Abstract

The Government of Indonesia has established the Electronic-Based Government System (SPBE) policy through Presidential Regulation No. 95 of 2018 as a digital transformation initiative in governance. This policy aims to achieve effective, efficient, transparent, and accountable government, while improving the quality of public services. This study examines the implementation of the SPBE policy in labor services in the City of Bogor using a qualitative approach based on literature review and document analysis. The findings indicate that the Bogor City Government has adopted SPBE in the labor sector by developing the “BogorKerja” employment information system, which provides a job vacancy portal, online issuance of job seeker cards (AK1), and integration with national platforms (the Ministry of Manpower’s KarirHub). Labor-related licensing services and administrative processes have also been digitalized, for example through e-ticket services for AK1 processing and the use of online applications. Furthermore, Bogor City launched the digital platform “Bogor Single Window (BSW)” as a super-app integrating various public services – including employment services – accessible with a single login. This implementation is supported by the City’s Manpower Office as a key actor in verifying data, facilitating hybrid job fairs, and coordinating with central agencies. Nevertheless, challenges remain, such as cross-system integration, improving personnel IT competencies, ICT infrastructure, and user outreach. Innovations undertaken, such as e-ticketing, job-matching portals, and central-local service integration, have enhanced service efficiency. The study concludes that SPBE implementation in Bogor’s labor services has progressed in line with national policy, though continuous efforts in infrastructure enhancement, human resource capacity, and user adoption are needed to fully realize SPBE objectives.

Abstract

Digital transformation in public governance has driven the implementation of the Electronic-Based Government System (EBGS) as a key framework for enhancing efficiency, accountability, and transparency in public service delivery, including in village development management. This study aims to evaluate the effectiveness of the EBGS-based monitoring and evaluation system in assessing the performance of Professional Village Facilitators (PVFs) within the context of village assistance programs. A descriptive qualitative approach was employed, drawing primarily on document analysis, including the 2024 PVF Performance Evaluation SOP, EBGS evaluation reports, and academic references. Findings indicate that the evaluation system, based on the DRP and DRP Evkin applications, has successfully integrated daily activity reporting and qualitative supervisor assessments into a streamlined digital platform. The system applies a balanced scoring mechanism that combines quantitative metrics (working hours) and qualitative assessments (work competencies). The adoption of EBGS has enabled real-time performance tracking and reduced data distortion at the field level. Nonetheless, challenges persist, such as delays in supervisor assessments, vacant evaluator positions, and limited infrastructure capacity in certain regions. The system has also incorporated risk management principles by classifying technical and structural risks and adopting mitigation strategies grounded in both technological and organizational structures. These findings suggest that EBGS holds significant potential for improving performance evaluation governance at the village level. However, institutional reinforcement and technical support remain crucial. Policy recommendations include enhancing the digital capacity of PVFs, expanding system features, and strengthening infrastructure in remote areas to ensure equitable and sustainable EBGS implementation.

Abstract

Artikel ini membahas peran kreativitas editor video dalam menghasilkan iklan video komersial produk Ronas oleh PT Revass Utama Medika. Metode yang digunakan menggabungkan model AIDA untuk penyusunan konten dan alur cerita, serta model MDLC sebagai pedoman teknis dalam proses produksi video. Tahapan produksi meliputi konseptualisasi, perancangan, pengumpulan materi, penyuntingan, pengujian, hingga distribusi. Hasil dari proyek ini berupa video iklan berdurasi 45 detik yang mengintegrasikan visual sinematik, motion graphics, animasi bahan aktif, dan desain suara untuk mendukung pesan pemasaran. Penerapan kedua model terbukti efektif dalam meningkatkan daya tarik visual dan efektivitas komunikasi, sehingga mampu mendorong kesadaran merek (brand awareness) dan minat beli konsumen. Kesimpulannya, kreativitas editor video serta integrasi metode AIDA dan MDLC merupakan faktor kunci dalam menghasilkan iklan digital yang menarik, komunikatif, dan berhasil mencapai tujuan pemasaran.

Abstract

This research aims to describe in depth the challenges and implementation strategies of Electronic-Based Government Systems (EBS) in the context of public service bureaucratic reform in Indonesia. Using a descriptive-qualitative approach based on a literature study, this research examines various current data sources from books, scientific journals, and official regulations. The results show that the implementation of SPBE still faces multidimensional challenges, especially in the aspects of ICT infrastructure, system integration, public digital literacy, competence of state civil apparatus (ASN), leadership commitment, and organisational culture. The biggest challenge lies in the limited infrastructure and low digital skills, both among ASN and the general public. To overcome this, suggested strategies include strengthening digital infrastructure evenly, continuous digital competency training, improving cross-sector coordination, and reforming organisational culture towards digitalisation. This research confirms the importance of leadership commitment, policies that favour digital transformation, and a transparent and adaptive SPBE performance evaluation system to support more efficient, responsive, and accountable bureaucratic reforms

Abstract

Semakin maraknya pemberitaan negatif tentang kenakalan remaja peserta didik sekolah menengah membutuhkan penanganan yang serius guna menjaga citra lembaga pendidikan. SMA YPHB mengalami krisis akibat berita negatif tentang tawuran. Penelitian ini bertujuan untuk mengetahui bagaimana implementasi komunikasi krisis dan penggunaan media social yang dilakukan oleh Humas dalam menangani pemberitaan negatif peserta didik. Jenis penelitian adalah kualitatif deskriptif dengan tipe penelitian studi kasus dengan menggunakan snownall sampling sebagai pemilihan 11 informan. Teknik pengumpulan data menggunakan wawancara, dokumentasi, dan tinjauan literatur. Peneliti menggunakan model analisis Miles dan Huberman untuk menganalisis data dan melakukan triangulasi untuk memeriksa validitas data. Hasil penelitian menunjukkan langkah-langkah manajemen krisis yang dilakukan SMA YPHB dengan identifikasi, analisis, isolasi, strategi dan program pengendalian. Setiap kegiatan di sekolah dipublikasikan dengan mengunakan media sosial (Instagram, Twitter, Facebook, tiktok dan kanal youtube YPHB Channel ). Kehumasan yang lebih terbuka dan manajemen krisis membuahkan hasil yaitu pemberitaan yang lebih seimbang . Dalam memberikan informasi kepada media, hasil penelitian juga menunjukkan bahwa YPHB telah memberikan informasi secara jujur, konsisten, dan relatif cepat.

Abstract

Digital transformation requires organizations to strengthen their learning and knowledge management capabilities in a structured, targeted, and consistent manner. In this regard, the integration of the Knowledge Management System (KMS) and the Learning Management System (LMS) is strategic in strengthening the role of Corporate Universities (Corpu) as centers for human resource competency development and drivers of organizational change. The purpose of this study is to examine in depth the optimization of KMS and LMS integration in supporting digital organizational development and to analyze the strategic role of Corpu in the organizational transformation process. Using a qualitative descriptive approach through literature review, this study examines various relevant academic sources to evaluate concepts, models, and best practices that have been implemented in various organizations. The research results show that KMS and LMS integration can form an integrated and collaborative digital learning ecosystem, strengthen knowledge management flows, and increase the effectiveness of organizational learning. Corpu plays a key facilitator in synergizing digital systems by aligning the organization's strategic needs with HR competency development. This study provides theoretical contributions to the development of digital organizational learning models and recommends practical implications for policymakers and learning system managers to adopt technology integration sustainably.

Abstract

This study aims to explore the implementation of project based learning (PjBL) based on Science, Technology, Engineering, and Mathematics (STEM) in calculating bacterial population growth. The research was conducted using a classroom action research (CAR) design with students of Parulian Senior High School as participants. Through the PjBL – STEM approach, students were angaged in project activities that entegrated biological concepts of bacterial growth with mathematical models, particularly exponential and logistic growth equations. Data were collected through observations, tests, and student project reports, then analyzed descriptively. The results showed that the implementation of PjBL-STEM improved students’ understanding of bacterial growth concepts, enhanced their ability to apply mathematical calculations in biological contexts, and fostered collaboration and problem-solving skills. This study demonstrates that integrating STEM-based project learning into biology classes effectively enhances students’ conceptual mastery and critical thinking.

Abstract

Indonesia's Electronic-Based Government System (SPBE) has emerged as a transformative framework for enhancing public service quality through digital governance. This study examines SPBE's role in improving efficiency, transparency, and accessibility by analyzing its implementation across four domains: governance, management, services, and infrastructure. Despite progress reflected in Indonesia's improved SPBE Index (3.12 in 2024) and global e-government rankings, challenges such as the digital divide (2,881 villages lack internet access), low civil servant digital literacy (30%), cybersecurity threats (400 million attacks in 2023), and system fragmentation (24,000 unintegrated applications) hinder optimal outcomes. The research employs a literature review and bibliometric analysis of 533 studies, identifying six thematic clusters that highlight SPBE's structural foundations, service quality impacts, and regional disparities. Findings reveal that while SPBE streamlines workflows through unified portals like the Public Service Portal, inconsistencies in infrastructure maintenance, user interface design, and cross-agency integration persist. The SERVQUAL model (Zeithaml et al., 1985) underscores gaps in reliability, responsiveness, and empathy, particularly for rural and digitally excluded populations. Policy recommendations include targeted infrastructure development, tiered digital training programs, security-by-design adoption, and centralized data governance to address fragmentation. The study concludes that SPBE's success depends on bridging implementation gaps through institutional reinforcement, equitable resource distribution, and continuous evaluation, positioning it as a catalyst for Indonesia's bureaucratic reform and inclusive digital transformation.

Abstract

Hoaks sains semakin sering ditemukan di media sosial dan berdampak pada persepsi masyarakat terhadap sains. Salah satu contoh hoaks yang viral adalah klaim keberadaan "City Lights" di planet ekstrasurya Proxima b. Penelitian ini bertujuan untuk menganalisis pola penyebaran hoaks tersebut di platform media sosial X (sebelumnya Twitter) menggunakan metode Social Network Analysis (SNA). Data dikumpulkan secara manual dari unggahan publik yang relevan, mencakup 200 tweet dalam rentang waktu 2021–2025. Data disusun dalam format tweetlog dan edge list untuk dianalisis menggunakan metrik Degree Centrality, Betweenness Centrality, dan Closeness Centrality. Hasil penelitian menunjukkan bahwa akun @astro_alexandra merupakan simpul paling berpengaruh dalam jaringan dengan nilai centrality tertinggi, baik dalam hal koneksi langsung, keterlibatan antar simpul, dan kedekatan posisi. Jaringan penyebaran bersifat tersentralisasi dan mengandung beberapa sub-jaringan terfragmentasi. Temuan ini dapat menjadi dasar dalam penyusunan strategi komunikasi sains yang efektif dalam melawan hoaks sains di media sosial.

Abstract

Abstrak Film-film Rhoma Irama seakan menjadi ruang temu maya antara penggemar yang ingin melihat sosok sang idola dengan Rhoma Irama yang berjuang dakwah melalui teknologi media populer. Naratologi, sinematik, serta mise-en-scene sebagai analisis utama dalam kajian ini untuk mengkaji data-data penelitian yang didapatkan melalui observasi, studi pustaka, dan wawancara. Pendekatan teori Struart Hall dan Paul Du Gay, tentang lima unsur yang saling berkaitan dalam bentuk identity, representation, production, regulation and consumption. Tinjauan sosiologis memperkenalkan tiga pendekatan utama untuk menjelaskan representasi bekerja pada kebudayaan. Pertama the reflective, kedua the intentional, dan ketiga constuctionist. Film musikal Satria Bergitar Rhoma Irama merupakan representasi atas perjalanan karir bermusik dan dakwah Rhoma dan Soneta Group. Peneliti memandang bagaimana struktur naratif film dan keislaman direpresentasikan oleh timur tengah (global) diupayakan untuk dilokalkan dalam film musikal Satria Bergitar Rhoma Irama. Alur disusun dan disesuaikan dengan cerita lagu pengiring, tampil dengan pelbagai karakter dan seting yang berbeda beda dalam setiap filmnya serta menggambarkan nuansa kolosal. Abstract Rhoma Irama's films become meeting point of the fans who want to see the figure Rhoma Irama as their idol doing who are struggling to preach through popular media technology. Narcotology, cinematic, and mise-en-scene as the main analysis in this study to study the research data obtained through observation, literature study, and interviews. The approach of Struart Hall and Paul Du Gay, about the five interrelated elements in the form of identity, representation, production, regulation and consumption. Sociological reviews introduce three main approaches to explain the representation of work in culture. First the reflective, second the intentional, and third the constuctionist. The musical film Satria Bergitar Rhoma Irama is a representation of the career journey of music and preaching of Rhoma and Soneta Group. The researcher looked at how the narrative and Islamic structure represented by the Middle East (global) was sought to be localized in the musical film Satria Bergitar Rhoma Irama. The plot is arranged and adapted to the accompaniment song story, appearing with various characters and settings that are different in each film and illustrate colossal feelings.
