Abstract

This study aims to improve legal literacy among the community of Nagari Lima Kaum, Tanah Datar Regency, introduce alternative legal financing, and establish a healthy financial ecosystem through the Community Based Research approach and a collaborative Pentahelix strategy. The main activities include legal education, socialization of lawful financial transactions, cooperation with formal financial institutions, and empowerment of local leaders. The results indicate an increased understanding of the legal risks related to illegal loans, strengthened anti-loan shark attitudes, and improved community access to legal financing institutions. Synergistic collaboration among academics, government, community members, financial institutions, and media effectively reduces community dependence on loan sharks and promotes innovations in community-based and sharia-compliant financial services. Moreover, the program emphasizes continuous legal and financial education, the development of innovative and accessible financing services, and the strengthening of cross-sectoral synergies. These efforts collectively support inclusive, sustainable, and equitable local economic empowerment, fostering greater financial independence and resilience within the community.

Abstract

The use of commercial L-asparaginase II from E. coli and Erwinia chrysanthemi for acute lymphoblastic leukemia (ALL) therapy causes adverse effects (allergic reactions, neurotoxicity), necessitating safer alternatives. Serratia plymuthica UBCF_13, harboring the ansB gene, offers a promising source. This study constructed the recombinant plasmid pET-28a+:pSSPM3:ansB to enhance L-asparaginase II expression in E. coli using the synthetic promoter pSSPM3. Molecular verification confirmed successful steps: promoter fusion (674 bp band), ansB digestion (1,057 bp), gene insertion (1,682 bp), and BL21 transformation. Critically, enzyme activity assays revealed that pSSPM3 did not enhance expression in BL21 (0.519 U/mL), showing significantly lower activity (p<0.05) than native controls (0.621 U/mL) and DH10B transformants (0.636 U/mL). While the functional plasmid establishes a platform for novel enzyme production, the unexpected activity reduction in BL21 and higher yield in DH10B highlight host-promoter compatibility challenges. Further optimization of expression systems, purification protocols, and preclinical validation (cytotoxicity, allergenicity) are essential to advance this recombinant enzyme toward therapeutic and scalable industrial applications for ALL in resource-limited settings.

Abstract

As the lowest level of government, the village plays a crucial role in maintaining order and resolving conflicts within the community. One of the Village Head's obligations, as stipulated in Law Number 6 of 2014 in conjunction with Law Number 3 of 2024, is to resolve disputes arising within the village, including domestic disputes. In Deli Muda Hulu Village, the high divorce rate reported by the Seirampah Religious Court indicates that domestic disputes are a serious issue. This underscores the importance of the Village Head's role as a peace mediator before disputes escalate to litigation. The study found that the Village Head of Deli Muda Hulu played a significant role as a communication facilitator and informal mediator, prioritizing deliberation and family values. Conflict resolution through village mediation can prevent escalation of disputes, maintain family honor, and preserve local community values. However, several weaknesses exist, both from the perspective of the litigants—such as lack of adherence to agreements and high emotional factors—and from the perspective of the village, such as limited legal authority, insufficient mediation capacity, and minimal official documentation. Village mediation agreements have the legal force of a private civil agreement, but lack enforceable power. Therefore, this study recommends the need to improve the capacity of village heads, more systematic documentation of mediation results, and the establishment of Legal Aid Posts (Posbakum) in villages. Posbakum is expected to strengthen legal aspects, provide legal education, and assist communities to ensure that mediation outcomes are fairer, more effective, and in accordance with the principles of legal protection.

Abstract

This study examines the Review of Article 82 of Law Number 6 of 2014 concerning Check and Balance from the Siyasah Dusturiyah Perspective (Case Study in Nagari Situmbuk, Salimpaung District, Tanah Datar District). The problems are (1) To find out and explain that the Situmbuk Nagari Government has carried out functions and supervision (check and balance) based on Article 82 of Law Number 6 of 2014. (2) To find out and explain Siyasa Dusturiyah's views on the implementation of Article 82 of Law Number 6 of 2014 by the Nagari Situmbuk Government. From these problems the question arises (1) Has the Nagari Situmbuk Government carried out its functions and controls (check and balance) based on Article 82 of Law Number 6 of 2014. (2) What is Siyasah Dusturiyah's view of the implementation of Article 82 of Law Number 6 of 2014 by the Nagari Situmbuk Government. This research is a field research. Data was obtained through interviews with Wali Nagari, Jorong Heads, and community leaders. After the data is collected and processed by collecting data and analyzed by examining the data obtained from related information and literature. Collecting data sources, classifying data and compiling data based on categories in research. Interpretation of the data, namely after the data has been collected and classified, then describes the data in appropriate words. After the data is arranged and classified, then draw conclusions to get conclusions to answer the problems that have been examined. This research found that the results of the Situmbuk Nagari Government had not fully carried out its functions and supervision (check and balance) in accordance with what was mandated in Article 82 of Law Number 6 of 2014, based on the results of interviews and research conducted by the author, there were differences in perception between the Wali Nagari and Community leaders in this case were represented by Ninik Mamak, Cadiak Pandai, Alim Ulama, Bundo Kanduang.

Abstract

This study examines the abuse of authority committed by Government Offficials, in this case the Head of the Koperindag Office of Tanah Datar Regency for the 2019 period, from the problem the question arises, namely the forms of abuse of authority committed by the former Head of the Koperindag Office of Tanah Datar Regency for the 2019 period in Article 10 Paragraph (1) Letter e of Law Number 30 of 2014, what is Siyasah DusturiyahÔÇÖs view of Government Officials who abuse their authority. This research is a library research. The secondary data sources the researchers took from Law Number 30 of 2014 concerning Government Administration and books related to research by researches. The researchÔÇÖ primary legal materials are the result of research, books, papers, journals, the internet and other written sources. The result of the research that the authors obtained were that the former Head of the Koperindag Service Office of Tanah Datar Regency for the 2019 period┬áallegedly violated Article 10 Paragraph (1) Letter e of Law Number 30 of 2014 because he had abused his authority in this case based on the source of attribution authority regarding the bribery case with a contractor for the X Koto market development project, Tanah Datar Regency. According to Siyasah Dusturiyah, government officials fall within the scope of Wizarah Tanfidz. Islam prohibits abuse of authority by government officials because Allah curses bribers and those who are bribed in matters of law. Abstract

This empirical research was conducted to examine and analyze the timeliness of financial report presentation in companies listed on the Indonesia Stock Exchange. The population in this study was 42 companies listed on the Indonesia Stock Exchange (IDX) that reported their 2019 annual financial reports late. Using purposive sampling, a sample of 11 companies was obtained for the 2016-2020 period. The analysis technique used was logistic regression. The results showed that profitability, leverage, company size, and company age did not affect the timeliness of financial report presentation.

Abstract

Childcare in Islamic family law in Minangkabau is interesting to study because it lies at the intersection of sharia and matrilineal customs, thereby strengthening the role of the maternal line. This dynamic becomes increasingly complex, especially in the context of divorce, so it is important to analyze how harmonization between Islamic law and customs is implemented in practice. This study aims to determine the concept of childcare (hadanah) in Minangkabau society, whether it is a manifestation of maternal nature alone or is more influenced by the social environment and local customs. This study is a field research study with a qualitative approach, which aims to describe and analyze the empirical reality of post-divorce childcare within a matrilineal kinship system. Primary data were obtained from 25 divorced married couples: mothers, a grandmother, a traditional head (penghulu or KAN), seven datuak (customary leaders), religious figures (ulama or cadiak pandai), community leaders who are considered experts and familiar with the problems in this study, and secondary data from books, articles, and documents deemed necessary. Data was obtained from observation, interviews and documentation and then analyzed using descriptive analytical techniques. These findings demonstrate maternal dominance in parenting, where mothers are not only responsible for the education and care of children but also serve as the primary breadwinners. This situation potentially puts children at risk of losing their right to attention and support from their fathers. Matrilineal kinship in Minangkabau also contributes to low paternal involvement, including the fact that children live with their mothers, the shame of visiting their ex-wife's home, and inherent traditional perceptions. Thus, the practice of hadanah in Minangkabau is more strongly influenced by local customs and traditions.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh profitabilitas, kebijakan dividen, dan Investment Opportunity Set (IOS) terhadap kebijakan hutang pada perusahaan sektor basic materials yang terdaftar di Bursa Efek Indonesia periode 2021–2024. Penelitian ini menggunakan pendekatan kuantitatif dengan data sekunder berupa laporan keuangan tahunan. Sampel ditentukan melalui metode purposive sampling, dan analisis dilakukan menggunakan regresi linier berganda dengan bantuan SPSS. Hasil penelitian menunjukkan bahwa profitabilitas berpengaruh positif dan signifikan terhadap kebijakan hutang, yang mengindikasikan bahwa perusahaan dengan tingkat laba tinggi cenderung meningkatkan leverage. Kebijakan dividen berpengaruh positif namun tidak signifikan terhadap kebijakan hutang sehingga bukan merupakan determinan utama dalam keputusan struktur modal. Sementara itu, IOS berpengaruh negatif dan signifikan terhadap kebijakan hutang, yang menunjukkan bahwa perusahaan dengan peluang pertumbuhan tinggi cenderung menjaga struktur modal yang lebih konservatif. Temuan ini menegaskan bahwa kebijakan hutang pada sektor basic materials dipengaruhi oleh kapasitas laba dan peluang pertumbuhan perusahaan. Penelitian ini memberikan implikasi penting bagi manajemen dalam merumuskan strategi struktur modal yang optimal.

Abstract

Background: Type 2 diabetes mellitus (T2DM) is typically in line with dyslipidaemia, which substantially increases cardiovascular risk. Glycated haemoglobin (HbA1c) reflects long-term glycaemic control and has been proposed as a potential surrogate marker for lipid abnormalities. However, evidence regarding the correlation between HbA1c and lipid profile components remains inconsistent, particularly in Southeast Asian populations. This study aimed to evaluate the correlation between HbA1c levels and lipid profile parameters among patients with T2Dm treated at a tertiary referral hospital in Indonesia. Methods: A cross-sectional analytic study was conducted using medical record data from 68 patients with T2DM. HbA1c levels and lipid profile parameters–including total cholesterol, high-density lipoprotein (HDL) cholesterol, low-density lipoprotein (LDL) cholesterol, and triglycerides–were analysed. Data normality was assessed using the Kolmogorov–Smirnov test. Spearman’s rank correlation test was applied to determine the correlation between HbA1c and lipid profile components. Results: The median HbA1c level was 8.70% (range: 4.90–14.70%), indicating suboptimal glycaemic control. Median lipid profile values were 203.50 mg/dL for total cholesterol, 55.50 mg/dL for HDL cholesterol, 115.00 mg/dL for LDL cholesterol, and 138.50 mg/dL for triglycerides. Correlation analysis revealed no statistically significant association between HbA1c levels and any lipid profile component. Conclusion: HbA1c levels were not significantly correlated with lipid profile parameters in patients with T2DM. These findings suggest that glycaemic control alone may not adequately reflect lipid-related cardiovascular risk, underscoring the need for comprehensive cardiometabolic assessment in patients with T2DM.
