data sekunder yang diperoleh melalui pengumpulan data dari dokumen maupun data laporan instansi terkait.Terdapat beberapa temuan dari penelitian ini yaitu jaringan keseharian dan adanya komunitas interkomunal sangat berperan dalam membangun konsensus perdamaian di desa sadar kerukunan Kelurahan Kranggan. Kemudian Implementasi pembinaan program desa sadar kerukunan tidak terlepas dari mekanisme integrasi elit yang terbagun dalam dialog sadar kerukunan yang diinisiasi oleh kerjasama antara Kementrian Agama, KANWIL KEMENAG, dan FKUB. Namun pada implementasinya pembinaan dari pusat atas program tersebut tidak berkesinambungan dan terkesan sebagai program insidentil.Implementasi program desa sadar kerukunan diharapkan bukan hanya sekedar kegiatan seremonial namun benar-benar menunjukan upaya pemerintah dalam menjaga wilayah rawan konflik. Selain itu diharapkan FKUB memiliki mekanisme koordinasi yang baik agar memudahkan pengurus dalam membina hubungan antar komunal di wilayahnya. Penelitian selanjutnya diharapkan mampu mengembangkan temuan dalam program tersebut di daerah lain dan mengkaitkannya dengan adanya fenomena politik identitas di daerah tersebut agar menghasilkan temuan dengan pandangan yang berbeda.Kata Kunci: Keterlibatan Masyarakat, Kerukunan, Integrasi Elit, Program

Abstract

Batang Regency, as a district that organizes regional governments that have an obligation to serve their citizens. The Government is very aware of the benefits of this policy is very big, for that they must immediately implement this policy to improve the quality of public services in Batang. This policy was implemented in 2015 with the issuance of Perbup Number 3 of 2015 Partial Delegation of Affairs that Becomes the Authority of the Regent to the District Head in the District Government and the District Head Regulation Number 77 of 2015 concerning Amendment to the Regent's Regulation Number 3 of 2015 concerning Partial Delegation Authority of District Head to District Head in Batang District Government. Broadly speaking, the District Integrated Administration Services program (PATEN) in Batang District, especially in Limpung and Bandar has been going well. Coordination between the Government of Batang and Kecamatan has gone well. Improving the quality of service in the District increasingly looks efficient and good so that makes the community feel comfortable in getting service. The perceived impact of the community regarding the implementation of the PATEN Program in Batang, especially in Limpung and Bandar, can be concluded that the community is satisfied with the public service they receive.Keywords: Quality, Service, PATEN

Abstract

This research is based on building growth in Jakarta City which is more increasing, this makes Jakarta City more loses its green area that this time experiences quality degradation in its environment. The building in Jakarta area has to place RTH as a backbone of city building in decreasing flood (water absorbing area), absorbing pollutant and supplying oxygen (city lungs). For optimalizing RTH building, Pemda DKI Jakarta has to add the total of RTH which kinds like interactive garden. Pemda DKI Jakarta interlaces cooperation with Dharmaranya Tuju Enam Foundation in building outdoor green area in Smart Garden in Warigin Raya St. No. 25/Gereja St. Kayu Putih Village, Pulo Gadung Sub-district, East Jakarta. Type of this research is descriptive analytical through qualitative approach. Sources are found from primary data that is through interviewing he informant or key person by Purposive Sampling technique. Meanwhile, the secondary data comes from documents, archieves and other sources which relate to this research. Data collection technique in this research uses interview, observation and documentation.Result of research’s found that cooperation between Pemda DKI Jakarta and YDTE based on Governor Decision No. 2 of 2002 about Manual Implementation of Miter Cooperation in Garden Affair Sector DKI Jakarta Province and Miter Program of 2008. Cooperation whis is interlaced between Pemda DKI Jakarta and YDTE is a cooperation in the form of BOT (Build, Operate, Transfer), that is cooperation is implemented by the way that private side which build Smart Garden, operating this gardenand then giving back to government after the ending of the contract, that is 5 months. There is 3 principles which become the basic of this cooperation, there are: equality, transparancy and the principle of mutual benefit. By using those principles, the more effective and comfortable cooperation pattern has created between Pemda DKI and YDTE which all this time run smooth and good based on the treaty which is agreed.

Abstract

The policy on prohibiting the use of cantrang contained in ministerial regulation Maritime Affairs and Fisheries number 2 of 2015 is a solution made by the Minister of Maritime Affairs and Fisheries to maintain the sustainability of the marine ecosystem. The emergence of this policy encouraged fishermen protests throughout Indonesia, including in Juwana Pati Regency, Central Java. The protest movement of fishermen rejected the policy of prohibiting the use of cantrang in the regions and at the center from 2015 to 2018. This study aims to explain the factors that encourage the protest movement and the dynamics of the Juwana fishermen protest movement. The method used in this study is decriptive qualitative with data collection techniques throughobservation, in-depth interviews and documentation. The data obtained are then analyzed using the regulation method, which compares the data from interviews, obsevational data and document data.The results showed that the protests of Juwana fishermen were caused by several factors including economic factors, socio-cultural factors, and political factors.In addition, the dynamics of the Juwana fishermen protest movement in rejecting the policy of prohibiting the use of cantrang is very long, ranging from regional protests, central protests, complaints to institutions and meetings with Ministers and the President. The protests of the Juwana fishermen were protests that arose due to fishermen's disappointment with the policy. For this reason, the Ministry of Maritime Affairs and Fisheries must be able to find an effective fishing gear as a substitute for cantrang and continue to approach Juwana fishermen to find out the real problems why fishermen do not want to switch fishing gear. Juwana fishermen can follow the agreement given by the KKP related to not adding cantrang vessels, not increasing vessel tonnage and operating in predetermined Fisheries Management Areas.Keywords: Protest, Fishermen, Cantrang Policy
