This study collects and analyzes various literature, policy documents, scientific journals, and relevant research reports to understand the process, challenges, and effectiveness of educational personnel recruitment policies. The results of the analysis indicate that a planned and transparent recruitment policy contributes significantly to improving the quality of education, especially through the selection of competent and professional educational personnel. However, this study also found challenges in the form of limited human resources, lack of continuous training, and inefficient bureaucracy that can hinder policy implementation. By identifying the weaknesses and strengths of existing policies, this study is expected to be a reference in developing more effective educational personnel recruitment policies to support the quality of education in Indonesia. Abstract

This study originated from the findings of researchers who indicated that there were problems in the implementation of inclusive learning in 91 SMA and SMK in West Sumatra. This study aims to examine the suitability of Permendiknas Number 70 of 2009 with the implementation of learning in schools. This study uses a qualitative method. Data collection techniques in the form of observation, interviews and documentation. The research setting was at 4 SMA and SMK in West Sumatra, with informants consisting of 10 people, 1 principal, 2 curriculum representatives, 3 subject teachers, 2 BK teachers, and 2 GPK people from four different SMA and SMK. The results of the study found three general findings and four specific findings. Namely the implementation of identification, assessment, PPI, flexible curriculum, evaluation and assessment of learning outcomes. The obstacles encountered are grouped into four sections, from the government, from school leaders, from teachers, and from students. The government has issued guidelines containing guidelines and regulations. It turned out that the results were not in accordance with the phenomena in the field, and there was a paradox (the expectations were not matched with the reality that had happened). Therefore the researchers suggest that the implementation of inclusive learning in SMA and SMK consistently implement the Minister of Education Regulation Number 70 of 2009. If the organizers of inclusive learning are not consistent, the implementation of inclusive learning is just wishful thinking

Abstract

The problems faced by students with mild intellectual disabilities (MA) and (RP) are their inability to recognize numeral symbols from 1 to 20, which results in suboptimal learning outcomes. This research aims to enhance the ability to recognize numeral symbols from 1-20 through the number tree media for students with mild intellectual disabilities. This study uses the form of classroom action research. Data collection is conducted through observation, documentation, tests, and interviews. The data analysis techniques include data reduction, data presentation, and conclusion drawing. The results of the study show that students' ability to recognize number symbols from 1 to 20 has improved. This is reflected in the initial ability of the students, which was a mean of 30% and a range of 40%. Cycle I shows an increase in the mean (50.8%) and range (58.3%). Cycle II shows further improvement with a mean of (81.2%) and range (83%). Thus, the number tree media can enhance students' ability to recognize number symbols from 1 to 20.
