Abstract

Public service is a form of service provided by the Government to meet the needs of its people. The quality of public services is the primary feature of a service product provided by public service providers to the recipients of services. One form of a public organization that provides health services to the general public is Puskesmas (Community Health Center). Community Health Center as one of the PSA (Public Service Agency) is the spearhead in the development of public health. Ngaliyan Community Health Center is a functional organization which has the task in providing comprehensive and integrated service to the Ngaliyan community. The purposes of this study is to determine the quality of health services in Ngaliyan Semarang and also to know how to supporting and inhibiting aspects of service quality in Ngaliyan Community Health Center Semarang. There are several dimensions that are used to measure the quality of services provided by of Ngaliyan Community Health Center Semarang. These dimensions consist of tangible, empathy, reliability, responsiveness and assurance. The results of this research that the quality of services provided by of Health Center is not good enough. Because these are many aspects detan the services provided by Health Centers Semarang. Dimensions that are need to be improved to escalate the quality of services in the dimension is tangible, reliability and assurance. Because on these three dimensions, there are many efforts to improve the quality of service and it can be done with added numbers of employees, facilities and infrastructure and service time.

Abstract

The implementation of death certificate program in Tugu sub-district, part of Semarang city is government’s effort in managing population documents and administration. The government’s role, especially coming from Department of Population and Civil Registration of Semarang city, is important in the implementation process. The department is in the position of where they are obliged to overcome challenges in population administration practice based on Act 24 Year 2003 about Amendment of Act 23 Year 2006 about Population Administration. This study is based on qualitative descriptive method, using staffs from Department of Population and Civil Registration of Semarang and Tugu sub-district residents that have been involved in the program as informants. This study aims to analyze the policy implementation process and its impeding factors. This study uses George Edward III, which stated that the impeding factors in a policy implementation process are communication, resources, and disposition or bureaucratic structure and behaviour issues. Based on the result found from this study, it is shown that the implementation of this program is still lacking on resources, such as human resources, financial resources, and facility resources. This program also still lacks on socialization efforts by the policy makers. Hence, it can be concluded that this program’s implementation process has not been optimal and ill-implemented.

Abstract

Local government is given the authority to manage their own territory and meet the needs of society as more real. Meet the needs of the community will require optimal performance. Residence documents into one of the essential needs of the community and must be met, in addition to meeting the needs of education, health, economic and other needs. This research will analyze the performance conducted by the Department of Population and Civil Registration Magelang and aspects that support or hinder the performance of the agency. The theory used in this research is the theory of public administration and five performance criteria, namely the quantity, quality, timeliness, cost-effectiveness and accountability with descriptive qualitative research design. Data collection techniques used through interviews, observation and documentation of the employee informants Department of Population and Civil Registration Magelang and people processing documents. The results of this research indicate that, the performance of the Department of Population and Civil Registration Magelang in order to realize the possession of the document is still not optimal, especially in terms of quantity, also found problems such as disclosure of information, and the limited human resources, budget and infrastructure that support the performance. Nevertheless, the performance of the Department of Population and Civil Registration Magelang has been supported by the conformity of the program with the vision of service, proactive attitude to plan a more intensive effort to increase public awareness of the orderly ownership documents, the timeliness of the commitment for issuance of KTP/KK and birth certificate, discipline in creating accountability through performance reporting to the transparency of reporting. Overcome these problems, there are some suggestions that can be done such as expanding the information, especially the requirements of the documents with brochures and additional specialized personnel who are experts in delivering information, improving the quality of human resources, the addition of the proposed budget and improve the rehabilitation of infrastructure to be more adequate.

Abstract

Inequality of development between rural and urban areas encourage the central government to provide somes insentives to the village’s government, one of which is through the Alokasi Dana Desa (ADD). The income ADD must be managed well, which is it can be used for community empowerment in order to encourage the intensify of community’s welfare. The common problem that always happened in society is how to manage these fund in community empowerment.? The aim of this research is to know the process of how to manage this ADD and the influencing factors, and also how to improve the management of this funds in Margomulyo’s village. This study is descriptive-qualitative research by using Spredley’s data analysis method and source’s triangulation technique to do validity test. The result of this research shown that planning step of the ADD in community empowerment is in the awakening level of empowerment’s process that can be seen from unmaximal effort to realize the community about their potency. The Organizing phase is still in understanding level, it can be seen from how the miscommunication still happened around the stakeholder. Actuating phase in this research shown that the empowerment is in using level, it can be seen from people’s participation in monitoring process. The influencing factors that found in this research are leadership, human resources, management’s process, community’s participation and the culture.

Abstract

One of Bureaucracy Reforms coverage is to create quality human resources with high integrity in working with upholding professionalism , thus the need for a planning formationsto meet the quality and quantity of staff required. This study aimed to describe the formation of employee planning and supporting factors and obstacles encountered in planning theformation of an employee at the BPN of Central Java province.This study used a descriptive research with a qualitative approach . The focus of the study include: ( 1 ) formation of the planning process at the district office employees BPNCentral Java province , ( 2 ) the factors supporting and inhibiting the formation employee planning process .The results of the study planning process formation employee still needs to be improved in terms of analysis tools are available , the distribution of the workload of employees , budget efficiency , and analysis of employee turnover . Advice given is the BPN of Central Java province should be more effective in forecasting the division of labor and employees who will be out.

Abstract

Understanding the procedures of making the given passport has existed and been good. But less understood by the general population of executives who take care of passport directly on its own, because the procedure is believed to be less obvious, less informative giving rise to confusion. In addition, the perception of the ability of employees in the process of making a passport applicant making a sluggish feel aggrieved. The purpose of this study was to determine the relationship between variables, the procedure is understanding the perceptions of service quality and personnel capacity is partial and simultaneous. Samples are taken using incidental sampling of 95 respondents. The Data obtained were analyzed using rank correlation coefficient method of kendall, kendall and konkordasi coefficient coefficient of determination. The results of this study indicate that there is a positive relationship between the variables, the procedure is understanding the perceptions of service quality and personnel capacity is partial and simultaneous, with the magnitude of the relationship between the variables of understanding the procedure and the perception of the ability of employees to quality service categories include 100% perfect relationship. The suggestion of this research is to improve the quality of service it is necessary the presence of the addition of facilities and infrastructure repair and provide services that are more oriented to the applicant.

Abstract

Measurement of Public Satisfaction Index refers to KEMENPAN No. 25 of 2004 on Public Satisfaction Index (IKM). Objective Measurement of Public Satisfaction Index is to determine the development of the unit's performance in the service of the government agency that is implemented by the relevant agencies periodically and can be used as material for their own policies in order to further improve the quality of public services. While the purpose of research measurement IKM : how the level of customer satisfaction, aware of the elements that must be improved and how to improve community satisfaction. Community Satisfaction Measurement indicator by KEMENPAN No. 25 of 2004 was Procedures, Requirements Services, Clarity Service Officers, Disciplinary Officer Service, Responsibility Service Officers, Service Officers Ability, Speed Services, Justice Getting Care, Courtesy and hospitality Officer, Fairness Care Costs, Cost Assurance Services, Assurance Services Schedule , Safety, Environment and Security Services. Based on public satisfaction measurement indicators in the Investment and Services Agency One Stop (BPMPPTSP) in Semarang Regency, Authors recommend as follows: (1) Repair Facilities and Infrastructure support services, and (2) Increased element of comfort for users permissions to create the environment conducive to the user.

Abstract

Getting of quality public services is the hope of every community. In order to create quality public services, the government passed a law that Permendagri Number 4 of 2010 concerning the Guidelines for District Integrated Administrative Services (PATEN). PATEN aims to improve the quality and bring services closer to the community. This study aims to determine how the quality of PATEN implementation in the Sokaraja District Office in Banyumas, and to know what factors support and hinder the implementation. There are five dimensions used to measure the quality of services provided, these dimensions include tangible, reliability, responsiveness, assurance and empathy. And as to know influencing factors are seen from human resources, strategic, system and customer factors. This study uses descriptive qualitative research methods . The data was collected by interviews with informants, observation, and documentation obtained from actual documents relating to the object of research. The results of this study indicate that the quality of PATENTs in the Sokaraja District Office in Banyumas has not been going well, and it is necessary to hold improvements in the implementation of its services on the dimensions of tangible, reliability and responsiveness. Whereas in the influencing factors, it is known that the strategy factors and customer factors are categorized as inhibiting factors. Improvement of services provided can be in the form of additional infrastructure, disciplinary staff, making Standar Operational Procedure and optimizing the capabilities of staff.

Abstract

Public service becomes an important for the government in providing services to the citizen. One of them is giving administration services in DPMPTSP of Semarang City. Till now the administration service is considered difficult by citizen, those which are causing complaints from the public related services. The problem is lack of clarity in the follow-up of complaints that was submitted by the citizen. The purpose of this study is to examine the complaints handling system and the factors that impede the implementation of complaint handling in DPMPTSP Semarang City. The method used is descriptive qualitative. The results showed that on the input aspect of the inhibiting factor is the lack of human resources in handling complaints and frequent disruptions in the internet network. While aspects of the process on the dimensions of commitment showed that the follow-up to the violating community is considered less assertive. In the dimension of clarity, infrastructure facilities regarding the information handling process of the complaint is still unclear. In the output aspect, the complaint handling evaluation program has been carried out on a regular basis. Feedback obtained by the DPMPTSP Semarang City comes from the polling SMS survey of citizen satisfaction (SKM), while from the citizen has felt the development of administration services. Based on these results it is recommended that DPMPTSP Semarang City should add employees to be assigned as staff in handling complaints, increase the quality of internet network, increase assertiveness with sanctioning regulations for society or companies that do not have permission, and improve the facility of information handling complaints to be more clear.

Abstract

Green open space is very important to note. Green open space is needed in particular to balance the urban region urban air to keep them fresh. When the current green open spaces were available yet is developed and managed properly. Contributing factor is the lack of budget, lack of human resources, and a shortage of land for development. These problems can be overcome by establishing partnerships among the actors involved in the development of green open space. Therefore, this study aims to determine the role of each actor, determine the degree of partnership in the development of green open space, and efforts to be made in improving the partnership. Green open space is very important to note. Green open space is needed, especially in the region This study used a descriptive qualitative research motode documentation and interview as data collection techniques. The target in this research is the government, society, and the private sector participated in the development of green open space in the city of Semarang. The Partnership is a joint venture form of cooperation between two or more parties that aims to improve the ability of an organization in achieving its objectives. Based on the results of the overall study the problems encountered in relation to partnerships Semarang city government is not the implementation of partnerships with the private sector because of the difference between government and private interests. So far the government is trying to establish partnerships with the private sector.
