Abstract

State-Owned Enterprises (SOEs) are a form of business entity or legal entity established by the government to realise the welfare of the Indonesian people in accordance with the mandate of the 1945 Constitution. In the management and implementation of their business activities, SOEs in the form of limited liability companies have their own unique characteristics when compared to private limited liability companies, because these SOEs are also regulated separately by Law No. 19 of 2003 concerning State-Owned Enterprises, in addition to being regulated by Law No. 40 of 2007 concerning Limited Liability Companies. The background and considerations for the enactment of Law No. 19 of 2003 on State-Owned Enterprises include the fact that SOEs are one of the economic actors in the national economy based on economic democracy, playing an important role in the management of the national economy to achieve public welfare, whereas the implementation of the role of SOEs in the national economy to achieve public welfare has not been optimal. Therefore, management and supervision must be carried out professionally. In the management and supervision of SOEs, many directors (managers) of SOEs have been involved in special criminal cases due to errors or negligence in implementing the Business Judgment Rule. Moreover, currently there are not many references or jurisprudence that can save SOE directors if they are suspected of corruption, including the condition of government regulations that do not specifically regulate the application of the Business Judgment Rule.

Abstract

The rapid growth of digital communication has intensified opinion exchanges across languages and cultures on social media, enriching public discourse while also increasing the risk of polarization that deepens social divisions. Conventional sentiment analysis methods that rely on translation often distort meaning, overlook emotional nuances, and fail to capture rhetorical devices such as irony and sarcasm, thereby limiting their reliability in multilingual contexts. This study examines the capability of XLM-RoBERTa, a multilingual transformer model pretrained on more than 100 languages, to address these challenges by generating consistent semantic representations and accommodating linguistic and cultural diversity without translation. The research employs bibliometric analysis using VOSviewer on 357 Scopus-indexed publications from 2020 to 2025 to map research trends, combined with a literature review that evaluates XLM-RoBERTa in sentiment and opinion analysis. The findings reveal that although XLM-RoBERTa has been widely employed for sentiment classification, text categorization, and offensive language detection, research explicitly focused on multilingual opinion polarization remains limited. Benchmark evaluations further indicate that XLM-RoBERTa surpasses earlier multilingual models, achieving 79.6% accuracy on XNLI and an 81.2% F1-score on MLQA, confirming its robustness in capturing semantic nuances, cultural variations, and rhetorical complexity without translation. The novelty of this research lies in integrating trend-mapping with methodological evaluation, thereby establishing XLM-RoBERTa as a reliable framework for real-time monitoring of global public opinion, supporting evidence-based policymaking, and advancing scholarly understanding of multilingual communication dynamics in the digital era.

Abstract

Bogor Regency has a high risk of landslides due to geological factors, steep slopes, high rainfall, and changes in land use. This study analyzes the distribution of landslide risk using a Geographic Information System (GIS) with four main parameters (geology, rainfall, slope, and land use) that are weighted and overlaid using ArcGIS. The results show that the southern part of Bogor, especially Cigudeg, Nanggung, Leuwiliang, and Pamijahan, is at high risk due to a combination of geological and climatic conditions. The resulting landslide risk map provides important input for local governments in spatial planning, land management, and community preparedness. This study highlights the important role of geospatial technology in supporting evidence-based mitigation strategies and sustainable development in disaster-prone areas.

Abstract

So far the process of storing the goods in the warehouse has not been properly installed so that data errors often occur, and it is very impeding a job. The problem of workers or employees in the company is difficult if at any time if there is a data fault,   not only that the supply of goods in the warehouse such as stock and placement of goods has not been well-monitoring and detent. OBecause the author raises this problem in order to be able to solve the problem in order to form an effective and efficient system   then the best solution is to be made a system of information technology that is able to solve the problem,  the system that will be designed later is a warehousing information system capable of monitoring stock of goods, the placement of an item, as well as the availability of information about the features of goods inserted into the warehouse, the programming language that will be used to create its system is  Page Hypertext preprocessor  (PHP)  and  MySQL as its databaseandsystem development using  waterfallmethod.

Abstract

Epoxy resin coatings containing Bisphenol A (BPA) are widely used in canned food packaging, including sardine cans. They may pose a risk of chemical migration into food products under specific conditions. This study aimed to evaluate BPA migration into food simulants, acetic acid (1%, 3%, and 10%) and ethanol (10%, 20%, and 50%), at three temperatures (60 °C, 100 °C, and 121 °C). Migration levels were quantified using High-Performance Liquid Chromatography (HPLC) with UV-Vis detection. Preliminary analysis of five sardine can brands revealed BPA concentrations ranging from 0.0052 to 0.0487 mg/kg. Results demonstrated a significant increase in BPA migration with both simulant concentration and temperature. In ethanol, migration increased by 437% when the concentration rose from 10% to 50% at 121 °C, while a 92% increase was observed in acetic acid from 1% to 10% under the same conditions. Temperature had a more pronounced effect: BPA migration in 20% ethanol rose by 3,714% between 60 °C and 121 °C. Migration in 3% acetic acid increased from undetectable to 0.1515 mg/kg across the same temperature range. These findings indicate that BPA migration is significantly influenced by simulant type, concentration, and temperature, underscoring the necessity for stringent control over packaging conditions to ensure food safety.

Abstract

Main purpose of the studied was carried – out on 1. Improving the academic – value on Mathematics-problem and 2. Increasing speed learning-value of Mathematics-problems through technical CORE-Model. Total experiment sample of the studied consist of 20 person pupils respectively, was apply with 1st stage to training and guidance 2nd stage was conditioning environment and 3thstage was experiment-periode, neverthelese each stage consist of 10 days. Date were analised by two-ways classification without interaction. Result of the studied informs as follows: 1. Highly significance (0,1%) difference on improving of academic-value of Matematics-problems between CORE-Model with conventional-learning technics respectively 2. Highly significance (0,1%) difference on speed-learning of Matematics-problems between CORE-Model with conventional-learning technics respectively.

Abstract

The increasing population has resulted in a higher volume of waste at the Galuga landfill, generating leachate that potentially contaminates the surrounding shallow groundwater. Groundwater serves as a crucial source for domestic needs; thus, its contamination poses serious health risks and threatens ecological balance. This study aims to analyze the quality of shallow groundwater around the Galuga landfill and to map its spatial distribution as a foundation for sustainable environmental monitoring and management. The research methods included collecting groundwater samples from seven representative points along the groundwater flow direction, analyzing physical parameters (temperature, pH, turbidity), chemical parameters (Fe, Mn, NO₃⁻, and Cl⁻), and microbiological parameters (E. coli and total coliform), followed by calculating the Water Quality Index (WQI) using the NSF-WQI method. The findings revealed that several parameters, particularly Fe, Mn, E. coli, and total coliform, exceeded the permissible drinking water standards established by the Indonesian Ministry of Health Regulation No. 492/Menkes/Per/IV/2010. The average WQI score of 61.30 indicates a moderate water quality category. Therefore, it can be concluded that the shallow groundwater surrounding the Galuga landfill has been contaminated and is not suitable for direct consumption as drinking water. Consequently, it is recommended to implement more effective leachate management systems and conduct regular groundwater quality monitoring to prevent further contamination and safeguard community health and environmental sustainability.

Abstract

Penelitian ini menganalisis penerapan model quasi-franchise governance dalam pengelolaan pelabuhan non-core serta implikasinya terhadap efisiensi operasional dan kontribusi sektor transportasi terhadap Produk Domestik Regional Bruto (PDRB) daerah. Studi kasus dilakukan pada kerja sama operasional antara PT Pelabuhan Indonesia (Persero) dan PT Kaltim Kariangau Terminal (KKT) di Kota Balikpapan. Penelitian menggunakan pendekatan kuantitatif-deskriptif berbasis studi kasus dengan analisis tren time-series data periode 2016–2024 yang meliputi arus petikemas, kinerja keuangan (revenue dan EBITDA), serta kontribusi sektor transportasi dan pergudangan terhadap PDRB. Hasil penelitian menunjukkan bahwa model quasi-franchise memungkinkan pemisahan fungsi pengendalian strategis dan pelaksanaan operasional, yang berimplikasi pada peningkatan fleksibilitas manajerial dan perbaikan efisiensi operasional. Pertumbuhan EBITDA yang lebih tinggi dibandingkan pertumbuhan revenue mengindikasikan peningkatan efisiensi struktur biaya. Selain itu, pemulihan arus petikemas pasca-pandemi berkontribusi terhadap penguatan sektor transportasi dan pergudangan dalam struktur ekonomi daerah. Temuan ini mengindikasikan bahwa model quasi-franchise governance berpotensi menjadi instrumen kelembagaan yang efektif dalam meningkatkan kinerja pelabuhan non-core sekaligus mendukung daya saing logistik regional.
