Abstract

This article discusses community music education as social emancipation for marginalized groups in Surabaya based on a case study of POSS (Surabaya Arts Center). For the sake of this research, POSS was explored qualitatively using a case study approach. The data were collected using interviews, observation, and documentation. The study demonstrates that POSS assumes Freire's pedagogy of the oppressed by embracing dialogic, participatory, and experiential education as principles of education. Music education at POSS is geared not just towards technical proficiency but also towards self-discovery, social identity transformation, and active citizenship of students in public life. A few of the students have proceeded to perform nationally and internationally and establish identical art communities in other regions of the country. These results illustrate that music education via community can effectively facilitate social mobility and new spheres of representation for marginalized groups. Furthermore, the study highlights the imperative of cultural recognition, trust-based leadership, and inclusive pedagogy in transforming how education can reach out to underserved communities. POSS demonstrates that music education has the potential to transform not only individuals but also communities, when it is founded upon lived experience and collective empowerment. This research calls for stronger support for community-based arts education as a genuine commitment to social justice and cultural inclusion in the educational system of Indonesia.

Abstract

Objective: This study aims to evaluate the strategy implemented by the Pasuruan Regency Education and Culture Office in addressing school dropouts to support the improvement of the Human Development Index (HDI) through the Gerbang Kembar Program. Method: This study employed a qualitative evaluative approach using the Context, Input, Process, and Product (CIPP) evaluation model. Data were collected through in-depth interviews, observations, documentation, and literature reviews. Data trustworthiness was ensured through source triangulation, technique triangulation, and member checking. The data were analyzed using the interactive analysis model of Miles, Huberman, and Saldaña, which consists of data condensation, data display, and conclusion drawing and verification. Results: The findings indicate that, in the context dimension, the Gerbang Kembar Program was designed in accordance with community needs through a by name by address data-based approach, although it continues to face social, economic, and cultural challenges. In terms of input, the program is supported by adequate human resources, funding, infrastructure, and regulatory frameworks; however, limitations remain in staff competencies, disparities in educational facilities, and funding for direct interventions. Regarding the process dimension, program implementation has involved collaborative engagement among multiple stakeholders, but cross-sectoral coordination, digital data management, and monitoring and evaluation mechanisms still require improvement. In the product dimension, the program has strengthened the Out-of-School Children (ATS) database system, enhanced cross-sectoral coordination, expanded access to education, and contributed to improvements in education-related HDI indicators, particularly Expected Years of Schooling (EYS) and Mean Years of Schooling (MYS). Nevertheless, the dropout rate has not declined significantly due to persistent economic, social, and cultural factors. Overall, the Gerbang Kembar Program has promoted more responsive, collaborative, and data-driven educational governance. Novelty: The novelty of this research lies in the comprehensive application of the CIPP evaluation model to analyze the Twin Gate Program as a strategy for handling Out-of-School Children (ATS) based on by name by address data that integrates aspects of policy, management, and social conditions to support the improvement of the Human Development Index in Pasuruan Regency.

Abstract

This study aims to describe the implementation of arts and culture education based on local wisdom through the Watu Pecah Mountain Foot Festival and to examine its contribution to the development of students’ character at SMPN 1 Ambulu, Jember. This research employed a descriptive qualitative approach with data collection techniques consisting of participatory observation, in-depth interviews, and documentation. Informants were selected using a purposive sampling technique, involving students, arts and culture teachers, and the caregivers of Sanggar Seni Kartika Budaya Jember. Data were analyzed using an interactive model comprising data reduction, data display, and conclusion drawing, with validity ensured through source and method triangulation. The results revealed that the learning process was implemented through five ethnopedagogical stages: orientation, exploration of local wisdom, meaning construction, contextual activities, and reflection and evaluation. Through active participation in festival activities, students developed various character values, including mutual cooperation, solidarity, responsibility, discipline, social awareness, and tolerance. Compared with conventional learning approaches, the festival provided a more authentic, contextual, and meaningful learning experience because it engaged students physically, cognitively, and emotionally. This study confirms that local wisdom embedded in authentic cultural practices can serve as an effective learning resource for character education at the secondary school level.

Abstract

This article aims to describe how SMA Negeri 18 Surabaya integrates local culture into arts and culture learning, to explain the synergy between teachers and students in its implementation, and to analyze the learning outcomes as an effort to preserve local culture. The research employed a descriptive qualitative approach. Data were collected from March to April 2026 through classroom observations in classes X-7 and XI-3, in-depth interviews with the vice principal for curriculum affairs, two arts teachers, one regional language teacher, and two students, as well as documentation of lesson plans and school documents. Data were analyzed through reduction, display, and conclusion drawing using source and technique triangulation. The findings show that local culture is integrated through Remo dance material, ceramic crafts, karawitan, digital learning media, learning facilities, and P5 exhibitions themed on local wisdom. Teacher–student synergy becomes stronger when learning moves toward practice, demonstration, and project work, although cultural meaning is not yet evenly internalized. Learning outcomes are reflected in visual artworks, dance performances, and the emergence of students’ initial appreciation of local culture. The main challenges include the dominance of popular culture, limited practice time, and the incomplete integration between arts education and regional language learning. The study concludes that arts and culture learning at SMA Negeri 18 Surabaya has become a medium for preserving local culture, although stronger reflection and interdisciplinary integration are still needed.
